Google Ads automated bidding changes your bid for each eligible auction rather than applying one fixed amount to every impression. Its Smart Bidding strategies use Google AI to pursue conversions or conversion value, while video campaigns aimed at views or reach generally use view-based or impression-based bidding instead.
The right choice depends first on the outcome you can measure: conversions, conversion value, video views and interactions, or reach and frequency. Tracking quality, campaign type, account history and the labels currently shown in your account determine what Google can optimize.

What automated bidding means in a video campaign
Google describes Smart Bidding as bid strategies that use Google AI to optimize for conversions or conversion value in every auction. This per-auction process is called auction-time bidding. Instead of setting one bid that applies uniformly, Google evaluates the available context for each opportunity and adjusts the bid it enters.

For video advertising, that opportunity may be a viewer who clicks, watches part of the ad or completes another measured action. Google says its video conversion systems use conversion data to predict the likelihood of a conversion from ad engagement, including a click or at least 10 seconds of viewing. The public documentation explains the mechanism at a high level; it does not disclose every model input or guarantee a particular result.
#1 Best Overall
Automation does not replace measurement. If the conversion tag is missing, the wrong action is selected, conversions are counted inconsistently or value data is unreliable, the system receives misleading signals and optimizes toward the wrong outcome.
Choose bidding from the campaign goal
Start with the result the campaign is supposed to produce. Google’s objective guidance separates conversion, view and reach goals, and strategy availability varies by campaign objective and subtype.
| Primary goal | Typical strategy | What the system tries to maximize or control | Measurement needed |
|---|---|---|---|
| Website actions or leads | Maximize conversions or Target CPA | Conversion volume, or conversions around a target cost per action | Reliable conversion tracking and a defined primary conversion action |
| Revenue or other assigned value | Maximize conversion value or Target ROAS | Total conversion value, or value around a target return on ad spend | Conversion values and revenue-quality tracking |
| Video views or interactions | Maximum CPV | Views or interactions for the amount spent | View and engagement reporting; a conversion action is not the primary optimization signal |
| Reach and frequency | Target CPM | Reach or impression delivery around a target cost per thousand impressions | Impression, reach and frequency measurement |
This mapping is directional, not a promise that every account will show every option. Eligibility can depend on the selected campaign type, objective, geography, account history and Google’s current product rules.
When to use Maximize conversions
Choose Maximize conversions when the priority is obtaining as many measured conversions as possible from the budget and you do not want to impose a target cost per action at the outset. It is most useful when the conversion action is clearly defined and the account is receiving enough consistent data for the system to learn.
Rank #2
Because the strategy spends toward conversion opportunities, costs can vary. A daily budget is not a promise of a fixed number of conversions or a fixed CPA.
When to use Target CPA
Target CPA tells Google to seek conversions at an average cost-per-action target. Actual auction costs can be above or below the target, and delivery may be limited if the target is unrealistic for the available audience or history. Use a target that reflects recent, comparable performance rather than an arbitrary aspirational number.
Google’s Target CPA documentation emphasizes conversion tracking, campaign history and the conversion action being optimized. A video campaign with sparse or unstable conversion data may need to build history with a less restrictive setup before a tight target is practical.
When to use value-based strategies
Maximize conversion value is designed for campaigns where conversions have different economic values and the goal is to generate as much measured value as possible. Target ROAS adds a return-on-ad-spend constraint by asking the system to pursue a specified value relative to spend.
Rank #3
These options require meaningful value data. If every lead is assigned the same value, or values arrive late and inconsistently, a value strategy cannot distinguish a high-value result from a low-value one. Video eligibility for Maximize conversion value and Target ROAS depends on campaign type and account conditions, so check the current interface before planning around them.
When to use Maximum CPV
Maximum CPV is appropriate when views or interactions are the actual objective, such as building consideration or learning how different creatives hold attention. It is not a substitute for conversion bidding: a campaign can produce inexpensive views without producing the business action you ultimately need.
When to use Target CPM
Target CPM is intended for reach-oriented video campaign subtypes. It focuses on delivering impressions and reach around a cost per thousand impressions rather than predicting which viewer is most likely to complete a conversion. Evaluate it with reach, frequency and brand-lift or other awareness measures that fit the campaign, not with lead CPA alone.

