It combines Earth-system simulations with observations, data infrastructure and high-performance computing. Its first digital twins focus on climate-change adaptation and weather-related extremes; machine learning is being developed to complement physical models, assess uncertainty and make the system’s data more useful to people and institutions.
What Destination Earth is—and what it is not
Destination Earth is a public European initiative, not a single AI product or a finished, continuously updated copy of the planet. Its digital twin is a simulation framework grounded in Earth-system models and data. The goal is to let users explore conditions and scenarios across the climate and weather system, rather than simply view a realistic globe.

The European Commission’s Destination Earth overview describes an initiative intended to deliver a digital replica by 2030. The project is being built in stages, and its current twins serve specific scientific and policy questions.
How the digital-twin infrastructure is organized
DestinE links modeling, computing, data storage and user-facing services. Different European organizations have distinct delivery roles:

- ECMWF delivers the Earth-System Digital Twins and the Digital Twin Engine, the infrastructure used to run and develop them.
- ESA delivers the Core Service Platform, which supports access to DestinE services.
- EUMETSAT delivers the Data Lake, bringing together existing European data holdings and new twin data.
- The European Commission’s DG CNECT leads the initiative.
The Data Lake is intended to connect sources such as Copernicus and partner holdings with other data, including Internet of Things and socioeconomic information. The architecture is designed to support users working with data and processing close to where it is stored. EuroHPC supercomputers provide the computing capacity for high-resolution modeling and Digital Twin Engine workflows. ECMWF names LUMI, MareNostrum 5 and Leonardo among the systems used to deploy its twins.
What the first two digital twins model
DestinE’s initial twins address two related but distinct needs: understanding long-term climate change and exploring high-impact weather events. They are designed for scenario exploration, not as a guarantee of a particular forecast.
| Digital twin | Purpose | What users can explore |
|---|---|---|
| Climate Change Adaptation | Support climate adaptation planning. | Global, high-resolution, multi-decadal climate projections and tailored “what if” scenarios. |
| Weather-Induced Extremes | Support analysis of extreme weather and its impacts. | Flexible high-resolution simulations of extreme events and associated impacts, globally and over European domains. |
For example, users could replay a record-breaking heatwave or devastating flood and explore how it might unfold in a different climate, such as a world 2°C warmer. That is a scenario simulation: it helps examine possible consequences under stated conditions, but it does not establish with certainty what a specific future event will do.

AI is one part of a system that also relies on physical Earth-system modeling, observations and large-scale computing. ECMWF describes four aims for its AI work in DestinE: develop machine-learning components toward a European ML-based Earth-system model; adapt the Digital Twin Engine for training and running models on EuroHPC systems; apply AI to uncertainty quantification; and improve how users interact with twin data. The DestinE AI activity hub outlines these objectives.

Machine learning across Earth-system domains
ECMWF’s 30 June 2026 update says machine-learning components have been developed for land, ocean, sea ice, waves and hydrology. The next step is to couple components for different parts of the Earth system more closely. The project’s stated aim is an integrated European AI Earth-system model, not a claim that every domain is already combined in one operational model.
Uncertainty and usability
Earth-system simulations produce estimates, not certainty. AI-related work on uncertainty is intended to help users understand the range and confidence of modeled outcomes. Work on interactivity aims to make twin data easier to explore. These capabilities matter because a high-resolution result is not automatically an accurate one, and a model output is more useful when its limits and assumptions can be assessed.
AI-ready data and related forecasting work
Phase three aims to turn twin outputs into high-quality AI-ready datasets for Europe’s AI Factories. These datasets are intended to support future applications in weather, climate and climate-sensitive sectors; the stated intention is not evidence that every such application is already available or has delivered a measured benefit.

ECMWF also identifies Anemoi, an open-source machine-learning framework used by multiple data-driven forecasting models in Europe, and its operationalized Artificial Intelligence Forecasting System (AIFS). They form part of the surrounding AI context, but AIFS is not the complete DestinE digital twin.

What users may be able to do with it
DestinE is intended to help European and national institutions examine past, present and likely future climate conditions and extreme events, then test tailored scenarios relevant to their decisions. Its twins complement existing European weather and climate prediction capabilities rather than replacing them.
ECMWF’s 30 June 2026 account says the first two phases matured and operationalized the twins and Engine, consolidating workflows, evaluation, uncertainty quantification, data governance and user access. Phase three is focused on operating and evolving those systems and linking the twins more closely, with the aim of producing physically consistent storylines across scales.

Phase three was confirmed on 1 February 2026 and runs from June 2026 through June 2028. ECMWF’s 30 June 2026 update describes the phase as a period to operate and evolve the twins and Engine, advance AI models and develop AI-ready datasets. The initiative’s broader target remains a digital replica of the planet by 2030.
ECMWF reported that more than 100 partner organisations were involved across the first two phases. A 5 km global simulation visualizing cloud systems appeared as an example in ECMWF’s 1 February 2026 phase update; that figure describes the example, not a universal resolution for all DestinE products. The project’s official pages do not establish a comparative accuracy score or independent benchmark showing how much more accurate DestinE is than other weather or climate systems. Resolution should not be mistaken for accuracy.

What to take from the project’s current stage
DestinE is best understood as an evolving European modeling and data infrastructure project. Its twins already provide a framework for climate projections and extreme-event scenarios, while AI components, uncertainty methods and user tools continue to develop. The key measure of its value will be how well its simulations are evaluated against observations and established services, how clearly it communicates uncertainty, and whether users can apply its scenarios to real decisions.
ECMWF Director-General Florian Pappenberger described phase three as a step toward “delivering an AI Earth-system model,” building on the expertise of ECMWF, its Member States and partners. That phrasing reflects the project’s direction: an integrated AI-enhanced system is an objective under development, not a completed all-purpose real-time copy of Earth.
