How Event Organizers Can Design Safer Pedestrian Areas Near Roads

Plan pedestrian safety as a continuous journey between the venue and the places people arrive from—not just the pavement outside the gate. Map walking routes and crossings from parking, transit, and pick-up points; identify conflicts with turning and access traffic; then agree on site-specific controls with the road authority and event partners. A barrier or sign can support that plan, but cannot replace it.

What should an event pedestrian-safety plan cover?

Include the full event footprint: approaches to the venue, crossings, parking and transit interfaces, pick-up and drop-off areas, queues, circulation inside the site, and departure routes. A route is only useful if both its walking segments and its crossings work. A clear sidewalk that ends at an unsafe crossing does not make a safe journey.

Pedestrian and vehicle conflicts can occur at road crossings, driveways, parking entrances, turning movements, and transit or pick-up areas. The Federal Highway Administration (FHWA) frames planned-event pedestrian access around safe walking routes and minimizing pedestrian-vehicle conflicts in its Managing Travel for Planned Special Events guidance. Plan for arrival, movement around the site, and departure. The UK Health and Safety Executive (HSE) notes: “There are generally three main phases of an event where you can use design, information and effective crowd management to ensure people’s safety:” Its crowd-control guidance addresses all three phases, including emergency arrangements and coordination with relevant agencies: HSE, Put crowd controls in place.

How should organizers assess routes, demand, and risk?

Estimate who will arrive, when, and by which mode

Forecast attendance and peak arrival and exit periods. Identify likely pedestrian origins and how attendees will use transit, parking, taxis, rideshares, or other drop-off points. Consider the audience profile and access needs, including people who may need step-free routes or additional time. HSE recommends assessing attendance, audience characteristics, and the suitability of the site: Assess crowd safety risks and identify hazards.

Walk the whole approach and mark conflicts

Inspect and map paths, sidewalks, crossings, driveways, vehicle turning movements, queues, lighting, surface condition, event boundaries, and emergency access. Look for places where people may wait near gates, change direction, spill into traffic, or be obstructed by parking or queues. Include the road approaches and mode-transfer points, not only land controlled by the venue.

Check capacity and dispersal

Assess whether route and crossing capacity can handle expected peaks without creating queues that block roads, entrances, or emergency routes. Include the conditions at the end of the event: a route that handles staggered arrivals may be inadequate when a large crowd leaves at once. HSE’s crowd-risk guidance also advises considering site suitability and foreseeable hazards.

How should organizers plan pedestrian routes and crossings?

  1. Connect the destinations. Draw continuous routes from parking, transit stops, and pick-up/drop-off locations to venue entrances, and back out again. Avoid routes that force pedestrians into vehicle areas or leave them to choose an unplanned crossing.
  2. Choose crossing points deliberately. Identify where people should cross and assess sightlines, traffic movements, expected pedestrian volumes, and queuing space. Pay particular attention to driveways, parking access, turning vehicles, and transport interfaces.
  3. Compare feasible layouts. For each option, assess route continuity and directness; crossing safety and capacity; exposure to turning and driveway conflicts; peak capacity and dispersal; accessibility; emergency access; staffing and transport operations; and approval under local standards.
  4. Select controls with responsible agencies. Depending on the location, options may include a road closure, controlled crossing, temporary pedestrian channelization, barriers or barricades, added walkway capacity, stewarding, signs, or changes to transport operations. These are planning options, not a universal recipe.

FHWA event-planning guidance discusses safe walking routes, crossing components, capacity constraints, street closures, and pedestrian crossing barriers. Its Managing Travel for Planned Special Events Handbook: Executive Summary provides broader traffic-management context. The precise arrangement must fit the site and be agreed with the responsible authorities.

When should an event use temporary pedestrian barriers?

Consider temporary pedestrian barriers or channelizing devices when they have a defined role in an approved site plan—for example, guiding people along a designated route or controlling where they cross. Their placement must account for pedestrian flow, crossing capacity, vehicle movements, access needs, emergency access, and the surrounding traffic-control arrangement.

Do not assume a particular barrier type, product, or layout is suitable for road use simply because it is marketed for events. FHWA’s Chapter 6F – MUTCD 2009 Edition is a historical US reference for temporary traffic-control devices, not proof of the currently applicable standard. Confirm current national and local requirements and obtain road-authority approval before specifying or installing devices.

Who needs to be involved, and how should the plan be operated?

Bring the road or highways authority into planning early, along with police, transport providers, emergency services, venue staff, contractors, and event-safety personnel as appropriate. Agree who authorizes the traffic arrangements, who installs and checks equipment, who monitors routes and queues, and who can trigger a change if conditions become unsafe. Safe Work Australia’s Traffic Management Guide: Events also addresses coordination and separation of pedestrians and vehicles.

  • Keep emergency routes and access points clear in the layout and during operations.
  • Assign staff to observe crowd and traffic conditions, especially at crossings, gates, and pick-up/drop-off points.
  • Set procedures for excess arrivals, incidents, route changes, and communication among staff and agencies.
  • Check route condition, lighting, and installed controls before opening and while the event is operating.

Afterward, review incidents, bottlenecks, crowd movement, and traffic interactions with the relevant teams and agencies. Use what happened to improve future site plans. HSE’s risk-assessment guidance includes reviewing crowd-safety arrangements.

What the available figures do—and do not—say

FHWA’s Safe Transportation for Every Pedestrian page reports 6,283 pedestrian fatalities in 2018, approximately 17 percent of all roadway fatalities, attributing those figures to the National Highway Traffic Safety Administration: Safe Transportation for Every Pedestrian (STEP). This is broad US roadway-safety context, not an estimate of risk at an event or a prediction for a particular site.

Which rules apply?

The planning principles here draw on UK, US, and Australian public guidance; they are not one globally binding standard. Road closures, permissions, device specifications, and required traffic-control plans vary by jurisdiction and site. Confirm current local rules and authority requirements before finalizing the plan. FHWA’s event-planning publications are useful for planning concepts, but older guidance should not be treated as a substitute for current technical requirements.
