How El Niño Can Affect California’s Ocean Temperatures and Marine Life

El Niño can warm parts of the California coast and alter the food supply that supports marine life, but the effects are neither automatic nor uniform. Changes begin with weakened tropical Pacific trade winds and a deeper thermocline in the eastern Pacific; currents, local winds, upwelling, storms, and other ocean conditions then shape what happens along California.

One distinction matters for interpreting current conditions: NOAA said in September 2026 that unusual warmth off Southern and Central California came from a marine heatwave that preceded the developing El Niño. NOAA’s October 8, 2026 outlook discussed possible effects if El Niño develops, not biological outcomes already observed or guaranteed.

How a tropical climate event can reach California

El Niño changes winds and the ocean’s vertical structure

In typical equatorial Pacific conditions, easterly trade winds push warm surface water westward. This helps maintain a tilted thermocline: the boundary between warm surface water and colder deep water lies deeper in the western Pacific and shallower in the east. During El Niño, the trade winds weaken and the thermocline flattens, leaving it deeper in the eastern Pacific than usual.

That shift affects more than surface temperature. Where the thermocline is deeper, the cold, nutrient-rich water that would otherwise be brought upward is farther below the sunlit surface layer. Upwelling becomes less effective at supplying those nutrients. Surface water can warm, while the supply that supports phytoplankton—the microscopic algae at the base of many marine food webs—can diminish. If primary productivity falls, less food may be available to organisms higher in the food web.

This is a physical pathway, not a guarantee that every California location will warm or become less productive by the same amount. The signal has to travel from the equatorial Pacific and interact with conditions in the California Current, a large, variable current system along the West Coast.

Signals travel by ocean and atmosphere

Oceanic Kelvin waves and atmospheric teleconnections can transmit an El Niño signal toward the California Current. Coastally trapped Kelvin waves are among the indicators NOAA monitors. They can cause relatively small coastal sea-level changes—about 15 centimeters (6 inches), according to NOAA Fisheries’ 2026 explanation—that tide gauges and satellites can measure.

That sea-level change is a signal of ocean adjustment, not a measurement of local water temperature. By itself, it also does not show that a particular animal response was caused by El Niño. Interpreting the event requires looking at several kinds of observations together, including temperature, sea level, currents, and upwelling.

Why California’s response varies from place to place

The California Current ecosystem responds to interacting physical conditions. NOAA identifies current strength and direction, water temperature, mixed-layer depth, and upwelling as factors that affect marine species’ growth, distribution, and survival. Local winds and coastal geography also help determine when and where upwelling occurs. As a result, an event-wide climate pattern can produce different conditions nearshore and offshore, or in Southern, Central, and Northern California.

Temperature is only one part of the story. A warm surface layer may coincide with reduced nutrient input, but the size and timing of those changes depend on local ocean conditions. Food availability then affects animals differently according to their prey, life stage, and ability to move. A fish shifting its range is not the same kind of response as a seabird or sea lion struggling to find food, and neither can be inferred from a temperature reading alone.

Storms can add another stressor. Winter swell and wave energy may damage kelp even when temperature is also elevated. Marine heatwaves can overlap with El Niño, making it difficult to assign an observed ecosystem effect to one driver without evidence that separates their contributions.

What NOAA’s 2026 outlook says—and what it does not

NOAA’s September 2026 reporting attributed unusual warmth off Southern and Central California at that time to a marine heatwave that occurred before the developing El Niño. That timeline is important: the observed warmth should not be described as an effect already caused by the developing El Niño.

In its October 8, 2026 outlook, NOAA said the West Coast typically experiences unusually warm ocean temperatures and elevated sea levels during El Niño. It also described possible ecosystem and wildlife changes based on prior events. These are anticipated possibilities, not certain forecasts for every California coast, species, or season. The outlook does not establish precise county-level temperature projections or prove that any future biological change will occur.

Among the possibilities NOAA discussed were shifting distributions of market squid and tuna; greater juvenile productivity of rockfish; more observations of tropical and pelagic species; increased observations of emaciated California sea lion pups; harmful algal bloom risk; and potentially increased whale-entanglement risk. These possibilities differ in mechanism and should not be treated as a single, inevitable chain of effects.

Warm-water visitors and shifting fisheries

Warmer conditions can be associated with changes in where species are found. NOAA’s outlook named whale sharks, manta rays, sea turtles, sea snakes, marlin, dorado, and wahoo among tropical or pelagic species that may be observed more often. Their possible appearance is not a prediction that each will be present in every part of California, nor does a sighting alone establish its cause.

Market squid and tuna distributions may also shift, with potential implications for where fishing activity occurs. A change in distribution is different from a claim that a population has increased or decreased overall. Local observations and fishery data are needed to distinguish a temporary redistribution from a broader population change.

