How eBay Fees Work for Sellers in 2026, Including Promoted Listings

On eBay.com in the United States, a sale can generate several separate charges. The standard bill starts with an insertion fee for creating or renewing a listing (often waived within the monthly allowance) and a final value fee when the item sells. Promoted Listings can add either a sale-based advertising fee or a pay-per-click charge, depending on the campaign type. Store subscriptions, category rules, seller performance, currency conversion and venue can change the result.

The figures below describe eBay’s general US schedule as of October 13, 2026. They are not a universal rate card: check the fee table shown for your account and category before publishing a listing.

The two core eBay selling fees

eBay describes two main types of selling fees: an insertion fee when you create a listing and a final value fee when the item sells. Optional listing upgrades, advertising and other applicable charges are added separately.

Charge When it is triggered General US rule as of October 13, 2026
Insertion fee When a listing is created or renewed 250 zero-insertion listings per month in most categories, then $0.35 per listing; exclusions and account terms apply.
Final value fee When an item sells For most categories, 13.6% of the sale amount up to $7,500 per item and 2.35% of the amount above $7,500, plus an order charge of $0.30 for orders of $10 or less or $0.40 for orders above $10.

These are general-category figures. Books and media, coins, sneakers, guitars, trading cards and other categories have their own rates, so the category selected in the listing is decisive.

Insertion fees and the monthly allowance

In most categories, eBay gives a seller 250 listings with no insertion fee each month. Once that allowance is used, the standard charge is $0.35 for each additional listing. Category exclusions, account-specific terms and the terms in effect when a listing goes live or renews can change the result.

The allowance concerns listing creation or renewal, not whether the item eventually sells. A listing that receives no buyer still consumes an allowance slot and can incur an insertion fee if it is outside the allowance or an excluded category. Relisting or automatic renewal can create another insertion event under the terms active at that time.

Final value fees and the order charge

The final value fee is assessed when the item sells. For the general schedule, the percentage is 13.6% on the first $7,500 of the sale amount for an item and 2.35% on the portion above $7,500. The same order also receives a per-order charge: $0.30 when the order is $10 or less, or $0.40 when it is above $10.

“Sale amount” is broader than the item’s headline price. eBay generally includes the item price, buyer-paid shipping, handling, sales tax and other applicable amounts in the fee base. eBay lists exceptions for some shipping arrangements and programs, so do not assume every shipping charge is treated identically in every account or listing.

Worked fee examples

The following examples are illustrations, not quotes for a particular account. They assume a general category, no Store-specific rate, no performance surcharge, no insertion charge because the seller remains within the allowance, and no advertising.

Example: a $100 item

  1. Item price: $100.
  2. Buyer-paid shipping: $15.
  3. Sales tax shown in the transaction: $10.
  4. Illustrative fee base: $125.
  5. Percentage component: 13.6% of $125 = $17.00.
  6. Order charge: $0.40 because the order exceeds $10.
  7. Illustrative final value fee: $17.40.

The calculation demonstrates why a seller who estimates 13.6% of the item price alone can understate the charge. The actual fee breakdown in Seller Hub or My eBay is the controlling amount.

Example: the portion above $7,500

Suppose a qualifying general-category sale has a $8,000 fee base. The first $7,500 is charged at 13.6% ($1,020). The remaining $500 is charged at 2.35% ($11.75). Because the order exceeds $10, add the $0.40 order charge, producing an illustrative final value fee of $1,032.15 before any other applicable charges. A category with a different schedule will not produce this result.

How Promoted Listings billing works

Promoted Listings are not one fee. eBay offers campaign strategies with different billing triggers, so “promoted” does not automatically mean that you pay only after a sale.

Campaign strategy Billing trigger How the amount is set Risk when no sale follows
General An attributed sale after a qualifying ad click The seller chooses an ad rate from 2% to 100% of the item’s total sale amount, or uses a dynamic rate aligned with eBay’s daily suggested rate. The overview describes attribution from a click within the most recent 30 days. No general ad fee is charged without an attributed sale, although the sale can still be attributed when the buyer’s later path includes other exposure.
Priority Each valid click Cost per click in a second-price auction. Click prices can reflect listing quality, keyword relevance, the bid, competition and a reserve price. Yes. Valid clicks are billable whether or not the item sells, so bids and budgets control exposure to spend.

General campaigns

With a General campaign, the ad fee is charged when the promoted item sells within 30 days of a qualifying click. The selected rate can be 2% to 100% of the item’s total sale amount. That total can include item price, shipping, taxes and other applicable fees, so the advertising charge may be larger than the selected percentage of the displayed item price.

Dynamic ad rates follow eBay’s daily suggested rate rather than staying fixed at the rate first selected. Check the rate in Seller Hub and note the rate in effect when the sale occurs. Attribution details and campaign reports are also available there.

Priority campaigns

Priority campaigns use cost per click. eBay says valid clicks are charged even if the buyer never completes a purchase. The auction is second-price: the amount charged depends on auction factors rather than simply equaling the maximum bid. Listing quality, keyword relevance, bid amount, competition and a reserve price can affect the click price.

