The right route depends on where the incident happened, which competition or organisation has authority, and whether you need immediate intervention or a later investigation. Reporting abuse to a club or association is different from asking match officials to stop play, and FIFA’s human-rights grievance mechanism applies to concerns related to FIFA activities and events—not every club or league incident.
First decide what kind of response you need
A racism complaint can mean several different things. Separating them helps you reach the organisation that can act:

- Immediate intervention: If abuse is happening during a match, alert an on-site official or steward. Match officials may be able to intervene under the competition’s procedures.
- Investigation after an incident: Report the event to the club, league, national association, or a reporting partner with responsibility for that setting.
- A human-rights grievance concerning FIFA: FIFA’s grievance mechanism covers human-rights concerns related to FIFA activities and events. It is not a general complaints office for all football incidents.
Jurisdiction matters. The examples below concern FIFA, UEFA, and England; they do not establish one process that applies to every country, league, or competition.
Reporting in England: choose the route by setting
Professional football
The FA’s professional-game guidance distinguishes incidents by where they happened. It directs reports about incidents outside a stadium, on the way to or from a match, or on social media to Kick It Out’s form or app. It also provides an FA integrity email route for someone who could not report during or immediately after the game. For an incident at a professional match, consult the FA’s current incident-specific instructions rather than assuming one contact covers every case.

- Multifunctional 3-in-1 set: Contains a pair of eye-catching winger flags, a scorebook with pencils, red and yellow cards and score paper, and a stainless steel coach whistle. The whole set of equipment comes with a special storage bag to meet the needs of various sports refereeing scenarios.
- The winger flag is exquisitely designed: The winger flag is brightly colored and has excellent waterproof performance, ensuring that it is clearly visible in all weather conditions; the flag and the flagpole are fixed with Velcro, which effectively solves the common problem of flags slipping easily.
- The scorebook is convenient and practical: The scorebook with pencils, red and yellow cards and score paper allows referees to quickly access cards, conveniently complete scoring work, and improve the efficiency of recording during the refereeing process.
- Excellent quality of whistle: The whistle is made of stainless steel, and the sound it blows is loud and clear; with an independent transparent packaging box, it is both beautiful and exquisite, and easy to store and carry.
- Portable retractable stainless steel flagpole: After receiving the goods, stretch the stainless steel flagpole to the longest position, check the Velcro of the flagpole, put the flag on the flagpole, and press the Velcro of the flag and the flagpole tightly.
Kick It Out says its handling varies between professional matches, grassroots football, and social-media incidents. Its guidance suggests a victim may find it helpful to seek support from a teammate or club member, and notes that people may also report relevant cases to the FA or County FA. Kick It Out is a reporting and support route; do not assume it decides every disciplinary outcome.
Grassroots football and other incidents
For grassroots incidents, Kick It Out’s guidance describes a different handling route from its professional-match process. Depending on the case, the FA or the relevant County FA may also be an appropriate recipient. Follow the current instructions for the incident and competition, and include enough context for the recipient to identify the match, club, people involved, and setting.
The FA’s 2024–25 guide encouraged participants and spectators to report discriminatory abuse through the FA, County FA network, or partners such as Kick It Out, and said allegations would be investigated. That is season-specific guidance, not a replacement for checking current competition rules.

What happens when you report a concern to FIFA?
FIFA says anyone may use its human-rights grievance mechanism for concerns related to FIFA activities and events. It offers a Reporting Portal and an email alternative, accepts reports in any language, allows supporting evidence to be uploaded, and says reports may be anonymous. FIFA’s Human Rights and Anti-Discrimination team initially investigates.
FIFA publishes response targets for the early stages of handling: a case manager aims to acknowledge receipt within 24 hours and outline planned steps within 72 hours for urgent reports or five working days for less urgent ones. These are aims for acknowledgement and an outline of next steps, not promised deadlines for a final decision.
Possible remedies listed by FIFA include an apology, acknowledgement, restitution, rehabilitation, compensation, changes to processes, or referral to criminal or civil law. The appropriate response depends on the case; filing a report does not itself guarantee a particular remedy or outcome.

