Institutional crypto custody remains resilient during a prolonged outage only when the whole service—not just private keys—can be governed, recovered and audited. A workable plan defines which custody and client services must continue, sets service-specific recovery objectives, maps dependencies on people and suppliers, governs emergency signing and key recovery, preserves trustworthy records, and exercises the process under realistic conditions. Power, connectivity, facilities, staff, transaction controls and communications all need alternatives.
This is a continuity and control problem, not a wallet-shopping exercise. The right design depends on your legal entities, assets, chains, client obligations, jurisdictions and risk appetite.

Start with the services and decisions that must survive
Begin with a business impact analysis for each legal entity and custody activity. List the services clients and counterparties rely on, the decisions that keep those services safe, and the evidence regulators or auditors will expect after an incident.
Define critical custody functions
- Asset receipt, segregation and balance verification.
- Transaction intake, construction, policy checks, approval and signing.
- Settlement, broadcast, confirmation monitoring and exception handling.
- Client instructions, reconciliations, reporting and regulatory records.
- Incident response, fraud controls, sanctions or travel-rule checks where applicable, and escalation.
For each function, record the minimum acceptable service level during a disruption. Some transfers may be paused while safeguarding, reconciliation and incident response continue. Others—such as a time-critical collateral movement—may be allowed only under an emergency procedure with enhanced approval.

Assign decision rights before the outage
Name the accountable executive, incident commander, custody operations lead, security lead, compliance lead and communications owner. Document who can enter recovery mode, who can authorize an emergency transaction, and who can stop one. Specify alternates and the evidence needed to substitute for an unavailable person. A plan that relies on one executive, one administrator or one office is not a resilient plan.
Set activation and exit criteria
Define objective triggers such as loss of primary power beyond a stated period, simultaneous carrier failure, an unavailable signing or policy service, loss of a facility, corruption of critical records, or an outage during a pending transaction. Define who declares the incident, how status is recorded when normal systems are unavailable, and who authorizes a return to normal operations.
Set recovery objectives before selecting equipment
Equipment choices should follow the services and their obligations. For every critical service, set:
Recommended Free Tools
- Recovery time objective (RTO): the target time to restore the service after disruption.
- Recovery point objective (RPO): the tolerable age of data used for recovery.
- Maximum tolerable downtime: the point at which continued outage creates unacceptable legal, financial, market or client harm.
There is no universal custody RTO or RPO in the official material cited here. Set targets service by service, considering asset liquidity, chain behavior, client and collateral commitments, market hours, fraud exposure, dependencies and your risk appetite. Record assumptions—for example, whether a chain node, policy engine, identity provider or external custodian is available—and test the targets rather than treating them as theoretical numbers.

