That can make some regions wetter and others drier, but the effect depends on season, location, the details of each El Niño event and other weather patterns. It changes the odds of rain or drought; it does not guarantee a particular outcome in a town, watershed or state.
What El Niño is—and why it changes rainfall
El Niño is the warm phase of the El Niño–Southern Oscillation (ENSO), a recurring pattern involving both the tropical Pacific Ocean and the atmosphere. It is not simply a patch of unusually warm water. For an El Niño to develop, the atmosphere must respond to the ocean warming with changes in winds, pressure and tropical rainfall.

During El Niño, sea-surface temperatures rise in the central and eastern equatorial Pacific. The trade winds that normally push warm surface water toward the western Pacific weaken. As the warm water and the main zone of rising, moisture-laden air shift eastward, tropical thunderstorms and heavy rain become more concentrated over the central and eastern Pacific.

The resulting atmospheric links, called teleconnections, can redirect the jet stream and storm tracks thousands of kilometres from the Pacific. A location can therefore experience an El Niño-related change in seasonal precipitation even though its local ocean and atmosphere are not warming in the same way.

The rainfall mechanism in four steps
- Pacific waters warm: central and eastern equatorial Pacific temperatures become higher than their long-term average.
- Trade winds weaken: the usual westward push of surface water decreases, allowing warm water and convection to spread east.
- Tropical rain shifts: more heat and moisture rise over the central and eastern Pacific, while the western Pacific loses part of its usual source of rising air.
- Large-scale circulation changes: altered pressure and upper-level winds influence where weather systems form and travel in other regions.
This chain explains why El Niño can produce opposing rainfall tendencies around the world. The pattern is global in its atmospheric reach, but its consequences are regional and seasonal.
Where rainfall tends to increase or decrease
The following are broad historical tendencies identified by NOAA, not guarantees for every El Niño year. The season shown matters: a region can have a wet tendency in one part of the year and little or no consistent signal in another.
| Region | Season or period | Typical El Niño rainfall tendency | What the statement means |
|---|---|---|---|
| Central and eastern tropical Pacific | During the event | Wetter than normal | Rain and convection generally shift eastward from the western Pacific. |
| Northern Australia | Commonly during the Australian wet season | Drier than normal | A historical tendency; local results vary by event and by location. |
| Indonesia and the Philippines | Often during their rainy seasons | Drier than normal | The weakened western-Pacific convection can reduce seasonal rainfall. |
| Coastal Ecuador and northwestern Peru | December–February | Wetter than normal | A warm-season historical pattern associated with the eastward rainfall shift. |
| Southern Brazil and central Argentina | December–February | Wetter than normal | The tendency applies to the stated season, not automatically to the whole year. |
| Equatorial eastern Africa | December–February | Wetter than normal | A seasonal tendency that still depends on the individual event. |
| Parts of the U.S. Intermountain West | June–August | Wetter than normal | The signal is regional and seasonal rather than a forecast for every community. |
| Central Chile | June–August | Wetter than normal | A broad winter tendency; local storm totals can differ substantially. |
| Southern United States, from central California toward Florida and up the East Coast | U.S. winter | Generally wetter and cooler than normal | A shifted Pacific jet can steer more winter storms across the southern tier. |
| Northern U.S. tier toward the Great Lakes | U.S. winter | Generally warmer and drier than normal | This is the opposite side of the typical winter circulation pattern, not a guarantee for every state. |
NOAA’s Climate Prediction Center describes these as climatological patterns derived from many past events. They are useful for setting expectations, but they cannot replace a current outlook for a specific place and month.

Why the same El Niño can produce different local results
Season changes the teleconnection
Atmospheric waves do not affect every season in the same way. The position and strength of the jet stream, the availability of tropical moisture and the normal storm track all change through the year. Consequently, an El Niño signal that is recognizable in a region’s winter precipitation may be weak or absent in spring or summer. Comparing a December–February tendency with a June–August tendency without noting the season can create a misleading picture.
Location determines how a broad pattern is expressed
Official outlooks describe large areas because the underlying circulation operates at continental and ocean-basin scales. Rainfall, however, is measured at individual stations and catchments. A town near the edge of a broad wet or dry zone may receive a result different from the regional average. Mountain ranges, coastlines and the exact path of a storm can also make neighbouring locations record different totals even under the same large-scale pattern.
Events are not identical
El Niño episodes differ in where the warmest Pacific water is concentrated, how long the event lasts and how strongly the atmosphere couples to the ocean. NOAA’s Physical Sciences Laboratory summarizes the limitation this way: “However, these impacts can be different from year-to-year due to the varying nature of ENSO, and variations in the atmosphere–ocean system.” A label such as “El Niño” therefore describes a family of events, not one fixed recipe for rainfall.

