How Europe’s AI Supercomputers Support Researchers and Businesses

European researchers and businesses can seek access to AI supercomputing through EuroHPC AI Factories. These are not just powerful machines: they combine AI-optimised computing with data-centre resources, dedicated access, specialised services and expertise. Access is organised through EuroHPC calls, whose current terms determine who can apply and what support or capacity is available.

What an AI Factory provides

Under the amended EuroHPC Regulation, an AI Factory is a centralised or distributed service infrastructure. Its components can include an AI-optimised supercomputer or AI partition, an associated data centre, dedicated access, AI-oriented supercomputing services and people who help users build the skills to use the systems. The model is therefore a service ecosystem around compute, rather than a machine that users simply rent or operate themselves. The amended EuroHPC Regulation

The European Commission describes the network as open to European users from industry, research, academia and public authorities. It links supercomputing centres with universities, small and medium-sized enterprises, industry and financial actors. The EuroHPC Joint Undertaking coordinates access to computing time and support services offered by the Factories. European Commission: AI Factories

How researchers and businesses can seek access

EuroHPC access calls are the route to applying for computing resources. The available call sets the relevant eligibility rules, facility, application process and deadline; these details can change, so applicants should check the live EuroHPC call pages and the relevant Factory before preparing a proposal.

  1. Identify the work and resource needs. Define the AI activity, including the compute time, data storage and support it requires.
  2. Choose an appropriate access call. Review the current EuroHPC calls and any facility-specific information to find a route whose scope and eligibility fit the project. EuroHPC: Large Scale Access to AI Factories
  3. Apply under that call’s terms. Follow its current application instructions and provide the information it requests. A call is an opportunity to seek resources, not a guarantee that every applicant will receive capacity.

When Large Scale Access may fit

EuroHPC’s Large Scale Access call is intended for AI activities with high-impact, high-gain research that can justify a substantial allocation of computing time, storage and support services. It is aimed at projects whose needs warrant large-scale resources, rather than serving as a general promise of compute for any AI application. Check the current call for its scope and terms.

When assessing an access route, compare the call type, eligibility, compute and storage allocation, support services and the scale of resources the proposed work can justify. The published programme information cited here does not establish a current, like-for-like comparison of hardware, service levels or eligibility across all Factories, so it does not support ranking them.

How large is the AI Factory network?

EuroHPC reported 19 AI Factories and 13 AI Factory Antennas in its 30 July 2026 announcement. The European Commission reported on 10 October 2025 that more than €2.6 billion had been committed to the AI Factories and Antennas initiative; this is a commitment figure, not a statement that all of the money has been spent. AI Gigafactories are the next expansion, not the same thing

In July 2026, the EuroHPC Joint Undertaking launched a call related to AI Gigafactories. Its description envisages a complete AI computing environment combining AI-optimised supercomputers with advanced data centres, high-capacity storage, ultra-fast networks, secure cloud access and specialised support. It says researchers, industry and public-sector users across Europe will be able to access the systems through EuroHPC Access Calls. The call marks development of an expanded infrastructure; it should not be read as evidence that a network of Gigafactories is already fully operational. EuroHPC Gigafactories call announcement

The European Commission’s January 2026 announcement on the amended EuroHPC Regulation says Gigafactories are intended to provide compute resources to European researchers, startups, industry and public authorities while operating within European data-protection and AI-governance frameworks. These are programme aims, not a guarantee about the compliance or deployment date of any particular project. European Commission, 19 January 2026
