How illegal tiger trafficking works and how to spot wildlife-product scams

Illegal tiger trafficking can involve live cubs, whole animals, skins, claws, teeth, bones, and products made from them. Online advertisements and private messages can help sellers find buyers or arrange transactions, but an online listing is not automatically illegal. The safest consumer response to a suspicious offer is not to pay or attempt a test purchase: preserve the listing details if you can do so safely, report it to the platform, and notify the wildlife authority with jurisdiction.

Scam clues such as gift-card demands, copied photographs, or an implausibly low price indicate possible fraud, not proof that a crime involving a tiger has occurred. Authenticity, legal origin, and trafficking status require competent authorities and applicable national law.

What tiger trafficking includes

Tiger trafficking is the illegal movement, sale, purchase, possession, or brokering of live tigers, their parts, or derivatives. The forms encountered in trade are wider than a buyer may expect. WWF identifies live cubs, fur, claws, teeth (including teeth sold as amulets), and bones used in traditional medicines. A listing may describe a finished object rather than the animal material inside it, and a claim that an item is old, decorative, or “captive-bred” does not establish that claim.

Descriptions can also be deliberately vague. A seller might use a phrase such as “big-cat tooth,” “heritage bone,” or “traditional remedy” instead of naming a tiger. That wording is not evidence that the material is harmless, lawful, or even genuine. Conversely, a seller’s use of the word “tiger” is a claim to document, not an expert identification. Do not treat these labels as a field guide for identifying specimens.

Live animals and whole-tiger seizures

Recent seizure records show why focusing only on small parts gives an incomplete picture. TRAFFIC’s analysis published on November 25, 2025, counted 2,551 seizure incidents involving the equivalent of at least 3,808 tigers in data covering 2000 through June 2025. The figures represent detected seizures, not the total amount trafficked and not a census of the tiger trade.

Pattern in TRAFFIC’s seizure dataset What the number means
Tiger parts Parts represented 90% of seized commodities in the 2000s and 60% from 2020 onward. These are shares of recorded seizure commodities, not shares of all trafficking.
Whole tigers Whole-animal seizures became more prominent in the later period. More than two-thirds of whole tigers seized from 2020 through June 2025 were in countries without viable wild populations.

TRAFFIC says the second pattern is consistent with possible cross-border trafficking or captive-bred sourcing, but it does not establish the origin of every animal. A seizure can reveal that authorities intercepted a shipment or animal; it cannot by itself measure undetected activity. Seizure totals can also reflect changes in enforcement, reporting, routes, or investigative priorities, so they should be read as patterns in recorded cases rather than a complete market estimate.

Why captive facilities complicate enforcement

WWF warns that captive tiger facilities can perpetuate demand, provide cover for illegal trade, and make it harder for enforcement officers to distinguish captive-origin from wild-origin parts. That is a conservation organization’s assessment of a risk, not evidence that every facility or every item associated with one is illegal. Determining origin normally requires records, permits, forensic work, and investigation rather than a consumer’s visual inspection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A “captive-bred” statement therefore answers only one part of a complicated question. Authorities may still need to establish the species, the facility, the chain of custody, the movement across borders, and whether the relevant permits cover the exact animal or derivative. A photograph of a certificate or a breeder’s description cannot establish those facts for a shopper.

How digital channels can enable the trade

CITES defines internet-linked wildlife crime as crime involving a wildlife specimen that is enabled or facilitated by information and communication technology networks or applications. Its examples include the public web, the dark web, online marketplaces, social-network platforms, instant-chat applications, peer-to-peer networks, and email. These channels can be used to advertise an item, identify interested buyers, move a conversation into a private channel, coordinate delivery, or connect separate participants.

The same infrastructure can support lawful commerce, fraud, or an attempted wildlife offense. Public posts may be copied into closed groups; a seller may redirect a buyer from a marketplace to an encrypted message; and several accounts may reuse the same images or wording. Those patterns can be useful context for a report, but they do not identify the species or prove that a crime occurred.

