How India’s private space startups build and launch small satellites

India’s private space sector works as a chain, not a single startup activity. One company may design a satellite platform, another may supply an imaging payload, a launch provider may place it in orbit, and a separate team may operate the spacecraft and sell the resulting data. Since the 2020 reforms opened space activities to private participation, that chain has expanded while still relying substantially on public facilities, technical support and regulatory authorization.

The clearest completed orbital milestone is Skyroot Aerospace’s Vikram-I mission on July 18, 2026. ISRO says the four-stage rocket—three solid stages and one liquid stage—placed the SCOPE and Grahaa satellites into low Earth orbit, making it the first orbital launch by a private company from Indian soil. That achievement should not be confused with every small-satellite company developing its own rocket: most satellite builders and payload specialists use a launch service supplied by another organization.

The five roles behind a privately built satellite

A small-satellite mission normally passes through five distinct responsibilities. A company can cover more than one, but its maturity and evidence should be assessed role by role.

1. Spacecraft platforms and payloads

Platform builders provide the satellite bus: structure, power, communications, flight computers, attitude control and interfaces for the mission payload. Payload developers build the instrument that performs the useful observation or experiment, such as an optical, multispectral, hyperspectral or synthetic-aperture-radar (SAR) sensor.

Dhruva Space’s nanosatellites flew on the PSLV-C54 mission, while a parliamentary report records three Pixxel remote-sensing satellites. These are examples of satellite and payload work, not evidence that either company operates an orbital launch vehicle.

2. Testing and integration

Before launch, the spacecraft and payload must be integrated, checked and shown to be ready for the launch environment and mission. The public record does not provide one universal Indian startup manufacturing recipe, so claims about particular cleanrooms, component sources or qualification standards should be treated as company-specific unless documented. What is established is that non-government entities have used ISRO facilities and technical services at significant scale.

3. Regulation and facility access

IN-SPACe is the promotion and authorization agency described in ISRO’s account of Skyroot’s first orbital launch. It helps coordinate permissions and access to national infrastructure. Government involvement can include launch clearances, readiness reviews, technical consultancy and use of test or launch facilities; private participation does not mean a company owns every facility involved.

4. Launch-vehicle development or launch procurement

Rocket developers are a separate category. Skyroot develops the Vikram family, and Agnikul develops Agnibaan. A satellite startup can procure a ride from an established launch provider, fly as a rideshare or contract a dedicated mission; it does not need to build a rocket to build and operate a satellite.

5. Mission operations and data services

After deployment, operators command the spacecraft, receive telemetry, schedule observations and maintain ground systems. Some businesses then sell processed Earth-observation or geospatial products rather than raw imagery. This downstream layer can be as important commercially as the hardware.

How public infrastructure and private companies work together

Skyroot’s Vikram-I mission illustrates a public-private operating arrangement. ISRO support cited for that mission included solid-motor casting and static tests, liquid-engine testing, trajectory analysis, stage handling, integration and launch-site safety support. IN-SPACe facilitated authorization and access, while the private company remained responsible for its vehicle and mission program.

That example is not a promise that every startup receives identical assistance. Access depends on the mission, facility, technical requirements and approvals. A parliamentary snapshot reported that, by December 1, 2024, 44 non-government entities had received technical support for more than 180 tasks using ISRO facilities. The same report records 26 payloads from 16 non-government entities facilitated across four POEM missions and 105 tasks completed by 24 entities at the dedicated IN-SPACe technical facility up to its stated date.

Infrastructure can follow several models:

  • Government facility access: a startup uses ISRO or IN-SPACe facilities for testing, review, integration or launch support under an approved arrangement.
  • Private facilities inside the national launch complex: Agnikul’s facility includes a launchpad and mission-control center. ISRO says its November 2022 inauguration marked India’s first private launchpad.
  • Industrial production through technology transfer: In September 2025, NSIL, ISRO, IN-SPACe and HAL signed an agreement concerning transfer of ISRO’s Small Satellite Launch Vehicle (SSLV) technology. The agreement creates a route toward industrial production; by itself it does not prove that a private manufacturer has already completed routine commercial flights.

What the launch milestones actually prove

Flight labels matter. A suborbital demonstration tests a vehicle without delivering a satellite into orbit. An orbital mission must achieve the required velocity and insert its payload into an orbit that can be used by the spacecraft.

Date Vehicle or program What happened Evidence category
November 18, 2022 Skyroot Vikram-S ISRO lists a suborbital demonstration. Completed suborbital flight, not an orbital satellite-delivery mission
May 30, 2024 Agnikul Agnibaan SOrTeD ISRO lists a suborbital demonstration. Completed suborbital flight, not an orbital satellite-delivery mission
July 18, 2026 Skyroot Vikram-I ISRO says SCOPE and Grahaa were injected into low Earth orbit. Completed orbital mission
Announced Agnibaan capability Agnikul launch system ISRO described a planned payload of up to 100 kg to around 700 km. Capability stated in an announcement, not a verified operational specification

Skyroot’s current company product page publishes Vikram-I capacity of up to 350 kg to low Earth orbit and up to 260 kg to sun-synchronous orbit. Those figures are company-stated specifications, not a report of the July 2026 payload mass. ISRO describes SSLV as a three-stage all-solid vehicle designed to carry up to 500 kg to low Earth orbit. A designed capacity is different from payload actually delivered on a particular flight.

