The key difference is jurisdiction: IFSCA regulates covered financial activity within India’s International Financial Services Centres (IFSCs); RBI regulates the central-bank functions and financial activities assigned to it by law; and SEBI regulates the securities market. To identify the regulator for a particular firm or transaction, check where the activity takes place, what it involves and which statute or authorization applies.
How the three regulators differ
| Regulator | Main jurisdictional clue | Core role | First question to ask |
|---|---|---|---|
| IFSCA | Covered activity takes place in an IFSC in India | Develops and regulates covered financial products, services and institutions in IFSCs | Is the activity within an IFSC and covered by the IFSCA Act and its rules? |
| RBI | Central-bank function, banking or a financial activity assigned to RBI | Monetary policy, currency, banking, specified non-bank entities, payment systems, foreign exchange, government securities and other statutory functions | Which RBI-administered law and regulated-entity category applies? |
| SEBI | Securities-market instrument, intermediary or infrastructure | Investor protection and securities-market development and regulation | Does securities-market law or a specific SEBI rule cover this entity or transaction? |
This is an orientation, not a complete legal allocation for every product. An activity’s location, legal form and applicable statute can change the answer.

What IFSCA regulates—and where its authority stops
The International Financial Services Centres Authority Act, 2019 establishes IFSCA to develop and regulate the financial-services market in IFSCs in India. Sections 12 and 13 set out its functions and provide for specified powers associated with domestic regulators under listed laws to be exercised by IFSCA within IFSCs, where they relate to covered products, services or institutions. The IFSCA overview describes the Authority’s role and identifies GIFT IFSC as India’s maiden IFSC; the Act is the legal basis for the boundary.

Its special remit is tied to covered activity in an IFSC. For example, IFSCA’s market-infrastructure page describes a unified framework for stock exchanges, clearing corporations and depositories operating in an IFSC. The page identifies regulations amended through November 1, 2024.

Does IFSCA regulate banks in GIFT IFSC?
IFSCA’s remit includes covered financial institutions operating in an IFSC, including authorized banks there. The relevant question is not simply whether an institution is a bank, but whether its activity is within the IFSC and subject to IFSCA’s applicable authorization and rules. IFSCA and RBI describe their respective jurisdictions in their MoU announcement.
RBI combines central-bank duties with statutory regulation
RBI is India’s central bank, but its responsibilities also include regulation or supervision of banking and specified non-bank entities, payment systems, foreign-exchange activity, government securities and other areas assigned under different laws. Its official profile explains that its authority comes from more than one statute, including laws relating to banking, foreign exchange, government securities and payment systems.

So “RBI-regulated” is not a single, all-purpose category. For a particular institution or service, identify the relevant law and entity type rather than assuming every financial product falls within RBI’s remit.

SEBI’s statutory objectives are to protect investors in securities, promote development of the securities market and regulate it. Its remit includes securities-market institutions such as stock exchanges and intermediaries, as described in RBI’s account of financial-market responsibilities.

It is too broad to say that every product described as a “security” is automatically regulated by SEBI. RBI’s published market overview distinguishes equity and corporate-bond markets from money, foreign-exchange and government-securities markets. That overview is an older institutional report, so use the distinction as general guidance and verify current rules for the specific instrument and transaction.
How RBI and SEBI market responsibilities are divided
As a broad guide, RBI’s published market-sector account places money, foreign-exchange and government-securities markets within RBI’s regulatory ambit, while identifying equity and corporate-bond markets with SEBI. RBI also describes credit institutions and credit markets as falling within its regulatory role. These categories do not settle every product-level question; the relevant law and current rules still matter.
For a particular instrument, intermediary or transaction, check its governing enactment and the regulator’s applicable regulations. RBI’s account of financial-agency roles provides statutory context for the different assignments.

- Locate the activity. Establish whether the service or institution operates within an IFSC or elsewhere in India. The IFSC boundary is central to IFSCA’s remit.
- Describe the activity precisely. Distinguish, for example, deposit-taking, a payment service, foreign-exchange dealing, government securities, equity trading or corporate-bond activity.
- Identify the entity and legal category. A bank, non-bank financial institution, exchange, intermediary and payment-system operator may be governed by different laws.
- Check the applicable statute, notification and current rules. A regulator’s broad remit is not proof that a specific firm is authorized or that every part of its business has the same treatment.
- Confirm authorization for the specific activity. Use the regulator’s current official information and rules; the general jurisdictional distinction alone does not establish a named institution’s authorization status.
Why the regulators coordinate
The boundaries are not simply one regulator per financial sector. IFSCA’s IFSC-specific authority affects how covered activity is allocated there, while RBI and SEBI have distinct statutory assignments across financial markets. IFSCA and RBI have an MoU for technical cooperation and information exchange concerning entities in their respective jurisdictions. The announcement describes cooperation; it does not say that the MoU transfers all authority or replaces the laws defining each regulator’s powers.
