Indian research institutions do not move every discovery through one fixed pipeline. They can develop and test a technology, license it to a company, help form a startup, collaborate with industry or clinical partners, transfer knowledge cooperatively, or support a public-sector deployment. The route depends on what the result needs before it can be used—and on who can take it forward.
From a discovery to something people can use
A scientific finding is not automatically a product or service. Between a promising result and practical use there may be work to scale a process, characterize a material, validate performance, conduct trials, identify a manufacturing partner, and settle the terms under which others can use the technology. The Council of Scientific & Industrial Research (CSIR) describes translational research as work that applies basic findings to develop solutions that directly benefit humanity. Its distinction between translation and commercialization is useful: development makes a result more usable; commercialization is one possible route to wider use.

CSIR’s Fast Track Translation (FTT) projects bring multidisciplinary teams together for activities such as scale-up, downstream processing, characterization, validation, and trials. Fast Track Commercialization (FTC) projects then work with industry partners to move developed technologies or products toward market readiness. These are related but different jobs. A prototype that performs in a laboratory may still need engineering, testing, production planning, or partner involvement before it is ready for a market or public deployment.
The model is not a guaranteed sequence. Some projects may need extensive validation before a transfer; others may be taken up by an industry partner while development is ongoing. A useful way to understand a particular case is to ask four questions: what mechanism carried it forward, what stage it had reached, who the partner was, and what evidence shows it was used. A patent, a license, a manufactured product, and a deployed public service are different milestones—not interchangeable proof of impact.

Which routes can carry a technology forward?
License an existing technology
A research organization can license intellectual property to a company or other user that has the capability to manufacture, distribute, or apply it. A license defines permission to use the technology and can be exclusive or non-exclusive, depending on the institution’s policies and decisions. Licensing can connect a discovery to an established organization without requiring the researchers to create a new company. It does not, by itself, show that a product has been made or adopted.
Build a startup around the technology
A startup can focus on developing and commercializing a technology that is not yet a straightforward fit for an existing company. Incubation may help founders with mentorship, testing or fabrication facilities, funding, and an assessment of technological readiness. These forms of support address different obstacles: a technology-readiness assessment helps clarify development stage, while subsidized testing can make it more feasible to generate evidence needed for the next step. A startup still needs to develop the technology and find users; incubation is support, not a guarantee of market success.
Develop with industry or other partners
Companies, public agencies, hospitals, and other organizations can contribute expertise, facilities, access to operating environments, or a route to deployment. CSIR’s commercialization projects explicitly work with industry partners, while its DIASTEP footwear case involved a hospital and a research institute. Collaboration can be important where a technology needs trials, manufacturing experience, or adaptation to a real operating context. The partner and the evidence of use should be identified rather than inferred from the fact that a project was announced.

Transfer knowledge for cooperative or public use
Not every public benefit has to depend on a conventional exclusive license or a consumer sale. The Indian Council of Agricultural Research (ICAR) describes its intellectual-property and technology-management structures as supporting commercial, cooperative, and open public transfer of knowledge products and services. Those options matter for agricultural knowledge and services where a broad user base or shared application may be more appropriate than a single commercial channel. They also show why “commercialized” is not a complete measure of whether publicly funded work has been useful.

Institutions and government mechanisms that support transfer
In a parliamentary reply dated 22 July 2026, the Government of India identified the National Research Development Corporation (NRDC) as the principal institutional vehicle for licensing, technology transfer, industry partnerships, and startup support. The reply also described CSIR business-development groups, incubation centres, and technical research centres as mechanisms for collaboration. These structures help connect technical work to potential users, but the particular route still depends on the technology and the organizations involved.
Government support can also address financing needs between development and commercial use. The same reply describes the Technology Development Board as providing financial assistance for commercialization of indigenous technology. This is distinct from a license or an incubator: financing can help fund development or commercialization activity, while a license establishes permission to use intellectual property and an incubator can provide facilities or business support.
For Department of Biotechnology (DBT) research institutions, the 2023 DBT Intellectual Property Guidelines provide a framework for commercialization. Under the framework described in the government reply, institutions own the intellectual property and license it through institutional mechanisms. Licensing may be exclusive or non-exclusive, guided by institutional IP committees. Ownership and licensing terms therefore matter: researchers and prospective users should not assume that a patent is personally owned by its inventors or that one licensing arrangement applies to every technology.

