How Food Manufacturers Lower Sodium While Preserving Taste

Food manufacturers rarely preserve taste by simply removing salt. They lower sodium in stages, test whether consumers accept each change, replace some sodium chloride where the product and regulations allow, and recheck preservation, texture, labeling and nutrition. The central constraint is that sodium is both a flavor ingredient and a processing tool.

The U.S. Food and Drug Administration (FDA) says more than 70 percent of sodium consumed in the United States comes from processed, packaged and prepared foods. Reformulating those foods therefore has a larger potential effect than relying only on what people add at the table. No single substitute or technology works for every food; the finished product has to meet its own sensory, safety and legal requirements.

Why lowering sodium is a product-development problem

Salt (sodium chloride) contributes the familiar salty taste, but its job changes from one food and process to another. FDA guidance identifies control of microbial growth associated with spoilage and foodborne illness as one important function. Sodium can also affect how a food behaves during processing and storage. Removing an amount that is harmless from a taste perspective can still change shelf life, water activity, texture or process control.

That is why FDA’s voluntary goals focus on total sodium in foods rather than prescribing one formula. The agency does not require manufacturers to use a particular ingredient, process or substitute. A lower-sodium recipe is acceptable only when the manufacturer has shown that the food remains safe, stable, legally labeled and acceptable to its intended consumers.

The supply-side focus reflects how Americans eat. FDA’s current overview reports that more than 70 percent of sodium consumed in the U.S. comes from processed, packaged and prepared foods (FDA, Sodium Reduction in the Food Supply, accessed October 13, 2026). This figure is a population-level estimate, not a claim about every person’s diet or every product category.

Gradual reduction gives taste preferences time to adjust

The most directly supported way to protect acceptance is to reduce sodium in steps rather than making one large cut. FDA explains that taste preferences and expectations can adjust over time. Its public overview states: We know that people usually don’t notice small reductions (about 10 percent) in sodium. That is a broad agency statement, not a guaranteed sensory threshold for every recipe, serving size or consumer.

How a staged reduction is implemented

  1. Establish a baseline. Measure sodium in the current commercial formula and document the product’s sensory profile, texture, process controls and shelf-life performance.
  2. Set a first decrease. A development team can trial a modest reduction, often around the scale FDA describes as less noticeable, while keeping the rest of the formula and process as constant as practical.
  3. Run sensory and technical checks. Compare the reformulated product with the current version using the intended consumers or a suitable trained panel, and test microbiological, chemical, physical and storage attributes relevant to that food.
  4. Repeat only after acceptance is demonstrated. Additional reductions are scheduled as separate formulation and validation steps. If a change creates a safety, texture or acceptance problem, the team can hold the level, change the approach or stop.
  5. Monitor after launch. Consumer complaints, repeat-purchase data and production results can reveal effects that a controlled development test did not capture.

Staging manages adaptation; it does not make the final sodium level automatically safe or desirable. A 10 percent change in a salty snack, a soup and a cured product will not have the same sensory or technical consequences.

Formulation approaches manufacturers can evaluate

Partial replacement with a salt substitute

Potassium chloride is one possible substitute for some sodium chloride applications. It can reduce sodium while retaining some salt-like functionality, but its suitability depends on the food, dose, other ingredients, processing conditions and the applicable standard of identity. A substitute is not a universal drop-in replacement, and the reviewed FDA materials do not establish one as superior across categories.

FDA has said it is exercising enforcement discretion for potassium salt as an alternate name in ingredient statements. That does not remove other ingredient-labeling, allergen, nutrition or regulatory obligations. Manufacturers still have to determine the correct declaration for the finished product and market.

Rebalancing the whole flavor system

When less sodium changes the product’s overall flavor, developers may adjust the surrounding formulation rather than trying to recreate saltiness with one ingredient. They can test the balance of the product’s existing flavor components, acidity, aroma, texture and serving format. The objective is consumer acceptance at a lower total sodium level, not a claim that the original salty intensity is unchanged.

Any such adjustment must be checked for unintended nutritional trade-offs. FDA’s draft principles caution against reducing sodium in a way that increases other nutrients of concern, such as added sugars or saturated fat. A reformulation that lowers sodium but materially worsens the rest of the nutrition profile is not a complete solution.

Changing where and when sodium is used

A manufacturer can examine whether sodium is needed uniformly throughout a product or whether its technological role can be met with a different distribution or processing step. This is highly food-specific. Because sodium may control microbial growth or support another process function, a change that works in one category cannot be assumed to work in another without validation.

What to compare before choosing an approach

There is no official comparison showing that one sodium-reduction technology is best for all foods. A practical evaluation uses the same questions for every candidate formula:

Decision axis Questions the development team should answer
Sensory effect and adaptation How does the product taste at launch, and can consumers adjust if reductions are staged? Are effects different for frequent and occasional users?
Technical and safety function Does sodium control microbial growth, water activity, texture or another process outcome in this food? What changes when its concentration is reduced?
Total sodium outcome What is the measured sodium reduction per serving and per 100 grams, and does it persist after processing and storage?
Label and legal status Is the substitute permitted in the product’s market and category? Does a standard of identity specify or limit the ingredients that may be used?
Overall nutrition Did the change increase added sugars, saturated fat or another nutrient in order to restore flavor or texture?

These axes help separate a genuine sodium reduction from a change that merely moves the formulation problem elsewhere. They also explain why a supplier’s ingredient specification cannot replace the manufacturer’s own validation.

