FCC equipment authorization is not a universal approval seal for every electronic product. It is a U.S. regulatory process for covered radio-frequency (RF) devices and the technical rules that apply to their functions. Before you advertise, import, ship, distribute, sell, lease, or operate a covered device, identify its applicable FCC rules and complete the required authorization route. The two principal routes are certification and a Supplier’s Declaration of Conformity (SDoC); limited, fact-specific exceptions exist.
The correct route depends on what the product transmits, how it is configured, and which FCC rule parts govern it. A certification produces a public FCC database record and normally involves a Telecommunications Certification Body (TCB) and an FCC-recognized laboratory. An SDoC places compliance responsibility on a U.S.-located responsible party and does not create a record in the FCC certification database.

What FCC equipment authorization actually covers
The Federal Communications Commission’s equipment authorization program controls devices that can emit or use radio-frequency energy under FCC technical rules. The program is about regulatory compliance, not a consumer-facing quality mark. A product can contain sophisticated electronics and still require a different authorization route from another product with a similar appearance because their transmitters, operating bands, power levels, interfaces, or intended configurations differ.

FCC guidance describes certification and SDoC as the two equipment-authorization pathways. The applicable rules determine whether a particular device is eligible for one route, the other, or a special treatment. You should not infer the answer from a product category alone.
When authorization must be addressed
FCC guidance uses “marketing” broadly. It includes more than a completed retail transaction:
- Advertising a device or offering it for sale or lease
- Importing it into the United States
- Shipping or distributing it for sale or lease
- Actually selling or leasing it
That definition means a compliance review belongs before a public product listing, advertising campaign, import shipment, or distributor hand-off when authorization is required. The FCC recognizes limited exceptions for certain activities, but they are tied to specific facts and conditions. Treating an exception as a general permission to launch can create a compliance problem.

Whether a prototype, demonstration unit, test article, or finished product may be operated before authorization depends on the applicable rules and the circumstances. Confirm the relevant provisions for your device rather than assuming that an internal test automatically falls outside the program.
Step 1: map every radio function and applicable rule
Start with a written description of the product’s final U.S. configuration. Include every intentional transmitter, receiver or transceiver, antenna option, power setting, frequency range, digital interface, and user-selectable radio mode. Record whether radios can operate simultaneously and whether a customer or installer can change the antenna or firmware.
Use that inventory to identify the FCC rule parts and technical requirements for each function. The FCC notes that testing and certification procedures may be supported by Office of Engineering and Technology guidance and its Knowledge Database. The rules, not a generic product label, determine the measurements, exhibits, user information, and authorization pathway.

Questions to answer before selecting a route
- Does the product contain one transmitter or several?
- Can two or more transmitters operate at the same time?
- Will the same model be sold with different antennas, enclosures, power supplies, or firmware?
- Is the marketed configuration identical to the configuration evaluated in testing?
- Does a new or unusual technology lack an FCC-recognized test procedure?
Keep the answers tied to a model number and hardware/firmware revision. Authorization evidence is meaningful only when it matches the configuration actually offered in the United States.
Certification and SDoC compared
| Comparison | Certification | Supplier’s Declaration of Conformity (SDoC) |
|---|---|---|
| Who evaluates or assures compliance | An FCC-recognized Telecommunications Certification Body evaluates the application and supporting information; the applicant supplies the required evidence. | The responsible party ensures that the equipment complies with the applicable technical standards. |
| Testing | Testing for certification must be performed by an FCC-recognized accredited laboratory. | The responsible party retains compliance responsibility; the applicable rules determine the testing and other evidence needed. |
| Public FCC record | Certified equipment information is posted in the FCC’s public equipment-authorization database. | SDoC equipment is not listed in that certification database. |
| Responsible party location | Follow the certification rules and application requirements that apply to the device. | FCC guidance says the responsible party must be located in the United States. |
| Practical verification | Search the database by FCC ID and compare the record with the exact model and configuration. | Request the compliance statement and supporting evidence from the U.S. responsible party; database absence alone does not prove noncompliance. |
The table reflects the FCC’s descriptions of the two pathways. It is not a substitute for checking the rule part that governs your product.
How the certification route works
1. Confirm that certification is the applicable route
After mapping the device, verify that the applicable rules call for or permit certification. A product with multiple radios may need separate treatment for individual transmitters or a coordinated filing that covers the complete configuration. Resolve those questions before testing so that the laboratory and TCB evaluate the right unit.
2. Prepare a controlled test configuration
Build the unit exactly as it will be marketed, including antennas, shielding, power supplies, firmware, accessories that affect emissions, and the highest-power or worst-case operating modes required by the rules. Freeze the model and revision identifiers used in the test records. If several variants will be sold, document which variants are covered and which require separate evaluation.
3. Use an FCC-recognized accredited laboratory
Certification testing must be performed by a laboratory recognized and accredited for the relevant work. The laboratory measures the device against the applicable technical requirements and produces the reports and supporting data needed for the application. Accreditation for one type of measurement does not automatically establish capability for every radio, frequency range, or rule part.
4. Assemble the application record
The applicant submits the required information and test data to a TCB. The record generally needs enough technical and product information for the TCB to identify the device, understand its radio operation, review the measurements, and assess the user-facing information required by the applicable rules. Keep the submitted model, hardware, software, antenna, and test configuration consistent.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
5. Address new technology or missing procedures
If the technology is new or there is no FCC-recognized test procedure for the case, the TCB may need FCC pre-approval guidance before approval. Raise that issue early; waiting until a report is complete can require additional measurements or a revised test plan.
6. Verify the grant before launch
Once the TCB grants certification, the certified equipment information is posted in the FCC-maintained public database. Confirm that the grant identifies the correct grantee, model, FCC ID, radio functions, and authorized configuration. Preserve the final grant and the associated technical record with the product’s compliance files.
How the SDoC route works
1. Confirm SDoC eligibility
Do not choose SDoC simply because you want to avoid a public filing. The applicable technical rules must allow that route for the device. If the product contains several radio functions, assess each function and the combined configuration under the relevant rules.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors2. Designate the responsible party in the United States
FCC guidance says the SDoC responsible party must be located in the United States. That party accepts responsibility for ensuring that the equipment complies with the applicable standards and for maintaining the supporting compliance information.
3. Generate and retain the evidence
The responsible party determines, based on the applicable rules, what testing and other technical evidence is necessary. Retain the reports, configuration description, product identifiers, and any correspondence that supports the declaration. An SDoC is a compliance commitment backed by evidence; it is not merely a statement printed without substantiation.
4. Prepare the required compliance statement
The SDoC compliance statement identifies the responsible party and must accompany the equipment in the manual or another format permitted by the applicable rules. Make sure the statement travels with the U.S. product configuration and remains accurate when the responsible party, model, or design changes.

