Industrial heat pumps can use electricity to move heat from outdoor air, wastewater, process exhaust or another low-temperature stream and raise it to a useful process temperature. In a brewery or factory, that upgraded heat may warm cleaning water, supply a hot-air dryer, preheat boiler feedwater or, in a suitable high-temperature design, generate process steam. The compressor uses electricity, but the system is not making all of its heat by resistance: most of the delivered heat comes from the source stream.
Whether a heat pump can replace a steam boiler depends on the required steam pressure and temperature, the available heat source, operating hours, electricity and fuel prices, and the plant’s ability to match heating and cooling loads. Some installations are practical at low and medium temperatures; high-pressure steam often needs an electric boiler, hybrid system, recovered heat or storage rather than an ambient-air heat pump alone.

What an industrial heat pump actually does
A heat pump transfers heat instead of creating it directly. Its refrigerant circuit operates like a refrigerator in reverse: the evaporator collects heat from a colder source, an electrically driven compressor raises the refrigerant’s pressure and temperature, and a condenser or other heat exchanger delivers that upgraded heat to a process.
The source does not have to be warm by human standards. Refrigerant can absorb energy from outdoor air below the desired process temperature because the refrigerant is maintained at an even lower boiling temperature. The source might also be factory waste heat, wastewater, cooling-system exhaust, a warm product stream or ambient water. A warmer, steadier source generally reduces the temperature lift the compressor must provide and improves operating performance.

The four stages of the cycle
- Evaporation: Low-pressure refrigerant passes through an evaporator and absorbs heat from air, water or another source stream.
- Compression: An electric motor drives the compressor. Raising refrigerant pressure also raises its temperature.
- Heat delivery: In a condenser, gas cooler or high-temperature heat exchanger, the refrigerant transfers heat to process water, air, feedwater or a steam-generation loop.
- Expansion: An expansion device drops the refrigerant pressure and temperature. The refrigerant then returns to the evaporator and the cycle repeats.
Electricity therefore supplies compressor work, fans, pumps and controls. The useful heat output can be several times the electricity input under favorable conditions, but the ratio changes with source temperature, delivery temperature, defrosting, pressure, part-load operation and system losses.
How can a heat pump make steam?
“Making steam” can describe several plant arrangements, and they do not all require the same equipment.
Heat-pump heat feeding a separate steam generator
A heat pump can raise boiler feedwater or another intermediate fluid to a high temperature, reducing the fuel or electricity needed by a downstream steam generator. This is often the simplest integration when the plant already has a pressurized boiler system. Recovered heat can preheat makeup water, condensate or cleaning-water circuits even when the heat pump cannot supply the final steam pressure.
Direct or indirect heat-pump steam generation
Some high-temperature systems transfer heat into a boiling circuit and produce steam directly or through an intermediate loop. The design must account for refrigerant limits, compressor discharge temperature, pressure-vessel rules, water treatment, steam quality and control during changing loads. “Steam-capable” does not mean that every industrial heat pump can produce the pressure, dryness and flow rate required by a particular process.
A combined heat-pump and electric-boiler system
A heat pump can cover the lower-temperature base load while an electric boiler handles peaks, rapid starts or higher-pressure steam. Thermal storage can decouple heat production from the process schedule. A hybrid arrangement may also retain an existing boiler for backup or for production periods when electricity is expensive or grid capacity is constrained.

