Mortgage pricing follows expectations for future policy and the economy, Treasury and mortgage-backed-security markets, mortgage spreads, and each lender’s costs.
What the Federal Reserve actually controls
The Federal Open Market Committee (FOMC) sets a target range for the federal funds rate, the overnight rate at which banks lend reserve balances to one another. That is the Fed’s most visible policy lever. A change in the target range usually reaches other short-term market rates relatively directly.

A 30-year fixed mortgage is different. The borrower’s rate is intended to cover financing for a loan that may remain outstanding for years, so investors and lenders must estimate how interest rates, inflation, growth, and refinancing behavior will evolve over that period. The FOMC’s current target is one input, not a price tag that the Fed places on every mortgage.
The Federal Reserve Board explains the distinction this way: “The rates charged on longer-term loans are related to expectations of how monetary policy and the broader economy will evolve over the duration of the loans, not just to the current level of the federal funds rate.” That statement appears in the Board of Governors’ explainer Monetary Policy: What Are Its Goals? How Does It Work?

How a Fed decision travels to a mortgage quote
Mortgage pricing is a chain of markets rather than a one-step pass-through. Each link can move independently, which is why a lender’s quote may change by less than, more than, or in the opposite direction from the FOMC’s latest move.
1. The FOMC changes policy or changes expectations
A rate decision matters immediately when it changes the target range, but the accompanying statement, economic projections, press conference, and later speeches also matter. Investors ask whether the decision signals more cuts, higher rates for longer, or a different outlook for inflation and employment. Those expectations can shift prices even when the target range is unchanged.
2. Investors reprice longer-term bonds
Because a fixed mortgage extends well beyond one overnight lending period, investors focus on expected short-term rates over many years. The 10-year U.S. Treasury yield is a commonly used reference point for understanding 30-year mortgage movements. It is a market yield, not a rate set by the Fed.
Borrowers rarely keep the same mortgage for the full 30 years: they may sell the home, refinance, or pay the balance down earlier. The average time a mortgage remains outstanding is closer to a decade, which helps explain why the 10-year Treasury is more informative than the federal funds rate when examining long-term fixed loans.

3. Agency mortgage-backed securities add another layer
Lenders often sell closed loans or place them into mortgage-backed securities (MBS). An MBS gives investors claims on borrowers’ principal and interest payments. Investors compare the expected return and risks of those securities with Treasuries and other bonds. Changes in Treasury yields and MBS pricing therefore feed into the rates lenders publish for new borrowers.
4. The lender adds a mortgage spread and operating costs
The difference between a mortgage-related yield and a comparable Treasury yield is commonly called a spread. It compensates investors and intermediaries for risks and expenses that Treasuries do not carry. The spread can widen or narrow as market conditions change, offsetting or amplifying a move in the Treasury benchmark.
| Pricing layer | What it represents | Why it matters to a borrower |
|---|---|---|
| Federal funds target range | The FOMC’s overnight policy-rate target | Sets the short-term policy backdrop and influences expectations |
| 10-year Treasury yield | A market benchmark for longer-term borrowing | Often helps explain the direction of 30-year fixed mortgage rates |
| Agency MBS yield and spread | Investor pricing for pools of residential mortgages, including their risks | Connects bond-market conditions to rates available on newly originated loans |
| Primary-market mortgage quote | The rate and terms a lender offers a particular borrower | Reflects market pricing plus credit, loan, fee, lock-period, and lender-specific factors |
Why a Fed cut does not guarantee a lower mortgage rate
Suppose markets have spent weeks expecting a quarter-point cut. Treasury and MBS investors may already have adjusted prices before announcement day. When the FOMC finally delivers the expected cut, there may be little new information left to price. If the statement sounds cautious about future cuts, long-term yields can rise even though the overnight target falls.
A mortgage rate can also rise after a cut when inflation expectations, the 10-year Treasury yield, perceived market risk, or the mortgage spread increases enough to outweigh the easier policy setting. The reverse is possible: mortgage rates can decline before a cut if investors become confident that lower policy rates are coming. These are expectations-driven outcomes, not a fixed rule for every meeting or lender.

