Drought usually lowers grassland carbon uptake when dry soil limits photosynthesis, but the size and even direction of the net carbon response depend on drought timing, duration, vegetation, soil and how carbon is measured. Land management adds another layer: grazing, exclusion, mowing and burning alter biomass removal, regrowth, roots, litter, nutrients and soil moisture. A result for plant uptake or a soil-gas flux cannot be treated as a result for long-term soil-carbon storage.
What “carbon uptake” means in a grassland
Grassland carbon studies use several measures that answer different questions. Confusing them is the fastest way to misread a drought or management result.

| Measure | What it records | What a higher or lower value means |
|---|---|---|
| Gross primary production (GPP) | Carbon fixed by photosynthesis before plant and ecosystem respiration are subtracted. | Lower GPP generally means plants are taking up less atmospheric carbon during the measurement period. |
| Net ecosystem exchange (NEE) | The net exchange of carbon dioxide between the ecosystem and atmosphere, combining photosynthesis and respiration. | The sign convention varies by study, so check whether a negative value denotes net uptake. |
| Soil CO2, CH4 and N2O fluxes | Gas exchanges from soil over time. | A change in flux is not a direct measurement of how much carbon is stored in soil. |
| Soil organic-carbon stock | The amount of carbon retained in a specified soil depth and area. | This is a stock, usually reported in mass of carbon, and changes more slowly than hourly or seasonal fluxes. |
For example, heavy grazing can reduce soil respiration while also reducing plant productivity and soil fertility. The lower respiration flux alone does not demonstrate greater ecosystem carbon storage. Likewise, an average neutral effect on soil greenhouse-gas fluxes can coexist with a change in soil-carbon stocks because the outcomes, depths and time periods differ.

Water stress closes the photosynthetic pathway
When precipitation falls and soil-water content declines, plants have less water available to maintain leaf function. Stomata—the pores that admit carbon dioxide—tend to close under water stress, restricting both water loss and carbon entry. Photosynthesis slows, so GPP falls. The 2018 U.S. Global Change Research Program assessment describes grassland responses to warming and elevated carbon dioxide as mediated by precipitation, soil moisture and nutrients rather than by temperature or CO2 alone.

A 2026 study of managed temperate grasslands found that soil-water content became more important in limiting GPP during peak-season extreme drought. That result applies to the studied managed temperate systems and their regrowth periods; it is not a universal coefficient for every grassland biome.
Timing and severity determine the exposure
A short dry spell in a dormant season may have little effect on annual uptake, while a severe drought during leaf expansion, flowering or peak biomass production can sharply reduce it. Earlier drought can also leave fewer leaves and roots available for later regrowth, even if rainfall returns. Duration matters because prolonged stress depletes plant water reserves and can increase mortality or delay recovery.
Respiration can change in the opposite direction
Drought commonly reduces plant growth and the flow of fresh carbon into soil. Microbial and root respiration may therefore fall, but very hot or rewetting conditions can produce temporary respiration pulses. Net ecosystem exchange depends on the balance between photosynthesis and all forms of respiration. The selected assessments support moisture limitation but do not establish one net-flux response that applies to all grasslands.

Carbon inputs to soil decline
Reduced GPP means less carbon enters roots, exudates and litter. That can lower future soil-carbon formation, especially where drought is recurrent. The eventual stock response depends on decomposition, erosion, root turnover and how quickly vegetation recovers; a single-season flux measurement cannot resolve those longer-term processes.
What land management changes
Management changes the amount of living and dead biomass, the timing of regrowth and the physical and biological condition of soil. Its carbon effect depends on practice, intensity, climate, baseline condition and the response variable.
Grazing
Herbivores remove aboveground tissue and return some nutrients in dung and urine. Grazing can shift plants toward roots, alter litter quality, compact or disturb soil, and change evaporation and infiltration. Light, moderate and heavy use therefore cannot be treated as one intervention.

The 2018 federal assessment states, with high confidence: Carbon stocks and net carbon uptake in grasslands can be maintained with appropriate land management including moderate levels of grazing.
“Moderate” is a qualified management level, not a claim that any stocking rate is beneficial.

The same study modeled a potential uptake of 63 ± 18 petagrams across 21 million square kilometres of grazing lands under an optimized-intensity scenario. The potential figure is modeled, not an observed or guaranteed outcome, and both estimates describe a broad historical and scenario analysis rather than a local ranch forecast.
Grazing intensity and soil-gas fluxes
A synthesis of 63 independent grazing studies by Niu and colleagues (2019) found no significant average effect of light or moderate grazing on measured soil methane uptake, nitrous-oxide emissions or carbon-dioxide emissions. Heavy grazing consistently reduced those measured fluxes, but the synthesis also reported costs to productivity and soil fertility. Lower gas exchange under heavy use should therefore be interpreted as a flux result alongside the loss of plant production, not as proof of increased carbon storage.

