It turns a process map into decision evidence: a way to compare changing the process, keeping it as it is, or choosing another design. The term is not established as a single standardized discipline, so it is best treated as an analytical approach that combines process modeling with business-case appraisal.
What economic process modeling adds to a process map
A conventional process model shows work: events, tasks, decisions, handoffs, systems and roles. That visibility is useful, but it does not by itself answer whether a redesign is worth funding. Economic process modeling adds a second layer that asks what each step changes for the organization and its stakeholders.

For every material activity or change, trace a causal chain:
- What task, decision, handoff or control changes?
- Which operational measure should move, such as elapsed time, error rate, capacity, rework or service availability?
- Whose outcome changes: a customer, employee, supplier, operating unit, regulator or the wider public?
- How does that outcome become a financial effect, strategic benefit, service improvement, quality gain, risk reduction or social value?
The chain separates an observable operational effect from an assumption about attribution. A shorter queue may be measurable; claiming that it will produce a particular revenue increase is a further hypothesis that needs evidence.

What it is not
This approach is not another name for cost accounting. Cost accounting records and allocates expenditure, while economic appraisal compares alternatives from a stated decision perspective and considers benefits, risks, uncertainty and effects that may not appear in a ledger. It is also not just business process modeling. The CEISAR guide describes process modeling as a way to describe, understand and communicate enterprise operations, assess cost and value creation, establish a baseline for improvement and compare efficiency across units. Economic analysis uses that model to support a choice.
Nor is it a universal formula. Discount rates, valuation rules, treatment of tax and transfer payments, and acceptable evidence vary by country, sector and decision type. For a public-sector or regulated case, apply the current governing appraisal guidance rather than importing a private-sector template.
Why a business case must go beyond cost reduction
A cheaper process can still be a poor decision if it reduces service quality, shifts work to another team, creates a compliance exposure or requires unaffordable implementation. Conversely, a process that costs more to run may be justified by safety, resilience, faster service, strategic capability or avoided loss.
State the perspective before selecting measures. A finance view may emphasize cash flow and affordability; an enterprise view may include capability and strategic fit; a societal view may include impacts on users and communities. The same change can be a benefit for one group and a cost for another.
| Value or effect | Questions to model | Typical evidence |
|---|---|---|
| Financial | What cash costs, revenues or working-capital effects change? | General-ledger data, contracts, staffing records, verified forecasts |
| Operational | Do cycle time, throughput, defects, rework or capacity change? | Workflow logs, time studies, quality records, service-level data |
| Customer and service | Does reliability, access, satisfaction or response time improve? | Complaints, surveys, wait-time records, service outcomes |
| Risk and compliance | Which failure modes become less likely or less severe? | Incident history, control testing, audit findings, risk assessments |
| Strategic and capability | Does the option enable a required capability or objective? | Strategy documents, capability assessments, dependency maps |
| Social or environmental | Who outside the organization experiences a gain or harm? | Impact studies, emissions or accessibility measures, distributional analysis |
List non-quantified effects explicitly instead of forcing them into a spurious monetary estimate. A decision-maker can weigh a documented service or safety effect alongside quantified cash flows.

The Five Case Model provides a disciplined business-case structure
HM Treasury’s Green Book 2026 uses five complementary cases. They prevent a process proposal from being judged on a single financial spreadsheet.
| Case | Purpose in a process decision | Questions to answer |
|---|---|---|
| Strategic | Explain the need and alignment with objectives. | What problem exists, for whom, and why must it be addressed now? |
| Economic | Appraise options for value for money. | Which feasible option creates the strongest balance of benefits, costs, risks and uncertainty? |
| Commercial | Test sourcing and contractual feasibility. | Can suppliers, partners, service levels, intellectual property and exit terms support the design? |
| Financial | Test affordability and funding. | Can the organization pay the profile of capital, one-time and recurring costs? |
| Management | Plan delivery and benefits realization. | Who owns implementation, risks, measurement, evaluation and corrective action? |
These cases answer different questions. An option may have high economic value but fail the financial case because funding is unavailable this year. Another may be affordable but fail strategically or commercially.

1. Define the business need and decision
Write the decision in one sentence: what will be changed, by whom and by when? Define objectives in observable terms. “Improve onboarding” is too broad; objectives might concern completion time, first-time-right rate, regulatory compliance or access for a specified user group. Set the appraisal period and decision perspective at this stage.
2. Map the current process and establish a baseline
Document the actual path, not only the intended procedure. Include variants, queues, rework, manual workarounds, approvals, system dependencies and handoffs between organizations. Record volumes, seasonality, elapsed time, staffing, defect rates, service levels and current costs where data exists.
The baseline is the counterfactual against which every option is compared. Include the cost and consequences of doing nothing: continuing expenditure, expected demand, contract renewals, known risks and deterioration or improvement that would occur without intervention.

