Meta said provisions of the 2025 tax law lowered its U.S. federal cash tax payments, including through faster deductions for domestic research and certain capital spending. That could ease cash-flow pressure as Meta builds AI infrastructure, but it does not show that tax savings paid for all of that investment. A separate, contested report about research tax credits involves different rules and a different question.
How the faster deductions affect cash taxes
The One Big Beautiful Bill Act (OBBBA) became law on July 4, 2025. In its company filing, Meta said provisions of the act reduced its U.S. federal cash tax payments for the rest of 2025 and future years. The provisions it identified included immediate expensing of domestic research and development costs and certain capital expenditures beginning in 2025.

Immediate expensing lets a company deduct eligible costs sooner rather than spread those deductions over time. That changes when taxable income is reduced and when cash tax is paid. It is a timing benefit; it does not by itself establish the total tax ultimately owed or show that a specific tax saving was earmarked for a data center.

|---|---|---|
| Immediate expensing or faster deductions | Reduces taxable income sooner for eligible costs, shifting the timing of tax payments. | Meta said specified OBBBA provisions reduced its U.S. federal cash tax payments. The filing does not establish that the resulting cash funded all of Meta’s AI infrastructure. |
| Research tax credit | Provides a credit under rules for increasing research activities; the statutory calculation includes qualified research expenses above a base amount. | Meta reported research tax credits, but the filing figures cited here do not identify how much, if any, was attributable to data centers. |
How large Meta’s infrastructure spending was
Meta reported $69.69 billion in cash purchases of property and equipment in 2025, primarily for servers, data centers and network infrastructure. That figure describes cash purchases across those categories, not a tax deduction or a measure of spending on AI data centers alone.

- Space Saving: Maximum depth: 14.8". Use the wall mount network cabinet to maximize available space for retail locations, classrooms, back offices, network cabinets, and other locations where space is limited.
- Fast Heat Dissipation: The server cabinet is designed with vents to optimize airflow and avoid critical IT equipment overheating. Heat sink holes in the top, bottom, and rear panels are more conducive to heat dissipation.
- Sturdy Construction: Robust welded frame construction for durability and long service life. With 100 lbs wall-mounted load capacity and 200 lbs ground-mounted load capacity, you can place multiple devices in the server rack cabinet as needed.
- High Security: The locked glass door ensures the security of data and equipment. Wall mount rack enclosure server cabinet is ideal for use in public places such as offices, effectively protecting the security of your devices.
- Hassle-free Installation: Fully adjustable square-hole mounting rails of the wall mount server cabinet facilitate device installation. Wiring holes on the top, bottom, and rear panels provide you with easy cable routing.
Meta’s 2025 Form 10-K also gave a capital-expenditure outlook of $115 billion to $135 billion for 2026 to support AI efforts and its core business. This is the outlook in that filing, not necessarily the company’s latest forecast as of publication.
What is reported—and what is not established—about research credits
The New York Times reported on September 30, 2026, that Meta treated AI data centers as experimental facilities to claim federal research credits and that the company’s accountants considered the position risky. That is a reported account of the company’s approach, not a final IRS finding. The sources cited here do not establish that the IRS has approved or rejected the reported position.

Meta’s filing reported these research tax credit amounts:
| Tax year | Research tax credits reported by Meta | Scope of the figure |
|---|---|---|
| 2025 | $3.9 billion | Company filing figure; the cited passage does not attribute the entire amount to data centers. |
| 2024 | $2.0 billion | Company filing figure. |
| 2023 | $0.7 billion | Company filing figure. |
These credit figures should not be conflated with the faster-deduction provisions. A deduction reduces taxable income; a credit is governed by the separate statutory framework in 26 U.S.C. §41, titled “Credit for increasing research activities.” The U.S. Code page states that its text is law in effect on September 12, 2026. The statute describes the credit framework; it does not decide whether Meta’s reported facilities or equipment qualify. The IRS’s research-credit page provides agency forms and guidance, but it is not a Meta-specific ruling.

Why Meta also reported a large tax charge
Meta reported a $15.93 billion charge in the third quarter of 2025, mostly a valuation allowance against U.S. federal deferred tax assets, in connection with the OBBBA and the corporate alternative minimum tax. A charge in financial reporting and a change in cash tax payments are different measures, so the reported charge does not negate the company’s statement that the law reduced its federal cash payments.

H.R. 10448 was introduced on September 16, 2026. Its text proposes excluding qualifying data-center property from bonus depreciation. It is a bill, not evidence of an enacted change in law, and it does not determine the treatment of Meta’s reported research-credit claim.

The Congressional Research Service has discussed energy tax benefits for data centers as broader policy context. That material does not establish that energy incentives explain Meta’s reported research-credit position.
Quick Recap
How to interpret the connection between tax rules and AI spending
- Established in Meta’s filing: the company said specified OBBBA provisions reduced its U.S. federal cash tax payments, and it reported substantial infrastructure purchases and research tax credits.
- Reported by the Times: Meta’s treatment of AI data centers as experimental facilities for research credits, and accountants’ reported concerns about that position.
- Not established by these sources: that tax savings financed the whole AI buildout, that all reported research credits came from data centers, or that the IRS has issued a final decision on the reported claim.
