Short answer: The Space Development Agency (SDA) Tracking Layer uses infrared sensors in low Earth orbit to observe heat associated with missile events. Onboard processors turn those observations into preliminary two-dimensional tracks. Optical and radio communications then move the data through the Proliferated Warfighter Space Architecture (PWSA), where additional processing and sensor fusion support warning, tracking and targeting products for military users.
This is a distributed chain, not a single satellite that independently identifies, follows and engages a missile. SDA’s public material describes the architecture and planned capabilities, but does not disclose detection range, revisit interval, track accuracy or guaranteed performance against named missile models.

The detection-to-warning chain
SDA describes the Tracking Layer as a low-Earth-orbit constellation intended to provide indications, warning, tracking and targeting information for advanced missile threats, including hypersonic systems. The process can be understood as six linked stages:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Observe: an infrared payload looks for radiation associated with a hot missile event against the Earth background.
- Measure: the spacecraft collects the infrared observations and associates them with a possible moving event.
- Form a track: onboard mission-data processing produces a preliminary two-dimensional track.
- Communicate: optical terminals and radio links send processed or unprocessed mission data to other PWSA satellites and optical ground terminals.
- Fuse: information from multiple spacecraft, layers and sensing modes is combined to improve the operational picture.
- Deliver products: the network distributes warning, tracking, custody and targeting data to military users in operationally relevant time.
Each stage affects the usefulness of the next one. A sensitive detector is not enough if its observations cannot be processed, routed and delivered quickly; likewise, a fast network cannot compensate for an observation that is ambiguous or incomplete.

How infrared sensors see a missile event
Heat against the Earth background
Missile launches, powered flight and other hot events emit infrared radiation. An infrared payload measures that radiation while looking toward a changing, bright Earth background. The contrast between an event and its surroundings gives the system a basis for detecting a candidate threat.
SDA’s August 19, 2024 Tracking Layer fact sheet identifies shortwave infrared sensing. Shortwave infrared is a portion of the infrared spectrum useful for observing high-temperature phenomena and atmospheric scenes. The fact sheet establishes the sensor type, but it does not provide a public detection threshold, minimum observable object size, maximum range or probability of detection.
What an observation does—and does not—prove
An infrared detection is an observation, not automatically a confirmed missile identification. Clouds, atmospheric effects, sun glint, background temperature changes, plumes and other heat sources can complicate interpretation. A system must estimate whether a signal is moving in a threat-like way, reject false alarms and continue receiving observations before a confident track can be produced.

Public SDA descriptions do not state how the Tracking Layer performs against a particular missile type, trajectory or weather condition. Constellation size alone cannot be used to infer those figures.
What onboard processing contributes
Two-dimensional track formation
The 2024 fact sheet lists “On-board Mission Data Processing for 2D track formation.” In practical terms, processing occurs on the spacecraft soon after sensing rather than waiting for every raw measurement to travel to a distant ground facility. The processor can organize time-tagged observations into a preliminary estimate of where a moving source appears in the sensor’s field of view.

A two-dimensional track describes angular or image-plane motion from the satellite’s viewpoint. It is an important early product, but it is not the same as a complete three-dimensional trajectory, a final classification or an engagement-quality firing solution. Those higher-level products require additional measurements, geometry, time history and often data from other sensors or spacecraft.
Why processing is done in orbit
Onboard processing can reduce the amount of data that must cross the network, prioritize urgent observations and provide other satellites with a usable track sooner. SDA also says Tracking vehicles can transfer both processed and unprocessed Tracking mission data. That combination allows rapid distribution of a track while preserving measurements that later processors may need for confirmation, refinement or forensic analysis.

