GPS satellites do not track the wearer or receive reports from the tag, and an alert is a signal for review—not, by itself, a legal finding of a violation.
How a GPS tag determines location
GPS satellites broadcast information about their location and the current time. A receiver in the tag uses signals from multiple satellites as inputs to estimate its position. The U.S. Courts’ guide also describes cellular towers and Wi-Fi as possible sources of location information, so not every system relies on satellite positioning alone. The federal guide to how location monitoring works explains the distinction.

The satellite link is one-way: the tag receives satellite signals but does not transmit its location back to the satellites. GPS.gov describes satellites as “beacons, like lighthouses, broadcasting one-way reference signals,” and says GPS operators cannot locate a phone or device through GPS alone. For staff to see a tag’s reported location, the tag or associated equipment must use a separate communications path to a monitoring service. The exact network and reporting interval depend on the system; there is no single design established for all tags. GPS.gov’s FAQ explains the satellite system and notes that reception can be disrupted by jamming or other interference.

How location information becomes an alert
A monitoring platform can record location history and compare reported positions with conditions set for a person’s supervision. For example, staff may enter approved travel zones, restricted areas, and curfew schedules. The Court Services and Offender Supervision Agency (CSOSA) describes its Washington, D.C., program as tracking and storing movement, allowing officers to monitor it in real time and generating alerts for conditions such as restricted-area entry, missed curfew, or tampering. That is a description of CSOSA’s program, not a specification that applies to every device or jurisdiction. CSOSA’s June 2024 GPS monitoring fact sheet outlines its process.

Monitoring is not necessarily continuous, person-by-person observation by an officer. The Administrative Office of the U.S. Courts says federal officers do not track each person in the community in real time around the clock. Instead, they review schedules, inspect equipment, and investigate alerts according to supervision procedures. Its federal overview reports that, on average, two to three alerts per month for each person under supervision require immediate investigation; that figure describes federal officers’ investigations, not all alerts or all monitoring programs. The U.S. Courts’ federal location-monitoring overview also cautions that monitoring may reduce risk but does not eliminate it.
What can trigger a tag alert?
Rules depend on the court order or other supervision conditions and the system’s configured schedules and zones. Official U.S. and UK guidance describes potential alerts or breach concerns involving:

- [UP TO 20 DAYS PER CHARGE] The rechargeable battery can last up to 20 days based on driving time, signal conditions, and update settings. Fully charge the device with the included cable before first use, and monitor the battery level in the app for timely low-battery alerts.
- [30-SECOND LOCATION UPDATES & 180-DAY HISTORY] View location updates every 30 seconds while tracking, then review up to 180 days of routes, stops, mileage, and speed activity in the iOS, Android, or web app.
- [CUSTOM ALERTS & MULTI-DEVICE MANAGEMENT] Receive notifications for speeding, geofence entry or exit, unexpected movement or removal, and low battery. Manage multiple VITALGLOW trackers from one account across 170+ supported countries and regions.
- Leaving home during a curfew or another period when absence is not authorized.
- Leaving early, returning late, or failing to return after an approved absence.
- Entering or approaching an area the person is prohibited from entering.
- Attempted removal or tampering with monitoring equipment.
- A depleted battery; UK public guidance identifies this as a potential breach under its arrangements.
An alert indicates that a system has flagged a condition for attention. Staff investigate and interpret it under the applicable rules; it does not automatically establish that a person has breached an order, and the consequences are not uniform across jurisdictions. UK government guidance on electronic tags covers England and Wales, while the federal sources describe U.S. federal probation and pretrial services.

GPS tags and RF home monitoring are different
Radio-frequency (RF) monitoring checks whether a transmitter is within range of a receiver installed at a residence, often at specified times. It can indicate whether someone is home, but it does not show where that person goes after leaving the receiver’s range. GPS monitoring is used to record location beyond the home receiver’s range and can be configured to flag movement near restricted areas. The appropriate method depends on the monitoring objective and governing conditions; neither label alone describes every system feature. The U.S. Courts’ guide compares the two approaches.

Charging, reception, and limits to keep in mind
Charging obligations vary
A tag needs to remain powered to operate as directed. The U.S. Courts’ guide says a GPS tracker must be charged at least daily or as directed. UK government guidance says its location tags require at least one hour of charging each day. These are instructions for the respective programs, not a universal charging specification; people assigned a tag should follow the device and supervising authority’s directions.
Reception and reporting are not guaranteed everywhere
GPS reception can be affected by signal interference, and location reporting also depends on the equipment and its communications path. The cited sources do not establish a universal indoor accuracy, coverage guarantee, or update interval for electronic tags. A missing or delayed report should not be confused with proof of a particular movement; program staff assess equipment and circumstances under local procedures.

Monitoring is not prevention
Location information can support supervision and investigations, but it does not prevent an incident. The U.S. Courts explicitly says monitoring does not eliminate risk; CSOSA likewise says GPS cannot prevent crime from occurring, though it can aid investigations and encourage compliance.

Electronic tags are assigned as part of supervision, rather than being interchangeable with ordinary consumer GPS trackers. In England and Wales, UK public guidance describes tags used to monitor curfews and court or prison-order conditions; the court, prison governor, or parole board determines which tag is used. U.S. Courts guidance concerns federal probation and pretrial services and should not be read as a description of state or local rules.

As of November 2024, the Administrative Office of the U.S. Courts reported approximately 8,000 people assigned to federal location monitoring at any given time. In that federal population, 60% used GPS and 33% used RF; the remainder used voice recognition or virtual mobile application technology. These figures are a dated federal-system snapshot, not a count or breakdown for the United States as a whole or other countries. The federal overview provides the figures and their date.
