What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
GST data analytics helps authorities find potential registration gaps by connecting information that already enters the tax system—registration applications, e-commerce reports and return data—then applying risk parameters to decide which cases need verification or follow-up. A data signal is not the same as a legal finding. Whether a person must register still depends on the Central Goods and Services Tax Act, applicable state provisions, exemptions, notifications and the facts of the supply.
Public documents describe pieces of this process, not a complete detection algorithm. They do not disclose the model’s variables, thresholds, accuracy or false-positive rate, and they do not establish that officials automatically know every seller’s taxable turnover.

What the public GST documents actually show
The clearest way to understand the system is as a funnel rather than a single “unregistered-business detector”:

- Activity creates a lead. Information may come from a registration application, an e-commerce operator’s report of supplies by an unregistered supplier, or comparisons involving supplies and returns.
- GST systems validate and compare data. The portal checks identity and application details; prescribed processes compare return information and reported supplies.
- Risk parameters prioritize cases. Higher-risk applications or cases can be routed for additional verification or to a jurisdictional officer.
- An officer or the prescribed process follows up. This can involve physical verification, a request for information, an intimation or a notice.
- Law determines the result. Only after examining registration-liability rules and the facts can authorities conclude that a person was required to register and failed to do so.
The first three stages are documented in bounded form. The public material does not show one integrated scoring engine covering every business in India.

How registration risk checks work on the GST Portal
PAN validation and risk parameters
The GST Portal’s “Apply for Registration Normal Taxpayer” guidance says an application undergoes PAN validation and checks against risk parameters. It also describes a specified workflow in which high-risk applications, or cases where OTP validation has failed or expired, are sent to the jurisdictional officer. The guidance concerns processing of a registration application; it is not proof that the same risk score is used to discover every person who has never applied.
For a normal taxpayer, the portal guidance states that registration is effective from the date liability arises when the application is filed within 30 days. If the application is filed later, the effective date changes to the date registration is granted. That is a procedural rule for applicants, not a statistic about analytics performance. See the GSTN registration guidance.
What a high-risk application can lead to
A risk flag can move a case out of a largely automated path and into officer handling. The officer may examine the submitted details and perform the verification required by the applicable rules. A flag does not establish fraud, evasion or even that the applicant is legally liable for registration; it identifies a case for additional scrutiny.
Physical verification under Rule 9
Rule 9 of the Central Goods and Services Tax Rules, 2017 permits risk-based selection of specified registration applications for physical verification of the declared place of business. The rule refers to data analysis and risk parameters when selecting cases. In practical terms, the declared premises can become a verification question when the application’s information meets the prescribed risk criteria.
Physical verification is a step taken after selection. It is not an automated legal conclusion and it applies to the registration-application process. The current rule text is published by the Central Board of Indirect Taxes and Customs (CBIC) at CGST Rules, Rule 9.

What officers are checking
The public rule establishes the power and risk-based route, but it does not publish a universal checklist of model inputs, a numerical score or a guaranteed outcome. Verification of a place of business should therefore be understood as evidence-gathering about the application, not as proof that analytics has already established liability.
Biometric Aadhaar and document checks under Rule 8
Rule 8 describes biometric Aadhaar authentication and document verification for specified applications identified through the prescribed risk process. Where that route applies, an applicant may have to complete biometric authentication and present documents at the designated facility before registration processing continues.
This is another example of analytics or risk parameters deciding which registration applications receive an additional control. It does not document a process that scans all unregistered sellers and automatically converts a match into a registration order. Consult the current rule at CGST Rules, Rule 8.
Can GST authorities identify unregistered sellers using e-commerce data?
Yes, e-commerce reporting supplies a concrete lead, but its scope and legal meaning matter. GSTN’s compilation of portal functionality released for April 2023 through March 2024 says e-commerce operators can report supplies made by unregistered suppliers in GSTR-8. It also describes a portal view that lets suppliers inspect supplies and amendments reported about them.
The same material refers to turnover of unregistered suppliers registered in the state or Union territory in which the operator is registered. That wording does not establish that every unregistered seller is captured, that every platform transaction is covered, or that reported turnover by itself proves a person is liable to register. It is an input for compliance review and reconciliation.

