How Higher Interest Rates Affect Savings Account and CD Rates

Higher Federal Reserve policy rates can push short-term market rates upward, giving banks an incentive to improve deposit offers. The effect on your account is indirect: a savings rate can change at the bank’s discretion, while a fixed-term CD generally keeps the rate stated when you open it.

Compare the APY, balance requirements, fees, access rules, maturity date and early-withdrawal penalty—not just the headline percentage. The best choice depends on when you need the money and how much rate uncertainty you can accept.

How a Federal Reserve rate increase reaches your deposit account

The Federal Reserve does not set the APY on your savings account or CD. It influences the financial conditions in which banks price deposits.

The Fed pays interest on reserve balances held by eligible institutions. In its explanation updated August 22, 2025, the Board of Governors says that an increase in the interest-on-reserve-balances rate “will put upward pressure on a range of short-term interest rates.” The Federal Open Market Committee (FOMC) describes the broader transmission similarly: changes in the federal-funds rate affect other short-term rates, foreign-exchange rates, long-term rates, money and credit, and eventually wider economic conditions.

A bank compares the return it can earn on liquid balances and other market instruments with the cost of attracting deposits. When market yields rise, depositors may become more willing to move cash, so a bank that needs funding may raise its savings or CD offers. A bank with ample deposits, little competition or a different balance-sheet strategy may raise rates less, later or not at all.

That is why the relationship is a pressure, not a pass-through formula. There is no guaranteed one-for-one increase, and no rule that a retail APY must change on the same day as an FOMC decision. The Federal Reserve’s materials explain the transmission to financial rates but do not promise a particular retail deposit adjustment or lag.

What happens to savings-account rates

Savings rates are usually variable

A standard savings account generally has a variable rate. The bank can revise the rate after you open the account, subject to the account agreement and applicable disclosures. If market conditions or competition change, your APY can move up, down or remain unchanged even while the Fed’s target is moving.

Variable pricing gives you access to any future increase without requiring a new term contract. It also means that an attractive APY can disappear. Check whether the advertised number is an ongoing rate or an introductory offer, how long an introductory period lasts, and whether a minimum balance is required to earn the stated APY.

Why two banks may react differently

Deposit pricing reflects more than the policy rate. A bank may adjust its offer according to:

  • how urgently it needs additional deposits;
  • competition from other banks and cash products;
  • the cost and availability of alternative funding;
  • the balances and customer segments it wants to attract; and
  • its own balance-sheet and risk-management decisions.

Consequently, a bank can advertise a high APY before a policy move, while another bank may wait. A policy-rate increase can also be followed by smaller deposit increases if banks do not need to compete aggressively for funds.

Access and yield are a trade-off

Savings accounts normally let you withdraw or transfer money without waiting for a maturity date, although an institution can impose transaction limits, fees or other conditions in its agreement. Treat the APY as only one part of the offer: a slightly higher rate may not compensate for a balance fee, transfer restriction or inconvenient access when you need the cash.

What happens to CD rates

The opening rate is generally fixed for the chosen term

A fixed-term certificate of deposit generally sets its offered rate when you open it and keeps that rate through the selected term, subject to the institution’s contract. Terms are commonly described by maturity, such as six or 12 months. The bank’s disclosure should state the term, APY, minimum deposit and what happens if you withdraw early.

A fixed rate creates certainty. If market rates fall after you open the CD, the account continues paying the contracted rate until maturity. If rates rise, the same lock can leave your money earning less than a newly issued CD or a variable savings account.

Early withdrawal can reduce the return

CD funds are intended to remain deposited until maturity. An early withdrawal may be restricted or trigger a penalty under the bank’s contract; the exact calculation differs by institution. Before opening, read the early-withdrawal section and ask how the penalty is applied to interest and principal. Do not assume that an emergency withdrawal will be cost-free.

Maturity is a decision point

At maturity, the term ends and the institution’s renewal instructions apply. Put the maturity date on your calendar and review the new rate and term before allowing a renewal. If you may need the money around that date, confirm the institution’s notice and access procedures rather than assuming the funds will remain immediately available.

Savings account versus CD: the practical comparison

Feature Variable savings account Fixed-term CD
Rate behavior Bank may change the APY after opening. Opening rate is generally fixed for the selected term.
Access Designed for ongoing access, subject to the account’s transaction and fee rules. Money is intended to remain deposited until maturity.
Rate certainty Future earnings can rise or fall. Earnings are more predictable during the term.
Time commitment No stated maturity for the account itself. Six-, 12- or other stated maturity; verify the exact term.
Early withdrawal Use the account’s withdrawal and transfer rules. May be restricted or subject to a contract-defined penalty.
Best fit Emergency reserves, near-term spending and money whose access matters. Cash you can leave untouched until a known date.