Channel Possible role in a transaction What a reader can conclude
Public websites and marketplaces Display photos, descriptions, prices, and contact instructions to a broad audience. The listing is visible online; visibility does not prove legality or illegality.
Social platforms Use posts, groups, comments, or direct messages to recruit buyers and redirect conversations. Accounts and posts can be copied, removed, or impersonated, so screenshots and the full URL matter.
Messaging applications and email Move negotiations away from a public page, share additional images, or arrange payment and delivery. Private communication can make evidence harder to preserve; do not enter a risky conversation to obtain more proof.
Peer-to-peer networks or dark-web services Provide less visible venues for communications or offers. A technical venue alone does not identify the item, seller, or offense.

CITES also cautions that online commerce involving wildlife may be legal or illegal. National measures need to adapt as platforms and practices change. A seller may be offering a lawful, non-wildlife item, an illegal specimen, a counterfeit, or nothing at all. The medium cannot answer that question.

What CITES prohibits—and what it does not decide

CITES states that tigers have been in Appendix I since 1975. Its summary says that “all international trade in tigers, including parts and derivatives, for commercial purposes is generally prohibited under the Convention.” This is a treaty-level rule, not a complete answer to every domestic transaction.

“Generally prohibited” is important: CITES is an international framework, while countries implement it through their own laws, authorities, permits, and enforcement systems. A CITES rule does not tell a reader whether a particular possession, advertisement, breeding operation, shipment, or non-commercial activity is lawful in a specific place.

Why local rules still matter

  • Domestic law can regulate possession, breeding, transport, advertising, import, export, and sale separately.
  • Permit systems, exemptions, and rules for scientific or non-commercial purposes can differ by country and sometimes by state or province.
  • A shipment crossing a border may trigger CITES and customs requirements even when a domestic transaction is treated differently.
  • Whether a particular object is a regulated tiger derivative can require expert identification; a photograph or seller description is not a legal determination.
  • Authorities may need to examine the actual specimen and its records rather than rely on a marketplace description or a document image.

Do not treat a marketplace badge, a certificate shown in a photograph, or a seller’s statement that an animal was captive-bred as proof of lawful trade. The legality of a specific specimen depends on the applicable jurisdiction, documents, chain of custody, and facts that a consumer usually cannot verify. Australia’s government guidance, for example, warns that online products can contain regulated or endangered species and that international shipments may require permits; that advice is Australia-specific and should not be generalized to every country.

Scam warning signs versus evidence of trafficking

General exotic-animal scam guidance from the U.S. Federal Trade Commission (FTC), published in 2024, describes fraudsters who demand payment by gift card, wire transfer, payment app, or cryptocurrency. It also recommends checking whether animal photographs appear elsewhere and comparing the asking price with normal market prices. These are consumer-fraud indicators, not a tiger-trafficking detection test.

Warning sign What it may suggest What it cannot prove
Pressure to pay by gift card, wire transfer, payment app, or cryptocurrency The seller may be trying to make recovery difficult or avoid normal buyer protections. It does not establish that a tiger, tiger part, or any wildlife specimen exists.
Photos that appear on unrelated listings The account may be recycling images to impersonate a seller or advertise an item it does not possess. It does not identify the species, origin, or legal status of a real item.
An unusually low price or urgent “last chance” offer The offer may be designed to trigger a quick payment before scrutiny. A low price alone is not evidence of trafficking; an expensive listing can also be illegal or fraudulent.
Vague answers about origin, permits, or delivery The seller may be concealing information, improvising a story, or simply operating incompetently. A missing explanation is not a legal finding. Authorities must assess the facts.
A polished site, verification badge, or photographed document The presentation may be intended to create trust. Appearance and paperwork shown online do not authenticate the specimen or confirm that permits are valid.

Several warning signs together justify stopping and reporting, but they still do not let a consumer grade the seller as a trafficker. A genuine seller can use a poor payment system, and a sophisticated fraudster can provide convincing paperwork. The safe response is the same: do not proceed and give authorities the observable facts.

