They are different measures with one important overlap. The Federal Reserve’s balance sheet records the Federal Reserve System’s assets, liabilities and capital. The U.S. national debt records federal borrowing that remains outstanding. Treasury securities held by Federal Reserve Banks are assets on the Fed’s books and are counted as debt held by the public in Treasury’s debt accounting—but that does not make the Fed’s balance sheet and the national debt the same thing.
What each number measures
The distinction begins with whose accounts are being described. The Federal Reserve System (the Fed) is the subject of the balance sheet. The federal government is the subject of the national-debt measure. One is a snapshot of an institution’s financial position; the other is a record of federal borrowing still outstanding.

| Measure | Question it answers | What it includes |
|---|---|---|
| Federal Reserve System balance sheet | What does the Fed own, what does it owe, and what is its capital? | Fed assets, liabilities and capital. Assets include Treasury securities, agency mortgage-backed securities, loans and other assets. Liabilities include Federal Reserve notes, deposits, reverse repurchase agreements, foreign official and international account balances, and the U.S. Treasury General Account. |
| U.S. national debt | How much federal borrowing remains outstanding? | Federal debt, reported as debt held by the public plus intragovernmental holdings, subject to the adjustments Treasury uses for particular debt-limit measures. |
The figures may both be expressed in dollars, but a shared unit does not give them the same accounting scope. The Fed’s total assets are not a measure of how much the federal government has borrowed. Nor is the national debt a list of everything the Fed owns and owes.

What appears on the Fed’s balance sheet
A balance sheet has two sides. Assets are items the institution owns or claims it holds; liabilities are obligations recorded against it. Capital is reported separately. For the Federal Reserve System, the asset side includes Treasury securities and other items such as agency mortgage-backed securities, loans and other assets. The liability side includes currency in circulation in the form of Federal Reserve notes, deposits held by depository institutions, reverse repurchase agreements, balances for foreign official and international accounts, and the Treasury General Account.

This composition matters because a Treasury security is only one type of Fed asset. A balance-sheet total therefore cannot be read as the amount of Treasury debt in the Fed’s portfolio, let alone as the total national debt. Liabilities are not assets either: they describe obligations on the Fed’s books, rather than federal borrowing from all holders.
The accounting totals also fit together. In the Federal Reserve Board’s snapshot for March 25, 2026, reported total assets of $6,657 billion equal total liabilities of $6,611 billion plus total capital of $46 billion. This identity helps explain why the balance sheet is a financial-position statement, not a debt-only tally.
What the national debt includes
Treasury describes the national debt as accumulated outstanding federal borrowing. Its broad components are debt held by the public and intragovernmental holdings. The first covers federal debt held outside the U.S. government, under Treasury’s stated definition; the second covers Treasury securities held in government accounts, such as government trust funds.

Intragovernmental holdings are claims between parts of the federal government. They are still included in gross federal debt as Treasury reports it. That is why the phrase “the government owes itself” does not mean those holdings disappear from the gross-debt accounting. It describes who holds the securities, not a different category of Fed assets.
TreasuryDirect defines debt held by the public as “all federal debt held by individuals, corporations, state or local governments, Federal Reserve Banks, foreign governments, and other entities outside the United States Government less Federal Financing Bank securities.” The inclusion of Federal Reserve Banks is the key to understanding the overlap: Fed-held Treasury securities count as debt held by the public in Treasury’s classification.
How the two measures overlap without becoming interchangeable
When a Federal Reserve Bank holds a Treasury security, the same instrument is viewed from two institutional perspectives. On the Fed’s books, it is an asset. In Treasury’s debt-holder accounting, it is federal debt held by a Federal Reserve Bank, which Treasury includes in debt held by the public. That common security connects the measures, but their totals still describe different things.

A simple analogy is to distinguish a bank’s own balance sheet from a government’s record of borrowing. The bank may own a government bond, but its overall balance sheet also records its other assets, obligations and capital. The government’s borrowing record, meanwhile, follows the outstanding debt and its holders. The analogy is limited: the Federal Reserve System and the federal government are not financially identical, and the presence of Treasury securities on the Fed’s books does not establish that those securities can simply be cancelled without accounting, legal or policy consequences.

