The clearest heat-related concern in the available evidence is cyanobacterial blooms in warm, slow-moving freshwater. Beach water can also become unsafe through separate routes, including sewage and polluted runoff after heavy rain. Check current local advisories before swimming.
How can a heat wave affect water quality?
Warmer water can favor certain harmful algal blooms (HABs), particularly blooms of cyanobacteria in freshwater. The U.S. Environmental Protection Agency says these organisms thrive in warm, slow-moving water, can grow faster than other algae in warmer conditions, and can move through the water column to access light and nutrients. The EPA expects warming associated with climate change to increase the magnitude and duration of freshwater cyanobacterial blooms (EPA: Climate Change and Freshwater Harmful Algal Blooms).

Heat is one contributing condition, not a sufficient cause by itself. Blooms are also favored by slow-moving water and nutrients such as nitrogen and phosphorus, which may enter waterways through fertilizer, sewage, or urban and industrial runoff. Local ecology and water movement matter, too (CDC: About Harmful Algal Blooms).
Freshwater and ocean beaches are not the same
Cyanobacteria are a common cause of HABs in freshwater lakes and rivers. Dinoflagellates and diatoms are common causes in salt water such as oceans and bays; HABs can also occur in brackish water. The EPA’s explanation of warming and cyanoHABs specifically addresses freshwater, so it should not be treated as a universal explanation for water-quality problems at ocean beaches.

- THE ORGINAL DIY BACTERIA TEST KIT that is certified accurate by Good Housekeeping Labs, American Red Cross, Underwriter Labs, and Merck Labs. Designed and developed by our EPA certified scientists. Made in the USA.
- PATENTED TECHNOLOGY: Detects 50 different species of coliform bacteria (including E. coli), as low as 1-organism. Test any freshwater supply.
- 3RD PARTY STERILIZATION: Every Safe Home kit is sterilized by a certified facility (see attached certificate) and guaranteed to be “free from bacteria” before you test. This process assures zero “false positive results” from product contamination, as may be experienced with other kits who skip this sterilization process.
- FAST RESULTS- Get results as quickly as 6 hours. May take up to 72 hours based on incubation conditions, and concentrations of bacteria in the water being tested.
- YOUR PURCHASE MAKES A DIFFERENCE in people’s lives. Safe Home donates a portion of every test kit sale to clean water initiatives around the globe. See attached images with this listing, to learn more.
Heat-related blooms are only one contamination pathway
Beach water can pose health risks for different reasons, and the conditions that contribute to one hazard do not necessarily cause another. Warm, still, nutrient-rich water can favor some blooms; heavy rainfall can wash pollution into recreational water or contribute to sewer overflows. These risks may occur around the same time, but rain-driven contamination is a separate pathway from heat-favored blooms.
| Hazard or pathway | Conditions or setting | Evidence and useful response |
|---|---|---|
| Freshwater cyanobacterial bloom | Warm, slow-moving water with nutrients | Possible signs include scum, mats, unusual color, or odor, but appearance cannot establish whether a bloom is harmful. Avoid suspect water and check local advisories. CDC; EPA |
| Marine or brackish-water HAB | Salt or brackish water; the organisms and exposure pathways vary by bloom | Follow local warnings. In the Gulf, Karenia brevis toxins can become airborne as waves break and irritate the eyes, throat, and nose; effects may be more severe for people with asthma or other respiratory conditions. NOAA |
| Pathogens in runoff or sewage | Polluted runoff, untreated sewage, storm drains, or sewer overflows; heavy rain can increase runoff | Follow current beach warnings, especially after heavy rain. Swallowing contaminated water is a common route of exposure to waterborne pathogens. EPA; NOAA |
| Chemical spill or other pollution | A known spill or other local pollution event | Use posted closures and directions from local authorities rather than judging safety by water appearance. NOAA |
EPA’s 2023 swimming-season report says 30% of U.S. program beaches had at least one notification action that year; stormwater runoff was the most frequently reported known source associated with those actions, and 41% of reported possible pollution sources were unknown. These figures describe reported notification actions at program beaches, not contamination caused by heat waves (EPA 2023 Beach Report, published 2024).

What should you look for at the beach?
Some HABs look like foam, scum, mats, or paint-like material and may turn water green, blue, brown, or red. Others grow below the surface and are difficult to see. Not every bloom is harmful, and a clear appearance does not prove that water is safe. The CDC advises staying out of water that is discolored, scummy, or smells bad, keeping pets away, and following swimming, fishing, and shellfish advisories.

Is it safe to swim after a heat wave or heavy rain?
A heat wave alone cannot tell you whether a particular beach is safe. Check the current advisory from the responsible local or state health authority and read posted beach signs. After heavy rain, check before swimming because runoff can carry pathogens and other pollutants into recreational water, and heavy rainfall can contribute to sewer overflows.

There is no central database with current, real-time closure and advisory information for every beach, according to NOAA. The EPA’s BEACON database contains monitoring and notification information reported by jurisdictions, but reporting may be annual; its records may therefore be older than a beach’s current status. Use BEACON as background information, not as a real-time safety check (NOAA: Beach Closures; EPA: Find Information About a Particular U.S. Beach).
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if you suspect contamination
- Stay out of water that is discolored, scummy, or foul-smelling, and keep pets away. Follow official advisories and posted closures.
- If you have been in suspected bloom water, rinse with tap water. People who develop symptoms should contact a health professional; seek veterinary care if a pet becomes ill.
- Avoid eating fish or shellfish covered by a local advisory. Exposure to some algae or toxins can occur through contaminated food as well as water.
- For Gulf Coast red-tide conditions, be aware that toxins from Karenia brevis may become airborne as waves break and irritate the eyes, throat, and nose. NOAA forecast reports can help officials make advisory decisions, but follow the current local guidance.
People may be exposed by swallowing contaminated water, contact with water or food containing certain algae or toxins, or eating contaminated fish or shellfish. Polluted water can also carry pathogens, so symptoms after exposure are a reason to seek professional advice (CDC; EPA).
