The seller’s State or Union territory, goods or services, aggregate turnover, where sales are made, and whether sales go through an e-commerce operator can all affect the answer. Some compulsory-registration rules have exceptions, so neither “all marketplace sellers must register” nor “sellers below one threshold never need to register” is a safe general rule.
What determines whether an online seller must register?
Start with the seller’s full business facts, not just the website or app used to sell. The CGST Act includes compulsory-registration categories for certain inter-state taxable supplies and supplies made through an e-commerce operator required to collect tax at source (TCS). Applicable exemptions and later notifications can affect how those categories apply.

- Location: the State or Union territory where the seller is liable to register.
- What is sold: goods, services, or both.
- Aggregate turnover: consider the relevant business turnover, not only sales through one marketplace.
- Sales geography: whether taxable supplies are within one State or Union territory or cross state borders.
- Sales channel: direct sales or sales through an e-commerce operator, and whether that operator is required to collect TCS.
- Current exceptions: check whether a current notification or rule changes the result for the seller’s particular circumstances.
The [CGST Act text hosted by CBIC] sets out registration categories and the general application period. The [CBIC sectoral FAQ] describes the historical marketplace rule, but it is legacy guidance and should not be treated as a complete statement of the current position.

Section 24 of the CGST Act includes certain persons supplying goods or services through an e-commerce operator required to collect TCS among categories for compulsory registration. CBIC’s FAQ gives a historical answer of “yes” to whether a trader with turnover below ₹20 lakh selling on an e-commerce website must register, where the operator is required to collect TCS.

That FAQ does not account for every later change. Official material cited here does not establish the exact current conditions under which some small goods sellers may sell through an operator without GST registration. Check the operative notification and the current GST Portal enrolment requirements before deciding that the historical FAQ settles your case. The platform’s presence alone does not answer whether the relevant TCS rule or an exception applies.
Inter-state sales and turnover thresholds
Inter-state taxable supplies are another registration consideration under the Act, subject to applicable exemptions and current law. A small turnover figure by itself therefore may not settle the question.

There is no single current threshold established by the official sources cited here that can safely be applied to every small online seller. Thresholds and exceptions must be assessed against the seller’s location, supply type, aggregate turnover, sales geography, and channel. Do not rely on a general online claim about one rupee limit without confirming that it applies to the seller’s facts and current rules.
When to apply if registration is required
Under the Act, a person liable to register under section 22 or section 24 generally applies in each State or Union territory where they are liable within 30 days after the liability arises. The Act specifies different advance timing for casual and non-resident taxable persons; that is usually not the ordinary domestic small-seller situation.

Voluntary registration is also permitted. Once registered, a person becomes subject to the provisions applicable to registered persons, so voluntary registration is not merely a marketplace listing step.
How to begin a GST registration application
Applications are made on the GST Common Portal using Part A of FORM GST REG-01. The registration rules call for a PAN, mobile number, email address, and State or Union territory. Use the live portal instructions, since interface labels may change.

What to verify before making a seller-specific decision
- Confirm the seller’s State or Union territory and the nature of the supplies.
- Calculate aggregate turnover on the appropriate basis rather than looking only at one marketplace account.
- Identify whether taxable sales are inter-state or intra-state.
- For marketplace sales, establish whether the operator is required to collect TCS and whether a current notified exception applies.
- Check current CBIC notifications and GST Portal guidance, or ask a qualified tax professional to assess the facts.
The cited Act, CBIC FAQ, registration rules, and portal tutorial provide useful starting points, but do not establish a seller-specific conclusion without those facts and current exception analysis.