When it is an emergency
FIFA explicitly says: “The FIFA Reporting Portal and email are not intended to function as an emergency or rapid-response mechanism.” If someone faces imminent danger, contact local emergency services or on-site officials rather than waiting for an ordinary complaint process.

FIFA’s three-step procedure is an in-match intervention framework for racist abuse caused by spectators. It is separate from a later complaint or disciplinary investigation, and the match official’s decision and applicable competition regulations matter.
- Signal and consider stopping play: An official who observes abuse or receives a report signals the incident. The referee decides whether to stop play, and a venue announcement explains the reason.
- Suspend the game if abuse continues: If abuse continues after play restarts, the referee suspends the match and the teams return to the dressing rooms.
- Abandon the match if abuse persists: If abuse continues after another restart, the referee may abandon the match after consulting relevant authorities and experts, and only when it is safe to do so.
A player may use FIFA’s No Racism Gesture to alert officials. Spectators and others who witness abuse can also alert on-site officials. This process addresses what happens in the moment; it does not substitute for reporting the incident through the appropriate post-match channel.

What UEFA requires of clubs in its licensing system
UEFA’s 2026 Club Licensing and Financial Sustainability Regulations, Article 29, require a licence applicant to establish and implement a policy to tackle racism and ensure that its policies, programmes, and practices are exercised without discrimination. Article 29.01 states: “The licence applicant must establish and implement a policy to tackle racism and to guarantee that all the licence applicant’s policies, programmes and practices are exercised without discrimination of any kind.”
UEFA’s 2026–30 anti-discrimination policy also sets an objective to review and strengthen reporting systems and improve structures and communication related to investigations and sanctions. These are UEFA materials and apply within UEFA’s framework; they are not universal rules binding every football organisation worldwide.
What to include in a report
Use the receiving organisation’s current form or instructions where available. A clear account can help it understand what happened and whether it falls within its remit. Include relevant details you know, without guessing:
- Match, competition, date, venue, and the point in the event when the incident occurred.
- Whether the incident was inside the stadium, during travel, at grassroots football, online, or connected to a governing body’s own activity or event.
- What was said or done, who was involved if known, and whether match officials or club representatives were alerted at the time.
- Any available supporting evidence, such as relevant messages, images, or witness information, submitted through a channel that accepts it.
- Whether there is an immediate safety concern requiring action by emergency services or on-site officials.
Do not assume that every recipient offers anonymity, confidentiality, a particular evidence standard, an appeal route, or the same investigation timetable. Check the relevant organisation’s current rules and guidance for those details.
How to choose between channels
| Situation | Possible route | What the route is for |
|---|---|---|
| Racist spectator abuse is happening during a match | On-site officials; match officials apply the relevant competition procedure | Immediate match-day intervention, which may include stopping, suspending, or abandoning play under FIFA’s framework |
| Incident connected to a professional match in England | Follow the FA’s current professional-game instructions; its guidance directs certain outside-stadium, travel, and social-media reports to Kick It Out | Report handling based on incident context; do not assume a single universal contact |
| Grassroots incident in England | Kick It Out guidance, and where relevant the FA or County FA | Reporting route suited to grassroots football |
| Human-rights concern related to FIFA activities or events | FIFA Reporting Portal or its email alternative | FIFA’s grievance mechanism, including possible anonymous reporting and evidence uploads |
| Concern about a UEFA licence applicant’s policy obligations | Check applicable UEFA rules and the relevant organisation’s reporting process | UEFA licensing and policy framework; not a universal complaints channel |
What a report does—and does not—promise
Acknowledgement of a report, investigation, in-match action, and disciplinary outcome are different stages. A report may prompt assessment or investigation, but no general rule in these examples guarantees a finding, sanction, response time, confidentiality outcome, or appeal right. Those details depend on the organisation, jurisdiction, and applicable competition rules. For a specific incident, check current guidance from the club, league, national association, and competition authority.
