That chain of evidence helped expose a major child sexual exploitation site and support efforts to rescue victims.
How did investigators track Bitcoin payments to Welcome to Video?
The investigation combined several steps. Bitcoin’s public ledger made transactions and flows between addresses visible, but an address is not, by itself, a person’s legal identity. Investigators had to connect the on-chain activity to services and records that could help identify users.

Trace transactions on the blockchain
The U.S. Department of Justice said the investigation began in August 2017 with a focus on illicit virtual-currency transactions on the darknet. Investigators followed funds on the blockchain, which led them to Welcome to Video, a Tor-based site that accepted Bitcoin. DOJ said each registered user received a unique Bitcoin address. That setup gave investigators transaction trails to examine; it did not make users’ names visible on the ledger. Connect transaction flows to exchanges
In a reported account of the case, blockchain analysis helped investigators identify cryptocurrency exchanges used by customers. Investigators then contacted exchanges and obtained account-holder information. The identity link came from investigative work and records held beyond Bitcoin’s public transaction history—not from a name attached to each address. Combine financial evidence with law-enforcement action
DOJ remarks at the October 16, 2019 press conference credited blockchain tracing and said Chainalysis significantly assisted the investigation. The case was not simply the result of a software tool: transaction analysis, exchange records, server evidence, and cooperation among agencies formed a broader investigative effort. Deputy Assistant Attorney General Richard Downing said in his prepared remarks: “By following the funds on a blockchain, it ultimately uncovered the severity of Welcome to Video, a Tor network-based child pornography site that accepted payment in bitcoin.” The phrase “child pornography” is the historical wording used in that 2019 statement; contemporary narration more accurately refers to child sexual abuse material or child sexual exploitation material. What happened in the investigation?
- August 2017: DOJ says the investigation began by focusing on illicit virtual-currency transactions on the darknet.
- March 5, 2018: South Korean police seized the site’s server and arrested its operator, Jong Woo Son. DOJ says the operation involved IRS Criminal Investigation, Homeland Security Investigations, the U.K. National Crime Agency, and South Korean National Police.
- October 16, 2019: The U.S. Department of Justice announced an indictment and coordinated international actions against users. It described Son as indicted in the United States and separately said he had been charged and convicted in South Korea and was serving his sentence there. Those are distinct proceedings.

Why Bitcoin tracing did not mean automatic identification
Bitcoin transactions can be examined publicly, making it possible to follow funds and identify patterns or connections among addresses. But an address does not inherently reveal who controls it. In this case, the reported exchange records supplied a path from transaction activity toward account holders, while server seizure and cooperation across agencies added other evidence. Describing the case as “tracking Bitcoin payments” is accurate; saying the blockchain itself named the users is not.
Then-U.S. Attorney for the District of Columbia Jessie Liu put the government’s message this way in Futurism’s October 17, 2019 account of the announcement: “You may try to hide behind technology, but we will find you and we will arrest and prosecute you.”