- An eligible auction is identified. When an impression opportunity becomes available, Google determines whether the campaign, audience, budget and policy status allow the ad to compete.
- Context is evaluated. Google says Smart Bidding uses machine learning and contextual signals. The public explanation does not provide a complete list of signals, so do not assume that every audience, device or placement factor is weighted in a particular way.
- Conversion likelihood or value is estimated. For conversion-oriented video campaigns, Google describes using engagement such as a click or at least 10 seconds of viewing to help predict the likelihood of conversion.
- A bid is set for that auction. The bid reflects the selected strategy: pursuing more conversions, meeting a CPA or ROAS constraint, maximizing value, obtaining views, or reaching people at a target CPM.
- Results feed later decisions. Reported conversions and values become learning signals. Delayed, duplicated or incorrectly attributed events can distort subsequent optimization.
This is optimization, not a guarantee. Google cannot create conversions that the tracking setup does not record, and no bidding strategy can ensure a particular CPA, ROAS, view count or reach level in every period.
Set up measurement before enabling automated bidding
Use this sequence before changing the strategy:
- Define the business outcome. Decide whether the campaign needs a sale, qualified lead, subscription, app action, view or reach. Avoid using a conversion strategy merely because conversions are available in the account.
- Check the conversion action. In Google Ads, review the conversion action selected for the campaign and confirm that it represents the action you want automated bidding to pursue. Separate primary actions used for optimization from secondary actions used only for observation where appropriate.
- Verify the tag and event flow. Test that the Google tag or linked measurement system records the event after a real eligible interaction. Check the conversion window, attribution settings, counting method and inclusion in account-level goals.
- Validate values if using value bidding. Confirm that transaction or assigned lead values are passed consistently, use the intended currency and are not duplicated by multiple tags or imports.
- Select the objective and campaign subtype first. Google’s current setup flow presents bidding choices after the objective and subtype are selected. The available list is the practical eligibility check for that account.
- Choose the strategy and constraints. Select Maximize conversions, Target CPA, Maximize conversion value, Target ROAS, Maximum CPV or Target CPM only when it matches the stated outcome and available data.
- Set a budget the campaign can actually spend. Google’s Video action setup documentation includes budget-to-target guidance for that documented flow. Treat that guidance as specific to the flow and date described by Google, not as a universal rule for every current Demand Gen account.
- Launch without constant early edits. Allow enough comparable data to accumulate before judging the strategy. Frequent target, budget, creative and audience changes can make performance difficult to interpret.
2026 naming and campaign migration you need to understand
Google’s labels are changing, so instructions copied from an older video-campaign guide may not match your screen.
June 2026 strategy-name changes
Beginning in June 2026, Google says “Maximize conversions with a Target CPA” is changing to “Target CPA,” and “Maximize conversion value with a Target ROAS” is changing to “Target ROAS.” Google says the underlying behavior remains the same. The change is primarily a naming clarification: the target-based strategy is presented directly rather than as a modifier of a maximize strategy.
May 2026 Video action migration
Google says all Video action campaigns were upgraded to Demand Gen as of May 2026. Some setup documentation still contains Video action labels because it describes the earlier flow. If your account shows Demand Gen, follow the controls and eligibility displayed there rather than assuming that an older Video action tutorial is still an exact click-by-click path.
Before publishing instructions for a team, record the campaign type, objective and labels visible in that account. The same strategic idea can be available under a different name, or not be available for a particular subtype.

How to compare strategies without misleading yourself
| Comparison question | Why it matters |
|---|---|
| What outcome is reported? | Conversions, conversion value, views and reach are different outcomes; a lower CPV does not prove a better conversion campaign. |
| Is there a target constraint? | Target CPA and Target ROAS impose a cost or return objective, while maximize strategies primarily use the available budget to pursue volume or value. |
| Is the data sufficient? | Conversion strategies need dependable conversion history; value strategies additionally need reliable values; CPV and CPM strategies use view or impression outcomes. |
| Is the strategy eligible? | Campaign type, objective, subtype and account conditions can determine which options appear. |
| What evaluation window is fair? | Use a comparable period that allows for conversion delays and avoids judging a strategy on a few auctions or immediately after major edits. |
Compare like with like: the same conversion definition, attribution settings, budget context and creative mix. If those change simultaneously, a performance difference cannot be assigned confidently to bidding alone.
Common failure modes and fixes
Conversions are reported as zero or far below reality
- Check whether the tag fires on the intended confirmation page or event.
- Confirm the action is included in the campaign’s optimization goals.
- Look for duplicate tags, blocked consent signals or an incorrect conversion window.
- Do not tighten a Target CPA or Target ROAS until reporting is trustworthy.
The campaign spends but produces few conversions
- Review whether the selected action is too rare, too broad or unrelated to the business outcome.
- Check landing-page and creative relevance; bidding cannot repair a weak post-click experience.
- Compare actual CPA or ROAS with the target and consider whether the target is too restrictive for current demand.
- Allow for conversion lag before declaring a period unsuccessful.
Views are inexpensive but business results are weak
This usually indicates a goal mismatch. Maximum CPV is doing what it was asked to do—seek views or interactions—not necessarily conversions. If the business outcome is a measured action, use a conversion-oriented objective and verify that the action is recorded.
A strategy option is missing
Check the campaign subtype, objective, region, account history and current Google Ads labels. The 2026 migration and renaming mean that an option described in an older guide may appear under a different campaign type or may not be eligible in the selected setup.

What Google’s published performance figure does—and does not—show
Google reports that advertisers switching from Target CPA to Target ROAS generated 14% more conversion value at a similar return on ad spend, on average. The figure is Google internal data for advertisers globally from March 16 to April 12, 2021. It is vendor-reported historical data, not an independently verified study, not a guarantee and not specific to video campaigns. Use it as context for why value-based bidding may be worth testing when values are reliable, not as a forecast for your account.
A practical decision framework
- If the success metric is a completed action: use Maximize conversions while establishing dependable data, then consider Target CPA when a stable cost target is meaningful.
- If completed actions have materially different values: validate value tracking, then evaluate Maximize conversion value or Target ROAS if the campaign type supports it.
- If the success metric is watching or interacting with the video: use Maximum CPV and judge view quality, completion and downstream engagement.
- If the success metric is exposure: use Target CPM where available and monitor reach, frequency and audience coverage.
- If the account’s labels differ from documentation: trust the current campaign setup screen, then confirm the objective and strategy definitions in Google Ads Help.
The central rule is simple: give Google a measurable outcome that matches the campaign’s purpose, then choose the strategy built to optimize that outcome. Automated bidding is most useful when the signal is accurate, the target is realistic and the campaign is evaluated over a fair reporting window.
