Update GST rates item by item, not with a blanket change for everything labelled FMCG. First verify each product’s HSN classification, applicable rate notification and effective date; then configure the affected items, test invoice calculations and reconcile any e-invoice data with the GSTR-1 draft. For sales around the change date, apply section 14 of the CGST Act using the supply, invoice and payment facts—not the invoice date alone.
Start with the product and the effective date
FMCG is a business category, not a single GST classification. A company may sell products with different HSN classifications, tax rates and applicable cess. A rate change therefore belongs to the relevant product classification and effective date; changing a company-wide default without checking the affected items can assign the wrong tax to products that were not covered by the change.

Use the CBIC rate-notification index to locate the government notification relevant to the product, and confirm the product’s classification before changing a billing or accounting system. The Central Board of Indirect Taxes and Customs (CBIC) notification index is a starting point, not a substitute for checking the notification’s scope and any subsequent amendment.
As a dated example, the Government of India’s 2025 FAQ said that rate changes recommended at the 56th GST Council meeting for goods and services other than specified tobacco-related products took effect on 22 September 2025. That date applies to the changes described in that FAQ; it is not a general effective date for every FMCG product or a standing rule for future rate changes. Confirm the notification and effective date that apply to each item in your catalogue.

Build a controlled list of affected products
Before editing the system, create a change register that connects the legal rate decision to the products and settings you will update. Have the classification and applicable rate checked by the person responsible for GST compliance before using the list to make a bulk change.
- Product identity: SKU or item code and the product description used in sales records.
- Classification: the HSN or other relevant classification, with the basis used to identify it.
- Rate details: the current rate, revised rate, effective date and any applicable cess.
- Authority: the government notification reference supporting the revised rate.
- System scope: the places where the item’s tax treatment is configured, such as the item tax master, price lists, sales channels, point-of-sale or distribution systems, invoice templates and integrations.
This register is an operational control, not a software feature or a prescribed CBIC format. Its purpose is to make the change reviewable: someone should be able to trace a rate in an invoice back to the product classification, effective date and notification used to set it.
Update the tax configuration without rewriting old transactions
Exact menu labels depend on the accounting or billing product, and the available evidence does not establish a vendor-specific screen sequence. Look for the item-level tax settings or tax master, and determine whether the system supports effective-dated rates. Do not assume that changing a product’s current tax master will automatically preserve the correct rate on transactions dated before the change.

- Confirm the change set. Match each affected SKU to the approved product list and verify its HSN, revised rate, effective date and cess treatment before editing.
- Check all connected configurations. Identify whether the same product or rate is maintained separately in sales channels, point-of-sale or distribution tools, price lists, templates or integrations. A correct entry in one system does not by itself update another.
- Set the revised treatment for the correct date. If the software supports effective-dated tax rules, configure the new rate to apply from the verified date. If it does not, agree on a controlled cutover with the accounting team and software provider. Establish how transactions entered late, backdated documents and older records will be treated before switching the master.
- Keep an audit trail. Record who approved and made the change, when it was made, which items were affected and what supporting notification was used. Retain the approval and testing records with the normal accounting documentation.
- Protect issued documents. Do not silently overwrite an already-issued invoice to make it show the new rate. If an issued invoice needs correction, check the applicable invoice, credit-note or debit-note rules and follow the appropriate documented process.
The configuration is an operational way to apply a verified legal decision; the software itself does not decide which GST rate legally applies to a product. Keep the rate decision separate from the mechanics of entering it into a system.
Test invoices before the cutover
Run test transactions using representative products and transaction types before staff begin issuing live invoices under the revised configuration. The goal is to confirm both the tax calculation and the details shown on the document, rather than merely checking that a new rate appears in a product master.
- Test an intra-state sale and an inter-state sale so the applicable tax components are displayed as expected for each case.
- Include products with any applicable cess and a transaction with a discount where relevant to the business.
- Check the taxable value, tax amounts, invoice total and displayed tax particulars against the verified rate and the business’s invoice requirements.
- Check rounding on individual lines and on the invoice total, especially where the system calculates tax at different levels.
- Test a document dated before the effective date and one dated on or after it, if the system supports date-sensitive rules. Confirm that the new master has not unexpectedly changed the treatment of prior documents.
Save the test results and investigate discrepancies before cutover. If the software cannot apply the intended rate by document date, pause the change and agree on a controlled process with the accounting team and provider rather than relying on a manual workaround that staff may apply inconsistently.

