GST refunds can ease an exporter’s working-capital pressure, but a zero-rated sale does not mean the business paid no tax along the supply chain. GST on purchases can accumulate as input tax credit (ITC), and that credit remains tied up until the exporter completes the correct refund route, reconciles the required records and receives payment.
For an Indian exporter, the practical answer is to choose the route transaction by transaction, keep invoice, customs, bank and return data aligned, calculate the claim under the applicable rule, and forecast pending credit conservatively. A refund should be treated as receivable only after it is sanctioned and paid—not when it is merely filed.

Why GST credit accumulates even when exports are zero-rated
Exports and supplies to special economic zones (SEZs) fall within India’s zero-rated supply framework. Zero rating applies to the outward supply; it does not automatically erase GST paid on inputs such as materials, services, freight or other business purchases. If the exporter cannot use all of that ITC against domestic output-tax liability, the unused balance can build up on the electronic credit ledger.

- Export without payment of IGST under a bond or Letter of Undertaking (LUT), followed by a claim for eligible unutilized ITC.
- Export after paying IGST, followed by a claim for refund of the IGST paid.
The statutory text includes the wording “he may supply goods or services or both under bond or Letter of Undertaking.” The route available to a particular exporter depends on the supply, period, applicable conditions and any current restrictions or amendments. Confirm those conditions before adopting a process for all transactions.
Compare the two refund routes before choosing one
| Decision point | Export under LUT or bond, then claim ITC refund | Export on payment of IGST, then claim tax refund |
|---|---|---|
| Tax at export | No IGST is paid on the export invoice when the LUT or bond route is valid. | IGST is paid at export and a refund of the tax paid is claimed. |
| Primary cash-flow exposure | Accumulated purchase ITC remains locked in the credit ledger while the refund is processed. | Cash is used to pay IGST at export until the tax refund is received. |
| Core calculation | Maximum refund is bounded by the prescribed formula using zero-rated turnover, net ITC and adjusted total turnover. | Claim is tied to the IGST actually paid on eligible export transactions, subject to the applicable rules and data validation. |
| Key records | LUT or bond records, export invoices, customs documents, returns and ITC evidence. | Export invoices, shipping or customs data, IGST payment records, returns and refund evidence. |
| System dependency | GST portal filing and, for goods, matching export-manifest or export-report data. | GST and customs data must show the export and the IGST payment consistently. |
| Universal winner? | Neither route is universally faster or cheaper. The appropriate choice depends on transaction eligibility, available cash, credit balances, documentation and current law. | |
Do not select a route solely because another exporter received a refund quickly. A route that reduces cash paid at export may leave more ITC pending; a route that produces a tax-paid refund may require a larger immediate cash outlay.
Step 1: Identify the supply and the intended route
Classify goods, services or an SEZ supply
Start by separating export of goods, export of services and supplies to an SEZ. Each category has different evidence requirements. Goods claims depend heavily on customs records and export reporting. Service claims require a separate trail showing the invoice and receipt of foreign consideration.
Confirm eligibility for the period
Check the operative IGST Act provisions, refund rules, notifications and transaction-specific exceptions for the relevant tax period. A route that was available for one period or transaction type may have different conditions later. Keep the legal check with the claim file rather than relying on a standing internal assumption.
Step 2: File the LUT correctly when using the ITC route
For an LUT-based export without payment of IGST, the GST Portal guide directs taxpayers to furnish Form GST RFD-11 online. The portal path is:
- Sign in to the GST Portal.
- Open Services.
- Select User Services.
- Choose Furnish Letter of Undertaking (LUT).
- Select the applicable financial year.
- Complete the declarations and submit through the available authentication workflow.
Portal labels, validations and authentication steps can change. Follow the live instructions shown at the time of filing and save the acknowledgement with the export records. An LUT filing does not itself create a refund; it supports exports made without payment of IGST, after which a separate refund application and reconciliation are required.

Step 3: Build one reconciliation file before filing
Most avoidable delays begin with mismatched identifiers, dates or values. Reconcile the source records before submitting Form GST RFD-01 rather than waiting for a portal error or departmental notice.

For export of goods
- Match each export invoice to the corresponding shipping bill or bill of export.
- Check that the invoice number, date, taxable value, currency and GSTIN details agree across the invoice, return and customs data.
- Confirm that the export manifest or export report has been filed. The refund rules require this customs reporting step before the goods refund application can proceed.
- Investigate differences caused by amended shipping bills, split shipments, credit notes or foreign-exchange conversion before including the transaction.
For export of services
- Match the service invoice to the supply reported in the relevant GST return.
- Retain evidence of bank realization or foreign inward remittance for the exported service.
- Reconcile the realized amount, invoice value and exchange-rate treatment used in the claim.
- Separate invoices awaiting realization from those supported by acceptable banking evidence; do not assume an issued invoice alone proves receipt.
For both categories
- Define the claim period and use the same period consistently in the turnover, ITC and return schedules.
- Verify that the ITC included is reflected in the electronic credit ledger and is eligible under the applicable rules.
- Keep return filings, invoices, customs or bank evidence, calculation workings and correspondence in one indexed file.
Step 4: Calculate the maximum eligible refund
For eligible zero-rated supplies made without payment of tax under a bond or LUT, the refund rules cap the claim using a formula of this form:
Maximum refund = (Turnover of zero-rated supplies without payment of tax × Net ITC) ÷ Adjusted total turnover
The exact statutory definitions and exclusions control each variable:
- Zero-rated turnover: the qualifying zero-rated supplies for the relevant period that were made without payment of tax.
- Net ITC: the eligible input-tax credit taken during the prescribed period, calculated under the rule rather than simply using the closing ledger balance.
- Adjusted total turnover: the turnover denominator defined by the refund rule for that period, including the required treatment of zero-rated and other supplies.
Do not insert the entire electronic credit ledger balance into the formula without testing eligibility and period allocation. Have the calculation reviewed for excluded credits, amended invoices, credit notes, advances, currency conversion and turnover classification. The formula determines a maximum; it does not guarantee that the amount entered will be sanctioned.

