How Does Taiwan Import Natural Gas, and How Can You Track Supply Risks?

Taiwan imports almost all of its natural gas as liquefied natural gas (LNG). Tankers unload at three regasification terminals, where the LNG is warmed back into gas and fed into the domestic network. The Legislative Yuan says 99.8% of natural-gas demand depends on imported LNG, so supply security depends on ships, contracts, terminals, storage and open sea routes rather than on large domestic fields.

A practical risk assessment should follow five indicators: supplier concentration, contract flexibility, terminal capacity, inventory days and shipping conditions. None is sufficient alone. A delayed vessel is a logistics problem; a low inventory buffer combined with concentrated suppliers or constrained terminals is a systemic vulnerability.

How Taiwan’s LNG supply chain works

  1. Procurement: CPC Corporation, Taiwan, is the country’s only LNG importer and natural-gas supplier. It buys cargoes mainly under medium- and long-term contracts, then adds short-term agreements and spot cargoes when demand, prices or delivery schedules change.
  2. Ocean transport: LNG is cooled until it becomes a liquid, allowing large quantities to be carried by tanker. Each cargo depends on a loading port, a vessel, a sailing route and a receiving berth arriving within its delivery window.
  3. Unloading and storage: At a receiving terminal, the tanker transfers LNG into insulated storage tanks. The terminal must have a free berth and enough tank space when the ship arrives.
  4. Regasification: Heat converts the liquid back into a gas. The terminal meters the gas into Taiwan’s transmission network.
  5. Distribution: The network sends gas to electricity generators, industrial users and other customers. Any interruption can therefore affect several parts of the economy at once, although the immediate effect depends on stored LNG, alternative cargoes and available pipeline capacity.

The U.S. Energy Information Administration (EIA) identifies three LNG regasification terminals serving Taiwan and reports combined capacity of 1,013 Bcf. That figure describes the infrastructure available for receiving and vaporizing LNG; it is not a guarantee that every terminal can operate at that level during a storm, outage, maintenance period or berth constraint.

Taiwan has limited domestic natural-gas production. The Legislative Yuan reported in 2025 that 99.8% of demand depends on imported LNG, making the maritime chain the critical link between overseas gas and domestic consumption.

Who buys the gas and how contracts reduce—or preserve—risk

CPC is the central buyer

CPC Corporation, Taiwan, is both the sole LNG importer and the country’s natural-gas supplier. This central purchasing structure can aggregate demand and negotiate a diversified portfolio, but it also means that import planning, contract decisions and shipping coordination are concentrated in one organization.

Long-term contracts provide a base load

A Legislative Yuan oversight report recorded 50 valid LNG procurement contracts and found that medium- and long-term arrangements represented between 75.2% and 81.46% of procurement from 2023 through April 2025. The range changes over time because contract deliveries, renewals and spot purchases vary by period. It should be read as a benchmark for the recent procurement mix, not as a permanent rule.

MOEA described the approach in 2025 as “採中長約布局為主、短約及現貨為輔的動態調整策略,” meaning a dynamic strategy built mainly on medium- and long-term contracts, with short-term contracts and spot cargoes as supplements. Long-term commitments improve delivery visibility and reduce reliance on a single month’s spot market. They do not eliminate risk: a contract still requires a functioning seller, vessel, loading terminal and receiving route.

Short-term and spot cargoes add flexibility

Short-term purchases can replace a delayed cargo, respond to an unusually cold or hot period, or cover demand while a contract is being renegotiated. Spot exposure also leaves the buyer more exposed to price spikes and tight global availability during a regional crisis. Track the contracted share and the uncontracted share together; a high contracted percentage is reassuring only if the contracts are geographically and operationally diverse.

Where Taiwan’s LNG comes from

Taiwan bought LNG from 14 countries in 2024, according to Taiwan’s Ministry of Economic Affairs (MOEA). The principal suppliers included Australia, Qatar, the United States, Papua New Guinea, Malaysia, Brunei and Nigeria. CPC’s annual report also identified Australia, Qatar, the United States, Papua New Guinea, Malaysia and Indonesia among the largest sources by 2024 annual volume.

