The practical route is to verify your company’s status, identify a programme that fits your sector and technology-readiness stage, and then apply through that programme’s designated portal, challenge, incubator, PRAYAS Centre or fund manager. Deadlines, award ceilings and document requirements are call-specific, so the current official notice always overrides a general scheme summary.
Start with eligibility, not the proposal
Government funding and startup recognition are separate processes. A startup may need Department for Promotion of Industry and Internal Trade (DPIIT) recognition for a particular scheme, but recognition itself does not provide research money.

Check DPIIT recognition
Eligible entities can apply for recognition through the National Single Window System (NSWS). Startup India’s recognition guidance says the startup should submit the application using its own account details and contact information. Keep the incorporation information, authorised signatory details and company contact channels consistent across the recognition application and later funding forms.
Recognition is only an eligibility gate where a scheme requires it. It does not guarantee selection, a grant, a particular funding amount or faster processing. If a call accepts other categories—such as an Indian company, an MSME, an individual innovator or a defined research institution—do not assume DPIIT recognition is mandatory; read that call’s applicant clause.

Choose a programme by fit
The June 2026 Startup India playbook maps central-government support by sector, startup lifecycle and type of assistance. Use it as a discovery tool, then read the live programme notice and application documents before writing the budget.
| Decision axis | Questions to answer |
|---|---|
| Sector and problem | Does the technology fall within the scheme’s stated mission, sector or challenge problem? |
| Development stage | Is support intended for ideation, proof of concept, prototype, pilot, product trials or scale-up? |
| Funding instrument | Is the support a grant, grant-in-aid, long-term finance, equity or an investment made through an intermediary? |
| Applicant status | Must the applicant be DPIIT-recognised, an Indian company or MSME, a startup in a named sector, or an individual innovator? |
| Application channel | Will you apply on a central portal, answer a challenge, approach a fund manager, submit to a PRAYAS Centre or apply through an incubator? |
| Obligations | What are the live deadline, milestones, reporting duties, co-funding rules and permitted project costs? |
A startup can fit more than one branch of the playbook. For example, a deep-tech company might examine an early prototype programme and a later-stage financing route rather than choosing only one. Scheme ceilings are maximums, not promised awards.
Central routes that may fund startup R&D
NIDHI-PRAYAS 2.0: prototype development through a centre
NIDHI-PRAYAS 2.0 is described by Startup India as a Department of Science and Technology prototype-grant programme delivered through PRAYAS Centres. Calls can offer grants up to ₹40 lakh. The amount is a ceiling for an eligible call, not an automatic entitlement.
You normally apply through a participating PRAYAS Centre rather than treating the scheme as a single direct-to-ministry form. Confirm that a centre has an active call, the centre’s geographic or sector conditions, its submission format, eligible expenditure rules and its own closing date. Your application should show the problem, the proposed technical solution, evidence that the concept is feasible, the prototype work plan, milestones and a realistic cost breakdown.
BIRAC programmes for biotechnology
Biotechnology startups should inspect the Biotechnology Industry Research Assistance Council (BIRAC) calls themselves. The government India Science, Technology & Innovation Portal lists the Biotechnology Ignition Grant and BIRAC incubator seed funding among startup opportunities. That directory is a useful index; it does not prove that a particular call is open today or replace the current BIRAC guidelines.
Read the active call for its eligible life-science areas, company or innovator status, development stage, intellectual-property expectations, budget limits, matching requirements and incubator role. Keep technical evidence proportionate to the stage: an early concept needs a credible validation plan, while a later product should document experimental results, regulatory assumptions and pilot readiness.
iDEX: defence challenges with defined problem statements
Innovations for Defence Excellence (iDEX) is challenge-led. Start by selecting a relevant Defence Innovation Challenge (DISC), Open Challenge or ADITI focus area. The problem statement—not a generic defence pitch—should determine your technical response.
The iDEX application instructions call for a single point of contact, entity details, a response to the selected challenge, requested funding, and technical and financial proposal information. Include relevant patents or research papers when applicable and a tentative business plan. The FAQ describes maximum support of ₹1.5 crore for DISC/Open Challenges and ₹25 crore for ADITI, subject to approval of the Product Development Budget. These are programme ceilings; the approved amount depends on the specific challenge and evaluation.
To submit, sign in to the iDEX portal, select the challenge category, choose Apply Now, complete the form and submit it. The applicant dashboard is used to check status. Each challenge can set a different deadline and additional attachment requirement, so do not rely on a previous challenge’s timetable.
RDI: mediated finance for transformative projects
The Research, Development and Innovation (RDI) Scheme is not a conventional direct DST grant. The Department of Science and Technology describes a structure using long-term finance, equity and related instruments, while excluding grants and short-term loans. DST also says stakeholders should not send proposals directly to the department.
The scheme was approved by the Union Cabinet on 1 July 2025 with a ₹1 lakh crore corpus. For qualifying transformative projects at technology readiness level (TRL) 4 and above, the scheme description allows financing of up to 50% of assessed project cost, subject to scheme exceptions, assessment and approval. The percentage is a conditional design parameter, not a guaranteed contribution.