- Choose the refund type and relevant tax period.

- Upload or provide the invoices, customs records, bank evidence and declarations required for the claim type.
- Submit the application through the portal’s prescribed authentication process.
- Save the acknowledgement number, filed form, annexures and calculation workbook.
For goods, a shipping bill alone is not a substitute for the required export manifest or report. For services, an invoice without bank-realization or foreign-inward-remittance evidence may leave the claim unsupported. Check the current form version and portal validation rules at filing time because procedural screens can change.
What happens to the ITC while the claim is pending
The amount claimed as a refund is debited from the electronic credit ledger. That debit is a real working-capital restriction: the credit cannot be used for another liability while it is tied to the pending claim.
Maintain a claim ledger showing, for each application:
Free tools Windows power users keep installed
One-click scans. No signup required.
- period and refund category;
- amount claimed and date of ledger debit;
- acknowledgement and subsequent notices;
- amount sanctioned, rejected or adjusted; and
- any re-credit made after rejection.
Under the applicable payment and refund process, the proper officer can re-credit the rejected portion when a claim is rejected. Re-credit is not a reason to overclaim: the business still loses time, must respond to the order and may face a further reconciliation before the credit becomes usable.
Timing: use official guidance without promising a payment date
CBIC sectoral FAQ guidance states that a complete refund application is generally sanctioned within 60 days. It also describes a 90% provisional refund within seven days of acknowledgement for eligible cases, subject to exceptions. These are procedural periods in an official FAQ, not a guarantee that every exporter will receive cash within those windows.
Actual processing can depend on whether the application is complete, whether customs or banking data matches, whether a notice is issued, whether the claim is selected for verification and whether current portal and departmental workflows have changed. Do not book a forecasted refund as available cash merely because the FAQ period has elapsed.

Cash-flow controls that reduce avoidable gaps
Forecast credit by period
Maintain a rolling schedule of opening ITC, fresh eligible credits, domestic output-tax use, refunds filed, ledger debits, sanctions, rejections and cash received. Forecast the unutilized balance separately from the amount already claimed so management can see what is available, blocked and uncertain.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsSet a pre-filing reconciliation deadline
Close the invoice-to-return, invoice-to-customs and invoice-to-bank checks before the planned filing date. A short internal deadline gives the team time to correct an invoice number, obtain a missing realization document or wait for an export report to appear in the system.
Monitor mismatches actively
Assign an owner to check acknowledgement status, portal messages, customs data and departmental communications. Resolve a mismatch promptly instead of allowing a notice to age while the ledger debit remains outstanding.
Separate accounting treatment from cash availability
Track the filed claim as a receivable under the organization’s accounting policy, but keep treasury forecasts conservative until the refund is sanctioned and credited to the bank account. The ledger debit and the eventual cash receipt are different events.
Stress-test liquidity
Model a case in which the claim takes longer than the general FAQ period or part of the claim is rejected. The model should show whether the exporter can fund purchases, payroll, freight and domestic tax payments without assuming an immediate refund.
Common failure points and corrective actions
Claim filed before customs reporting is complete
Symptom: export invoices do not match an available manifest or export report. Action: confirm the customs reporting status, correct the underlying data where permitted and include the transaction only when the required prerequisite is satisfied.
Best Value
Service claim lacks realization evidence
Symptom: the invoice is present but bank realization or foreign inward remittance details are missing or inconsistent. Action: obtain the relevant banking evidence, reconcile the realized amount and retain the bank document with the invoice-level schedule.
Formula uses the wrong period or denominator
Symptom: the claim workbook uses a closing ledger balance, a different turnover period or an unadjusted denominator. Action: rebuild the calculation from the rule definitions for the claim period and have an independent reviewer check the included and excluded items.
Refund is treated as available cash too early
Symptom: treasury plans payments around an expected sanction date. Action: show the amount as pending until the bank credit arrives and maintain a contingency source of liquidity.
Recommended Free Tools
Rejection is not followed through to re-credit
Symptom: a rejected amount remains absent from the usable credit balance. Action: retain the rejection order, follow the proper-officer process for re-credit and verify the electronic credit ledger after the action is completed.
A practical operating checklist
- Identify whether the transaction is goods, services or an SEZ supply.
- Confirm the lawful route for the specific period: LUT or bond with ITC refund, or payment of IGST with refund of tax paid.
- File and preserve the LUT record when that route applies.
- Reconcile invoices to returns, customs records and bank realization evidence.
- Confirm the export manifest or report for goods before filing.
- Use the rule-based formula and period-specific definitions for an LUT/ITC claim.
- File the correct Form GST RFD-01 category with complete supporting documents.
- Record the electronic credit ledger debit and acknowledgement.
- Monitor notices, sanctions, rejections and any re-credit.
- Forecast cash conservatively and exclude pending refunds from immediately available liquidity.
When to obtain specialist review
Escalate before filing when the claim includes amended shipping bills, multiple export reports, unusual service-realization patterns, large credit-note adjustments, a change of route, a prior rejection or a material difference between books, returns, customs data and the ledger. A tax professional can test the current legal conditions and transaction-specific exclusions; the finance team should still own the underlying reconciliation and cash forecast.
The rules, notifications and portal workflow can change. Recheck the current IGST provisions, refund rules, Form GST RFD-01 requirements, LUT instructions and CBIC timing guidance for the relevant period before submitting a claim.
