How Europe’s Semiconductor Supply Chain Works

Europe’s semiconductor supply chain is an international production system, not a single European factory. It runs through four linked layers: chip design and the software and intellectual property that enable it; materials, chemicals, utilities and manufacturing equipment; front-end wafer fabrication; and back-end assembly, test and packaging. A chip can be designed in one country, fabricated on a wafer in another and packaged somewhere else before reaching a European car, factory or communications product.

Europe is strongest in semiconductor manufacturing equipment and advanced materials. Its wafer-fabrication capacity is concentrated in mature technologies, while it has no foundry capacity for leading-edge manufacturing and remains exposed to overseas design and production. The European Chips Act is intended to narrow those gaps by supporting fabs, design capability, pilot lines, advanced packaging, testing, assembly and crisis coordination.

The four layers of the semiconductor supply chain

Semiconductors pass through a sequence of specialized activities. Each layer depends on suppliers in other layers, so a disruption does not need to close a finished-chip factory to affect downstream industries.

1. Design and enablement

Designers define a chip’s architecture, logic, memory interfaces, power characteristics and physical layout. Some companies design chips without owning a factory; these are commonly called fabless designers. Others combine design with manufacturing or other production activities.

Design work relies on three enabling inputs:

  • Electronic design automation (EDA) software: tools used to model circuits, place and route components, verify timing and power, and prepare manufacturing data.
  • Licensed intellectual-property (IP) cores: reusable blocks such as processor interfaces, memory controllers or connectivity functions.
  • Process-design kits (PDKs): technology files and rules supplied for a particular manufacturing process so designers can create layouts that a fab can produce.

These inputs are part of the physical supply chain even though they are digital or knowledge-based. A shortage of a qualified EDA tool, an unavailable IP license or a delayed PDK can hold up a design before any wafer is processed. OECD mapping of the semiconductor value chain identifies EDA, IP and PDKs as key inputs for fabless and integrated designers.

2. Materials, utilities and equipment

Before a fab can make a transistor, it needs a highly controlled stream of materials and services. The input layer includes silicon and compound-semiconductor materials, gases, chemicals, substrates and wafers. It also includes precision equipment for deposition, patterning, etching, doping, cleaning, inspection and measurement.

Water and energy are production inputs, not merely overhead. Fabs require extremely clean water for repeated cleaning steps and a stable electricity supply for equipment that operates continuously. The European Union’s semiconductor study identifies raw materials, intermediate inputs, water and energy as vulnerability points. A disruption in any of them can reduce output even when a fab building and its process tools remain available.

Equipment is especially important because many tools are highly specialized, expensive and slow to qualify. Replacing a tool or changing a chemical supplier can require process requalification, new reliability data and customer approval. This makes substitution harder than simply finding another vendor.

3. Front end: wafer fabrication

Front-end manufacturing creates many individual chips, or dies, on a single silicon wafer. A fab repeatedly deposits thin films, patterns them with lithography, etches selected areas, introduces dopants, cleans the surface and inspects the result. Hundreds of process steps may be combined into a finished wafer, with each layer aligned to the structures below it.

The European Court of Auditors treats front-end wafer fabrication as a distinct stage. The important distinction is the node, or process generation, used by the fab. Mature nodes remain highly useful for power electronics, microcontrollers, sensors and application-specific chips. Leading-edge nodes target the smallest and most performance-dense logic structures and require a different scale of investment, process integration and ecosystem support.

4. Back end: assembly, test and packaging

After wafer fabrication, the wafer is cut into individual dies. Each die is assembled into a package, connected electrically, sealed or otherwise protected, and tested. This sequence is often called assembly, test and packaging (ATP).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Packaging is part of the chip’s performance. It provides physical protection, connects the die to a circuit board and can combine multiple dies or other components in one package. Electrical and reliability testing determines whether a packaged part meets its specification before it is shipped to a system maker.

ATP is a separate value-chain stage in European Union impact-assessment and audit material. A region that can fabricate wafers but lacks sufficient packaging, substrate or test capacity can still face a bottleneck before chips reach customers.