Why an e-commerce report is not a registration order
A reported supply can prompt questions such as whether the supplier has a GSTIN, whether the supply is attributable to that person, whether an exemption applies and whether the relevant registration threshold or special rule has been crossed. Those questions require legal and factual analysis. The report is evidence or a lead; it is not, on its own, a determination of registration liability.
How the main data signals differ
| Signal or route | Primary data source | Who or what it concerns | Stage | Possible follow-up |
|---|---|---|---|---|
| PAN validation and risk-parameter checks | Registration application and identity details | Applicant seeking registration | Screening and validation | High-risk or failed/expired OTP cases may go to the jurisdictional officer |
| Rule 9 selection | Application data analysis and prescribed risk parameters | Specified registration applicants | Verification selection | Physical verification of the declared place of business |
| Rule 8 biometric/document route | Aadhaar authentication and application documents | Specified risk-identified applicants | Identity and document verification | Biometric authentication and document checks |
| GSTR-8 reporting | E-commerce operator’s report of supplies by unregistered suppliers | Unregistered suppliers and reported supplies | Lead generation and reconciliation | Review of turnover, supplier details and registration obligation |
| Rule 21A comparison | Registered person’s returns, GSTR-1 and supplier-derived inward-supply details | Already registered taxpayer | Post-registration compliance action | Suspension intimation and an opportunity to explain significant differences or anomalies |
The table separates screening, verification, information collection and enforcement. Treating them as one “algorithm” would overstate what the public documents establish.
Return mismatches: an adjacent process, not unregistered-business detection
Rule 21A shows how data comparison can trigger a prescribed response for an existing registrant. It addresses situations where comparison of returns furnished under section 39 with outward supplies in GSTR-1, or inward-supply details derived from suppliers’ outward-supply data, shows significant differences or anomalies indicating a possible contravention that could lead to cancellation.
The rule states: “Where a comparison of the returns furnished by a registered person under section 39 with the details of outward supplies furnished in FORM GSTR-1 … or the details of inward supplies derived based on the details of outward supplies furnished by his suppliers … show that there are significant differences or anomalies indicating contravention of the provisions of the Act or the rules made thereunder, leading to cancellation of registration of the said person, the registration of such person shall be suspended…” The provision also provides for an intimation asking the taxpayer to explain the relevant differences or anomalies within 30 days. Read the current text at CGST Rules, Rule 21A.

Because Rule 21A concerns a person who already has a registration, it should not be presented as the documented method for finding every business that never registered. It is useful as an example of comparison followed by a human-facing process.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Where legal liability enters the process
Registration rules decide whether registration is required
Analytics can point to activity, but the registration-liability provisions decide whether registration is legally required. Section 22 of the CGST Act is the starting provision for persons liable to register, subject to the Act’s exceptions, notifications, state or Union-territory provisions and the nature and location of supplies. Thresholds and compulsory-registration categories can differ by circumstance, so a turnover signal should never be treated as a universal rule.
The current section 22 text is available from CBIC at section 22 of the CGST Act.
Information requests under section 151
Section 151 gives an officer-authorized statutory route to require information on matters connected with the Act. If analytics identifies a lead, an information request can be part of the fact-finding process. The section does not turn every data match into proof; it supplies a legal mechanism for obtaining relevant information. See section 151.

Section 63 addresses assessment of a taxable person who was liable to register but did not do so. In that situation, the officer assesses tax liability using the statutory procedure and available facts. The section becomes relevant after the authority establishes, on the facts and law, that the person was a taxable person liable to registration; analytics alone is not that finding. The current provision is at section 63 of the CGST Act.

What happens after an analytics lead?
- Data is associated with a person, supplier or application. Officials must still determine whether the data is accurate and belongs to the relevant business.
- The case is compared with registration information. A GSTIN, application status, effective date and reported supplies may be checked where relevant.
- Legal exceptions are examined. Officers consider the type of supply, place of supply, applicable threshold, exemptions, compulsory-registration rules and state-specific requirements.
- The prescribed verification or information route is used. Depending on the case, this may include physical verification, biometric/document checks, an information request or a notice.
- The person gets the response opportunity provided by the applicable procedure. For example, Rule 21A’s cited intimation gives 30 days to explain specified differences or anomalies.
- A legal decision follows. The outcome may be registration processing, a request for clarification, assessment or another action authorized by the Act and rules. A lead can also be resolved without a finding if the data is wrong or an exception applies.
What the public material does not reveal
- The exact variables used in any risk model.
- Numerical thresholds, weights or score bands.
- How different data sources are technically linked.
- Detection accuracy, false-positive rates or the number of businesses identified.
- A guarantee that every e-commerce seller or taxable supplier appears in a GST report.
- An automatic conclusion that reported turnover exceeds a registration threshold.
Claims that authorities “see every seller” or automatically classify a business as evading tax go beyond the published material. Public documents establish specific reporting, comparison and verification mechanisms, not a complete model or its performance.
What businesses should take from this
Businesses that sell through e-commerce
Keep platform settlement statements, invoices, customer and supplier records, returns and registration documents consistent. Because operators can report supplies by unregistered suppliers in GSTR-8, a supplier should review the supplies and amendments visible through the GST Portal and correct errors through the available process. A report that appears incorrect is a reconciliation issue to document and resolve; it is not automatically proof that registration is required.
Businesses deciding whether to register
Do not decide solely from an analytics warning, a platform report or an informal turnover calculation. Map the supplies, locations, taxability, applicable threshold and any compulsory-registration category under the current law and notifications. If an application is selected for physical, biometric or document verification, provide truthful, consistent records and respond through the prescribed channel.
Businesses already registered
Reconcile GSTR-1, returns and supplier-derived information before differences become significant. Rule 21A demonstrates that material anomalies can lead to suspension-related communication and a 30-day explanation window. Preserve working papers showing how figures were derived so a response addresses the specific discrepancy rather than merely disputing the existence of a flag.
Bottom line: analytics prioritizes attention; the law decides liability
GST authorities use data analysis in documented, targeted ways: registration applications undergo validation and risk checks; selected cases can receive physical or biometric verification; e-commerce operators can report supplies by unregistered suppliers; and return comparisons can trigger follow-up for registered taxpayers. These mechanisms help surface cases that deserve attention. They do not publicly disclose a universal detection algorithm, and none replaces the legal analysis required to decide whether a particular business was liable to register and what action is authorized.