Temperature and pressure limits
Published limits vary because sources describe different equipment classes, source temperatures, markets and dates. Two authoritative references illustrate the range rather than a single universal ceiling.
| Technology or description | Temperature or pressure cited | How to interpret it |
|---|---|---|
| Large-scale industrial heat pumps | Up to 150 °C | The International Energy Agency’s 2025 industrial electrification analysis describes this range as well established for large-scale systems. |
| Electric boilers | Steam up to 350 °C and around 70 bar | The same IEA source identifies a substantially wider steam envelope than typical heat pumps. |
| Currently available heat pumps in EECA guidance | Generally below 100 °C | New Zealand guidance uses a cautious market description for commonly available equipment. |
| Heat pumps using a waste-heat source around 100 °C | Up to about 150 °C may be possible | The higher source temperature reduces the lift compared with cold outdoor air. |
| Special high-temperature systems | 150–200 °C | EECA describes these as requiring special refrigerants and compressors and as early-stage in that guidance. |
These statements are not contradictory. A 150 °C output may be established for a particular large-scale configuration while a general market guide still describes most available units as below 100 °C. The plant’s required steam pressure is as important as its temperature: pressure determines saturation temperature and affects piping, vessels, controls and safety compliance.
Where a process needs high-pressure steam, do not assume an ambient-air heat pump is a drop-in boiler replacement. Compare a heat pump, electric boiler, hybrid system, recovered-heat loop and storage against the actual steam specification.
Can an ambient-air heat pump work in cold weather?
Yes, provided the equipment is designed for the expected air range and the output requirement is realistic. Refrigerant can extract heat from cold air, but colder air lowers the evaporating temperature. That increases the compressor’s temperature lift, usually reducing efficiency and available capacity. Fans may also consume more power, and frost on the outdoor coil can require periodic defrost cycles that interrupt or reduce heat delivery.
A site assessment should use hourly weather data, not only a seasonal average. The designer needs the cold-design temperature, humidity, defrost strategy, minimum source airflow, acoustic limits and any backup requirement. A stable waste-heat stream may outperform outdoor air during winter even if its nominal temperature is only moderately warm, because it avoids weather swings and reduces lift.

What the brewery evidence shows
Breweries are a useful example because they often need cooling and heating at the same time. Refrigeration systems reject heat while brewhouses, cleaning systems and hot-liquor tanks require heat. A heat-pump architecture can move energy between those loads instead of rejecting all condenser heat outdoors and separately buying fuel for hot water.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A 2023 IEA Heat Pump Conference paper modeled a brewery with cascade heat pumps and ambient-air heat exchangers. The system adapted ambient air as a source or sink as heating and cooling loads changed. At design conditions, modeled electricity use was 9.8% lower than the reference system. Across the modeled year, the reduction was only 2.1% because demand fluctuated.
Those are modeled results for one configuration, not measured savings at every brewery and not evidence of a universal ambient-air-to-steam product. The lesson is integration: simultaneous cooling and heating can improve heat recovery, but annual schedules, storage, controls and the chosen cascade architecture determine the result.
Where factories can use industrial heat pumps
The strongest early opportunities are usually low- and medium-temperature duties rather than the hottest steam headers. The IEA identifies food and beverage production as having substantial potential for low-temperature heat electrification. EECA lists food and beverage, dairy, meat, wood products, textiles, indoor cropping and agriculture among possible applications.
Hot water, cleaning and hygiene
Washdown, clean-in-place cycles, pasteurization support and general hygiene often need hot water below the temperature of high-pressure steam. A heat pump can serve these loads directly or use recovered refrigeration heat. EECA describes refrigeration-condenser waste heat around 25–30 °C as a possible source for water heating to as much as 80 °C, subject to the specific system design.

