Reviewers judge merit and agency staff check programmatic and financial fit, but only legally authorized agency officials make the funding decision. Once issued, the Notice of Award sets the binding requirements the recipient must follow.
The federal grant lifecycle at a glance
Although agencies use different systems, grant types, and deadlines, most federal research awards follow the same basic sequence. The funding opportunity explains what the agency wants to support; the application is screened and evaluated; authorized officials decide whether to fund it; and the recipient then performs the work while meeting reporting, financial-control, audit, and closeout duties.

| Phase | What happens | Who carries the main responsibility |
|---|---|---|
| Pre-award | The agency publishes an opportunity, applicants prepare proposals, and the agency screens and reviews submissions. | Agency program and review staff; applicants during preparation and submission |
| Award | The agency makes a selection, requests any needed information, and issues a Notice of Award. | Authorized agency officials and the selected recipient |
| Post-award | The recipient performs the project, maintains controls, reports progress and finances, responds to monitoring, and completes closeout. | Recipient organization and principal investigator, with agency oversight |
This is a framework, not a single government-wide rulebook. The funding opportunity, agency policy, applicable regulations, and the specific Notice of Award control the actual requirements.
1. Finding an opportunity and submitting an application
How agencies define opportunities
Agencies plan research programs around their statutory missions, congressional authorities, and available budgets. They publish a funding opportunity announcement (FOA) describing the research area, eligible applicants, required forms, evaluation criteria, allowable costs, submission method, and important dates. The FOA is the applicant’s first test of fit: an otherwise strong proposal can be rejected if the organization, project type, or requested activity is ineligible.

What the applicant submits
An application commonly combines a technical narrative, objectives, methods, investigator and organizational information, a schedule, a detailed budget and justification, and required certifications or assurances. The designated electronic system receives the package and transmits it to the agency. Keep proof of successful submission and check for agency validation messages; an upload that was started but not accepted is not a submitted application.
Initial agency screening
After retrieval, the agency checks whether the package arrived through the required channel, before the deadline, in the required format, and with the required components. Staff may also check eligibility, page limits, human-subject or animal-use information, conflicts, and basic budget compliance. Applications that fail a threshold can be returned without substantive review. Passing screening only makes an application eligible for consideration; it does not predict funding.
2. How applications are reviewed
Independent merit assessment
A common Grants.gov description uses a peer-review panel of at least three reviewers. Reviewers first assess applications independently against the opportunity’s criteria, assign scores or written assessments, and then discuss applications as the agency’s procedure requires. Reviewers may be federal or non-federal experts, depending on the program. Agency staff manage the process and can participate in the discussion, but peer reviewers do not award the money.
Scientific, programmatic, and financial questions
Scientific reviewers consider the importance of the question, the strength of the approach, feasibility, investigator capability, resources, and likely impact, using the criteria in that FOA. Program staff then consider how the proposal fits the agency’s mission and portfolio. Financial review checks whether costs are documented, allowable, allocable, and reasonable and whether the proposed work can be supported within the program’s available budget. These checks can lead to questions, budget adjustments, or a decision not to fund even when scientific assessments are positive.

Review is not the funding decision
Reviews and scores inform the agency; they do not create an entitlement to an award. Federal staff with fiduciary responsibility and legal authority make the final selection. The agency may select an application, decline it, or request additional information before deciding. A high score is therefore evidence of favorable evaluation, not a guarantee of funding.
NIH as a concrete example—not a universal model
The National Institutes of Health illustrates how a research sponsor can layer review stages. NIH’s first level is a scientific review group, primarily composed of non-federal scientists with relevant expertise, which evaluates likely scientific impact. A National Advisory Council or Board then performs a second level of review and advises the responsible NIH Institute or Center. The Institute or Center Director makes the funding decision.
That sequence should not be applied automatically to another sponsor. Agencies and individual programs can use different reviewer compositions, advisory bodies, scoring systems, and decision authorities. When comparing opportunities, ask five questions: who performs scientific merit review; whether a programmatic or advisory review follows; who has final authority; how budget and compliance checks are handled; and what reporting, audit, and closeout duties apply after funding.
3. The award decision and Notice of Award
Notification and pre-award conditions
Once an agency reaches a decision, it communicates the result through its prescribed notice. A selected applicant may be asked for an updated budget, certifications, assurances, banking information, or other information before issuance. Those requests are part of award administration, not a promise that funds are already available.