Fraud and wildlife crime can be different problems

A fake seller can take money without ever possessing an animal. An illegal wildlife seller may possess or deliver a real animal or product. A listing can be both fraudulent and wildlife-related, but the available scam guidance does not establish how often that happens. Treat payment risk and conservation risk as separate reasons to stop the transaction and report what you observed.

Why consumers cannot authenticate a tiger product from a listing

Fur, bone, teeth, claws, powders, and finished objects can be misidentified in photographs. A genuine-looking item may be from a different species, a synthetic substitute, or a real specimen offered without the required authorization. Conversely, a suspicious photograph may be stolen from a lawful source. Do not attempt to identify material by handling it, buying it, or sending it to an unqualified tester. No consumer-facing clue in the sources here can prove authenticity, legal origin, or a criminal offense.

What to do when a listing looks suspicious

Use the following sequence whether the offer appears on a marketplace, social platform, website, or private message.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Stop the transaction. Do not pay, reserve the item, request shipping, or arrange an in-person meeting. Do not make a test purchase to gather evidence.
  2. Do not confront the seller. Contact can alert the account, expose your personal information, or create a safety risk. Let the platform and enforcement authorities handle contact.
  3. Preserve what is visible. If it is safe and lawful, save the full listing URL, screenshots showing the photos and text, the seller or account name, the platform, the date and time observed, and any stated location, price, payment method, or shipping route. U.S. Fish and Wildlife Service guidance for online wildlife tips specifically requests a full website URL and screenshots.
  4. Keep original context. Record the profile page and the path used to reach the listing, not just a cropped image. Keep copies in a secure location and avoid editing the files in a way that removes dates or URLs. If a post later disappears, note that it was removed and retain the copies you made lawfully.
  5. Report on the platform. Use the site’s wildlife, prohibited-goods, fraud, or animal-abuse reporting category. Include the URL and explain that the post appears to offer a tiger, tiger part, derivative, or a suspected impersonation. Platform reports can help remove content or preserve account data, but they are not a substitute for a government report.
  6. Contact the relevant wildlife authority. Report to the national or local agency responsible for wildlife, endangered-species, customs, or environmental enforcement in the jurisdiction involved. State where the seller and shipment appear to be located, if known, and attach the preserved evidence.
  7. Report payment fraud separately when applicable. If you sent money or personal information, use the consumer-protection or fraud-reporting channel for your country. The FTC’s reporting guidance is for the United States; other countries have different agencies and recovery procedures.

If a live animal appears to face immediate danger, say so clearly in the report and use the relevant emergency or animal-welfare contact where one exists. Do not attempt a rescue, seizure, delivery interception, or private investigation yourself.

Choosing a reporting route

No single report reaches every responsible body. Use more than one channel when the facts justify it, while avoiding duplicate speculation or attempts to investigate privately. Compare routes by jurisdiction, the type of report accepted, the evidence requested, and whether the recipient can act on the platform or investigate a possible offense.

Route Best use Information to include Limitation
The platform where the listing appeared Flag prohibited wildlife commerce, fraud, impersonation, or unsafe animal sales. Full URL, account name, screenshots, date, and a concise description. The platform may remove content without investigating a wildlife offense or may be unable to act across borders.
National or local wildlife authority Report a suspected offense, import/export issue, possession concern, or live-animal risk. Jurisdiction, location clues, URLs, screenshots, seller identifiers, payment or shipping details, and why a tiger or derivative may be involved. Each authority sets its own intake rules and may not disclose investigative outcomes.
Coalition suspicious-listing form Provide a wildlife-specific online report where the service accepts reports for the relevant region. Listing link, screenshots, platform, account details, and the suspected species or product. The Coalition’s reporting page currently says it accepts reports except those from Europe. Geographic acceptance can change, so verify the current status before relying on this route.
Consumer-fraud channel Address a payment scam, identity theft, or attempted financial loss. Payment method, receipts, messages, account identifiers, and dates. Consumer-fraud agencies generally cannot determine the conservation status of a specimen.