How a startup takes a satellite from concept to launch

  1. Define the mission and orbit. The customer or operator chooses an observation, communications or technology objective, then sets an orbit, revisit requirement, lifetime and acceptable launch schedule.
  2. Select the payload and platform. Optical, multispectral, hyperspectral and SAR instruments serve different uses. The payload’s power, pointing, data-rate and physical-interface requirements determine the satellite platform.
  3. Develop and assemble the spacecraft. The platform and payload teams build compatible hardware and software. The exact production line differs by company; published sources do not establish one standard process for all Indian startups.
  4. Test and review the mission. Teams use available technical facilities for environmental, functional and readiness work. IN-SPACe and ISRO involvement can include consultancy, reviews and access to specialized infrastructure.
  5. Arrange launch access. The operator selects a rideshare, dedicated launch or another approved service. If it uses a startup rocket, the rocket company handles vehicle development and launch operations; the satellite company remains a customer or mission partner.
  6. Complete regulatory and safety approvals. Authorization, launch clearances, range safety and interface reviews must be completed before shipment to the launch site.
  7. Integrate, launch and separate. The spacecraft is connected to the launch vehicle, checked at the site and deployed into the target orbit. The achieved orbit, not a brochure capacity, determines whether the delivery requirement was met.
  8. Commission and operate. Ground teams establish communications, check spacecraft health, calibrate payloads and begin routine collection or service delivery.

Payload choice determines the satellite’s commercial value

“Small satellite” describes a size class, not a single product. A panchromatic camera can provide high-resolution black-and-white imagery; multispectral instruments capture several wavelength bands; hyperspectral instruments divide the spectrum into many narrow bands for material identification; SAR uses radar and can support imaging independent of daylight and, within system limits, cloud conditions.

The EO-PPP consortium shows how these roles can be combined. Dhruva Space, Pixxel, SatSure and PierSight announced a five-year, 12-satellite program with investment of more than ₹1,200 crore. The planned constellation combines panchromatic, multispectral, hyperspectral and SAR payloads. It is an awarded multi-year plan, not evidence that all 12 satellites are already in orbit.

Awais Ahmed, Pixxel’s founder and chief executive, characterized the partnership this way: “Dhruva Space’s expertise in satellite platforms and mission operations, paired with Pixxel’s leadership in Hyperspectral imaging and spacecraft manufacturing, SatSure’s strength in Geospatial analytics, and PierSight’s advanced SAR and maritime monitoring capabilities, creates a partnership with truly complementary strengths.” That is a company-released description of partner roles, not an independent measurement of completed capability.

Mission operations turn hardware into a service

Building a satellite is only the first revenue opportunity. An operator must maintain command links, plan observations, downlink data, process imagery and deliver products to customers. A constellation can improve revisit frequency and geographic coverage, but it also multiplies spacecraft, ground-station and operations workload.

The EO-PPP plan illustrates this broader commercial scope: platform manufacturing, mission operations, specialized sensing and geospatial analytics are combined in one program. Because the announced constellation spans five years, its eventual service level will depend on deployment pace and successful commissioning of each spacecraft.

How to compare Indian private space companies or missions

Comparison axis Questions to ask Why it matters
Role Is the company a platform builder, payload developer, launch provider, operator or data business? Prevents treating a satellite maker as a rocket maker.
Evidence maturity Is the claim based on ground testing, a suborbital demonstration, an orbital technology demonstration, an operational service or an announced plan? Separates demonstrated performance from targets.
Orbit and delivery What orbit and payload mass are targeted, and was the launch dedicated or a rideshare? Orbit determines coverage, latency and mission usefulness.
Payload capability Is the sensor optical, multispectral, hyperspectral or SAR? Different sensors answer different customer questions.
Infrastructure model Does the program use a private facility, ISRO access or technology-transfer production? Shows who supplies the physical and technical infrastructure.
Commercial scope Does the company sell hardware, launch services, satellite operations or data products? Clarifies where revenue is expected to come from.

Scale of the ecosystem

The Department of Space reported cumulative private funding of $618.5 million by March 31, 2026. In the same 2026 government report, it counted more than 400 active space startups, compared with one in 2014. Both figures are dated government-reported snapshots, not permanent totals; the number of companies and invested capital can change as firms launch, merge, close or raise additional funding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those figures also do not mean every startup has an orbital flight. The ecosystem includes companies at different stages, from component and payload work to launch development, operations and analytics. A credible comparison therefore names the role and the maturity evidence rather than ranking all startups on a single “space company” scale.

Common interpretation errors

  • Calling every demonstration orbital: Vikram-S in 2022 and Agnibaan SOrTeD in 2024 were suborbital demonstrations according to ISRO.
  • Confusing capacity with delivery: published kilogram limits describe a vehicle’s stated design or product specification, not the payload placed in orbit on every mission.
  • Assuming private means independent of government infrastructure: the Vikram-I example included ISRO technical and launch-site support and IN-SPACe facilitation.
  • Treating a planned constellation as deployed: the EO-PPP program has a five-year, 12-satellite plan; that is not a statement that all satellites are operational.
  • Mixing satellite and rocket companies: spacecraft platforms, sensors, launch vehicles and data services are separate capabilities even when companies partner.
  • Reading a technology-transfer agreement as flight history: the SSLV transfer agreement creates an industrialization path but does not itself establish completed commercial flights by a private manufacturer.