Why “European production” can describe only one step

Location claims need a stage attached to them. “Made in Europe” might mean that a chip was designed by a European team, fabricated at a European wafer fab, packaged in Europe or merely integrated into a European-made product. Those are different activities with different dependencies.

A single part can therefore have a multi-country route:

  1. A design team creates the architecture and layout using EDA tools, IP and a process-design kit.
  2. Materials, gases, wafers and equipment arrive at a fab from several supplier countries.
  3. The fab performs front-end processing on wafers using a selected mature or leading-edge process.
  4. Wafers move to another site for dicing, assembly, packaging and electrical testing.
  5. The finished component is shipped to a European system maker, which may build a vehicle, industrial controller, medical device or communications product.

This international distribution explains why a disruption in one concentrated geography can affect several European industries at once. Design, equipment, fabrication and ATP are connected, but they are not necessarily located together.

Europe’s position in each stage

Supply-chain stage What happens there Europe’s documented position
Design and enablement Architecture, layout, verification and use of EDA, IP and PDKs Supported by the Chips Act through design capacity, pilot lines and competence centres; designs and fabrication capacity are also sourced outside Europe
Inputs and equipment Materials, gases, chemicals, substrates, wafers, water, energy and precision tools Europe’s clearest strength, particularly manufacturing equipment and advanced materials
Front-end wafer fabrication Repeated deposition, patterning, etching, doping and cleaning on wafers Around 8% of global wafer-fabrication capacity in 2023 — European Commission impact assessment, 2026; capacity is concentrated in mature nodes
Back-end ATP Dicing, assembly, electrical connection, packaging and testing Substantial exposure, especially for substrates, chip manufacturing, assembly, test and packaging

The roughly 8% figure is a share of global wafer-fabrication capacity, not a share of all semiconductor value or all chips used in Europe. It also describes 2023 capacity as reported in the European Commission’s 2026 impact assessment. Europe’s equipment and materials strengths can therefore coexist with a smaller share of wafer production and a shortage of leading-edge foundry capacity.

Where Europe is strong—and where it remains dependent

Strength upstream: equipment and advanced materials

Europe has significant leverage in the tools and advanced materials needed by fabs worldwide. This position can generate strategic influence even when the final chip is fabricated elsewhere. It also means that a disruption affecting European equipment or material suppliers could propagate globally, not only within the European market.

Capacity concentrated in mature nodes

The Commission’s assessment says European wafer-fabrication capacity is concentrated in mature nodes used for power electronics, microcontrollers, sensors and application-specific chips. Mature does not mean obsolete: vehicles, industrial machinery, appliances and infrastructure often need these processes because they offer established reliability, suitable voltage handling and long product lifetimes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The leading-edge gap

The same assessment states that the EU has no foundry capacity for leading-edge manufacturing and depends on designs and fabrication capacity outside Europe. “No leading-edge foundry capacity” does not mean Europe has no semiconductor manufacturing. It means that the most advanced logic production is not available from an EU foundry, so companies requiring those processes must use overseas capacity or redesign for a different node.

Back-end exposure

Dependence is also pronounced for substrates and for assembly, test and packaging. This matters because a completed wafer is not a shippable product. If packaging substrates, assembly lines or test capacity are constrained, finished-chip deliveries can fall even when wafer output is unchanged.

What the European Chips Act changes

The European Chips Act entered into force on 21 September 2023. The European Commission describes it as a framework for security of supply and resilience that attracts investment and increases production capacities in semiconductor manufacturing, advanced packaging, test and assembly.

The policy addresses more than conventional fabs. Its support areas include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Manufacturing capacity, including facilities intended to strengthen supply security.
  • Advanced packaging, test and assembly.
  • Design capacity and shared design infrastructure.
  • Pilot lines that let companies evaluate technologies before full-scale production.
  • A network of competence centres to spread expertise and help companies access capabilities.
  • Monitoring and crisis-response mechanisms covering products from raw materials through finished goods.