Priority therefore behaves more like an advertising budget than a commission. Set a bid and budget that you can absorb during periods with traffic but no conversions, and monitor click costs rather than judging the campaign only by sold items.

Can one sale involve both strategies?

Yes. eBay says the same sale can appear as both a General and a Priority sale when the same items are included in both campaign strategies. Review campaign-level attribution before assuming that a single transaction has only one advertising line.

What the combined cost looks like

Return to the $125 illustrative fee base above. The standard final value fee was $17.40. If the listing was in a General campaign with a 5% ad rate, the illustrative ad fee would be 5% of $125, or $6.25, producing $23.65 in combined standard and General charges, before insertion or other fees. This is not a universal take rate: a different category, ad rate, Store plan, tax treatment or attribution result changes it.

For Priority, there is no percentage to add to the sale in advance. Instead, add the actual valid-click charges reported by eBay. If clicks cost $0.35, $0.60 and $0.80, the campaign has spent $1.75 whether or not the item sold; a later sale may also have standard final value fees and, if separately attributed, a General ad fee.

Other factors that can change the bill

Store subscriptions

A Basic or higher Store subscription can provide additional zero-insertion listings and lower final value fees. The subscription schedule differs from the standard schedule and varies with category and plan. There is no universal savings amount or break-even sales volume.

To evaluate a Store, compare the recurring subscription cost with your actual listing volume, the value of extra zero-insertion listings and the category-specific final value rate you would receive. Include slow months: a plan that saves money at peak volume can cost more than it saves when listings and sales fall.

Seller performance adjustments

eBay’s fee table lists additional final value fee rates for certain Below Standard seller evaluations and for Very High item-not-as-described service metrics. The conditions and durations are specified in the performance terms. The table also describes an overlap rule that prevents the two additional fees from stacking in the stated case. Check the current performance dashboard rather than assuming a surcharge applies indefinitely.

Currency conversion

For US-registered sellers, eBay’s table states a 3% seller currency-conversion charge when eBay converts funds. eBay announced an increase to 3.25% effective October 14, 2026; on October 13, 2026, that higher rate had not yet taken effect. The applicable rate depends on when the conversion occurs and the terms shown for the account.

Venue, format and special programs

Vehicle listings, Store fees, eBay Live and listings on other eBay country sites can use different schedules from the general eBay.com US rules. Do not transfer a US general-category estimate to another venue or country site.

How to estimate fees before listing

  1. Confirm the venue and account. Use eBay.com US rules only if the listing and seller account fit that scope. Note whether you have a Store subscription.
  2. Identify the exact category. Open the fee table for the selected category; do not substitute the general 13.6% rate for a category with its own schedule.
  3. Count your monthly listings. Determine whether the listing falls within the 250 zero-insertion allowance, an additional Store allowance or an exclusion. Include renewals in the count.
  4. Build the fee base. Start with the expected item price, then account for buyer-paid shipping, handling, sales tax and other amounts that eBay says apply to the transaction. Apply any documented shipping exception.
  5. Calculate the final value component. Apply the category percentage, the $7,500 tier split only where the general schedule applies, and the $0.30 or $0.40 order charge threshold.
  6. Add promotion costs by trigger. For General, use the ad rate and 30-day click attribution rule. For Priority, estimate clicks, bid and budget; do not treat it as a sale commission.
  7. Check account modifiers. Add any performance adjustment, currency conversion charge or optional listing upgrade that applies.
  8. Verify after listing and sale. Seller Hub and My eBay show transaction fee details. Compare the actual breakdown with the estimate and inspect attribution if a promoted sale looks unexpected.

Common mistakes and how to avoid them

  • Using 13.6% for every item. The rate is a general-category example, not a universal eBay rate. Verify category-specific terms.
  • Calculating only from the item price. Shipping, tax, handling and other amounts can enter the fee base.
  • Assuming an unsold listing is free. An insertion fee can apply when the listing is created or renewed, even if no sale occurs.
  • Calling General and Priority interchangeable. General is sale-based after attribution; Priority is click-based and can spend without a sale.
  • Ignoring the ad rate’s timing. A dynamic General rate and the rate in effect when the sale occurs can differ from the rate you remember selecting.
  • Expecting one Store break-even point. Subscription value depends on listing volume, category mix, sales and the exact plan.
  • Carrying a US estimate to another venue. Country sites, vehicles and eBay Live can have separate schedules.
  • Missing a performance surcharge. Review the current seller evaluation and service metrics before forecasting margin.

Where to find the amount eBay will actually charge

Use the fee table available while creating the listing, then confirm the transaction-level breakdown in Seller Hub or My eBay. Those views reflect the category, account status, Store plan, promotion attribution and terms active for the listing. If the displayed amount differs from a spreadsheet estimate, treat the account breakdown as authoritative and investigate which fee base or modifier caused the difference.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
