Governments manage high public debt with a coordinated mix of fiscal adjustment, growth-supporting policies, debt-portfolio decisions and stronger institutions. Restructuring is a possible last resort when debt service or market access becomes untenable, not an automatic response to a high debt ratio.
The appropriate mix depends on interest rates, economic growth, currency and creditor composition, maturity structure, contingent liabilities and the government’s access to financing. Debt managers control how the state borrows and refinances; fiscal authorities decide the revenue and spending path. Keeping those roles distinct while coordinating their decisions is central to a credible plan.

What “managing high public debt” actually involves
A large debt stock is not, by itself, proof that a government is insolvent. The practical question is whether the state can meet future interest and principal payments without an implausibly large adjustment or a loss of market access. Officials therefore monitor the debt-to-GDP ratio, interest costs, maturities, currency exposure, the primary budget balance (revenue minus non-interest spending), and the sensitivity of those measures to slower growth, higher rates or exchange-rate changes.
The International Monetary Fund’s Revised Guidelines for Public Debt Management (2014) state the operating objective precisely: “The main objective of public debt management is to ensure that the government’s financing needs and its payment obligations are met at the lowest possible cost over the medium to long run, consistent with a prudent degree of risk.” This is a financing objective, not a decision about how much the government should tax or spend. Debt management is related to, but distinct from, deciding the fiscal path or determining whether debt is sustainable.

In practice, governments combine several levers:
- Improve the primary balance through revenue measures and carefully designed spending changes.
- Raise the economy’s sustainable growth rate so that national income grows relative to debt.
- Choose maturities, currencies and instruments that balance interest cost against refinancing and market risks.
- Measure obligations broadly, including guarantees, public enterprises and other contingent liabilities.
- Restructure obligations if financing pressure or debt distress leaves no workable alternative.
These levers interact. A budget improvement can be offset by a recession, a currency depreciation can increase the domestic value of foreign-currency debt, and a refinancing operation that lowers this year’s interest bill can increase exposure to rate shocks later.
How officials assess whether debt is sustainable
Start with the debt dynamics
Analysts project debt under different assumptions for nominal GDP growth, the effective interest rate, the primary balance and exchange rates. A government can stabilize its debt ratio when the primary balance is sufficient to offset the interest-growth differential and any valuation effects, such as a weaker currency raising the local-currency value of external debt. The calculation is a framework for testing assumptions, not a single threshold that applies to every country.
Test funding and balance-sheet risks
Debt sustainability work examines when principal falls due, how much debt carries variable rates, which obligations are in foreign currency, and who holds the securities. It also incorporates state-owned-company liabilities, public-private partnership commitments, deposit or pension guarantees and other claims that may move onto the budget during a crisis. The IMF’s Guiding Principles for Managing Sovereign Risk and High Levels of Public Debt (last updated November 21, 2025) recommends considering relevant financial assets and contingent liabilities alongside the debt portfolio.
Separate liquidity from solvency problems
A government may be solvent over the long term but face a temporary inability to roll over maturing bills. Conversely, it may still borrow in markets while its projected debt path is unsustainable. The distinction affects the response: a liquidity problem may call for cash buffers, a maturity extension or official financing, while a solvency problem requires a durable fiscal and economic solution and possibly debt relief.

Fiscal consolidation: raising revenue or controlling spending
What consolidation changes
Fiscal consolidation improves the primary balance by increasing revenues, reducing expenditure growth, or both. Measures can include broadening tax bases, improving compliance, reforming poorly targeted subsidies, prioritizing public investment and reviewing transfers. The quality and distributional effects matter: a cut to productive investment can weaken future growth, while a well-targeted benefit reform may improve the budget with less damage to vulnerable households.
What the evidence says about scale
An IMF analysis published April 10, 2023, reported that an adequately tailored consolidation averaging about 0.4 percentage point of GDP in its sample was associated with a debt-ratio reduction of 0.7 percentage point in the first year and up to 2.1 percentage points after five years. These are empirical estimates from that sample, not a guaranteed result for a particular country or a promise that every 0.4-point adjustment produces the same outcome.
Why timing and design determine the result
The same analysis found consolidation more likely to reduce debt ratios when the economy is expanding and financial conditions are favorable. Tightening during a deep downturn can reduce demand and tax receipts, partly cancelling the intended improvement. Growth-promoting reforms and stronger institutions improve the odds that adjustment will endure. Exchange-rate movements, interest changes and below-the-line operations can also offset a headline improvement in the budget balance.