Map every dependency, not only the signing device
An offline-capable signer is useful only if the institution can identify an authorized transaction, verify its destination and amount, approve it under policy, sign it safely, record what happened and reconcile the result. Build a dependency map for each service.
| Dependency | Questions to answer | Fallback evidence to maintain |
|---|---|---|
| Power and workspace | Where can trained staff work if the primary site and utility power are unavailable? Are access controls, lighting and environmental protections usable? | Approved alternate sites, access procedures, safety checks and relocation responsibilities. |
| Connectivity and carriers | Can staff exchange authenticated instructions and obtain trustworthy chain data if primary internet or carriers fail? | Independently managed communication paths, verified contact lists and a procedure for validating data received through a degraded channel. |
| Signing and policy systems | Can policy evaluation, quorum approval and signing proceed without a single cloud, network or administrator? | Documented manual controls, locally available instructions and tested recovery material. |
| Identity and authorization | How are operators authenticated when ordinary identity services are down? How are leavers and substitutes handled? | Offline-verifiable identity records, role rosters, substitution rules and dual-control checks. |
| Transaction and chain data | How are addresses, fees, nonces, UTXOs, smart-contract calls and confirmations verified during degraded operations? | Approved data sources, independent review and a safe pause rule when data cannot be trusted. |
| People and suppliers | Which skills and vendors are essential? What if a key person, cloud provider, node provider or recovery site is unavailable? | Cross-trained alternates, supplier contacts, contractual recovery evidence and exit procedures. |
| Records | Can the team retrieve policies, client mandates, approvals, inventories and incident logs? | Offline encrypted backups, integrity checks, retention rules and restoration instructions. |
Design outage scenarios that match institutional reality
Use a scenario catalogue rather than a single “power failure” drill. At minimum, analyze:
- Extended loss of utility power at the primary facility.
- Loss of internet access or a carrier, with power still available.
- Simultaneous power and network loss.
- Loss of the facility or inability to enter it.
- Cloud, node, policy, identity or other critical supplier unavailability.
- Unavailability of key personnel, including an approver or recovery-material custodian.
- Corrupted, incomplete or inaccessible transaction and client records.
- An outage while a transaction is pending, partially signed or broadcast but not yet confirmed.
For each scenario, decide whether partial service is safe. A controlled pause can be safer than forcing throughput with incomplete data. Define how to identify duplicate submissions, stale approvals, chain reorganizations, nonce conflicts and transactions whose status cannot be established.
Write a transaction policy for degraded operations
Classify actions
Create three explicit classes:
- Stop: actions prohibited until normal controls and data are restored.
- Continue: low-risk activities that can proceed under the documented fallback process.
- Emergency: narrowly defined actions permitted only with enhanced approvals, independent verification and complete logging.
Define emergency limits and reconciliation
State which asset types, networks, counterparties, value limits and destinations qualify for emergency handling. Require independent confirmation of the instruction and destination, dual control for approval and signing, and a tamper-evident record of who did what and when. If online status cannot be verified, require a hold rather than guessing. After connectivity returns, reconcile internal records to chain state, client instructions, policy decisions and supplier reports; investigate every mismatch and conduct a formal post-event review.

Govern key recovery and access
Key recovery is a controlled institutional process, not the release of secret material to whoever is available. Document the following without publishing operationally sensitive details:
- Who may initiate recovery and the conditions that permit it.
- How many independent approvals are required and which roles must be represented.
- How a missing, incapacitated or conflicted role is replaced.
- Where recovery material, instructions and verification data are held, and how access is logged.
- How independent checks confirm that recovered material corresponds to the intended wallet, policy and network.
- How recovery proceeds if a critical supplier, facility or ordinary identity service is unavailable.
- How recovered keys are returned to protected storage or retired after the incident.
NIST SP 800-57 Part 2 Rev. 1 provides institutional concepts for key-management policy, planning, documentation and practice statements. NIST’s page notes that the publication is under review as of July 1, 2025, so confirm its status and applicability before calling it the latest edition: NIST SP 800-57 Part 2 Rev. 1.
Back up records and prove that restoration works
Back up the information needed to make a controlled decision, not merely wallet data. Include current client mandates, address inventories, policy versions, approval records, chain and transaction metadata, supplier contacts, incident procedures, legal and regulatory contacts, facility instructions and reconciliation data.

Apply that principle to custody records while designing private-key controls separately. Keep multiple protected copies with controlled access, document retention and destruction, and test restoration on a schedule that reflects change and risk. A backup that cannot be decrypted, is missing its latest records or depends on the failed environment is not a recovery capability.

Build communications that work when primary networks do not
Prepare approved message templates and alternate channels for internal teams, clients, counterparties, regulators and critical suppliers. Each message should state what is known, which services are affected, what actions are paused or permitted, what clients should do, how to report urgent issues and when the next update will arrive. Authenticate instructions independently; an outage is an opportunity for social engineering and fraudulent “emergency” requests.
Maintain current contact details in a protected, offline-accessible format. Test that staff can reach the incident team without the normal collaboration platform, email domain or phone carrier. Communications records belong in the incident evidence set and should be reconciled with transaction and approval logs afterward.

European Union
Commission Delegated Regulation (EU) 2025/299 requires covered crypto-asset service providers to maintain business continuity plans addressing unavailability of business functions, staff, workspace, external suppliers and data centres, as well as loss or alteration of critical data and documents. Plans include recovery procedures and deadlines, RPOs, maximum service-resumption time, backup-site relocation, critical-data backups and timely communications with clients, stakeholders and competent authorities. Article 4(2)(e) states: “The business continuity plans shall contain procedures to address any disruptions of outsourced critical or important functions, including where those critical or important functions become unavailable.” Read the official text at EUR-Lex.
ESMA announced on July 8, 2026 a Common Supervisory Action on CASPs’ digital operational resilience. Its stated focus includes distributed-ledger risks, governance, key and storage management, transaction controls, incident detection and response, smart-contract risks and third-party dependencies. The exercise runs from the second half of 2026 through the first half of 2027; it is a supervisory review, not a universal wallet design. Details are at ESMA.

