How Geoblocking Works on Streaming Services (and Why Catalogs Change by Country)

Geoblocking is the system streaming services use to apply territorial rights. A service determines the country associated with a viewing request, then allows, hides or limits titles according to the licenses it holds there. That is why a film can appear in one country’s catalog but not another’s, why traveling can change what you can watch, and why a connection that appears to be abroad can trigger a different catalog or an error.

The important distinction is between rights and location detection: licensing explains why catalogs differ, while a location decision is how the service applies those territorial rules to your request.

What geoblocking means for streaming

The Canadian Radio-television and Telecommunications Commission (CRTC) defines geoblocking as restricting what people can view or listen to online according to geographic location. Films, television and music services use it to reflect copyright and licensing arrangements. In practical terms, the service does not offer one universal library; it offers the titles it is authorized to distribute in each territory.

When you select a program, the service must decide which territory’s rights apply. If the title is licensed for that territory, playback or listing may be allowed. If it is not, the title can be hidden, marked unavailable, blocked at playback, or removed from downloads. The exact user experience varies by provider and title.

Geoblocking is therefore an access-control result, not a statement about where a show was produced or where it is popular. A program may be legally available in one market while a different studio, distributor or platform controls its rights elsewhere.

Why the same service has different catalogs

Territorial licenses are negotiated separately

Netflix’s help center says a title may be unavailable because different studios or distributors own rights in different countries, another service has regional exclusivity, or no seller is offering the rights for the viewer’s region. Regional popularity can also influence what Netflix tries to acquire. None of those conditions guarantees that a title licensed in one market can be streamed worldwide.

WIPO document WIPO/ACE/16/13 (EN) illustrates the point with Rick and Morty: it describes Netflix as licensed to stream the program in Australia and other countries but not in the United States, and discusses territory-specific licenses that may require geo-blocking measures. This is an example from that document, not a claim about the program’s current rights or every contract.

Exclusivity can move a title between services

A rights holder may grant one platform exclusive streaming rights in a territory. The title can consequently be absent from another platform even when that platform carries it elsewhere. If no provider has bought the local rights, the title may be unavailable on all services in that market.

Popularity does not override rights

A large audience in a country does not create permission to stream a show there. The service still needs a license covering that territory and the relevant form of distribution. Catalog size and popularity are business outcomes; the territorial entitlement is the legal and contractual boundary the service must apply.

How a service turns location into an access decision

The basic decision chain

  1. A viewing request arrives. The service receives a request to browse, start, resume or download a title.
  2. The service associates the request with a country. It uses its location-determination systems to decide which territory appears to apply. Public consumer guidance does not establish one universal set of signals for every provider.
  3. The rights rule is applied. The service checks whether its license permits that title and feature in the identified territory.
  4. The interface or playback is adjusted. The title may be listed, omitted, stopped at playback, or made unavailable for download. A live event or an ad-supported experience may have additional restrictions.

The CRTC explains the general geoblocking principle, while Netflix’s current guidance gives a concrete consumer example: a virtual private network (VPN) can make a device or network appear to connect from another location. Netflix does not publicly document the complete decision logic on its help page, so it would be inaccurate to claim that every service always combines a particular set of IP, GPS, billing, SIM, DNS or device signals.

Apparent location is not the same as physical location

If a VPN is active, the service may see an apparent connection country that differs from where you are physically located. That mismatch can produce a different catalog or a warning. Netflix recommends checking the country reported by its Fast.com connection test when it believes you are elsewhere. This is Netflix-specific troubleshooting, not proof that all streaming services use Fast.com or make decisions in the same way.

What happens when you travel

Travel can change the territory that applies to your session. Netflix says each country has its own catalog, so a title available at home may be missing after you cross a border. Conversely, a title offered in the country you visit may appear there even though it was absent at home. The change reflects the service’s rights in the country where it places your current viewing location.

(Note: Most of the Free Public Wi-Fi hotspot set a time limit for users, which will disconnect your devices once the time is over. To deal with this situation, please reconnect your router to the wifi.)

Downloaded programs can stop working

Offline downloads are not automatically exempt from territorial rules. Netflix’s error 22004 guidance says a downloaded title may fail after travel when that title is unavailable in the country visited. Its remedy for that specific error is to return to a country where the title is available, connect the device to the internet, and launch the app so Netflix can determine the new location. The instruction applies to the cited Netflix error; other services may use different messages or remedies.

Account country and current location are separate

Netflix distinguishes the country associated with an account from the country where the member is currently viewing. Its help center says the account country cannot be changed unless the member has moved to a new country. Changing an ordinary profile setting is therefore not a supported way to select a catalog for a vacation or experiment. Your current viewing location can affect the available library even while the account’s country remains unchanged.