Drying and process air
Food, timber and textile operations may use heat pumps to supply warm, dehumidified process air. Closed-loop dryers can recover latent and sensible heat, reducing the amount of outdoor air that must be heated. Drying temperatures, humidity targets and exhaust contamination determine whether a standard air-source design is suitable.
Steam and higher-temperature process duties
Some facilities can use a high-temperature heat pump for steam generation, feedwater preheating or a first-stage heat lift, while an electric boiler or existing boiler supplies the final peak. The IEA’s 2025 commentary cites a 5 MW Norwegian fishmeal heat-pump installation producing process steam. That example is distinct from the modeled brewery study and should be treated as a project example, not a guaranteed scale or performance benchmark.
Across less energy-intensive industries such as food processing, textiles and machinery, the IEA estimates around 30% of industrial energy use and says about 75% of their heat demand is below 200 °C. These are sector-level figures; they do not mean that a single heat pump can serve that entire share at one site.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Map every heat demand: Record flow rate, inlet and outlet temperature, required pressure, steam quality, operating hours and acceptable interruption for each user.
- Map heat sources: Measure outdoor-air conditions, wastewater, refrigeration condensers, exhaust, hot product streams and other waste heat. Record temperature, flow, contamination risk and availability by hour.
- Find simultaneous loads: Identify periods when the plant needs cooling while another process needs heat. This can make internal recovery more valuable than an air-only design.
- Reduce avoidable demand first: Improve insulation, repair steam and hot-water losses, tune controls, recover condensate and optimize cleaning cycles before sizing new generation.
- Calculate performance at the real lift: Specify COP or output at the actual source temperature, delivery temperature, part-load range and defrost condition. Do not substitute a household COP example.
- Check the electrical system: Confirm transformer, switchgear, protection, motor-starting, harmonic and grid-connection capacity. IEA identifies grid lead times and electricity-to-gas price ratios as deployment constraints.
- Model storage and backup: Test hot-water or steam storage, electric-boiler peaking, existing-boiler backup and curtailment strategies against the production schedule.
- Compare total cost: Include heat exchangers, pumps, fans, refrigerant systems, controls, civil work, grid upgrades, maintenance, downtime and financing—not just the heat-pump package.
Heat pump, electric boiler or existing boiler?
| Option | Best fit | Advantages | Constraints to check |
|---|---|---|---|
| Industrial heat pump | Low- to medium-temperature heat, steady source heat, or sites with simultaneous heating and cooling | Uses source heat and can recover energy that would otherwise be rejected | Capacity and COP fall as temperature lift rises; high-pressure steam may exceed practical limits |
| Electric boiler | High-temperature or high-pressure steam, fast response and peak duty | Broad steam envelope and simple conversion of electricity to steam | Uses essentially one unit of electricity per unit of heat before losses; grid capacity and electricity price are critical |
| Existing fossil boiler | Sites with limited electrical capacity or difficult high-temperature duty | Known equipment and dispatchable heat | Fuel cost, emissions, maintenance and future carbon requirements remain exposure points |
| Hybrid plus thermal storage | Variable loads, constrained grids or plants needing resilience | Can shift production, cover peaks and use the lowest-cost source at each time | More equipment, controls, space and commissioning complexity |
There is no universal winner. Compare supply temperature and pressure, source stability, hourly load profile, waste-heat access, cooling needs, COP at the operating point, installed and grid-upgrade costs, electricity-to-fuel prices, storage requirements and the emissions intensity of electricity.
Best Value
Electricity use, COP and emissions
Coefficient of performance is useful heat delivered divided by electricity consumed. A COP of 3, for example, would mean three units of delivered heat for each unit of electrical input at the stated operating condition. That number cannot be transferred from a household unit to an industrial steam system. Higher delivery temperatures, colder sources, defrosting, pumps and part-load operation can materially change it.
Operating cost depends on the local electricity-to-fuel price ratio, not COP alone. A heat pump may reduce emissions where electricity is relatively low-carbon, but the result depends on the generation mix and the fuel displaced. Capital cost, grid reinforcement, downtime and maintenance can outweigh an attractive theoretical energy ratio if they are omitted from the business case.
Thermal storage can connect variable renewable electricity with a continuous process. It can charge when electricity is available or inexpensive and discharge during production peaks, but storage is a design option—not an automatic feature—and introduces standing losses, space needs and additional controls.

- Choosing by headline outlet temperature: Ask for capacity and COP at the required source and delivery temperatures, not at a favorable test point.
- Assuming outdoor air is always the best source: Compare air with wastewater, refrigeration condensers and process waste heat; a warmer source can reduce compressor lift.
- Ignoring annual load variation: The brewery model’s 9.8% design-condition reduction became 2.1% annually because loads changed. Simulate hourly operation.
- Skipping efficiency work: Insulation, leak repair, condensate recovery and plant tuning can reduce the size and cost of electrification equipment.
- Underestimating the grid connection: Obtain a written capacity and lead-time assessment before committing to a large compressor or electric boiler.
- Treating a heat pump as a guaranteed boiler replacement: Retain peak, backup or hybrid capacity until steam quality, pressure and reliability are demonstrated under production conditions.
- Neglecting controls and water quality: Steam systems require appropriate treatment, pressure protection, condensate handling and coordinated control of heat pumps, boilers, storage and users.
Bottom-line decision rule
Use an industrial heat pump first where the plant has a recoverable, reasonably stable heat source and a large low- or medium-temperature demand—or where heating and cooling occur together. Consider high-temperature heat pumps, electric boilers, storage or a hybrid when the process requires higher-pressure steam, rapid peaks or continuous operation that ambient conditions cannot reliably support. The correct answer comes from an hourly mass-and-energy balance and a site-specific electrical and economic assessment, not from the phrase “ambient air to steam” alone.