How the PWSA moves the information
Optical inter-satellite links
Tracking satellites carry communications payloads. SDA’s 2024 fact sheet says optical communication terminals transfer processed and unprocessed Tracking mission data to other PWSA vehicles and to optical ground terminals. These laser links form part of the broader PWSA mesh, allowing information to move across a constellation instead of following a single satellite-to-ground route.
A satellite that sees a possible launch can therefore pass a track to neighboring spacecraft, which can relay it toward a gateway, another sensing layer or an operational user. The value is network-wide: a local observation can become a regional or global warning product when the mesh distributes it quickly.

Ka-band and S-band functions
The fact sheet also describes Ka-band uplink and downlink and S-band backup telemetry, tracking and command functions. Ka-band supports high-rate communications for mission data and network operations as specified in the published design. S-band is described as a backup path for telemetry, tracking and command—the engineering functions used to monitor and control a spacecraft.

These bands and optical terminals serve different roles. Optical links are central to high-speed inter-satellite data movement; radio links provide space-to-ground or command-and-control paths where the architecture assigns them. SDA does not publish a single end-to-end latency figure for the complete warning chain.
How processing and fusion turn tracks into products
From a preliminary track to a usable picture
Additional processors can compare observations from several Tracking vehicles, test whether tracks are consistent over time and update estimates as new measurements arrive. They can also attach confidence information, correlate a track with known flight behavior and format the result for command-and-control systems. SDA describes data fusion and tactical data products as part of the Tracking mission.
“Targeting” in SDA’s architecture means supplying information that supports military targeting functions. It should not be read as a claim that a Tracking satellite itself launches a weapon or independently authorizes an engagement. The public sources do not establish that tracking data alone produces an engagement solution.
Tracking, Custody and Transport are different layers
The names describe related but distinct jobs within the PWSA:

| Layer | Primary function in SDA descriptions | Typical information role |
|---|---|---|
| Tracking | Missile indications, warning, tracking and targeting, including advanced and hypersonic threats; infrared payloads and onboard track formation | Detects and characterizes missile-related events and distributes Tracking mission data |
| Custody | Maintains custody of time-sensitive targets and fuses multiple sensing modalities | Combines observations such as visible, infrared, radio-frequency, synthetic-aperture-radar and multispectral data |
| Transport | Provides the communications mesh linking PWSA spacecraft through optical inter-satellite links | Moves data between satellites, ground terminals and users |
Tracking and Custody therefore should not be used as interchangeable names for the same spacecraft mission. Transport is the connective layer that helps the sensing and processing layers share information.
What “global” coverage means in this architecture
SDA’s mission language uses global indications, warning, tracking and targeting. In an orbital constellation, global coverage is achieved through the number and placement of satellites, overlapping fields of view, orbital motion, communications paths and the ability to hand a track from one spacecraft to another. It does not mean that one satellite continuously watches every point on Earth.
Whether a particular threat is observed depends on geometry, line of sight, atmospheric conditions, sensor performance, satellite availability, processing and communications. SDA’s public material reviewed for this article does not provide a guaranteed revisit interval or continuous coverage percentage for a particular location.

Announcements about successive tranches describe planned procurements and mission objectives. They are not, by themselves, proof that all announced spacecraft are in orbit or operational.
| Program reference | Announced quantity or value | Sensor or mission emphasis | Schedule or objective stated at announcement |
|---|---|---|---|
| Tranche 1 | 28 planned Tracking vehicles within the described fully deployed Tranche 1 mix; 126 planned Transport vehicles | Tracking vehicles identified as carrying infrared payloads | SDA’s on-orbit page presents this as planned architecture composition; it is not a confirmed present operational count |
| Tranche 2 | 54 Tracking Layer satellites, announced January 16, 2024 | A select number were to incorporate fire-control-quality infrared sensors | SDA said launch was planned no later than April 2027; that date is the announcement’s plan, not a verified current schedule |
| Tranche 3 | 72 Tracking Layer satellites under four agreements totaling approximately $3.5 billion, announced December 19, 2025 | Payloads intended to generate fire-control-quality tracks | SDA said launches were planned in fiscal year 2029 and described the tranche as adding near-continuous global missile-warning and tracking coverage |
| Older end-state description | More than 100 Tracking Layer vehicles | Long-term constellation concept | Reported in an October 2023 SDA fact sheet; it is an older planning figure, not a current satellite count |
The different figures are not necessarily contradictory: they refer to different tranches, planning horizons or architecture descriptions. A current on-orbit total cannot be calculated from them without an official status report for each vehicle.