VPNs, proxies and the limits of catalog switching

Netflix says a VPN can make a device or network appear to connect from another place, but it does not promise that VPN use will unlock a complete foreign catalog. Its current help page warns that VPN viewing may show only titles for which Netflix has worldwide licensing. It also identifies live events and ad-supported experiences as unsupported for VPN viewing.

That means a VPN can produce three broad outcomes: the service may show a reduced, globally licensed selection; it may show the catalog associated with the apparent location; or it may detect the connection and ask you to disable the VPN. The result depends on the provider’s current policies and detection systems, which are not fully described in the cited consumer material.

  • 【VPN CASCADING AT EASE】Surpassing the mediocre performance of most VPN routers for home usage, the Beryl AX is capable of hosting a VPN server and VPN client at the same time within the same device, enabling users to remote access local network resources like Wi-Fi printers or local web servers, and accessing the public internet as a VPN client simultaneously.

A 2016 Netflix company post by David Fullagar, then Vice President, Content Delivery Architecture, described the company’s historical position: “For now, given the historic practice of licensing content by geographic territories, the TV shows and movies we offer differ, to varying degrees, by territory.” The same post said, “In the meantime, we will continue to respect and enforce content licensing by geographic location.” Those statements document Netflix’s position at the time; they are not a current technical specification of its proxy-detection system.

Diagnosing a wrong-country message or a missing title

Use the following sequence when a service suddenly shows the wrong country, loses a title, or reports that a program is unavailable.

  1. Check for an active VPN. Look on the streaming device, in the router settings, and in security or antivirus software. Netflix notes that some antivirus products include a VPN.
  2. Test the same network. On a device connected to the affected network, open Fast.com and check the client country reported by Netflix’s connection test.
  3. Compare the result with your real location. If the reported country does not match where you are, Netflix says a VPN is likely enabled. Turn it off and try the service again.
  4. Restart the viewing session. Close and relaunch the app after changing the network setting so it can make a fresh location decision.
  5. Follow provider-specific help steps. If the reported country is correct or the problem continues after disabling the VPN, use the service’s own troubleshooting instructions. Do not assume another platform uses the same diagnostic.

A missing title can also be an ordinary rights change rather than a technical fault. If only one program is affected while the service otherwise identifies your country correctly, check the provider’s availability explanation before changing network settings.

Distinctions that prevent common misunderstandings

Question What the evidence supports What it does not establish
Why is the title absent? Territorial licensing, exclusivity, unavailable local rights or regional acquisition choices can explain catalog differences. That the absence is always caused by a statute or government order.
Why did the catalog change? Travel can place the session in a different territory; a VPN can make the connection appear to be elsewhere. That the account country itself changed during a trip.
How does the provider know? The provider determines an apparent location and applies its rights rules. A universal, publicly documented combination of IP, GPS, billing, SIM, DNS or device-fingerprint signals.
Will a VPN unlock another library? Netflix says VPN use may narrow viewing to globally licensed titles and does not support certain live or ad-supported experiences. A guaranteed method for accessing every country’s catalog.
Is VPN streaming legal? Legality and contractual consequences depend on the service’s current terms and the viewer’s jurisdiction. A universal claim that VPN use is always legal or always illegal.

What geoblocking does not tell you

Geoblocking alone does not reveal whether a title’s rights are owned by a studio, distributor or competing platform, nor whether the service chose not to buy them. It also does not prove that a title is permanently unavailable. Contracts expire, exclusivity windows end and catalogs change. A provider’s country-specific help page or title search is the appropriate place to confirm current availability.

Likewise, a proxy warning does not prove that the service has identified your physical address. It indicates that the connection’s apparent location or network characteristics do not meet the provider’s requirements. The cited Netflix materials describe the user-facing effect without publishing a complete current detection design.

How to think about a catalog difference

When a show appears for a friend in another country, ask three questions in order: which territory is each viewer in, who holds the local rights, and is either connection presenting an apparent location that differs from the physical one? The first two explain most ordinary catalog differences. The third explains many sudden mismatches after enabling a VPN, changing a router, or traveling.

This framework also explains why there is no single “international catalog” hidden behind every account. A service is applying a patchwork of territorial permissions to each request, and the result can differ by country, title, feature and date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Streaming geoblocking is the practical enforcement of territorial distribution rights. The catalog you see is determined by the country the service associates with your request and the licenses it holds there. Travel can change that territory; a VPN can change the connection’s apparent location; downloads and special features can have additional limits. If a service reports the wrong country, first check for a VPN on the device, router or security software, verify the provider’s location diagnostic, and then use its current help instructions. No general rule guarantees that changing your apparent location will provide another country’s full catalog.