The Commission’s policy page also records a Chips Act 2.0 proposal adopted in June 2026. A proposal is not the same as completed implementation, so its existence should not be read as proof that every proposed measure is already operating.

Integrated production facilities

An integrated production facility combines activities such as front-end manufacturing, equipment or key components, design and back-end services. The model is intended to connect more stages under coordinated ownership or operation, reducing the number of hand-offs for strategically important products.

Open EU foundries

An open EU foundry reserves production capacity for other companies, including fabless designers. The Commission defines them as “semiconductor manufacturing facilities which dedicate at least a certain extent of their production capacity to produce chips according to the design of other companies, in particular fabless companies.”

This distinction matters to smaller designers. An integrated facility may focus on its own products or a tightly connected production system, while an open foundry is specifically structured to manufacture designs supplied by outside customers.

Monitoring and crisis response

The Commission’s monitoring and crisis-response work uses strategic mapping of semiconductor products from raw materials to finished goods. Coordination tools can be activated during a crisis, giving authorities a way to identify dependencies and organize a response rather than viewing each factory in isolation.

How a disruption travels through the chain

Semiconductor risk is cumulative. A shortage can begin with a concentrated geography, but its effects depend on where substitutes exist and how long qualification takes.

  1. Input shock: a shortage of a chemical, substrate, wafer, gas, water supply or electricity reduces a supplier’s or fab’s operating capacity.
  2. Equipment constraint: a failed or delayed precision tool limits a particular process step. Because tools are specialized, another line may not be able to take over immediately.
  3. Fabrication bottleneck: wafer output falls at a mature-node or leading-edge fab. Customers may not be able to move the design to another node without changing performance, software, safety documentation or qualification.
  4. ATP bottleneck: wafers wait for dicing, packaging or testing, so the shortage appears in finished components even though front-end production continues.
  5. System-level impact: vehicle, industrial, communications or other manufacturers delay production because a low-cost component has no approved substitute.

Geographic concentration increases the chance that one event affects several layers. International distribution can provide diversification, but it can also create dependencies between sites that are far apart and governed by different logistics and regulatory systems.

How to evaluate a semiconductor sourcing claim

When a supplier, policymaker or product maker says that a chip is “European,” ask which stage the claim covers and then check six practical dimensions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Node maturity: Is the part produced on a mature process suited to power, sensing or control, or does it require leading-edge logic?
  • Available capacity: Is there spare wafer, packaging or test capacity, or is the relevant line already highly utilized?
  • Capital intensity: Would adding capacity require a major fab or a smaller packaging, test or materials investment?
  • Geographic concentration: Are several critical suppliers or process steps located in one region?
  • Qualification requirements: Can another site be approved quickly, or must it repeat long automotive, industrial, medical or reliability qualifications?
  • Ease of substitution: Can a second supplier make the same part, or would customers need a redesign and new system certification?

These questions prevent a common analytical error: treating a European design, a European equipment supplier and a European wafer fab as interchangeable evidence of self-sufficiency. They represent different parts of the chain.

What resilience can realistically mean

Resilience does not require every semiconductor activity to be duplicated inside Europe. It means reducing the chance that a single failure can stop critical supply, improving visibility into dependencies and preserving alternatives for important technologies.

For Europe, the documented priorities point in three directions:

  • Use existing strength in equipment and advanced materials to support the wider ecosystem.
  • Expand or protect mature-node wafer capacity needed by power, automotive, industrial, sensor and control applications.
  • Build more capability in leading-edge access, advanced packaging, substrates, assembly and test, while improving design support.

Policy measures such as pilot lines and competence centres address the path between research and manufacturing. Open foundries can give fabless designers access to production without requiring each company to build a fab. Monitoring and crisis tools improve the ability to identify a raw-material or component shock before it becomes a system-wide shortage.

The result is a more capable European supply chain, not an isolated one. Europe will continue to exchange designs, tools, materials, wafers, packaged chips and manufacturing services with suppliers around the world. The useful question is therefore not whether Europe makes “the chip,” but which stage it controls, which stages it can replace and how quickly it can respond when one link fails.