Three common announcement-day outcomes
- Expected cut, little mortgage movement: bond prices had already incorporated the decision.
- Cut followed by higher mortgage rates: guidance or economic data pushes long-term yields or mortgage spreads higher.
- No cut followed by lower mortgage rates: investors focus on weaker future growth or anticipate easing at later meetings.
What determines the mortgage spread
A Treasury security promises payment from the U.S. government. A mortgage-backed security depends on thousands of homeowners making payments and on how those homeowners behave when rates change. The extra uncertainty is reflected in the spread.
Prepayment and refinancing risk
Most homeowners can pay off a mortgage early by selling the property or refinancing. That option changes the timing of MBS cash flows. When market rates fall, more borrowers may refinance and return principal to investors sooner. Investors then have to reinvest when newly available bonds may offer lower yields. When rates rise, borrowers with older, cheaper loans are more likely to keep them, leaving investors holding below-market coupons for longer. This asymmetry is known as prepayment risk and contributes to mortgage spreads.
Guarantees, servicing, and intermediation
Agency guarantees, loan servicing, securitization, hedging, origination, and other intermediation activities carry costs. Lenders also need compensation for capital, operational expenses, pipeline risk, and the possibility that a locked loan will not close. Those items are included in the price of a mortgage and can change even when Treasury yields are steady.

A 2026 Federal Reserve Bank of Dallas analysis of 20 years of data attributed approximately 70% of variation in mortgage spreads over 10-year Treasury yields to three factors: the level of 10-year rates, the slope of the yield curve from the federal funds rate to the 10-year rate, and implied interest-rate volatility. That is a study-specific estimate for its spread definition and sample, not a universal multiplier.

A separate 2026 Federal Reserve Bank of Boston analysis attributed about 80% of variation in the coupon spread since 2006 to factors tied to the value of the prepayment option, including interest-rate expectations, rate volatility, and refinancing costs. Its percentage applies to that analysis and period; it should not be read as a guarantee about every mortgage market episode.
The Fed’s longer-term asset purchases
The FOMC has used more than the overnight-rate target. Purchases of longer-term Treasury securities and agency MBS can increase demand for those assets and put downward pressure on their yields. The New York Fed carries out agency MBS operations for the Federal Reserve and describes the purpose of such purchases as supporting mortgage markets and lowering longer-term rates.
This channel affects market prices in aggregate. It does not promise a particular rate for an individual borrower. A lender’s quote still depends on the MBS coupon and pricing available that day, the lender’s pipeline and capacity, and the borrower’s loan characteristics.

How to interpret a mortgage-rate headline
Headlines often compare a mortgage average with a single Treasury yield or the latest Fed decision. To evaluate the comparison, identify which layer is being discussed and whether the figures are measured on the same date.

- Identify the loan: confirm that the number refers to a 30-year fixed mortgage, rather than a different term, adjustable product, refinance, or a rate with points.
- Check the benchmark: determine whether the article is citing the federal funds target, the 10-year Treasury, an MBS yield, or a lender’s retail quote.
- Look for spread conditions: widening MBS spreads, volatility, or changing prepayment expectations can interrupt the usual relationship with Treasuries.
- Read the timing: ask whether the market moved before the FOMC announcement because the decision was anticipated.
- Separate averages from offers: a published national average is not a personal approval rate and may use different points, fees, credit assumptions, or lock periods.
What this means when you are buying or refinancing
The Fed can influence the environment in which lenders price loans, but you cannot calculate your personal mortgage rate by subtracting the latest policy cut from yesterday’s quote. Your offer is a primary-market price assembled from market conditions and your transaction details.
Compare equivalent quotes
Request quotes for the same loan amount, property type, occupancy, term, points, lender credits, and lock period. A lower note rate can come with higher upfront points; a “no-points” quote may carry a higher rate but lower closing costs. Compare the annual percentage rate and the full fee worksheet, not only the headline rate.
Ask what is locked and for how long
A rate that is merely floating can change before closing. A lock fixes the pricing for a stated period and may have extension costs or other conditions. Two quotes taken on different days can reflect legitimate market movement, while two quotes taken at the same time can differ because lenders apply different margins and risk assumptions.
Use the market as information, not as a timing promise
Falling Treasury yields or an expected Fed cut may improve the backdrop, but neither guarantees a lower quote by the time you are ready to lock. Conversely, a policy decision that sounds restrictive does not ensure that mortgage rates will rise if investors are already focused on weaker future economic conditions. Choose a lock strategy based on your closing timetable and ability to absorb payment changes rather than on a one-meeting forecast.
Limits of the Fed-to-mortgage shortcut
There is no reliable fixed multiplier that converts a given FOMC move into a change in a 30-year mortgage rate. The relationship depends on what markets expected beforehand, how the decision changes the outlook, movements in long-term Treasury yields, MBS spreads, volatility, and lender-specific pricing. The mechanism is real, but the size and timing of the response are conditional.
For U.S. borrowers, the most useful mental model is therefore a sequence: policy affects expectations; expectations move long-term bond and MBS prices; spreads and operating costs translate those prices into lender rate sheets; borrower and loan characteristics determine the final offer.
