Recessions start when economic activity passes a peak and begins a broad, sustained decline. There is no single event or numerical threshold that causes every recession. A central-bank tightening, an oil-price surge, a collapse in credit, or a combination of shocks can reduce spending and production. Whether that initial pressure becomes a recession depends on how deeply it affects households and businesses, how widely it spreads across sectors, and how long it lasts.
In the United States, the National Bureau of Economic Research (NBER) dates recessions by weighing the economy as a whole—not by applying a two-quarter GDP rule. Understanding that distinction helps separate an isolated slowdown from a genuine downturn and explains why the cause of a particular recession is often disputed.

What is a recession?
The NBER’s traditional US definition is “a significant decline in economic activity spread across the economy, normally visible in production, employment, and other indicators.” The committee evaluates three related dimensions:
Recommended Free Tools
- Depth: How sharply activity falls.
- Diffusion: How many parts of the economy are affected.
- Duration: How long the decline continues.
These dimensions interact. An unusually deep and broad decline can qualify even if it is brief, while a mild decline may need to persist longer. The NBER dates a recession from the peak month—the final month of expansion—to the trough month, when the contraction ends. Its announcement on June 8, 2020, identified the February 2020 peak as the end of a 128-month expansion, the longest in its chronology dating back to 1854. That is a historical measurement, not a warning that expansions or recessions have a fixed maximum length.

Why two falling GDP quarters is only shorthand
“Two consecutive quarters of declining real GDP” is a useful media shortcut, but it is not the NBER’s complete test. Most NBER recessions have included at least two declining GDP quarters; the 2001 recession did not. GDP is quarterly, while the committee also examines monthly evidence and can identify a peak or trough that does not line up neatly with quarter boundaries.
Definitions and dating institutions differ outside the United States. A statement that an economy is “in recession” should therefore specify the country and the authority making the determination.
How a recession develops from an initial shock
A typical transmission path can be described as:
- Shock or policy change: A rate increase, fiscal contraction, energy disruption, credit loss, or another event changes financial conditions or costs.
- Pressure on demand, costs, or credit: Borrowing becomes more expensive, purchasing power falls, lenders pull back, or business inputs become costlier.
- Lower spending and investment: Households postpone purchases and firms cancel projects, reduce inventories, or delay hiring.
- Weaker production and employment: Sales slow, factories operate below capacity, and payrolls or hours decline.
- Feedback across the economy: Lost income reduces consumption further, weaker sales increase defaults, and tighter credit spreads the damage to additional sectors.
This sequence is an explanatory framework, not a mechanical law. A shock can be absorbed if households, firms, banks, and policymakers have enough financial capacity. Conversely, a modest shock can produce a severe contraction when vulnerabilities are already large.
Trigger versus vulnerability: two different causes
A trigger is the event or factor that starts a crisis. A vulnerability is a structural weakness that allows the initial shock to spread or become more damaging. In testimony on September 2, 2010, Federal Reserve Chair Ben Bernanke urged analysts to distinguish “the particular events or factors that touched off the crisis” from “the structural weaknesses in the financial system and in regulation and supervision that propagated and amplified the initial shocks.”

This distinction prevents a common analytical error. Saying that mortgage losses triggered the 2007–09 financial crisis does not mean mortgage losses alone explain its scale. Leverage, complex securities, fragile short-term funding, and weak risk controls helped transmit losses through financial markets. Nor does the example imply that every recession begins in housing or finance.
Major forces that can trigger a downturn
| Initial pressure | How it can spread | Illustrative US evidence | Attribution limits |
|---|---|---|---|
| Monetary or fiscal tightening | Higher borrowing costs or reduced public demand depress housing, investment, consumption, and hiring. | The 1937–38 recession has been linked in Federal Reserve historical accounts to a contraction in the money supply associated with Federal Reserve and Treasury policies, alongside contractionary fiscal policy. | Historical accounts describe possible and interacting causes rather than a universal single-cause rule. |
| Oil and other energy shocks | Fuel and transportation costs rise, cutting household purchasing power and squeezing business margins. | Oil prices more than doubled between April 1979 and April 1980. Federal Reserve History describes the oil shock’s interaction with monetary contraction under Paul Volcker as contributing to a severe recession. | The effect depends on the shock’s size, policy response, energy intensity, and existing financial conditions. |
| Financial distress and credit contraction | Asset losses weaken lenders, lending standards tighten, and firms and households lose access to financing. | Losses on mortgage-related assets strained global markets in 2007; distress at large firms and market turbulence then spread the shock more broadly. | The Great Recession is a documented example, not evidence that all recessions originate in financial markets. |
| Overlapping shocks | Several pressures reinforce one another, making spending, production, and employment decline together. | Federal Reserve research notes that many recessions were preceded by higher oil prices and tightening monetary policy and/or credit markets. | Correlation alone cannot establish how much any one factor caused a particular downturn. |
Tighter monetary policy
When a central bank raises policy rates or otherwise restricts financial conditions, commercial borrowing costs typically increase. Mortgage payments, business loans, and the discount rate used to value investments can all rise. Interest-sensitive sectors such as housing, construction, and capital equipment often slow first. If rate-sensitive weakness spreads to consumer spending and hiring, aggregate activity can contract.
Monetary tightening is not automatically recessionary. Policymakers may raise rates during a strong expansion to control inflation, and the economy may slow without entering a recession. The outcome depends on the starting level of debt, the speed and size of tightening, supply conditions, household balance sheets, and how expectations change.