Other circulation patterns can dominate a season
ENSO is only one influence on precipitation. Shorter-lived pressure patterns, atmospheric blocking and the sequence of individual storms can raise or lower a season’s total independently of the expected El Niño tendency. A 2024 study of California precipitation, available through the NOAA repository and published in Geophysical Research Letters, found that ENSO affects characteristics of some storms but does not strongly control how often the important weather regimes occur. That helps explain why California can experience either a dry winter or an unexpectedly wet one during seasons that share the same ENSO phase.
California is a useful illustration rather than a universal rule. The broader lesson is that a seasonal rainfall total depends on both the background ENSO state and the actual succession of weather systems.
How to interpret an El Niño rainfall forecast
An ENSO classification provides a starting point for estimating probabilities, not a deterministic local prediction. NOAA’s Climate Prediction Center cautions that even a strong El Niño or La Niña does not guarantee the expected precipitation outcome in a region.

Use the current regional outlook
- Identify your location and season. A forecast for U.S. winter precipitation is not an answer for an Australian spring or a South American summer.
- Read the official seasonal precipitation outlook. Look for the probability categories for your specific region rather than inferring a result from the words “El Niño” alone.
- Check the issue date and update schedule. Seasonal outlooks are revised as new observations and model runs become available.
- Interpret probabilities as odds. A higher chance of above-normal rain still allows a normal or below-normal season; it does not specify how much rain will fall on a particular day.
- Plan for a range of outcomes. Water managers, farmers and emergency planners should use the outlook to adjust risk planning, while retaining contingencies for the opposite result.
What changed in NOAA’s 2026 index practice
On February 1, 2026, NOAA began operational use of the Relative Oceanic Niño Index (RONI). RONI accounts for departures in tropical-mean sea-surface temperature, which NOAA says better characterizes the atmospheric response expected from a warm or cool event than an index that looks only at one fixed ocean region.
NOAA’s operational RONI outlook, issued in October 2026 and updated monthly, blends multiple models with observations and other data. The index improves event monitoring and classification; it still does not turn an ENSO value into a town-level rainfall forecast. For current odds, use the Climate Prediction Center’s official seasonal precipitation outlook for the relevant region.

Reading regional impacts without overgeneralizing
Australia, Indonesia and the Philippines
The usual El Niño circulation reduces rising motion and deep tropical convection over parts of the western Pacific. That is why northern Australia, Indonesia and the Philippines commonly have drier-than-normal conditions in the seasons when their rainfall is most dependent on that convection. The size and timing of the deficit vary among events, so national or island-wide statements should not be treated as station forecasts.

Ecuador and Peru
Coastal Ecuador and northwestern Peru have a documented December–February wet tendency during El Niño. The same ocean-atmosphere shift can bring very different consequences elsewhere, illustrating that “El Niño rain” is not a global increase. Even within the coastal zone, the observed amount depends on individual storms and local geography.
South America and eastern Africa
Southern Brazil, central Argentina and equatorial eastern Africa tend toward wetter conditions in December–February in NOAA’s historical composites. These areas are separated by an ocean basin, yet both can respond to the same large-scale displacement of tropical heating. Their local seasons, storm types and exposure to other circulation patterns remain different.
The United States
In a typical El Niño winter, the Pacific jet stream is displaced in a way that favours more storms across the southern United States, from central California toward Florida and the East Coast. The northern tier toward the Great Lakes tends to be warmer and drier. The pattern is broad: a state, watershed or city can depart from the regional tendency if storm tracks shift or another atmospheric pattern intervenes.
What observations can—and cannot—tell you
Keeping a local precipitation record can show whether your location was wetter or drier than its own normal. A standard rain gauge placed according to the manufacturer’s siting guidance is sufficient for that observational purpose. Compare measurements with a long-term local average and note the dates of major storms.
A gauge cannot establish that El Niño caused an anomaly. Attribution requires comparing the observation with the regional climate signal and considering other atmospheric drivers. It also cannot replace an official forecast, especially when decisions depend on rainfall in the coming weeks or season.
Common mistakes to avoid
- “El Niño means rain everywhere.” Rain shifts toward the central and eastern tropical Pacific; many western-Pacific regions tend to become drier.
- “A strong event guarantees the textbook pattern.” Event structure and other circulation patterns can override or weaken the average relationship.
- “A global index is a local forecast.” ENSO indices describe the ocean-atmosphere state. Regional outlooks translate that state into location- and season-specific probabilities.
- “One storm proves or disproves El Niño.” ENSO signals are usually assessed over a season. A single storm cannot determine whether the seasonal tendency occurred.
- “A national average applies to every community.” Local terrain, storm paths and the edge of a forecast zone can produce substantially different totals nearby.
Key takeaway
El Niño influences rainfall by moving tropical Pacific convection eastward and reorganizing atmospheric circulation. That remote influence creates recurring wet and dry tendencies by region and season, but each event interacts with the atmosphere differently. Treat ENSO as a shift in probabilities, then use the latest official seasonal precipitation outlook—and local observations—for decisions at your location.