Grazing exclusion
Excluding livestock allows standing biomass, litter and root systems to accumulate, but outcomes depend on whether accumulated material decomposes, burns, is harvested later or changes species composition. Long exclusion can also increase woody encroachment in some settings, which changes the ecosystem rather than simply maximizing grassland carbon.
Mowing
Mowing exports aboveground biomass and resets canopy height. Regrowth can restore photosynthetic capacity, while repeated or poorly timed cuts reduce root reserves and litter inputs. In the 2022 worldwide management meta-analysis, mowing did not significantly change soil-organic-carbon content on average. That average does not rule out effects at particular sites, depths or cutting schedules.

Burning and fire management
Fire rapidly removes some aboveground carbon and redistributes nutrients through ash, while stimulating fresh regrowth in fire-adapted grasslands. In the 2022 global stock synthesis, burning was associated with an average 9.3% decrease in soil-organic-carbon content, with differences among climates. Fire frequency, season, fuel load and post-fire rainfall can all alter the result.
Best Value
Fire suppression can allow woody plants to encroach into some mesic grasslands and may increase total carbon stored in vegetation or soil there. The federal assessment identifies that possibility as a trade-off: more carbon can accompany loss of open-grassland vegetation and its associated habitat. Suppression is therefore not a universal carbon solution.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What global management evidence actually shows
Phukubye and colleagues (2022) analyzed 235 experimental sites in 18 countries. Their worldwide meta-analysis reported these average changes in soil-organic-carbon content:
| Management comparison | Average result in the synthesis | How to interpret it |
|---|---|---|
| Controlled high-density grazing | 21% increase | Synthesis-specific average; not a universal stocking-rate recommendation. |
| Grazing exclusion | 14.9% increase | Average stock response across the included experiments. |
| Burning | 9.3% decrease | Average response differed by climate. |
| Controlled low-density grazing | No significant average effect | A non-significant mean is not evidence that every site is unchanged. |
| Mowing | No significant average effect | Applies to soil-carbon content in this synthesis, not necessarily to GPP or gas fluxes. |
The apparently favorable high-density-grazing result should not be read as a general prescription. Experimental “controlled” intensity, duration and baseline condition may differ substantially from commercial or unmanaged grazing. The table also cannot be merged with the 2019 soil-gas synthesis or the 2024 historical estimate as though all three measured the same outcome.

United States carbon totals and what they do—and do not—say
The U.S. Global Change Research Program’s 2018 assessment estimated total grassland carbon stocks in the conterminous United States at 7.4 petagrams of carbon in 2005 and projected 8.2 petagrams by 2050. It projected that grasslands would remain a carbon sink, while the rate of uptake would decline by about half. These are national estimates and projections, not measurements for a particular pasture, state or drought year.
A national stock can rise while annual uptake slows because the stock integrates many years of gains and losses. Conversely, a year of high GPP does not guarantee a lasting increase in soil carbon if respiration, fire, harvest or erosion removes the added carbon later.
How to compare a drought or management study correctly
- Identify the practice. Record whether the treatment is grazing, exclusion, mowing or burning, and whether it is rotational, continuous, seasonal or one-time.
- Record intensity and timing. Stocking density, cut height, fire season and drought month can change the result more than the label of the practice.
- Match climate and site condition. Note aridity, precipitation regime, soil texture, baseline degradation and whether drought occurred during peak growth.
- Check the response variable. GPP, NEE, soil CO2 flux and soil-carbon stock are not interchangeable.
- Check depth and duration. A stock measured to 10 centimetres over two years is not directly comparable with a stock measured to 1 metre over six decades.
- Classify the evidence. Mark the result as an observation, controlled experiment, statistical synthesis or model scenario. Projections and modeled potentials require different language from measured changes.
- Keep geography attached. A global mean, a U.S. national projection and a managed-temperate-grassland experiment answer different questions.
Practical implications for management decisions
During drought
- Expect peak-season GPP to be most vulnerable when soil-water content is falling.
- Separate short-term plant uptake from the slower question of whether soil-carbon stocks change.
- Interpret post-drought recovery by tracking regrowth, root inputs and respiration rather than assuming rainfall immediately restores the prior carbon balance.
When setting grazing pressure
- Use intensity, duration and rainfall history to define the treatment; “grazed” is too vague for a carbon claim.
- Monitor plant production and soil fertility along with soil-gas fluxes.
- Treat modeled optimized-intensity potentials as scenarios for planning, not guaranteed sequestration credits.
When choosing mowing or fire
- Specify the season and frequency because biomass export and regrowth depend on timing.
- For burning, evaluate soil-carbon response, fuel accumulation, habitat goals and the risk of woody encroachment together.
- Do not infer a soil-stock change from a single flux measurement after cutting or fire.
Why no single drought number answers the question
The available evidence does not establish a universal percentage loss of grassland carbon uptake for drought. Moisture limitation is well supported, but the response varies with drought severity, timing, plant community, soil, nutrients, management and recovery. A defensible statement must therefore specify the grassland type, period and carbon metric rather than applying one coefficient worldwide.