Why the Notice of Award controls
The Notice of Award (NOA) is the official, legally binding issuance of the award. It identifies the recipient, project period, approved budget, authorized funding, reporting schedule, special conditions, and applicable terms. Accepting the award—for example, by signing the agreement or drawing down funds—obligates the recipient to carry out the project and comply with those terms. Read the NOA together with the FOA, agency policy, and applicable federal requirements; a general webpage cannot replace them.
Changes after issuance
Some changes require prior agency approval, such as a major change in scope, a change in key personnel, a rebudgeting action outside permitted flexibilities, or an extension beyond the authorized period. The NOA and agency policy determine which actions are allowed without approval, which require notification, and which require written authorization. Do not assume that flexibility in one award applies to another.
4. Managing performance after the award
The recipient’s internal controls
The recipient organization—not the agency—manages daily operations. Under 2 CFR 200.303, internal controls must provide reasonable assurance that the organization complies with federal statutes, regulations, and award terms. Controls should cover authorization of spending, separation of duties, procurement, payroll, subrecipient oversight, record retention, data protection, and correction of errors.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsRecipients must evaluate compliance, promptly address noncompliance, and take reasonable measures to safeguard sensitive information. The principal investigator directs the scientific work, while the organization remains accountable for financial administration and institutional controls. Assigning tasks to a laboratory, department, or subrecipient does not transfer the recipient’s ultimate responsibility.

Ongoing agency monitoring
Monitoring is continuous stewardship, not merely a final audit. Agencies review progress and financial reports, correspondence, payment or expenditure information, and other available data. They may conduct site visits, request supporting records, impose special conditions, or require corrective action when performance or compliance is at risk.
NIH describes this approach as review of recipient reports and correspondence, site visits, and other information available to the agency. The exact mix depends on risk, award type, performance, and the terms of the particular award.

Performance reporting
A performance report explains what the project accomplished, how results compare with approved goals, significant problems or delays, and planned work for the next period when required. It may also address participants, outputs, outcomes, and changes in scope. Reports are due on the schedule in the NOA or agency system.
Financial reporting
Financial reports connect expenditures and, where required, budget changes to the approved project. They must be supported by the recipient’s accounting records and explain significant variances. NIH identifies Federal Financial Reports among its reporting types. An agency can withhold future funds or require corrective action when reports are late, incomplete, or inconsistent with the accounting records.
Best Value
Other reports and records
Depending on the award, recipients may need invention reports, equipment or property information, subrecipient monitoring records, conflict-of-interest disclosures, or human-subject and animal-welfare documentation. Keep the source records needed to substantiate both the work performed and the costs charged.
How often reports are due
Uniform Guidance generally sets performance-report intervals no less frequent than annually and no more frequent than quarterly unless a specified condition applies. This is a general boundary, not a substitute for the award’s schedule. The NOA or agency instructions can set a different required date, format, or additional report.
6. Audits and access to records
When an audit may be required
NIH audit guidance states that recipients or subrecipients expending $750,000 or more in federal awards during a fiscal year are subject to an audit requirement, while those below that amount are not required to have an annual audit for that year. The guidance’s year is not identified in the available material, and audit rules can change or depend on recipient circumstances. Confirm the current threshold, applicable Uniform Guidance provisions, and the NOA before treating the figure as a compliance checklist.

Even when an annual audit is not required, the recipient must make grant-related records available for review or audit when properly requested. Maintain contracts, invoices, payroll support, time records, approvals, subaward documentation, technical results, and correspondence for the period required by the applicable rules and award terms.
7. Closeout: finishing the award correctly
What closeout confirms
Closeout confirms that the approved work and required administrative actions are complete. The recipient submits final performance information, final financial information, and any other final documents required by the agency. NIH emphasizes that final closeout documents must be timely and accurate.
Closeout is not instant disappearance of obligations
Administrative closeout does not necessarily end every responsibility. Record-retention periods, audits, intellectual-property or invention obligations, equipment requirements, data-management duties, and correction of questioned costs can continue after the project period. Keep the NOA and agency policy available when determining what remains open.
A practical compliance checklist
- Before applying: confirm eligibility, allowable activities, submission channel, required forms, page limits, and the FOA’s evaluation criteria.
- At submission: validate the package in the designated system, resolve errors, submit before the deadline, and retain the confirmation.
- During review: answer agency requests through the authorized contact and do not treat reviewer feedback as an award promise.
- At award: read every NOA term, special condition, approved budget, reporting date, and prior-approval requirement before spending.
- During performance: maintain documented internal controls, reconcile expenditures, monitor subrecipients, protect sensitive information, and record progress against approved goals.
- Before each report: reconcile scientific accomplishments and financial data to source records; explain variances and disclose required changes.
- At closeout: submit all final documents by the stated deadline, preserve records, and track continuing audit, property, intellectual-property, or data obligations.
What applicants and recipients should not assume
- A peer-review score alone determines funding.
- NIH’s scientific-review-group and advisory-council sequence applies to every federal agency.
- A general annual-to-quarterly reporting range overrides the NOA.
- Monitoring begins only after a problem or at the final audit.
- Acceptance of an award is merely a formality; it creates binding obligations.
- Finishing the scientific work automatically completes closeout.
- A threshold cited in older audit guidance is permanently current.
The safest operating rule is to treat the funding opportunity as the application rulebook and the Notice of Award as the award rulebook. Use agency policy and 2 CFR Part 200 to resolve requirements that those documents incorporate, and obtain written clarification from the awarding agency when terms conflict or a proposed change is uncertain.