Neither product is automatically superior when rates are rising. A savings account preserves access and can reprice later; a CD preserves today’s offered rate but ties up the deposit. Choosing between them is a liquidity decision as much as a rate decision.

How to interpret national-rate figures

National averages provide context, not a quote for your account. The FDIC’s national-rate table dated March 16, 2026 lists a 0.39% savings rate, a 1.47% average for six-month CDs and a 1.52% average for 12-month CDs. These figures are historical benchmarks from that table, not October 2026 offers.

Figure Publisher and date Qualification
0.39% savings FDIC, March 16, 2026 National rate table; savings and interest-checking rates use the $2,500 balance tier.
1.47% six-month CD FDIC, March 16, 2026 National average for the stated maturity; CD calculations use the table’s $10,000 and $100,000 tiers.
1.52% 12-month CD FDIC, March 16, 2026 National average for the stated maturity; CD calculations use the table’s $10,000 and $100,000 tiers.
3.50%–3.75% federal-funds target range Federal Reserve, latest data dated July 30, 2026 Policy target range, not a consumer deposit APY.

The FDIC explains that its national-rate and cap calculations use specified balance tiers and separate CD maturities. A bank’s promotional APY may use a different balance, term, eligibility rule or introductory period, so comparing it directly with an FDIC average can be misleading. Confirm the bank’s current disclosure before moving money.

A decision framework for different rate environments

If rates are rising or uncertain

  • Keep money needed for bills or emergencies in an account with dependable access.
  • Consider a short CD or staggered maturities for cash you can leave untouched, so not all of it is locked at one rate.
  • Compare the variable savings APY periodically; do not assume an old account will track competitors.
  • Use the maturity date to reassess rather than paying an early-withdrawal penalty to chase a new offer.

If rates are falling

  • A longer CD term can preserve an available rate for money you will not need before maturity.
  • Retain enough liquid savings to avoid breaking the CD if an unexpected expense occurs.
  • Check whether a new CD’s term matches the date you expect to spend the funds.

If rates are broadly stable

Focus on the complete cost and convenience. A lower-rate account with no balance fee and easy transfers can produce a better practical result than a higher headline APY that you cannot qualify for or access when needed.

How to compare offers step by step

  1. Map your cash timeline. Separate emergency money, funds needed within the next few months and money that can remain untouched through a CD maturity.
  2. Collect the full disclosures. Record the APY, whether it is introductory, the balance or deposit minimum, recurring fees, access rules and eligibility conditions.
  3. Normalize the comparison. Compare APYs for the same period and account type. Do not compare a six-month CD with a 12-month CD as though they have the same commitment.
  4. Calculate the dollar effect. As an illustration, if a $20,000 balance earned a constant 3.75% APY for a year, the APY-based return would be about $750; at 4.25% APY it would be about $850. These are arithmetic examples, not quoted offers, and assume the rates remain unchanged and the money stays deposited.
  5. Test access and penalties. Ask how withdrawals, transfers, early CD withdrawals and penalty calculations work. Read the current account agreement rather than relying on an advertisement.
  6. Check institution and account details. Confirm deposit-insurance status, ownership category, minimums and any conditions that could disqualify you from the advertised APY.
  7. Set review reminders. Recheck a variable savings rate after major market changes and review a CD before maturity so a renewal does not happen by accident.

Common mistakes and how to avoid them

Assuming the Fed move appears in your APY immediately

Policy transmission takes place through markets and bank pricing decisions. Wait for the institution’s actual disclosure and compare competing offers instead of budgeting on a promised pass-through.

Chasing an introductory rate

Record the date the promotional period ends and the post-promotion rate. A temporary APY can be useful, but it should not be treated as a permanent yield.

Ignoring balance tiers

Some offers pay the headline APY only above or below a stated balance. Determine the rate that applies to your entire planned deposit and what happens when the balance changes.

Comparing unlike benchmarks

An FDIC national average, a bank’s promotional APY and the federal-funds target describe different things. Label the source, date, term and balance tier for every number you compare.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Locking up money needed soon

A CD can be a poor fit when the withdrawal date is uncertain. The penalty and loss of flexibility may outweigh the extra rate, even if the CD APY is higher.

Moving funds without reading the contract

Before opening or transferring money, verify fees, transfer timing, early-withdrawal language, maturity instructions and all qualification requirements in the institution’s current agreement.

Bottom line for choosing between the two

Higher policy rates can improve the competitive environment for deposits, but they do not dictate your bank’s APY. A variable savings account trades rate certainty for access and the possibility of future repricing. A fixed-term CD trades access for a rate locked through maturity. Match the product to your cash timeline, then judge the offer using APY, minimums, fees, maturity and withdrawal terms together.
