How Does the Ozone Hole Affect People, Wildlife, and Plants?

The ozone hole is a seasonal region of severe thinning in the stratospheric ozone layer, best known over Antarctica during Southern Hemisphere spring. It is not an empty opening in the atmosphere. Because ozone absorbs much of the Sun’s ultraviolet-B (UV-B) radiation, thinning allows more UV-B to reach the surface. That extra radiation can raise risks of skin cancer, cataracts and immune suppression; alter plant growth and ecological relationships; damage phytoplankton and young aquatic animals; disrupt biogeochemical cycles; and accelerate the weathering of outdoor materials. The magnitude of each effect depends on location, season, exposure, species and other environmental conditions.

What the ozone hole is—and why it changes exposure

Most atmospheric ozone is concentrated in the stratosphere, roughly 10 to 50 kilometres above Earth. This ozone forms a protective filter: it absorbs a substantial share of incoming UV-B before that radiation reaches people, plants and ecosystems at the surface. The term “ozone hole” describes an episode of unusually low ozone concentration, not a literal cavity through which the atmosphere has been removed.

Human-made ozone-depleting substances accelerate chemical reactions that destroy stratospheric ozone. The Antarctic event is strongly seasonal because the region’s winter chemistry and spring sunlight create conditions that rapidly remove ozone. The result is a broad area of thinning that can move and vary from year to year. It does not mean every place on Earth experiences the same change in UV-B.

The U.S. Environmental Protection Agency (EPA) reports that surface UV-B measured in Antarctica can double during the annual ozone hole. That is a location- and season-specific observation, not a global increase or a prediction of an individual person’s dose. UV-B is present even when ozone levels are normal, so ordinary sun protection remains appropriate in all regions.

Effects on people

Skin cancer risk

Additional UV-B exposure damages DNA in skin cells and increases the likelihood of non-melanoma skin cancers. UV exposure also contributes to the development of malignant melanoma. An ozone-related change modifies the amount of radiation reaching the ground; it does not determine a person’s outcome by itself. Individual risk also depends on cumulative exposure, latitude, season, altitude, skin type, age, genetics, clothing and whether protection is used.

Eyes and the immune system

UV-B is linked to cataracts, a clouding of the eye’s lens that can impair vision. It is also associated with suppression of immune-system responses. These are established health effects of UV exposure, but the evidence summarized by EPA does not provide a simple equation that converts a particular ozone measurement into one person’s risk.

Practical protection

EPA recommends measures that reduce personal UV exposure whether or not an ozone hole is present:

  • Use sunscreen on exposed skin according to its label and reapply as directed.
  • Wear a sun-protective hat that shades the face, ears and neck.
  • Use UV-protective sunglasses to reduce radiation reaching the eyes.
  • Seek shade and use clothing that covers skin when UV levels are high.

These actions lower exposure for an individual; they do not repair stratospheric ozone or reverse the causes of depletion.

What EPA’s large health-benefit estimates mean

EPA’s Atmospheric and Health Effects Framework (AHEF) models the consequences of different emissions pathways. In a May 2020 report, EPA compared full implementation of the Montreal Protocol with a hypothetical scenario in which there were no controls to reduce or avoid emissions of ozone-depleting substances. For people in the United States born from 1890 through 2100, the model estimated the following cumulative benefits:

Outcome prevented Modeled estimate How to interpret it
Skin cancer cases Approximately 443 million Cumulative U.S. estimate for the specified birth cohort and the two modeled emissions scenarios
Skin cancer deaths Approximately 2.3 million Cumulative U.S. estimate, not an annual count or an observed tally
Cataract cases Approximately 63 million Cumulative U.S. estimate under the same scenario comparison

These figures are model outputs, not counts already recorded in medical databases. They are limited to the stated U.S. birth cohort, period and counterfactual comparison; they are not global totals or a forecast of cases in a particular town. Their purpose is to show the scale of health benefits associated with preventing ozone-depleting emissions.

How plants respond to higher UV-B

Direct physiological and developmental effects

UV-B can affect plant physiology, development and growth. Exposure may alter photosynthetic performance, leaf structure, the timing of developmental stages and the distribution of nutrients within a plant. Plants are not passive targets: many produce UV-absorbing compounds, change leaf anatomy, repair damaged molecules or adjust growth patterns. Those defenses differ among species and varieties and can carry their own energy costs.

Indirect effects can reshape plant communities

A plant’s response is not limited to the amount of biomass it gains or loses. Changes in form, chemistry or timing can alter which species compete successfully, when herbivores feed, how severe plant diseases become and how carbon and other elements move through soil and vegetation. A plant that remains alive but changes its nutrient content or flowering schedule can influence insects, grazers and neighboring plants.

Why there is no single crop-loss percentage

Responses depend on species, cultivar, latitude, season, cloud cover, water availability, temperature, nutrients and interactions with pests. The EPA effects material identifies potential impacts but does not establish one crop-yield percentage that applies to every farm or region. It is therefore inaccurate to present the ozone hole as causing a uniform agricultural loss. Local field results can differ even for the same crop when weather and management conditions change.