Supplier or measure Reported figure What the figure means
Australia 38% of 2024 imports Largest share in the 2024 GIIGNL country breakdown.
Qatar 25% of 2024 imports Down from 49% in 2013, according to MOEA.
United States 10% of 2024 imports The U.S. share reached 10% in 2024, according to MOEA and the GIIGNL breakdown.
Total volume 21.2 million tonnes in 2024 GIIGNL’s 2025 report; the figure was 5% higher than in 2023.
2025 volume More than 1.1 trillion cubic feet EIA’s 2026 description of 2025 imports; it uses a different year and unit from the 2024 GIIGNL figure.

Australia and the United States together supplied nearly half of Taiwan’s LNG in 2024. Qatar’s declining share shows that the portfolio has changed over time rather than remaining fixed. A 14-country list also does not mean that every supplier contributes an equal amount: a few large suppliers can still account for most cargoes while smaller sources provide optionality.

Do not add the 21.2-million-tonne 2024 figure to the EIA’s “more than 1.1 trillion cubic feet” figure. They describe different years and units, and converting LNG mass to gas volume requires assumptions about composition and reference conditions.

How exposed is Taiwan to a blockade or shipping disruption?

Yes, a prolonged blockade, port closure or maritime-security crisis could cut or delay Taiwan’s LNG deliveries because the country relies on seaborne imports. The effect would not necessarily be immediate or total. Existing tank inventories, scheduled cargoes, alternate suppliers, contract flexibility and the ability to use unaffected terminals determine how long the system can absorb a disruption.

Short disruption versus structural shortage

  • Short disruption: One vessel is late because of weather, a mechanical problem or a temporary port closure. CPC may reschedule the cargo, draw storage or buy a replacement spot cargo.
  • Extended route disruption: Several vessels are delayed, a chokepoint becomes unavailable, or a loading region cannot export. Replacement cargoes may be expensive or unavailable, and inventory begins to fall.
  • Structural vulnerability: Inventory remains below the required buffer, terminal capacity cannot meet peak demand, or too much supply depends on one region. This combination can force demand management even if individual ships continue to arrive.

Route choice matters. A CPC memorandum concerning Alaska LNG cited an approximately 10-day voyage that avoids the Panama Canal. That example illustrates how buyers can compare sailing time and chokepoint exposure; it is not a guarantee that every Alaska cargo, route or future schedule will have the same duration.

How many days of gas inventory does Taiwan have?

Taiwan’s legal minimum natural-gas safety stock is 11 days. MOEA says the requirement will rise to at least 14 days in 2027. These are regulatory floors, not a statement of the inventory held on a particular date.

Historical Legislative Yuan evidence shows why the distinction matters. Business inventories were below eight days during 2017–2021 and averaged 7.2 days from January through August 2022. Those observations describe earlier reported business stocks and should not be treated as today’s national inventory level.

A “day” is meaningful only when its denominator is clear. Days of cover can be calculated against average demand, a seasonal demand rate or a peak-day scenario. Ask whether a published number includes LNG in tanks only, gas already in the pipeline, or stocks reserved for particular customers. Without those definitions, two apparently different inventory figures may not be comparable.

A five-indicator dashboard for tracking supply risk

Update the dashboard on a regular schedule and record the date, unit and definition for every number. MOEA, CPC and EIA releases are the core sources for the first four indicators; shipping and port information supplements them.