3. Identify feasible alternatives, including no change
Develop a short list that can actually be delivered. Alternatives may include simplifying a policy, changing roles, improving training, integrating systems, outsourcing a component, sequencing changes or doing nothing. Describe scope boundaries and dependencies for each option so that a low-cost option is not made to look attractive by excluding necessary work.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →4. Build the causal story for each option
Annotate the process model with the activities that change and the expected operational effects. For example, removing a duplicate data entry step might reduce handling time and transcription errors; the model must then identify whether that creates capacity, reduces overtime, improves data quality or merely moves work to a reconciliation team.
Assign an owner and a measure to every material expected benefit. Mark the relationship as direct, conditional or uncertain. Do not present an outcome as realized merely because a process step was implemented.
5. Estimate full life-cycle costs
Separate capital, one-time operating and recurring operating costs, as recommended in the Project Management Institute’s business-analysis example. Include design, procurement, configuration, data migration, training, communications, transition support, maintenance, licenses, replacement, security, monitoring and closeout where relevant. The Federal Highway Administration’s desk reference likewise advises considering capital, operating and maintenance, replacement and end-of-project costs.
Show when each cost occurs. A recurring charge can matter more than a one-time saving over a long appraisal period, while a large implementation cost may be acceptable if benefits arrive reliably and persist.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
6. Estimate benefits, disbenefits and transfers
Quantify benefits where a defensible measure and attribution path exist. Treat a negative outcome as a disbenefit rather than hiding it in a cost denominator. A benefit-cost analysis should distinguish direct benefits from broader indirect or induced economic impacts. The Federal Highway Administration cautions that indirect and induced effects belong in economic impact analysis and should not be presented as direct project benefits.
Record who receives each benefit and who pays each cost. A saving for a central team may be additional work for local offices; that is a transfer unless total resource use changes. Include customer, supplier, employee and public effects when they are relevant to the stated perspective.
7. Make assumptions, uncertainty and optimism bias visible
For each estimate, state its source, date, volume assumption, price basis, timing and confidence. Use ranges or scenarios when a single point estimate would conceal uncertainty. Test which assumptions drive the decision: demand, adoption, productivity, implementation duration, failure rate, inflation or benefit persistence.
UK Government business-case guidance defines appraisal as examining options and weighing relevant costs, benefits, risks and uncertainties before a decision. Its treatment of optimism bias is a reminder to challenge systematically optimistic schedules, costs and benefits rather than quietly padding or ignoring them.

8. Compare options on common decision measures
Use the same baseline, appraisal period and perspective for every option. Present incremental costs and benefits, timing, risk and non-quantified effects together. Net present value, internal rate of return and payback can help summarize financial patterns, but the PMI example makes clear that these metrics do not replace the benefit logic, assumptions or decision perspective.

Benefit-cost analysis is a systematic process for calculating and comparing benefits and costs. Its result is meaningful only when the numerator and denominator use the same boundary, treatment of transfers and time basis. Explain the rule used for discounting and valuation instead of reporting a ratio without context.
9. Specify delivery, ownership and post-change measurement
Turn the preferred option into a management plan. Name the accountable benefit owner, implementation owner, data owner and decision forum. Set a measurement baseline, collection frequency, target, tolerance and review date. Define what happens if benefits lag: redesign, additional training, scope change or cancellation.

- Quality: first-time-right rate, defects, rework, complaints and control exceptions.

Capture the baseline before launch and continue after implementation long enough to distinguish a temporary transition effect from a durable change. If several changes happen together, state that attribution is limited and use comparison groups, phased rollout or other evaluation designs when feasible.
An illustrative process-modeling example
Consider an organization whose customer request process involves email intake, manual data entry, supervisor approval and a separate status update. An economic process model would not jump directly to “automate it.” It would first map request volumes, queue time, rework, approval exceptions, staff effort and customer contacts.
One option could simplify the form; another could integrate intake with the case system; a third could redesign approval thresholds. For each, the model would show which steps disappear or move, what operational measure is expected to change, implementation and recurring costs, new control risks, and who receives the resulting benefit. The no-change case would include expected demand and the cost of continuing the current workflow.
If integration reduces duplicate entry but creates a new failure point, that failure mode belongs in the risk and management cases. If faster responses improve customer outcomes without reducing total labor, the effect may still be strategically valuable, but it should not be mislabeled as a labor saving.
Common failure modes and how to correct them
- Using an unstable baseline: Freeze the measurement definition, period and scope before comparing options.
- Counting the same benefit twice: Reconcile capacity, labor, revenue and service measures so one causal effect appears once.
- Confusing transfers with savings: Trace work and costs across organizational boundaries and state the stakeholder perspective.
- Ignoring lifecycle costs: Include implementation, operation, maintenance, replacement and closeout, not just purchase price.
- Hiding disbenefits: Report slower service, reduced access, new workload or increased risk alongside gains.
- Overclaiming causality: Label forecasts as expected, assign measures and plan evaluation after launch.
- Letting financial affordability decide everything: Keep strategic, economic, commercial, financial and management judgments separate.
- Using generic ROI benchmarks: Replace unsupported percentages with organization-specific volumes, prices and evidence.
- Skipping the no-change option: Model what continuing the current process will cost and what risks it carries.
A decision-ready checklist
- The decision, objectives, perspective and appraisal period are explicit.
- The current process, variants, baseline measures and cost of doing nothing are documented.
- Every option has defined scope, dependencies and implementation assumptions.
- Expected benefits trace from changed activities to operational measures and stakeholder outcomes.
- Capital, one-time, recurring, maintenance, replacement and closeout costs are separated.
- Direct benefits, indirect impacts, transfers and disbenefits are not conflated.
- Risks, uncertainty, sensitivity and optimism bias are visible.
- Quantified and non-quantified effects are presented together without false precision.
- Commercial feasibility, affordability and delivery capacity have named owners.
- Post-change measures, benefit owners, review dates and corrective actions are agreed.
Used this way, economic process modeling makes a business case auditable: readers can see what changes in the workflow, how that change is expected to create value, what it costs over time, who experiences the effects and how the organization will find out whether the forecast was true.