Three examples of translation in practice
DIASTEP: therapeutic footwear developed with a clinical partner
CSIR-Central Leather Research Institute and M.V. Diabetes Hospital and Diabetes Research Centre in Chennai collaborated on DIASTEP, therapeutic open footwear intended to reduce abnormal plantar-pressure distribution for people at risk of diabetic foot complications. CSIR describes the materials and design, reports patient trials, and says the product was patented on 30 October 2018 as Patent No. 302551. The footwear-making technology was transferred to M V Health Care Pvt. Ltd.
The case brings several translation steps into view: a clinical partner contributed to work on a health-related need; the product required material and design choices; trials were reported; and a company received the technology transfer. CSIR is the source for the reported trial and product claims. The example is not independent medical evidence or a general recommendation about footwear, and a patent number should not be mistaken for proof of clinical effectiveness.
Reverse-osmosis membranes: materials work linked to manufacturing and water infrastructure
CSIR-Central Salt and Marine Chemicals Research Institute describes development that progressed from cellulose-acetate membranes to thin-film-composite reverse-osmosis membranes. The institute established a large-scale production facility and licensed commercial production of membranes and modules to three firms. It also reports installing desalination plants in India and abroad, including in Kenya and Afghanistan.

Steel-slag road: an industrial by-product used in public infrastructure
CSIR-Central Road Research Institute worked on steel-slag valorization with Ministry of Steel sponsorship and four steel-industry partners. CSIR reports that processed electric-arc-furnace slag was used as road aggregate in a one-kilometre, six-lane road connecting NH-6 to Hazira port at Surat, Gujarat. The institute reports approximately 100,000 tonnes of processed slag used as a full substitute for natural aggregate in the road’s layers.
The case illustrates a path in which an industrial by-product is developed for a civil-engineering application with government and industry involvement, then used in a specific infrastructure project. CSIR’s case-study page reports that India generates approximately 19 million tonnes of steel slag annually. It also describes performance and durability benefits; those are CSIR’s claims, not independently verified findings here. The reported road deployment is concrete evidence of application, but should not be generalized into a claim that every steel-slag road will have the same performance.

A CSIR page updated 6 October 2026 describes 83 FTT and FTC projects across nine themes for financial year 2026–27. The themes include healthcare, agriculture, water, energy, infrastructure, and materials. This is a picture of active translation and commercialization work across varied fields, not a count of products already in sustained use.

Best Value
| Institution or programme | Technologies licensed or developed | Technologies commercialized or transferred |
|---|---|---|
| CSIR | 233 | 249 |
| DBT | 24 | 12 |
| Department of Science and Technology (DST) | 63 | 19 |
These are the categories and figures reported by the government for 2025. The reply does not explain the method behind the totals or establish that the two columns describe the same cohort of technologies. They should not be added together, treated as a conversion funnel, or used to calculate a commercialization rate. The reply also reports that CSIR technology licensing facilitated 148 startups during the last three years, with approximately 7,200 personnel employed through those startups. Those are government-reported figures; the reply does not provide a detailed method for attributing employment or describe how many startups remained active.
In short, institutional counts can show the scale and variety of activity, but they cannot by themselves tell a reader how many discoveries became products with sustained sales, services used by the public, or outcomes with measured social benefit. To assess a specific technology, look for evidence beyond the early transfer milestones: production, a service or infrastructure deployment, adoption by intended users, or measured results in the setting where it is used.
How to judge a technology-transfer claim
When evaluating a public announcement, separate what has happened from what may happen next. The following checks help distinguish development activity from demonstrated use:
- Identify the stage. Is the work an early concept, a prototype, a validated technology, a scaled process, or a product approaching market readiness? A project title or patent does not answer this on its own.
- Name the mechanism. Was the result licensed, developed by a startup, co-developed with a company or public agency, transferred cooperatively, or deployed through a public project?
- Check the partner’s role. A clinical collaborator, manufacturer, government body, incubator, and end user contribute different capabilities. The existence of a partnership is not proof that the partner has adopted the technology.
- Look for the use milestone. A license documents permission; a production facility demonstrates manufacturing capability; an installed system or completed infrastructure project indicates deployment. Each supports a different claim.
- Separate reported performance from independently measured outcomes. Institutional case pages can document what an organization says it developed or deployed. Claims about efficacy, durability, or public benefit need evidence appropriate to those outcomes.
This distinction is especially important for public institutions. A successful transfer can be commercially valuable, but a cooperative agricultural service or a water or road infrastructure deployment may create public value without looking like a conventional retail product. The relevant question is whether the chosen route suits the technology and whether there is credible evidence that the intended users can benefit from it.
