Under India’s GST regime, a registered business can claim input tax credit (ITC) for eligible GST paid on purchases used or intended for use in its business. To claim it, reconcile purchase records with GSTR-2B, check each transaction against statutory conditions and restrictions, then report eligible credit and any required reversals in GSTR-3B. GSTR-2B helps with that review; an entry appearing there does not by itself prove that the credit is legally claimable.
What input tax credit means
ITC is credit for eligible GST charged on business purchases. Subject to the applicable conditions and restrictions, the credit is recorded in the taxpayer’s electronic credit ledger and can be used through the GST return process. The central statutory framework is in sections 16 and 17 of the CGST Act, alongside applicable SGST or IGST provisions, rules and notifications.

The starting point is business use: section 16 concerns goods or services used or intended to be used in the course or furtherance of business. The claim is not automatic, however. Documentation, supplier reporting, receipt of the supply, tax payment, return filing, restrictions and the applicable time limit all matter.

Assess each purchase on its facts rather than treating every business expense—or every portal entry—as eligible. Section 17 addresses non-business use, apportionment for inputs used partly for exempt supplies, and specified blocked-credit categories. The details and exceptions depend on the statutory provisions and applicable rules.

- Business use: Identify whether the goods or services are used, or intended to be used, for the business. Restrict credit for non-business use; where use is mixed, apply the relevant apportionment rules.
- Nature of supplies: Consider whether the purchase relates to taxable, zero-rated or exempt supplies. Inputs used partly for exempt supplies may require apportionment.
- Blocked credit: Check whether a restriction under section 17(5) applies and whether a statutory exception fits the transaction.
- Transaction conditions: Verify the prescribed document, supplier reporting and communication, receipt of the supply, payment of tax to government and filing of the return.
These checks are not exhaustive legal advice for a particular transaction. The relevant CGST, SGST or IGST law, rules, notifications, supply classification and taxpayer circumstances may affect the result.
Claim ITC: a practical sequence
- Confirm the claimant and business purpose. Check that the claimant is a registered person entitled to claim and establish how the purchase relates to business activity. Identify any non-business or exempt-supply use that could restrict or reduce credit.
- Validate the tax document. Retain the supplier’s tax invoice, debit note or other prescribed tax-paying document. Check that the supplier furnished the relevant details and that they were communicated to you through the statutory process.
- Confirm receipt and supplier payment. Verify that the goods or services were received. If goods are received in lots or instalments, section 16 ties entitlement to receipt of the final lot. Track whether you paid the supplier the value plus tax within 180 days; the Act provides for a consequence if you do not, and for re-availment upon payment, subject to applicable rules.
- Reconcile GSTR-2B with your records. Use the GST Portal’s read-only, auto-drafted statement for the relevant period as a reconciliation aid. Compare it with invoices, debit and credit notes, amendments, ISD credits and import information where relevant. Investigate missing, duplicate, amended or mismatched entries. The Portal recommends reconciling GSTR-2B with books and warns against taking the same credit twice. See the official GSTR-2B FAQs.
- Make an independent eligibility decision. Apply the statutory conditions and restrictions to each transaction. Do not claim a credit solely because GSTR-2B indicates it as available; omit or reverse credit that is ineligible even if the statement does not flag the issue.
- Report in GSTR-3B. Follow the current return instructions to report eligible credit and required reversals in the relevant fields. The Portal’s system-populated values are editable, so review them rather than accepting them without checking. Reverse-charge tax must be paid as applicable; portal guidance describes related credit as available on payment of that tax, subject to eligibility.
- Keep an evidence trail and track the deadline. Retain invoices, receipt evidence, payment records, reconciliation workings, return calculations and records of reversals or re-availment. Track the time limit for each invoice or debit note and check the relevant annual-return filing status.
What GSTR-2B does—and does not do
GSTR-2B is an auto-drafted ITC statement generated from information furnished by suppliers and other sources described by the GST Portal. It helps a taxpayer identify and reconcile candidate credits, unavailable entries and reversals. It is not itself a return to file, and it does not replace the taxpayer’s legal assessment of eligibility.

| Record or form | What it does | How to use it |
|---|---|---|
| GSTR-2B | Read-only, auto-drafted ITC statement based on supplier and other information described by the Portal. | Reconcile candidate credits, unavailable entries and reversals with business records; independently check legal eligibility. |

When credit may be unavailable, reduced or reversed
- The purchase is not for business use, or is partly for non-business use.
- The purchase relates partly to exempt supplies and requires apportionment.
- A blocked-credit provision applies and no relevant exception is available.
- A required tax document, supplier reporting or communication, receipt, tax-payment or return-filing condition is not met.
- The books and GSTR-2B do not reconcile, an entry is duplicated, or an amendment or credit note calls for a reduction or reversal.
- The claim’s time limit has expired, unless a specific applicable exception applies.
- Reverse-charge tax has not been paid, or the 180-day supplier-payment condition has triggered the statutory consequence.
Resolve mismatches and document the treatment before reporting. A portal statement can help surface a discrepancy, but it cannot determine whether the underlying purchase satisfies every legal requirement.

ITC time limit: the general rule and a historic exception
Under section 16(4), the general deadline is 30 November following the end of the financial year to which the invoice or debit note pertains, or the date the relevant annual return is furnished, whichever is earlier. This is the general formulation; the former September-return deadline should not be treated as the current general rule.
CBIC Circular No. 237/31/2024-GST, dated 15 October 2024, addresses retrospective changes for specified financial years 2017–18 through 2020–21 and their implementation. Those historic provisions are limited exceptions, not a general extension for current claims. Check the consolidated law and the taxpayer’s filing history to determine the deadline for a specific document. See the CGST Act, section 16 and the CBIC circular.

Can software help with ITC reconciliation?
Accounting or return-preparation software may help organize purchase records and compare them with GSTR-2B. Treat it as a workflow aid: software does not establish that a credit meets the law’s conditions, override blocked-credit rules or guarantee compliance. The taxpayer remains responsible for reviewing eligibility, reversals and return figures.