Using growth to improve the debt ratio
Debt is commonly judged relative to GDP, so faster nominal growth can lower the ratio even when the face value of debt declines slowly. Governments may support the denominator through productivity-enhancing infrastructure, education, labor-market participation, competition policy, predictable regulation and investment that crowds in private capital. These reforms can complement fiscal adjustment by expanding the future tax base.
Growth cannot be treated as a free solution. Projects that produce little economic return can add debt without raising output, and an expansion based on a temporary commodity or asset-price boom may disappear. Higher growth also does not remove a near-term refinancing crisis. Officials must therefore evaluate the timing of growth effects, the cost of the measures and whether they improve the primary balance as well as GDP.
Managing the debt portfolio
Maturity: lower current cost versus refinancing risk
Short-term borrowing can carry a lower coupon in some market conditions and may reduce the immediate interest bill. It must be rolled over frequently, however, exposing the budget to a sudden jump in short-term rates or a loss of market access. Longer maturities reduce the frequency of refinancing and slow the pass-through of rate increases, but investors generally demand compensation for tying up funds for longer and the government remains exposed to the cost of issuing that debt.
The IMF’s April 2026 Fiscal Monitor notes that some governments have shortened maturity profiles to manage near-term interest bills, increasing their exposure to changes in short-term funding conditions. There is no universally correct maturity target; the choice depends on the yield curve, investor base, cash buffers and the government’s tolerance for refinancing risk.

Currency and interest-rate exposure
Borrowing in a foreign currency can diversify funding but creates a valuation risk: a depreciation raises the domestic-currency value of principal and interest. Fixed-rate debt provides payment certainty, while floating-rate or inflation-linked instruments can be cheaper initially but make payments more sensitive to economic conditions. Debt offices model these exposures together rather than optimizing one line item in isolation.
Instrument innovation and fiscal space
GDP-linked or other state-contingent instruments can make payments more responsive to economic performance. The IMF’s March 14, 2018 analysis of GDP-linked debt and longer maturities describes how such features may create fiscal space in weak periods, while also warning that pricing, investor demand and contract complexity matter. These instruments do not eliminate debt; they redistribute timing and risk and require clear legal terms and reliable economic data.
Institutions, information and coordination
Sound debt management requires an empowered debt office, a reliable cash and debt database, regular risk reports and legal authority to issue and service obligations. Governments should publish maturity schedules, interest-rate and currency exposures, guarantees and stress-test results so investors and citizens can evaluate the plan.
The IMF’s Stockholm Principles emphasize coordination without erasing institutional roles: “Communication among debt managers and monetary, fiscal, and financial regulatory authorities should be promoted, given greater inter-linkages across objectives, yet with each agency maintaining independence and accountability for its respective role.” Fiscal authorities set taxes and spending, debt managers execute the borrowing strategy, central banks retain responsibility for monetary policy, and financial regulators monitor effects on banks and other intermediaries.