Productivity, harmful algae, and food webs

Reduced nutrient supply can constrain phytoplankton growth and alter food availability through the food web. At the same time, warm conditions may be associated with harmful algal bloom concerns. NOAA’s 2026 explainer identifies toxic Pseudo-nitzschia algae, which produce domoic acid that can affect people and wildlife. This is a risk to monitor, not evidence that a bloom or toxin event will occur wherever El Niño-related warmth is present.

Past events show why attribution matters. During 2015–2016, the marine heatwave known as the Blob overlapped with El Niño. NOAA reported that the Blob drove most of the modeled productivity depression off the West Coast, while El Niño also contributed. Therefore, a warm-water impact observed during an El Niño period should not automatically be assigned to El Niño alone.

What past California events show

Kelp forests: heat and wave energy can compound

NOAA’s account of the 1997–1998 El Niño describes warm water alongside strong swell and winter storms. Some kelp regions south of Point Conception experienced up to 100 percent mortality, while comparable habitat farther north was relatively unaffected. NOAA attributes this geographic contrast to warmer water in Southern California and the combined stress of temperature and wave energy.

The comparison illustrates why a basin-scale climate event does not dictate a uniform coastal result. Temperature and storm exposure both mattered, and the response differed between southern locations and comparable habitat farther north. It is a historical example, not a prediction that kelp mortality will recur at the same scale in 2026–2027.

California sea lions: prey shortages can affect pups

Sardines and anchovies are high-energy prey for California sea lions breeding in the Channel Islands. NOAA describes how declines in these prey during warm conditions can force mothers to travel farther for food. Pups may then fast longer and lose weight; in El Niño years, some hungry pups may leave rookeries before their usual weaning period.

NOAA’s 2026 account says as many as 4,000 hungry pups arrived on California beaches during 2013–2016. A separate NOAA event FAQ records 8,122 juvenile California sea-lion strandings during the 2013–2016 unusual mortality event. These figures describe related but distinct measures: pups reported arriving hungry on beaches and juvenile strandings recorded in an unusual mortality event. The episode occurred amid interacting warm-water conditions that included both the Blob and El Niño, so it should not be attributed to El Niño alone.

Other wildlife observations need a time and cause

NOAA’s retrospective on 2015–2016 described unusual observations off California, including humpback whales closer to shore, pelagic red crabs washing up on Central California beaches, and higher numbers of sportfish in Southern California. Those observations refer to that earlier period; they are not reports of current 2026 conditions or predictions that the same patterns will repeat.

Whale entanglement risk also appears in NOAA’s 2026 outlook as a potential concern, not a confirmed increase. Changes in where whales and fishing activity overlap could matter, but the outlook does not establish a particular future entanglement count or location.

How to interpret reports about California’s ocean

When a new report links ocean conditions or wildlife to El Niño, check what was measured and when. A useful account separates observations from forecasts and distinguishes a climate mechanism from an event-specific cause. The following questions help keep those claims in proportion:

  • What is the timing? Was the warmth or species change observed before El Niño developed, during it, or after it? NOAA’s September 2026 attribution places Southern and Central California’s unusual warmth before the developing El Niño.
  • What variable changed? A sea-level signal, a surface temperature, an upwelling measure, and an animal sighting describe different things. The approximately 15-centimeter Kelvin-wave sea-level signal is not a temperature anomaly.
  • Where was it measured? Nearshore and offshore conditions can differ, as can conditions between Southern, Central, and Northern California. A regional outlook does not establish a precise forecast for a particular beach or county.
  • What else was happening? Marine heatwaves, local winds, current changes, and winter storms can overlap with El Niño. The 2015–2016 Blob example shows that another warm-water driver can account for much of a measured ecosystem effect.
  • Is the claim about distribution, abundance, or health? A species appearing in a different area does not by itself prove a population increase, while animals in poor condition may reflect food shortages as well as direct temperature stress.

These distinctions are especially useful when comparing a forecast with later observations. A forecast identifies plausible changes based on prior events and current conditions; confirmation requires measurements made during the event, and causal attribution requires considering competing influences.

What the outlook means for 2026–2027

The practical takeaway is to treat NOAA’s October 8, 2026 outlook as a set of risks and possibilities to monitor, not a report card of effects already underway. The observed Southern and Central California warmth identified in September had a different stated cause: a preceding marine heatwave. If El Niño develops and influences the California Current, the physical pathway could include warmer surface water and less efficient nutrient-rich upwelling, but local oceanography will determine how strongly that signal is expressed.

For marine life, the consequences may involve food-web productivity, shifts in where species are found, or stress for animals dependent on abundant prey. Past examples—from sharply different kelp outcomes north and south of Point Conception to sea-lion pup impacts amid multiple warm-water conditions—show why both geography and concurrent events matter. No single temperature reading or wildlife sighting can establish the full cause or predict the outcome for California as a whole.