How to describe a report without overstating it

Use precise observations rather than declaring that a crime is proven. “The seller advertised a tooth as tiger and requested cryptocurrency; the same photograph appears on two other accounts” is more useful than “This is definitely trafficked.” Say what you saw, where you saw it, when you saw it, and what remains uncertain. Identify the claimed species and product, but label it as a seller’s claim unless an authority has confirmed it.

Frequently asked questions

Does an online tiger listing automatically violate CITES?

No. CITES recognizes that online wildlife commerce can be legal or illegal. Tigers have been in Appendix I since 1975, and international commercial trade in tigers, their parts, and derivatives is generally prohibited under the Convention, but domestic law, permits, exceptions, and the facts of a particular transaction still matter.

Can a low price prove that a product is trafficked?

No. An unusually low price is a common exotic-animal scam warning, but it does not prove that a tiger product exists or that wildlife law was violated. An expensive listing can also be fraudulent or unlawful.

Does “captive-bred” mean a tiger product is legal?

No. Captive origin is a claim that may require records, permits, chain-of-custody evidence, and expert investigation. WWF warns that captive facilities can provide cover for illegal trade and complicate efforts to distinguish captive-origin from wild-origin parts.

Should I message the seller to ask for permits?

Do not contact or confront a suspicious seller merely to gather evidence. A conversation can expose you, alert the account, or encourage a purchase. Preserve what is already visible and let platforms and wildlife authorities request additional information.

What screenshots should I save?

Save the full listing, photos, text, account or seller name, platform, date and time, stated location, price, payment method, and shipping details if shown. Keep the full URL and the profile page or navigation path, not only a cropped image. U.S. Fish and Wildlife Service guidance specifically requests a full website URL and screenshots for suspected online wildlife trafficking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where should I report a suspicious listing?

Report it to the platform and to the wildlife, endangered-species, customs, or environmental authority with jurisdiction. A wildlife-specific Coalition form may also be available, but its reporting page currently excludes Europe and geographic acceptance can change. If money or personal information was involved, make a separate consumer-fraud report through the appropriate country’s channel.

Key takeaways

  • Tiger trafficking can involve live animals, whole carcasses, parts, and derivatives; online channels can advertise or coordinate these transactions.
  • CITES Appendix I status means international commercial trade in tigers, parts, and derivatives is generally prohibited under the Convention, while domestic rules and permits vary by jurisdiction.
  • Hard-to-recover payment demands, recycled photographs, and bargain prices are scam warnings, not standalone proof of wildlife trafficking.
  • Do not buy, confront, or conduct a test purchase. Preserve the full URL and screenshots when safe, report the listing to its platform, and contact the relevant wildlife authority.

Frequently Asked Questions

Is every tiger product advertised online illegal?

No. An online venue alone does not determine legality. CITES says online wildlife commerce may be legal or illegal, while domestic laws and permits differ. Do not buy; report a suspicious offer for assessment.

Can I authenticate tiger bone, fur, or teeth from a photograph?

No. Photos can show substitutes, another species, or a real item lacking authorization. Consumer clues cannot establish authenticity, legal origin, or trafficking.

What if I already paid the seller?

Stop further contact, preserve receipts and messages, and report the payment issue through your country’s consumer-fraud channel as well as reporting the wildlife listing. Do not attempt to recover money by confronting the seller.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I make a small purchase to help authorities?

No. Do not make a test purchase, arrange delivery, or meet the seller. Preserve the evidence already available and let authorities investigate.

Does a seizure statistic show how much tiger trafficking exists?

No. TRAFFIC’s figures describe detected seizure incidents. They show patterns in recorded cases, not the full amount of trafficking or every animal’s origin.

The Bottom Line

Do not purchase or test a suspicious tiger listing. Save the full URL, screenshots, account details, and date when safe; report the post to its platform and the wildlife authority with jurisdiction. Scam indicators can justify caution, but only competent authorities can determine authenticity, legality, or trafficking.