Apply section 14 to transactions that straddle the change
For a sale around a GST rate change, the invoice date alone may not determine the applicable treatment. Section 14 of the CGST Act addresses the time of supply when a tax rate changes. Its rules distinguish whether the supply occurred before or after the change and then consider when the invoice was issued and payment was received. The relevant branch depends on those transaction facts, so do not apply a single “old rate for old stock” or “new rate from invoice date” shortcut to every sale.

Other combinations of supply, invoice and payment timing have different statutory outcomes. Use the applicable branch of section 14 for the actual facts; this example is not a substitute for checking the other branches.
The Act’s definition of receipt of payment also matters. It generally uses the earlier of the date payment is entered in the supplier’s books and the date the amount is credited to the supplier’s bank account, subject to a proviso for the stated case where bank credit occurs more than four working days after the rate change. Record the payment evidence and dates needed to determine which rule applies; do not treat an order date, dispatch date, accounting entry or invoice date as a replacement for the statutory analysis.

For a transaction whose supply, invoice or payment falls on different sides of the effective date, assemble the relevant documents and determine the statutory time of supply before deciding which rate to apply. Where the facts do not fit an obvious case, or the business has substantial volumes or multiple GST registrations, have the transaction reviewed by a qualified GST professional. The system’s ability to accept a rate is not confirmation that the rate is legally correct.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Reconcile invoices with e-invoice and GSTR-1 data
Where e-invoicing applies to the business, include the IRP and GST portal workflow in the cutover checks. GST portal guidance says e-invoice details are fetched from the Invoice Registration Portal (IRP) and appear in GSTR-1. Draft details can be edited before GSTR-1 is filed. The portal also provides HSN-wise outward-supply details that include rate and quantitative information.
- Compare the invoice in the accounting system with its corresponding IRP record, where applicable.
- Review the GSTR-1 draft to confirm that the outward-supply details, including rate and HSN-wise information, reflect the transaction correctly.
- Resolve mismatches before filing. If a draft entry needs correction, use the available draft-editing process and retain the explanation and supporting records.
- Keep a reconciliation record linking the accounting entry, invoice and portal information for the period.
IRP validation is a separate operational check, not a ruling on product classification. IRIS IRP release notes say that a 40% rate was added to its production tax-rate master on 21 September 2025; that describes portal master data, not a finding that a particular product belongs at that rate. A later IRIS IRP release dated 1 February 2026 described relaxed RSP-based validations for qualifying cases with document dates on or after that day, referencing Notification No. 20/2025–Central Tax. The release lists conditions and suppressed validation errors; check the notification and product rules before relying on those changes for a particular transaction.

Check applicability and system limits separately
Do not assume that every FMCG business must use e-invoicing, or that every accounting product supports effective-dated tax settings, bulk updates or IRP integration. The applicable e-invoice rules and the system’s current capabilities need to be checked for the specific business and GST registration. Portal acceptance alone does not establish the right rate for a SKU.
If evaluating a system or confirming a provider’s readiness for a rate cutover, ask whether it supports effective-date configuration, SKU-to-HSN mapping, rate history and audit trails, intra-state and inter-state tax components, IRP integration, GSTR-1 reconciliation, multiple GST registrations and controlled batch updates. These are checks to make with the provider, not a claim that any particular product has those features. Confirm current documentation and support arrangements before relying on them.
Quick Recap
Cutover checklist for the finance team
- Verify the relevant notification, product classification, revised rate and effective date for every affected SKU.
- Approve an item-level change register that includes any applicable cess and all known systems where the rate is maintained.
- Choose a dated configuration or a documented manual cutover if the system cannot apply rates by effective date.
- Test representative invoice calculations and document presentation before live use.
- Review straddling transactions under the correct section 14 branch using supply, invoice and payment evidence.
- Reconcile accounting records with IRP data and the GSTR-1 draft where e-invoicing applies, and retain evidence of corrections.
- Preserve the notification reference, approvals, configuration record and test results in the normal audit trail.