Indicator What to collect Warning signal Why it matters
Import volume and supplier shares Annual and monthly cargoes, country percentages and changes in the top suppliers. One country or region takes a growing share, or total arrivals fall. Concentration increases the effect of a regional outage or export restriction.
Contract flexibility Medium/long-term volumes, short-term deals and spot cargoes; compare with the recent 75.2%–81.46% benchmark. Contracted coverage falls while spot dependence rises during a tight market. Spot cargoes are flexible but may be costly or unavailable in a crisis.
Terminal capacity and utilization Number of operating terminals, stated capacity, outages, berth schedules and utilization. Peak demand approaches available send-out capacity, or one terminal is unavailable. Ships cannot deliver gas if there is no receiving, storage or regasification capacity.
Inventory days Reported stock, the demand basis used, and the legal floor of 11 days (14 days from 2027). Cover approaches the legal minimum or declines for several reporting periods. Low storage leaves less time to replace a delayed cargo.
Shipping and route conditions Tanker arrivals, port closures, severe weather, maritime incidents and chokepoint restrictions. Repeated delays on the same route or simultaneous disruption at several ports. Seaborne dependence makes route access as important as the contract itself.

1. Measure supplier concentration

Start with the percentage supplied by each country and the combined share of the largest two or three. A diversified country count can conceal concentration if most volume comes from a small group. Compare the current distribution with the 2024 baseline—14 source countries, Australia at 38%, Qatar at 25% and the United States at 10% in the GIIGNL breakdown—while remembering that shares change with cargo schedules.

2. Separate committed molecules from optional cargoes

List deliveries covered by medium- and long-term contracts separately from short-term and spot purchases. Record destination flexibility, delivery windows and whether a contract depends on a single loading port. The headline contracted percentage says little about resilience if all contracts use the same route or seller.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Compare terminal capability with demand

Track all three EIA-identified regasification terminals, their operating status and available send-out capacity. Earlier IEEFA analysis found that the two terminals then in service had combined capacity of 16 million tonnes per year and operated above 100% utilization. That is historical context, not a current capacity figure; use current CPC or EIA data for present decisions. The lesson is that utilization above nominal capacity can signal limited maintenance and scheduling headroom.

4. Plot inventory against both legal thresholds

Use a time series rather than a single reading. Mark 11 days as the current legal minimum and 14 days as the scheduled 2027 minimum. If the published stock is below eight days, compare the definition with the earlier Legislative Yuan observations before drawing a direct conclusion; historical business inventories and statutory safety stock are not necessarily identical measures.

5. Watch vessels and chokepoints

Maintain a simple arrival log: vessel name, loading country, estimated arrival, receiving terminal and actual discharge date. Add port closures, typhoons, naval or maritime-security incidents and restrictions at canals or straits. A pattern of late arrivals is more informative than one isolated delay. Route diversification—such as comparing a voyage that avoids the Panama Canal with one that uses it—can reduce a particular chokepoint’s importance, but longer routes may require more ships or working capital.

How to interpret the dashboard

  • Low concern: Multiple suppliers, contracted deliveries arriving on schedule, inventory comfortably above the legal floor and spare terminal capacity.
  • Watch: A rising top-supplier share, falling inventory or repeated vessel delays, even if total imports remain normal.
  • High concern: Inventory near or below the legal minimum at the same time that a major supplier, route or terminal is disrupted.
  • Critical combination: Sustained low inventory, constrained regasification capacity and limited access to replacement cargoes. This is the scenario in which a maritime incident can become an energy-supply emergency.

Use trends and combinations rather than a single headline number. Taiwan’s 99.8% import dependence makes overseas access unavoidable, but 14 source countries, long-term contracts and multiple terminals provide buffers. Those buffers reduce risk; they do not remove the need to monitor ships, storage and infrastructure every week.

What can change the assessment

Supplier percentages, import volumes, contract portfolios, terminal availability, safety-stock rules and maritime conditions can change quickly. The 2024 GIIGNL total, the EIA’s 2025 volume statement and the 2027 inventory requirement are tied to their stated years or implementation dates. For a current decision, check the latest MOEA, CPC, Legislative Yuan and EIA releases and verify whether a number refers to annual imports, monthly arrivals, physical stock, business inventory or legally required safety stock.