Government spending, taxes, and transfers influence total demand. A cut in public purchases or an increase in taxes can reduce income and sales directly, particularly when private spending is already weak. The Federal Reserve’s account of 1937–38 discusses contractionary fiscal policy as one possible contributor alongside monetary contraction. That episode illustrates why policy changes should be analyzed in context rather than treated as automatic recession switches.

Oil and energy-price shocks
A sudden energy-price increase acts through both households and businesses. Families spend more on fuel and heating, leaving less for discretionary goods and services. Transport, manufacturing, agriculture, and other energy-intensive businesses face higher costs; if they cannot pass those costs to customers, margins and production fall. If inflation prompts a central bank to tighten policy, the energy shock can interact with a second contractionary force.
Federal Reserve History’s account of the 1978–79 shock reports that oil prices more than doubled from April 1979 to April 1980 and describes the interaction between that shock and monetary contraction under Paul Volcker as pushing the economy into a severe recession. The historical example does not provide a universal oil-price threshold at which every economy must contract.
Financial distress and a credit freeze
Credit connects financial markets to ordinary economic activity. When lenders suffer large losses, they may conserve cash, demand more collateral, or stop lending to riskier borrowers. Businesses then struggle to finance payrolls, inventories, and investment; households may be unable to refinance mortgages or obtain consumer credit. Falling asset prices can further weaken balance sheets and confidence.

Other demand and supply disruptions
Recessions can also follow abrupt falls in business or consumer confidence, a collapse in a major industry, trade disruptions, natural disasters, or a public-health emergency. These events matter when they reduce production or spending across enough sectors and for long enough to satisfy the broad criteria used in recession dating. A localized disruption may cause a sectoral slump without becoming an economy-wide recession.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How the NBER decides that a recession occurred
The NBER Business Cycle Dating Committee reviews monthly measures of aggregate real activity published by federal statistical agencies and other organizations. Its listed indicators include:
- Real personal income less transfers.
- Nonfarm payroll employment and household-survey employment.
- Real personal consumption expenditures.
- Manufacturing and trade sales adjusted for price changes.
- Industrial production.
The committee does not assign these indicators fixed weights or apply a published formula. It uses judgment about whether the evidence shows a significant, economy-wide decline. This is why a single weak report cannot establish a recession and why the official announcement may arrive after the turning point, when revisions and additional data clarify the pattern.
Why unemployment is not a real-time recession switch
Employment is central to the NBER’s assessment, but unemployment alone cannot date a recession. Unemployment can begin rising before the business-cycle peak while production is still expanding, and it often continues rising after the trough because employers respond to weak demand with a delay. Payroll and household employment, income, spending, sales, and production must be considered together.

What does not, by itself, prove a recession?
- One negative GDP quarter: Quarterly output can fall because of temporary inventories, trade movements, weather, or other factors.
- Two negative GDP quarters: This is a popular rule of thumb, not the NBER’s full US definition.
- A stock-market drop: Markets can fall without a broad decline in current production, income, and employment; they can also recover before the real economy does.
- Rising unemployment alone: Labor-market deterioration can lead or lag the broader cycle.
- A slowdown in one industry: A sectoral contraction is not necessarily an economy-wide recession.
There is no universal numerical trigger threshold or recession-prediction statistic established by the NBER approach. Claims that a particular rate, oil price, yield spread, or GDP percentage guarantees a recession go beyond the evidence summarized here.
How to interpret claims that a recession has started
- Identify the geography and authority. Ask whether the claim concerns the United States and whether it comes from the NBER or another country’s statistical institution.
- Check breadth. Look for simultaneous evidence in employment, income, consumption, sales, production, and other sectors.
- Check duration and revisions. A first estimate can change as agencies receive better data.
- Separate trigger from amplifier. Determine which event initiated the pressure and which balance-sheet or policy conditions transmitted it.
- Avoid single-cause certainty. Historical explanations often identify interacting contributors rather than one proven cause.
Why the causes of a specific recession remain debated
Economic downturns are usually the result of timing and interaction. A rate increase may be manageable until highly leveraged borrowers begin defaulting. An oil shock may be tolerable until inflation leads to aggressive monetary tightening. A financial loss may remain contained unless lenders rely on fragile short-term funding. Because several forces can move at once, researchers may agree that a recession followed a shock while disagreeing about which factor contributed most.
The strongest explanation therefore identifies a sequence: what changed first, which costs or constraints followed, how spending and credit responded, and which vulnerabilities amplified the decline. It also states what the evidence cannot establish—for example, that a correlation between oil prices and recessions proves oil prices caused a particular episode.

A recession begins when an expansion peaks and economic activity declines broadly enough, deeply enough, and long enough to qualify as a contraction. Policy tightening, energy-price spikes, financial distress, and other shocks can start the process, but vulnerabilities determine how far it spreads. In the United States, the NBER’s multi-indicator, judgment-based dating process—not the two-quarter GDP shorthand or any single unemployment reading—determines the official historical record.