On July 14, 2025, the Federal Reserve, FDIC and OCC issued a joint statement reminding banks that crypto-asset safekeeping must be conducted safely and soundly and comply with applicable law. The agencies said the statement creates no new supervisory expectations. Confirm which banking rules and supervisory statements apply to your charter and activity; see the joint statement.
An SEC/Federal Register item dated October 2026 discusses business continuity and disaster recovery in proposed crypto-custody rules. It is a proposal, not a final rule, and says suitable storage depends on facts and circumstances. Do not treat it as binding law: Federal Register proposal.
Compare custody models by resilience, not labels
Evaluate in-house, third-party and hybrid arrangements against the same questions. “Cold,” “warm” and “hot” describe an operating mode; none proves that an institution can recover safely.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Evaluation axis | In-house custody | Third-party custody | Hybrid arrangement |
|---|---|---|---|
| Dependency | Can internal staff recover without ordinary connectivity, one facility or one administrator? | What happens if the custodian, its cloud, site or communications are unavailable? | Which function is independent, and can either side operate when the other is degraded? |
| Control and accountability | Who controls keys, approvals and evidence under the institution’s policies? | What responsibilities, service levels and liabilities are contractual? | Are boundaries, handoffs and emergency authority unambiguous? |
| Recovery capability | Are staffing assumptions, RTOs, RPOs and restoration tests documented? | Will the provider supply independent recovery evidence and client-accessible records? | Can the combined process recover without a circular dependency? |
| Security and governance | Can separation of duties, monitoring and audit trails operate offline? | Are incident notices, audit rights and control evidence defined? | Are controls consistent across both environments? |
| Operational fit | Which assets, networks and transaction types can be supported during an outage? | Which services or chains must pause if the provider is impaired? | Does the split introduce reconciliation or timing risk? |
| Third-party assurance | What suppliers remain critical and how can the institution exit? | Are resilience obligations, testing, reversibility and termination assistance contractual? | Can records and authority move cleanly between providers? |
Exercise the plan and close the gaps
- Tabletop the decision process: present a simultaneous power and network loss, remove a key approver and require leaders to decide what stops, continues or qualifies as emergency activity.
- Run an operational recovery: relocate or simulate relocation, restore encrypted records, authenticate staff, reconstruct a transaction and perform the approval and signing controls without normal systems.
- Test supplier and communications failure: make a critical provider and primary communication channel unavailable. Verify that escalation, alternate contacts and contractual notices work.
- Reconcile and return to normal: compare restored records with chain state and client instructions, resolve exceptions, rotate or retire temporary credentials and document the handback.
- Track remediation: assign an owner and deadline to every failure, retest after remediation and repeat after material changes to assets, networks, people, facilities or suppliers.
Covered EU CASPs must conduct realistic testing annually under the cited regulation. Other institutions should set a frequency based on risk, change and obligations, and retain evidence that the exercise tested the stated objectives rather than merely confirming that a device powered on.
A practical implementation checklist
- Legal entities, jurisdictions, assets, clients and accountable executives are documented.
- Critical services, stop/continue/emergency transaction classes and activation criteria are approved.
- Service-specific RTOs, RPOs and maximum tolerable downtime are recorded with assumptions.
- Power, connectivity, identity, policy, chain data, staff, facilities, suppliers, records and communications dependencies have fallbacks.
- Key recovery roles, thresholds, substitutions, independent checks and custody of recovery material are documented.
- Offline encrypted backups are restorable, current and integrity-tested.
- Alternate communication channels and approved notices are tested.
- Exercises include unavailable people, suppliers, facilities and records, with remediation and retesting.
- Contracts address incident notification, recovery evidence, audit rights, data access and reversibility.
The strongest plan is the one that can make a safe decision, preserve control and produce reliable evidence when normal power, networks, people or suppliers are missing. Design those capabilities first; select storage, signing and communications technology only after the operating model is clear.
