An online offer can combine an item price, a crossed-out “was” price, a coupon, a membership rate, shipping, mandatory fees, optional add-ons and seller-specific conditions. Judge the complete amount you can actually pay, the reference price behind any claimed saving and the protections attached to the seller—not the largest percentage on the product page.
The rules also depend on where you shop. European Union guidance uses a 30-day lowest-price reference for announced reductions, while US guidance focuses on prominent disclosure of the generally available total price and truthful conditions. UK authorities treat urgency and price-reduction messages as claims that must not mislead. These are regional frameworks, not one worldwide ecommerce rulebook.

What the labels on a sale page actually mean
Most listings contain several separate claims. The amount beside the product is the item price offered under the conditions shown at that moment. A struck-through or “was” amount is a reference price. A percentage badge is calculated from that reference, but the badge does not by itself explain when, where or for how long the higher amount applied. A coupon, loyalty rate or member price is a further condition that may not be available to every visitor.

- What total price is generally available to an ordinary shopper right now?
- What qualification unlocks the lower amount—such as a code, account, membership, quantity or another purchase?
- What price is being used as the comparison, and is its basis explained?
For example, an item shown as “$80, was $100” suggests a 20% reduction only if the $100 reference is legitimate and the $80 price is available to you without an undisclosed condition. If the $80 requires a paid membership or a coupon delivered only after another purchase, the ordinary shopper’s price is higher.
When a discount percentage is meaningful
European Union: the 30-day reference rule
When a trader in the EU announces a price reduction, Your Europe says the indicated prior price must be the lowest price applied to that item during at least the preceding 30 days. The rule gives shoppers a defined baseline for judging a “was/now” claim; it does not mean every country, product category or transaction worldwide follows the same formula.
If a listing says €70 instead of €100, the useful question is whether €100 was actually the lowest applicable price during the preceding 30 days in the relevant market. A retailer that briefly raised an item to €100 immediately before a promotion would not have established that amount as the EU reference under this guidance.

United States: prominent conditions and truthful totals
The Federal Trade Commission’s fee-rule FAQ says that when a discount is unavailable to everyone, the prominently displayed total price should not reflect that discount until the shopper meets its conditions. Rewards-only pricing and buy-one-get-one promotions are examples where eligibility matters. A member price can be genuine, but it should not be presented as though every visitor can obtain it immediately.

Federal Trade Commission, The Rule on Unfair or Deceptive Fees: Frequently Asked Questions
The same FAQ distinguishes mandatory ancillary fees from charges that can be disclosed later under the cited rule. Mandatory fees belong in the total price; shipping and optional ancillary items may be excluded initially if they are properly disclosed before payment. That rule’s details should not be generalized to every jurisdiction or every kind of ecommerce transaction.

United Kingdom: urgency and comparison claims
The UK Competition and Markets Authority’s guidance on urgency and price-reduction claims covers countdowns, scarcity statements and “act fast” messages as well as discounts compared with a higher price. The guidance is aimed at online retailers, marketplaces, intermediaries and store-building businesses. An urgent tone is a factual claim about availability or time, not proof that stock is genuinely running out.
Why the lowest displayed price may not be your price
Conditional promotions lower the amount only after a stated action. Common conditions include entering a code, joining a loyalty program, buying multiple units, purchasing a different product, meeting a minimum basket value, choosing a particular payment method or accepting an automatic renewal. A product tile can show the conditional amount while nearby text gives the general price less prominently; that presentation makes comparison difficult.
Check whether the condition applies before you commit personal information or payment. If a code is required, verify its expiry, eligible products, minimum spend, geographic limits and exclusions. For a membership price, find out whether membership costs money, renews automatically and can be cancelled. For a bundle or buy-more offer, calculate the cost of all required items rather than comparing only the discounted unit.

Compare the complete payable offer
The Federal Trade Commission’s online-shopping guidance advises checking total cost, including shipping, handling, delivery, taxes and other fees; reading whether unwanted products are required; inspecting the full description; asking about price matching; and checking whether a sale item has different return terms. Use this checklist before deciding that one offer beats another:
- Eligible price: the amount available to you after every stated condition.
- Reference basis: what the “was” price represents and the period or market to which it applies.
- Mandatory charges: shipping, handling, service, processing, environmental or other unavoidable fees.
- Optional extras: insurance, accessories, subscriptions or preselected services that can be removed.
- Bundle requirements: additional products or a minimum quantity needed to unlock the advertised amount.
- Condition and contents: new, used, refurbished or open-box status, plus what is included in the package.
- Delivery promise: the estimated date, dispatch location and any surcharge for faster service.
- After-sale terms: return window, restocking charges, refund method and warranty responsibility.
Do not treat taxes as universally displayed at the same stage. Their presentation depends on location and transaction type. Confirm the final order summary immediately before payment and save it.
How to compare several seller offers
When a marketplace lists multiple sellers, place the offers side by side using the same destination, quantity and delivery speed. A lower headline amount can lose its advantage when its eligibility, shipping, condition or return restrictions differ.