Startup India Seed Fund Scheme (SISFS)
Startup India describes SISFS as support for proof of concept, prototype development, product trials, market entry and commercialization. It is accessed through participating incubators rather than treated as an unrestricted general grant.
Check the programme portal for current application availability, startup eligibility, the participating-incubator route, selection stages, permitted spending and repayment or investment conditions, if any. Match the requested support to a defined milestone—such as completing a prototype test or running a product trial—instead of presenting an open-ended operating budget.
Build the application around the live call
There is no universal government R&D checklist. Use the current notice to make a document list, then adapt the following core material to that scheme.
- Problem and novelty: define the technical problem, who experiences it and what is genuinely new in your approach.
- Evidence and maturity: state the present proof, prototype status or TRL, test conditions and the uncertainties the project will resolve.
- Work plan: divide the project into measurable tasks, milestones, decision gates and deliverables.
- Budget logic: connect each cost to a task; explain equipment, personnel, testing, materials, subcontracting and contingency assumptions where the call permits them.
- Team capability: identify technical leads, relevant research or industry experience, facilities and any collaborators.
- Intellectual property: describe owned or licensed rights, patent status where relevant and how the proposed work affects freedom to operate.
- Outcomes and route to market: specify the product, pilot customer, regulatory step, manufacturing plan or commercial milestone that follows the funded work.
- Compliance: provide incorporation, tax, bank, recognition, authorisation and conflict-of-interest documents exactly in the format requested.
Do not copy a generic proposal between programmes. A defence challenge expects a response to its stated operational need; a biotech call may emphasise validation and regulatory evidence; an RDI intermediary may focus on financing structure and transformative scale.

- Describe the project in one page. Record sector, problem statement, current TRL or prototype stage, requested amount, 12–24 month milestones and intended outcome.
- Verify the applicant. Confirm incorporation, DPIIT recognition if required, authorised signatory, ownership information and any sector-specific licence or registration.
- Shortlist at least two plausible routes. Compare stage, instrument, applicant rules, channel, deadline, co-funding and reporting burden using the table above.
- Open the live call notice. Save the exact deadline and version of the guidelines. Check whether the call is open, accepting amendments, limited to a geography or routed through a named incubator or fund manager.
- Map every claim to evidence. Label test results, patents, publications, customer letters, prior funding and assumptions. Distinguish completed work from proposed work.
- Prepare the technical and financial files. Use the prescribed templates, page limits, file formats and authorised signatures. Reconcile totals across the proposal, budget spreadsheet and portal fields.
- Submit through the designated route. This may be NSWS, an iDEX challenge portal, a PRAYAS Centre, an incubator or a fund manager; sending the same proposal directly to DST is not the RDI route.
- Record proof of submission. Keep the acknowledgement, application number, uploaded files and final timestamp. Monitor the portal dashboard or the named programme contact for clarifications.
Deadlines, ceilings and financing traps
- A ceiling is not an award: ₹40 lakh under a NIDHI-PRAYAS call, ₹1.5 crore for iDEX DISC/Open Challenges, ₹25 crore for ADITI and up to 50% under the RDI design all remain subject to eligibility, assessment and approval.
- Grant and finance are different: RDI’s long-term finance and equity structure can create repayment, dilution or other obligations unlike a grant. Read the term sheet and intermediary rules.
- Call status changes: a directory listing or an older playbook can remain online after a deadline. Confirm the current notice before investing proposal effort.
- Intermediaries add requirements: incubators, PRAYAS Centres and fund managers may impose screening, milestone reviews, reporting or due diligence beyond the headline scheme description.
- Budget eligibility is narrower than project cost: a technically necessary expense may still be disallowed if the call excludes it or requires prior approval.
What the wider R&D picture means for applicants
A Press Information Bureau parliamentary response published 11 March 2026 reported India’s gross expenditure on research and development at about 0.64% of GDP, with approximately 60% attributed to the public sector and about 35–36% to the private sector. These are reported estimates attributed to the Minister of State (Independent Charge) for Science and Technology in a written Lok Sabha reply. They explain why public programmes are trying to bring more private companies into development finance, but they do not change an individual call’s eligibility or selection standard.
Support that is useful but is not an R&D grant
Startup India also describes the GeM Startup Runway and public procurement as routes for recognised startups to sell to government buyers. Procurement can provide product validation, a reference customer or a route to deployment, but it is not itself an R&D funding grant. State and Union Territory startup policies may add location-specific incentives; identify the startup’s registered and operating location, then read the relevant official state policy separately.
How to decide whether to apply now
Apply when your project clearly matches a live problem statement or programme stage, your entity meets the stated applicant rules, and your milestones can be audited with the requested funds. Pause and resolve the mismatch when the call is closed, your technology is below the minimum maturity, the requested instrument is unsuitable for your cash-flow or ownership position, or the proposal depends on evidence you cannot yet produce. Rechecking the live notice immediately before submission is part of the application, not an administrative afterthought.