5. Do not expect an FCC database entry
SDoC equipment is not listed in the FCC certification database. If a customer, distributor, or regulator asks for proof, provide the compliance statement and the supporting evidence through the responsible party. The absence of an FCC ID search result is not, by itself, evidence that an SDoC product is unauthorized.

For a certified device, obtain the FCC ID from the product, its documentation, or the supplier. Search the FCC equipment-authorization database using that identifier, then compare the record with the exact product you are buying or importing.
- Match the grantee and model number.
- Check the radio functions and frequency ranges covered by the grant.
- Compare antenna choices, output-power settings, firmware, and hardware revisions.
- Confirm that any simultaneous-transmission or installation conditions match your intended use.
- Save the grant and exhibits with your purchasing or import file.
A database record for a related model does not automatically authorize a different model or a materially different configuration. For an SDoC product, ask the U.S. responsible party for the compliance statement and supporting evidence instead of treating a missing FCC ID as a failure.
Choosing a testing or certification provider
The FCC publishes directories of firms associated with specified device measurement and certification-related testing. Those directories are discovery tools, not endorsements or guarantees that a listed firm can test your particular product.
Before engaging a provider, confirm:
- Current FCC recognition or accreditation status for the work you need
- Scope covering the relevant rule parts, frequencies, power levels, and measurement types
- Experience with the exact radio architecture and operating modes
- Ability to test the final hardware, firmware, antennas, and accessories
- Capacity to explain failed measurements and perform justified re-tests
The FCC states that selecting a firm capable of measuring the particular device is the user’s responsibility. A directory listing from 2021 may not reflect a provider’s current scope, so verify status and capability directly before scheduling work.

Common failure points and practical fixes
Using the wrong authorization pathway
A company may assume every wireless product can use SDoC or that every device needs certification. The fix is to map each radio function and read the applicable rule before requesting a quote or ordering tests.
Best Value
Testing a prototype that differs from the shipped product
Changing an antenna, enclosure, power amplifier, shielding method, firmware setting, or simultaneous-radio behavior after testing can invalidate the match between the evidence and the marketed configuration. Freeze a configuration baseline and require engineering change control for anything that affects emissions.
Searching only for an FCC ID
That approach misses SDoC products, which do not appear in the certification database. Ask the responsible party which route applies and request the corresponding statement or grant.
Advertising or importing too early
Because marketing includes advertising, offers, importation, shipment, and distribution, a product can enter the regulated launch process before the first retail sale. Hold public listings, purchase orders, and import activity until the required authorization and accompanying information are ready, unless a specific documented exception applies.
Treating a laboratory directory as a guarantee
A listed provider may lack the scope, equipment, or current recognition needed for your device. Verify those details and obtain a test plan that names the rule parts, operating modes, and configurations to be evaluated.
Ignoring design changes after approval
Certification or an SDoC supports a defined configuration. Establish a change-review process that routes new radios, antennas, firmware power changes, and enclosure revisions back through compliance before production or marketing.
A launch-readiness checklist
- Create a complete radio and configuration inventory for the U.S. model.
- Identify every applicable FCC rule and the authorization route allowed for each function.
- Document the final hardware, firmware, antennas, accessories, and operating modes.
- Select a laboratory and, where required, a TCB with current, relevant recognition and scope.
- Review test data and application materials for model and configuration consistency.
- For SDoC, designate the U.S.-located responsible party and complete the required statement.
- For certification, verify the final FCC database grant and FCC ID.
- Place the required compliance information in the manual or other permitted format.
- Complete the authorization check before advertising, importing, shipping, distributing, selling, or leasing.
- Reassess authorization whenever a design or software change can affect RF behavior.
Keeping the determination current
FCC rules, recognized procedures, laboratory scopes, and device designs change. The general distinction between certification and SDoC does not answer every device-specific question, and current 47 CFR Part 2 plus the rule parts for the product should control the final determination. Recheck the requirements when adding a transmitter, changing frequency or power, introducing a new antenna, altering simultaneous operation, changing the U.S. responsible party, or entering a new product variant.
For a particular product, the safest record is a configuration-specific file that ties the applicable rules, test evidence, responsible party, grant or declaration, user information, and launch decision together. That file lets engineering, purchasing, import, marketing, and support teams work from the same authorization facts.
