Google Play does not charge every developer the same percentage. The fee for a digital transaction depends on the user’s market, what is being sold, the payment route, applicable program enrollment and— in some regions—whether the user is a new or existing install. The familiar 15% rate is conditional, not a universal fee.
What Google Play’s service fee applies to
Google describes its service fee as a percentage of the purchase price for digital purchases in apps. Its service-fee overview covers apps and in-app products sold through Google Play Billing and alternative billing systems operating under the Payments policy. Using a different payment route therefore does not, by itself, make the service fee disappear.

Google says the fee supports ongoing investment in Android and Google Play. Its Console Help material also reports that 97% of developers distribute their app and use Google Play services at no charge, and that 99% of developers subject to service fees are eligible for a fee of 15% or less through Google Play programs. Google does not give a publication year alongside those figures in the material cited here, so they should not be treated as figures for a particular year.
When the 15% tier applies
In markets that have not yet moved to the revised regional schedule, developers enrolled in the 15% service-fee tier pay 15% on the first US$1 million of revenue earned each year and 30% on revenue above that threshold. This is not automatic for every developer: enrollment and associated-account rules apply.

Enrollment and the shared revenue threshold
Google’s enrollment instructions require a payments profile, an account group that identifies associated developer accounts, and acceptance of the 15% tier’s terms. Revenue is aggregated across the accounts in that group for the annual threshold. Once the group exceeds US$1 million, Google’s enrollment page says the 30% rate applies to all associated developer accounts for the remainder of that year.
Subscriptions and other eligible transactions
Under the earlier schedule, automatically renewing subscriptions have a 15% service fee regardless of the developer’s annual revenue. Some other transactions may qualify for 15% or less through programs such as the Play Media Experience Program. Eligibility and program terms matter; these rates should not be generalized to every sale.

Regional schedule changes as of October 4, 2026
Google’s revised schedule uses the transacting user’s market and, in the regions listed below, whether the user qualifies as a new or existing install. The rollout dates have passed for each market in this table. The available official overview identifies those dates but does not consolidate the complete post-rollout rate table here, so use the live terms for the precise fee on a particular transaction.

What Google means by “new install”
For the revised schedule, Google defines a new install by reference to the regional launch date: it is the user’s first install from Google Play, or the first update from Google Play if the app was installed elsewhere. Check the definition and applicable launch date for the user’s region before assigning a transaction to the new- or existing-install category.

Alternative billing and external links have separate rules
Alternative billing and external offers are program routes with their own service-fee terms, market eligibility and compliance steps. Google’s billing-choice program specifies separate fees for alternative billing and external web links, along with enrollment and API requirements. The external-offers program sets out fees for purchases or app installs made within 24 hours after a user follows an external content link; the rate varies by offer type and participation in the named Apps & Games programs. These are not blanket fee exemptions, and a route’s payment processor fee, if any, is a separate consideration from Google’s service fee.
South Korea and India have specific alternative-billing provisions: for qualifying transactions made through an alternative billing system, the service fee is reduced by four percentage points from the applicable Google Play Billing fee. This is a program-specific reduction, not a general discount for all developers or countries.

United States reporting and payment dates
Google’s US policy update says developers enrolled in US external-content-link and alternative-billing programs must report transactions and pay the relevant service fees beginning October 1, 2026. Developers enrolled in external content links have until December 1, 2026 to report successful downloads and pay the relevant fees. Because the applicable amounts depend on program and route, do not calculate a US transaction from a single headline percentage; check the current terms for that program.

- Route: Identify whether the user paid through Google Play Billing, alternative billing, or an external link or offer.
- Product type: Distinguish an automatically renewing subscription from another digital purchase, and check any program-specific category.
- Install status: In a market on the revised schedule, establish whether the user meets Google’s new-install definition relative to that region’s rollout date.
- Tier and account group: For the earlier schedule, confirm 15% tier enrollment and whether associated developer accounts have crossed the shared annual US$1 million threshold.
- Program obligations: Check eligibility, enrollment, API, reporting and payment requirements, plus any separately charged billing-provider fees.
For an exact estimate, use the current Google Play Console Help terms for the relevant market and route. The US policy update does not consolidate a complete post-rollout fee table for every US billing route, so a precise US calculation requires the current program-specific terms.
