How Google News Showcase Payments to Publishers Are Negotiated

Google describes News Showcase payments as monthly licensing fees for publishers’ editorial curation and, in some agreements, for no-charge access to selected paywalled articles. The payments are not calculated per click, and Google has not published a standard rate card or formula for individual deals in the public materials reviewed.

What publishers license through News Showcase

Google News Showcase lets participating publishers package journalism into branded story panels, with formats that can include timelines, related articles and bullet points. Google’s Publisher Center help page describes Showcase surfaces in Google News and Discover, and says selected articles that would otherwise be behind a paywall may be made available to readers at no charge. The arrangement is framed as a content license, not a purchase of a publisher’s entire site or archive. Publishers retain control of their presentation and branding. Where a panel brings readers to the publisher’s site, resulting advertising revenue or subscriptions are separate potential benefits rather than the Showcase fee itself.

What the payment covers—and how it is calculated

Google says publishers are paid monthly for curatorial expertise: selecting and presenting stories in panels, and, where a deal includes it, providing no-charge access to selected paywalled content. Google’s Australian FAQ described the fee as covering curation and beyond-the-paywall access; its Canada FAQ also characterizes fees as monthly and not click-based. Google explicitly says Showcase is not a pay-per-click model: clicks, additional traffic and new subscribers are not the basis of the fee. They may add value for a publisher, but are separate from the licensing payment. That distinction matters when comparing a contract’s guaranteed compensation with the uncertain revenue a publisher might earn from readers who visit its own site.

Public Google materials reviewed do not disclose a universal rate card, a typical payment range, the amount paid to any particular publisher, or a formula outsiders can use to estimate an offer. They also do not establish how audience size, curation workload or other variables affect a specific negotiated amount. It would therefore be misleading to infer a publisher’s Showcase fee from its clicks or from program-wide investment figures.

What a publisher should compare in an offer

Google’s public descriptions explain the broad licensing model, not standard contract terms. To assess two offers or publisher accounts, compare the actual terms in the documents:

  • Monthly fee and duration: Identify the amount, payment schedule, initial term and renewal provisions.
  • Paywall access: Check whether selected articles are included, which stories qualify and how access is scoped.
  • Curation deliverables: Establish what panels or editorial work are expected and the workload involved.
  • Coverage: Confirm which publications, regions and audiences are included.
  • Exit and disputes: Review termination, renewal and dispute-resolution clauses.
  • Separate performance value: Measure referrals, registrations, subscriptions and advertising revenue independently from the fee.

These are practical contract-review points, not terms Google publishes as a standard checklist or promises apply to every agreement.

Why the negotiation process depends on the market

Australia: a historical Code-related proposal

In its Australian FAQ, Google said it proposed that News Showcase fall under the News Media Bargaining Code, with arbitration available if a publisher was dissatisfied with negotiations. That was Google’s description of a proposal in its Australian context. It does not establish a global right to arbitration, or show that the same process remains available unchanged today. Germany: an example of local participation criteria

Google’s German Publisher Help page says Showcase is intended for publications focused on current public-interest news. It lists considerations including reach, recognized journalistic principles and inclusion in the relevant media database. The page notes that participation in other countries varies with local media landscapes; these German criteria should not be treated as a universal eligibility or payment rule. Figures that should not be mistaken for a publisher’s fee

Google announced an initial $1 billion investment commitment for News Showcase in 2020. That was a program-wide commitment, not a disclosed individual publisher payment. Google’s 2020 launch announcement

Google also reported more than 2,300 publications across 22 countries as of June 2023; that is a dated participation count, not a current 2026 total or a payment benchmark. Google: How Google supports the news industry

A separate Google page attributes to PwC an estimated average traffic value of US$0.06–US$0.08 per click across 218 publishers in 38 countries, and US$0.13–US$0.15 for regional and local publishers. The page does not state the study year in the cited passage. These are estimates of traffic value, not News Showcase compensation or a formula for calculating a fee. Google Publisher Center Help