Wildlife and aquatic ecosystems

Phytoplankton at the base of food webs

“Phytoplankton form the foundation of aquatic food webs.” That sentence from EPA’s health and environmental effects page explains why small changes at the surface of the ocean can matter far beyond microscopic organisms. UV-B can affect phytoplankton orientation and movement, reduce survival and directly lower production in connection with ozone-depletion-related increases in UV-B.

Less phytoplankton production can mean less food and carbon fixation at the base of aquatic systems. The pathway from a radiation change to a fishery or marine predator is not a fixed, universal chain: currents, nutrient supply, grazing, temperature and species composition determine how strongly a local food web responds. The documented mechanisms nevertheless make phytoplankton a critical part of assessing ecosystem effects.

Early life stages are especially sensitive

Damage associated with increased UV-B has been found in early developmental stages of fish, shrimp, crabs, amphibians and other marine animals. Reported effects include impaired larval development and, in severe cases, reduced reproductive capacity. Eggs and larvae often have less developed protective pigmentation, mobility and repair systems than adults, so a short period of intense exposure can matter during a narrow breeding or nursery window.

If survival or reproduction falls in a small aquatic organism, predators may encounter less prey and the timing of energy transfer through the food web can change. These are plausible ecosystem consequences supported by the observed sensitivities, not a claim that every population is declining everywhere. Population trends also reflect fishing, habitat change, warming, acidification, disease and pollution.

Changes beyond individual organisms

Biogeochemical cycles and atmospheric feedbacks

Increased UV-B can alter terrestrial and aquatic biogeochemical cycles. EPA identifies potential changes in sources and sinks of gases including carbon dioxide, carbon monoxide, carbonyl sulfide and ozone. Because these gases participate in atmospheric chemistry and carbon movement, the resulting feedbacks could either mitigate or amplify concentrations under particular conditions. The direction and size of a feedback depend on which organisms and chemical pathways dominate a given environment.

Weathering of outdoor materials

UV-B accelerates the breakdown of synthetic and natural polymers. Plastics, coatings, rubber-like materials, fabrics and other products exposed outdoors can lose strength, color or flexibility more quickly when radiation, oxygen, heat and moisture drive degradation together. Manufacturers often add UV-protective stabilizers, but those additives reduce rather than eliminate the underlying photochemical pathway. Material lifetime therefore depends on formulation, exposure time, climate and maintenance as well as on ozone conditions.

Where and when effects are strongest

The most dramatic measurements and ecological concern center on Antarctica during the annual Southern Hemisphere spring, when the seasonal ozone hole forms. A person in another latitude may experience a different UV change, or none attributable to that event, because the depleted air does not remain over one fixed point and because clouds, sun angle, altitude, snow or water reflection and local ozone all affect surface exposure.

“The ozone hole” should therefore not be used as shorthand for a permanent global doubling of UV-B. It is more precise to ask: where did ozone thin, during which season, and what UV-B reached the surface at that location? The answer determines which people, organisms and materials were exposed and for how long.

Recovery is projected, not completed

The atmospheric concentrations of ozone-depleting substances have declined substantially over recent decades. EPA’s Basic Ozone Layer Science page projects near-complete recovery toward pre-1980 ozone levels by the middle of this century if global controls are sustained. This is a projection based on continued compliance and atmospheric chemistry; it does not mean the Antarctic ozone hole has already disappeared.

Recovery also does not erase exposure that occurred in earlier decades. Health risks from UV accumulate over a lifetime, ecosystems can carry altered species interactions forward, and materials already weakened by sunlight do not regain their original strength when ozone improves. Continued monitoring and adherence to ozone-protection agreements remain important because the timing and extent of recovery depend on emissions, atmospheric transport and climate conditions.

How to read claims about the ozone hole

  • Check the geography: an Antarctic spring measurement cannot be presented as a global surface value.
  • Check the endpoint: a statement about UV-B exposure is not automatically a statement about cancer cases, crop yields or population collapse.
  • Check the organism: species and life stages differ in pigmentation, repair capacity, behavior and sensitivity.
  • Check whether a number is modeled: the EPA health totals are cumulative scenario estimates for a defined U.S. birth cohort, not observed annual counts.
  • Separate protection from prevention: sunscreen, hats and sunglasses reduce a person’s exposure; they do not stop ozone-depleting chemistry.
  • Distinguish recovery from disappearance: a projected return toward pre-1980 levels is a long-term outcome, not evidence that current seasonal depletion has ended.

The central chain is straightforward: less stratospheric ozone means less UV-B filtering, and potentially more UV-B at the surface. The consequences then depend on who or what receives that radiation, for how long and under which environmental conditions. That is why the ozone hole is simultaneously a human-health issue, a plant-physiology issue, an aquatic-food-web issue and a materials-durability issue rather than one uniform global hazard.
