How Google News and Discover Publisher Payments Work in Europe

Google does not pay publishers simply because their stories appear in ordinary Google News or Discover results, and payment does not buy a higher ranking. In Europe, publisher revenue can instead come through a Google News Showcase licensing agreement, reader payments collected with Reader Revenue Manager, or separate agreements and legal processes involving EU press-publisher rights. Each route has a different payer, trigger and set of terms.

How the payment routes differ

Route Who pays? What triggers payment? What is publicly established?
Ordinary Google News or Discover distribution No payment just for appearing is documented. Google’s automated systems consider eligible content; eligibility does not guarantee display. Publishers need not submit a site for Google News eligibility, and Google says payment cannot improve News ranking.
Google News Showcase Google pays participating publishers. A publisher participates in the licensing program and curates journalism into Showcase panels. Google describes a content-licensing program, but its general product description does not state a universal European rate or formula.
Reader Revenue Manager (RRM) Readers pay the publisher. A publisher offers subscriptions or contributions and configures payment collection. Google states a 5% transaction fee, including credit card fees; this applies to RRM, not Showcase or related-rights agreements.
Press-publisher related rights A platform may pay under applicable law or an agreement. Use of qualifying protected press publications, subject to EU and national rules. EU law establishes a related right with limitations and an author-revenue-share requirement; practical arrangements depend on national implementation and agreements.

Does Google pay publishers for Google News or Discover traffic?

No. Ordinary appearance in Google News or Discover is not a per-article or per-click payment scheme. Google says automated systems compile its news index and publishers do not need to submit their sites to be eligible for Google News surfaces. Eligibility does not ensure that a story will be shown.

Google describes News ranking as based on factors including relevance, prominence, authoritativeness, freshness, usability, location and language. It says it does not accept payments to expedite or improve a site’s search appearance or ranking in Google News; AdSense participation does not affect ranking either. A Showcase license or a separate legal remuneration arrangement is not a way to buy organic placement.

How do Google News Showcase payments work?

News Showcase is Google’s direct licensing route for participating publishers. Google says publishers are paid to curate journalism into panels, which can include context such as timelines, related articles and bullet points. Panels appear in Google News and Discover in supported markets. Showcase can also make selected paywalled articles available without charge to readers who would otherwise need a subscription.

The payment is tied to participation in a publisher licensing arrangement and the curation of journalism—not to every story indexed by Google or every visit generated by News or Discover. A general Google product description does not establish a standard European payment amount, per-view rate, contract length or universal right to join. Publishers should use their own agreement for the payment basis, rights granted, term, payout schedule, currency and tax treatment.

Germany-specific public details

Google’s German-language help page says participating German publishers and web publishers receive monthly licensing payments. It describes criteria that include public-interest current-affairs journalism, reach, journalistic standards, technical capacity and a license agreement. Those are Germany-specific details, not a Europe-wide payment rule. Google: “Was ist Google News Showcase?”

What is the difference between Showcase and Reader Revenue Manager?

Showcase is a Google-funded licensing arrangement for participating publishers. Reader Revenue Manager is a tool publishers can use to collect money from their own readers through subscriptions or contributions. RRM can also support reader engagement features such as newsletter sign-ups, surveys and registration, but its payments are not compensation from Google for distribution or reach.

Google states that RRM charges 5% per transaction, including credit card fees. A publisher must set up or add a payments profile in Publisher Center and provide bank account details to receive payments. The payments profile is managed through Google Payments Center. Owning a publication in Publisher Center does not automatically confer ownership of its payment profile; the relevant payment permissions must be granted.

Google’s help information lists the following European markets for full subscription and contribution monetization: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. Product availability can change, so publishers should check Google’s current country list before setting up RRM. A market’s inclusion does not mean local publishers are automatically enrolled in Showcase or paid for ordinary News distribution.

What are press publishers’ neighbouring rights under the EU Copyright Directive?

Article 15 of Directive (EU) 2019/790 requires EU Member States to give press publishers established in an EU Member State certain reproduction and making-available rights when information society service providers use their press publications online. This is a separate legal route from Showcase and RRM; it does not set a Google tariff or mean every publisher is paid for every link or snippet.

The directive excludes private or non-commercial individual use, acts of hyperlinking, and use of individual words or very short extracts, alongside its other provisions and exceptions. The publisher right lasts two years after publication, with the term calculated from January 1 of the year following publication. Member States must also provide that authors whose works are incorporated in a press publication receive an appropriate share of the revenues publishers receive from information society service providers for use of those publications.

How those rights work in practice depends on national implementation, the protected use, ownership of rights, negotiations and contract terms. The directive establishes a framework, not a uniform payment amount or process across Europe.

France is an example, not a Europe-wide outcome

France illustrates how national enforcement can shape negotiations. In June 2022, the French Autorité de la concurrence accepted binding Google commitments intended to establish a negotiation framework and enable information-sharing for transparent assessment of remuneration. In a separate 2021 action in the related-rights proceedings, the authority fined Google €500 million for failing to comply with interim injunctions. That historical enforcement figure is not a publisher payment pool or a current tariff, and the French record does not establish identical processes or payment outcomes in other European countries. What should publishers check before counting on revenue?

  • Identify the payer and trigger. Showcase involves Google and a licensing arrangement; RRM involves reader transactions; related-rights remuneration depends on applicable law or an agreement. Ordinary eligibility alone does not trigger payment.
  • Read the actual agreement or account terms. Public product information does not supply one Europe-wide answer for Showcase rates, contract terms, payout thresholds, timing, currency, tax handling or rights granted.
  • Check market and account setup. Confirm current RRM availability and make sure the correct payments profile, bank details and permissions are in place.
  • Keep editorial disclosures clear. Google’s news policies call for paid promotion and sponsorship—including affiliate interests, payment or material support—to be clearly disclosed rather than presented as independent editorial content. Clear bylines, dates, author and publisher information, and contact details also matter.