What “fire-control-quality” means here
SDA uses “fire-control-quality” to describe a level of track information intended to support weapon-system functions. The phrase signals a higher performance objective than an initial warning cue, but the public announcements do not define the numerical accuracy, latency, confidence or missile-specific conditions required to meet that label.
It is therefore safer to treat the term as a stated program requirement or capability goal, not as a publicly verified measurement for every satellite in a tranche.
How a warning could reach military users
- Initial cue: a shortwave-infrared payload records a heat signature that may be associated with a missile event.
- Local assessment: onboard software time-orders the measurements and forms a two-dimensional track candidate.
- Network dissemination: the spacecraft sends a processed track, and potentially supporting raw data, through optical links or an assigned radio path.
- Cross-checking: other Tracking vehicles and Custody sensors contribute observations that can confirm, refine or reject the track.
- Product generation: processors create warning, tracking, custody or targeting data in formats usable by operational systems.
- User action: authorized military command-and-control systems assess the product alongside other intelligence and make decisions. The satellite network supplies information; it is not described as making the engagement decision.
This sequence also explains why communications and software are as important as the detector. A high-quality observation that arrives too late may be less useful than a slightly less precise cue delivered promptly and then refined by the network.

SDA’s official pages and fact sheets reviewed here do not publish:
- a maximum or minimum detection range;
- a guaranteed probability of detecting a particular missile;
- track-accuracy figures or error bounds;
- a fixed revisit interval for a location;
- classification confidence for named missile models;
- the exact number of satellites currently operational;
- the present status of every announced vehicle, payload or launch date.
Those omissions matter. It would be incorrect to infer a sensor’s range from the number of satellites, to treat a planned launch date as a completed deployment or to claim that every hypersonic vehicle will be detected and continuously tracked under all conditions.
Why the architecture uses several sensing modes
Infrared is well suited to hot missile events, but no single sensing mode answers every question. Custody’s stated sensor mix—visible, infrared, radio frequency, synthetic aperture radar and multispectral data—can provide different views of a target and its environment. Combining independent observations can help maintain custody when one sensor is obstructed, loses line of sight or produces an ambiguous measurement.
The Tracking Layer’s infrared mission and Custody’s multisensor mission are complementary. Tracking supplies rapid missile-warning and track information; Custody helps preserve a time-sensitive target picture; Transport connects the elements. Together they form a resilient sensing and data-delivery architecture rather than a stand-alone “missile camera.”
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow to read SDA announcements accurately
- Separate plans from status: words such as “planned,” “will provide” and “intended” describe future or target capability.
- Keep the announcement date: the 54-satellite Tranche 2 figure belongs to January 16, 2024; the 72-satellite, approximately $3.5 billion Tranche 3 figure belongs to December 19, 2025.
- Distinguish a layer from a vehicle: Tracking, Custody and Transport refer to architectural functions, not three interchangeable names for one satellite.
- Do not turn labels into test results: “shortwave infrared,” “2D track formation” and “fire-control-quality” describe published design language, not a complete public performance data sheet.
- Look for the complete chain: detection, processing, communications, fusion and user products must all work together for a warning to be operationally useful.
What readers can conclude
SDA’s Tracking Layer is designed to turn infrared observations of missile-related heat into rapidly shared track information. Shortwave-infrared payloads provide the initial measurement; onboard processing forms two-dimensional tracks; optical and radio communications distribute data across the PWSA; and additional processing and fusion produce warning, custody and targeting products. The architecture’s public description supports that chain, while leaving exact range, accuracy, revisit and missile-specific performance undisclosed.