Coordination is especially important when domestic banks hold large quantities of government bonds. A restructuring or abrupt repricing can weaken bank balance sheets, reduce credit to the economy and create a feedback loop between sovereign and financial-sector risk.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When and how governments consider restructuring
Triggers for considering relief
Restructuring becomes an option when projected debt service is incompatible with a credible fiscal program, market funding has become prohibitively expensive or a near-term default is otherwise likely. It can reduce coupons, extend maturities, exchange instruments or write down principal. The objective is to restore a sustainable payment path, not merely postpone the next payment.
What must be assessed first
- Depth: Relief that is too small may fail to change the debt trajectory, while excessive relief can impose unnecessary losses.
- Creditor composition: Foreign-law bonds, domestic banks, households, official lenders and other creditors have different legal and economic effects.
- Financial stability: Domestic debt relief can impair banks, pension funds and insurers that hold government securities.
- Legal and operational readiness: Collective-action clauses, settlement systems, disclosure and equal-treatment rules affect execution.
- Accompanying measures: A restructuring normally needs a credible fiscal and growth program; otherwise debt can quickly rebuild.
The IMF’s February 3, 2023 analysis of domestic sovereign-debt restructuring stresses that the amount of fiscal relief is only one consideration. Negotiations can damage output, market access and reputation, and the financial-system consequences may be severe. IMF analysis published in 2023 estimated that, in emerging markets and low-income countries, restructuring combined with fiscal consolidation could reduce debt ratios by up to 8 percentage points or more after five years under the conditions studied. That conditional estimate does not apply automatically to advanced economies or to every restructuring.
Comparing the main approaches
| Approach | Primary benefit | Main risk or cost | When it is most workable |
|---|---|---|---|
| Gradual fiscal consolidation | Improves the primary balance while allowing time to protect essential programs | Debt may keep rising if growth weakens or interest costs jump | Market access remains open and financing pressure is manageable |
| Front-loaded consolidation | Signals faster commitment and can reduce borrowing needs quickly | Can deepen a downturn and provoke social or political resistance | Debt distress is urgent and institutions can implement targeted measures |
| Growth-supporting reform | Raises future GDP and the tax base | Benefits arrive slowly and projects can fail to deliver | Reforms are credible, financed and aligned with productivity constraints |
| Longer-maturity issuance | Reduces refinancing frequency and near-term rollover exposure | May carry a higher initial rate and does not remove interest cost | Investors will fund longer terms at sustainable prices |
| Shorter-maturity issuance | May lower current coupons in favorable short-rate conditions | Greater exposure to repricing and market-access shocks | Cash buffers and stable short-term markets can absorb rollover risk |
| Debt restructuring | Can cut debt service or principal when other measures are insufficient | Economic disruption, financial instability, legal disputes and lost market access | Debt distress is severe and the operation is deep, coordinated and legally executable |
A practical sequence for policymakers
- Build a complete balance sheet. Include central-government debt, subnational obligations, guarantees, public enterprises, public assets and contingent liabilities.
- Run realistic scenarios. Stress-test growth, inflation, interest rates, exchange rates, commodity prices and refinancing access.
- Set the fiscal path. Choose revenue and expenditure measures that stabilize debt while protecting productive investment and vulnerable groups.
- Design the borrowing strategy. Select maturities, currencies and instruments using a cost-and-risk analysis rather than the lowest immediate coupon.
- Coordinate institutions. Align the finance ministry, debt office, central bank and financial regulators while preserving each body’s legal accountability.
- Communicate and publish data. Explain assumptions, targets, risks and contingency plans; update debt and guarantee information promptly.
- Escalate only when necessary. If the modeled path remains unsustainable or financing is unavailable, evaluate restructuring with creditors and financial-stability authorities before payments are missed.
What has changed in the current environment
The IMF’s April 2026 Fiscal Monitor describes a setting in which high debt is interacting with higher interest costs and changing market conditions. Its call for concrete, sequenced fiscal adjustment reflects the reduced room that governments have when refinancing becomes more expensive. The report’s country-specific recommendations are an assessment of that period, not timeless rules for every economy.
The OECD likewise describes prudent public debt management as important to national financial systems and to sound fiscal and monetary policy. Across institutions, the consistent message is that governments should address the debt path early, maintain usable information and avoid treating a single ratio, maturity or budget measure as the whole risk picture.
Quick Recap
Common mistakes to avoid
- Assuming any spending cut lowers the debt-to-GDP ratio regardless of its effect on GDP or interest rates.
- Publishing a fiscal target without showing the maturity, currency and creditor risks behind the financing plan.
- Using growth forecasts that ignore recession, rate or exchange-rate scenarios.
- Extending maturities solely to avoid near-term payments without pricing the longer-term interest cost.
- Restructuring domestic debt without assessing banks, pension funds and insurers that hold it.
- Counting on a restructuring that is too shallow to restore sustainability or omitting the fiscal reforms needed afterward.