Treasury’s definition expressly places Federal Reserve Banks among the holders included in debt held by the public. Use that definition when interpreting the category rather than assuming “public” means only households or private companies.

| Fed balance-sheet item | Amount on March 25, 2026 | How to read it |
|---|---|---|
| Total assets | $6,657 billion | The total assets of the Federal Reserve System on the report date. |
| Total liabilities | $6,611 billion | The total liabilities reported on that date. |
| Total capital | $46 billion | The capital amount that, together with liabilities, equals the reported assets. |
| U.S. Treasury securities held outright | $4,375 billion | A component of the Fed’s assets, rather than the whole balance sheet or the whole national debt. |
Subtracting the reported Treasury securities held outright from total assets gives $2,282 billion in other assets by arithmetic. That difference is not a separately quoted national-debt measure; it reflects that the Fed’s assets extend beyond the listed Treasury holdings. The report’s figures illustrate the scale and composition of the Fed’s books on one date.
These figures cannot be compared directly with a national-debt total from an unspecified date or a different definition. The May 2026 report does not supply a same-date national-debt figure in the cited material. A fair numerical comparison requires aligned reporting dates and clarity about which debt measure is being used. The $6,657 billion asset figure is not evidence that the national debt is that amount, nor does the $4,375 billion in Fed-held Treasuries state the total amount of federal borrowing.
Public debt outstanding is not the debt limit
TreasuryDirect distinguishes Public Debt Outstanding from Public Debt Subject to Limit. Public Debt Outstanding is the face or principal amount of Treasury marketable and nonmarketable securities currently outstanding. Public Debt Subject to Limit is an adjusted amount used to determine whether borrowing is within the statutory limit.
Best Value
In Treasury’s FY 2025 financial report, gross federal debt is described as debt held by the public plus intragovernmental debt, with adjustments relevant to the statutory debt limit. The debt limit is therefore a legal borrowing-limit measure, not another name for the national debt and not a measure of Fed assets. When reading a debt figure, check whether it is outstanding debt or debt subject to limit before comparing it with another number.
How to compare figures without mixing up the scopes
If you encounter a Fed balance-sheet figure beside a national-debt figure, use these checks before drawing a conclusion:
- Identify the institution. Is the figure for the Federal Reserve System or for the U.S. federal government?
- Identify the accounting side. Is it Fed assets, Fed liabilities, Fed capital, or Treasury borrowing?
- Check the composition. Does the amount cover Treasury securities alone, all Fed assets, debt held by the public, or gross federal debt including intragovernmental holdings?
- Check holder treatment. Treasury includes Federal Reserve Banks among holders of debt held by the public.
- Align the dates and definitions. Debt and balance-sheet amounts change over time, so figures need the same reporting date and a clearly identified measure to support a direct comparison.
For example, the March 25, 2026 Fed figure for Treasury securities held outright can answer how much in that category the Fed reported holding on that date. It cannot, by itself, answer how much total federal debt was outstanding, how much debt was held by all public holders, or what amount was subject to the debt limit. Those are distinct questions requiring the corresponding Treasury measure.
Common misreadings to avoid
- “The Fed’s balance sheet is the national debt.” No. One reports the Fed’s assets, liabilities and capital; the other reports outstanding federal borrowing.
- “The national debt excludes Treasury securities held by the Fed.” Not under Treasury’s cited definition of debt held by the public, which explicitly includes Federal Reserve Banks.
- “The Fed’s Treasury holdings equal its total assets.” No. Treasury securities are one asset category, while the Fed also reports other assets.
- “Debt held by the public means only private investors.” Treasury’s category also includes Federal Reserve Banks, state and local governments, foreign governments and other entities outside the U.S. government, subject to the definition’s stated adjustment.
- “The debt limit is the debt itself.” No. Public Debt Subject to Limit is an adjusted measure used for the statutory borrowing limit; it is distinct from Public Debt Outstanding.
Which official measure to look for
Choose the number based on the question. To understand the Federal Reserve System’s own financial position, look for its balance sheet and distinguish total assets, liabilities, capital and individual asset categories. To understand federal borrowing, look for Treasury’s national-debt or public-debt measures and identify whether the figure is debt held by the public, intragovernmental debt, gross federal debt, Public Debt Outstanding or Public Debt Subject to Limit.
The Federal Reserve Board’s May 2026 report is useful for the dated Fed snapshot above. Treasury Fiscal Data’s national-debt explanation supports the general definition and composition of the debt, while Treasury’s FY 2025 financial report explains the gross-debt and debt-limit framing. TreasuryDirect’s public-debt FAQ supplies the definition that explicitly includes Federal Reserve Banks among holders of debt held by the public. Use each source for the accounting question it actually answers, rather than treating one institution’s total as a substitute for another’s.