Keep a screenshot or downloaded copy of the listing, terms, seller messages and order confirmation. Written records help if the delivered item differs from the description or a promised refund is disputed.
Who is responsible on a marketplace?
A marketplace may connect you with an independent seller without taking the same responsibilities as the seller. According to the FTC’s marketplace guidance, operators differ in how they handle payment, delivery, returns and refunds. Some provide a process when goods never arrive or differ materially from the listing; others leave most remedies to buyer and seller.

Before ordering, inspect the seller’s recent comments rather than relying only on a star average. Confirm contact details, shipping charges, return policy, item photos and condition description. Read the marketplace’s protection terms to ensure they apply to the particular seller, category and payment method. Do not move payment outside the marketplace if doing so removes its dispute process.

A countdown clock, “only two left” notice or “sale ends tonight” banner can be accurate, but the wording itself is not evidence. Check whether the timer resets, whether the stated stock refers to the exact variant and whether the price remains available after the countdown.
A coordinated European Commission sweep reported on 26 March 2026 illustrates why scrutiny matters. Among 314 online traders screened around Black Friday and Cyber Monday:
- 30% referenced discounts incorrectly.
- 36% attempted to add optional items to baskets; 40% of those attempts did not clearly request consent.
- 34% displayed price comparisons; 60% of those did not clearly explain the reference prices.
- 18% used pressure-selling techniques; more than half of those cases were considered misleading.
- 10% used drip pricing, where costs appear progressively later.
These figures describe that coordinated sweep, not every retailer or all online shopping. The Commission says such practices can breach EU consumer law and that national authorities may act. On your own order, remove preselected extras, reopen the cart after changing quantity or delivery and verify that the final total matches the advertised conditions.

Dynamic and personalized pricing
Prices can change with demand, inventory, timing, location or other factors. The FTC says dynamic pricing is permitted under the cited US guidance when the pricing information is not misleading. A changing price is therefore not automatically unlawful or unfair, but the displayed conditions must remain clear.
EU consumer guidance calls for notice when prices are personalized using automated decision-making and profiling. If a site says a price is tailored to you, look for the explanation and compare the amount in a normal session without assuming that a different result proves wrongdoing. Record the date, currency, delivery destination and account status because those variables can change the offer.
A step-by-step checkout check
- Open the full listing. Expand “terms,” “offer details,” “shipping” and “returns” instead of relying on the product tile.
- Identify the ordinary price. Note the amount shown before applying a coupon, membership or bundle condition.
- Test eligibility. Apply only codes and benefits you are entitled to use, and record any minimum spend, expiry or renewal.
- Set your destination. Enter the delivery country or postal code so shipping, taxes and regional restrictions can be calculated.
- Inspect the cart. Remove optional insurance, accessories, subscriptions and duplicate items that appeared automatically.
- Read the final summary. Confirm item price, mandatory fees, shipping, taxes where shown, delivery date and payment total.
- Check seller protection. Verify the seller identity, return route, refund method and marketplace dispute deadline.
- Save evidence. Keep the confirmation, terms, receipt and relevant messages until the return period and warranty obligations have ended.
What to do when the checkout price changes
The coupon disappears
Recheck product variants, quantity, minimum basket value, expiry and excluded categories. A code may apply to the listing but not the selected seller or size. Do not assume that a banner applies to every item in the cart.
Shipping or fees appear late
Compare the new total with the earlier disclosure and identify whether the charge is mandatory or optional. If an optional item was added, remove it. If a mandatory charge was not clearly disclosed before payment, save the screens and contact the seller or marketplace through its recorded support channel.

Marketplaces can switch the featured seller when inventory changes. Confirm the seller name, condition, delivery promise and returns again before paying; the lowest price may belong to a different seller with different protections.
The item goes on sale after purchase
Check whether the seller offers a price-adjustment, refund or credit policy. The FTC recommends asking about price matching and whether a sale or clearance item has special return conditions; policies differ, so rely on the written terms for your transaction.
Which rules apply to your purchase?
The sources here cover US federal guidance, EU consumer information and UK competition guidance. Requirements can differ by country, product category, seller location and transaction type, and the cited material does not resolve every local exception. For a legal dispute or a purchase subject to special rules, consult the current regulator or consumer authority where you live and where the seller operates.
The practical verdict
Consider a sale genuine only after you can state, in writing, the price available to you, the reference used for the reduction, every condition, the complete payable total, the delivery and item condition, and the seller’s return and marketplace protections. If any of those remain unclear, the percentage badge is marketing—not a reliable measure of value.