A step-by-step workflow for a lower-sodium product

  1. Define the target and market. Identify the product category, serving convention, sales region and any voluntary or mandatory sodium limits that apply.
  2. Map sodium’s functions. List every source of sodium and record whether each one contributes taste, microbial control, texture, processing performance or more than one function.
  3. Choose a staged plan. Model small reductions first, taking account of the FDA’s statement that people usually do not notice reductions of about 10 percent. Treat that figure as a starting hypothesis to test, not a promise.
  4. Screen candidate changes. Compare a smaller amount of sodium chloride, a permitted substitute such as potassium chloride where appropriate, and process or flavor adjustments that do not create a new nutritional problem.
  5. Test safety and quality. Verify microbial control, shelf life, physical stability, texture, cooking or reconstitution behavior and packaging performance under the product’s actual conditions.
  6. Conduct blinded sensory work. Measure liking, perceived saltiness and any off-notes at realistic serving conditions. Include the target consumer group when possible.
  7. Confirm labeling and standards. Check the ingredient declaration, Nutrition Facts values, claims and the product’s standard of identity before approving the formula.
  8. Scale and monitor. Repeat the critical checks on production equipment, then track quality and consumer response after launch.

What FDA’s U.S. sodium policy actually requires

Phase I: final voluntary guidance

FDA issued its final Phase I voluntary sodium-reduction targets in October 2021 in its Guidance for Industry: Voluntary Sodium Reduction Goals. Guidance describes the agency’s current thinking; it is not the same as a binding regulation. The targets give manufacturers and commercial food preparers a common direction while leaving the technical method to them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Phase II: proposed targets, not implementation requirements

FDA’s August 2024 Draft Guidance for Industry: Voluntary Sodium Reduction Goals (Edition 2) proposes three-year targets for 163 food categories. The document is marked draft and not for implementation; FDA says it is soliciting input before finalizing it. Those Phase II numbers should not be described as final or legally binding.

What the progress figure means

FDA’s 2024 preliminary assessment compared 2010 baseline information with data from 2022. It found that 40 percent of assessed food categories had achieved their Phase I targets or were within 10 percent of them. The agency described the analysis as preliminary because it did not yet cover the full Phase I period through April 2024. The figure is therefore a result for the 2010-to-2022 comparison, not a measurement of all progress through 2026. FDA’s overview says assessments are intended to recur about every three years.

For the underlying methodology and qualifications, see FDA’s Sodium Reduction in the U.S. Food Supply 2010-2022: A Preliminary Assessment of Progress.

What changed with the October 2026 salt-substitute rule

On October 9, 2026, FDA announced a final rule permitting salt substitutes in specified standardized foods whose standards of identity had previously allowed or required salt but did not allow substitutes. The rule matters because a standard of identity can otherwise prevent a manufacturer from using an otherwise suitable replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The change is limited. It applies to the specified standardized foods covered by the rule and to the conditions in their standards; it does not authorize every substitute in every product or every jurisdiction. Potassium chloride may be relevant to some applications, but the rule is a regulatory permission, not a study showing that it tastes identical to sodium chloride or works safely in every process. Details and covered categories should be checked in the FDA’s October 9, 2026 announcement and the applicable standard.

International context: WHO category benchmarks

The World Health Organization published the second edition of its global sodium benchmarks on April 17, 2024. The benchmarks cover 70 food subcategories and are intended to complement national and regional target-setting. They provide an international reference for governments and manufacturers, not proof that a particular benchmark is legally binding in a specific country.

The WHO publication is available at WHO global sodium benchmarks for different food categories, 2nd ed. A company selling in multiple markets must still check each market’s law, labeling rules and standards of identity.

Common failure modes and how to correct them

Making one large cut

Problem: A sudden reduction can make the product taste noticeably different before consumers have adapted.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Use staged reductions with sensory checkpoints, and accept that some products may need a smaller final cut or a different formulation strategy.

Treating potassium chloride as a universal replacement

Problem: A substitute can change flavor, interact with other ingredients or fail to perform sodium’s safety function in a particular process.

Correction: Test the specific food, confirm microbial and quality performance, and verify the category’s legal and labeling requirements.

Measuring taste but not safety

Problem: A panel may prefer the lower-sodium sample even though its shelf-life or microbial controls are inadequate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Require technical, safety and storage validation alongside sensory testing before commercialization.

Replacing sodium with a worse nutrition profile

Problem: Added sugar or saturated fat may be increased to compensate for lost flavor or mouthfeel.

Correction: Compare the complete nutrition profile and serving size, not sodium alone.

Calling a draft target a mandate

Problem: Phase II Edition 2 targets are presented as if manufacturers must already meet them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Distinguish the final, voluntary Phase I guidance from the August 2024 draft, which FDA labels not for implementation.

What shoppers can reasonably expect

A lower-sodium product may taste familiar without tasting exactly the same. Gradual changes can make adaptation easier, but individual sensitivity varies and FDA’s approximately 10 percent statement is not a guarantee. Ingredient lists may show a substitute or a changed salt name, while the Nutrition Facts panel remains the place to check the product’s declared sodium per serving.

Consumers should also avoid inferring safety or nutritional superiority from the words “salt substitute” alone. The relevant questions are how much sodium the finished food contains, what other nutrients changed, and whether the product is appropriate for their own dietary or medical needs.

The practical answer

Manufacturers preserve acceptance by treating sodium reduction as a sequence of controlled trade-offs: reduce gradually, understand sodium’s safety and processing roles, test substitutes only where they fit, validate the complete nutrition profile, and comply with the product’s legal standard. FDA’s voluntary targets and the 2026 rule create frameworks and permissions, but neither removes the need for food-specific formulation and safety work. The successful product is not the one that uses a fashionable replacement; it is the one that reaches a lower measured sodium level while remaining safe, stable, correctly labeled and acceptable to the people who eat it.
