Crude oil is the largest single input in gasoline, diesel, and heating oil, but a crude-price move does not translate into an immediate, identical change in every retail price. Refining margins, distribution, taxes, seasonal demand, fuel specifications, inventories, transport constraints, and local competition all intervene. The evidence summarized here is primarily about the United States, where prices can diverge substantially between regions and between fuels.
The practical result is that a falling oil benchmark can take time to reach a filling station, while a winter heating-oil bill can rise even when crude prices are steady. To understand a price change, separate the crude component from the costs and market conditions specific to the fuel and location.

How crude becomes a retail fuel price
Retail gasoline and diesel prices are built from several layers rather than from crude oil alone. The U.S. Energy Information Administration (EIA) identifies four broad components:
| Component | What it covers | Why it changes |
|---|---|---|
| Crude oil | The refinery’s acquisition cost for crude feedstock | Global supply and demand, geopolitical events, production decisions, inventories, and financial-market expectations |
| Refining | Processing costs and the refinery’s margin or profit | Plant outages, maintenance, available capacity, crude quality, energy costs, and demand for particular fuel grades |
| Distribution and marketing | Pipeline, terminal, truck, storage, station operations, and business margins | Distance, congestion, local supply, operating expenses, and competition among sellers |
| Taxes | Federal, state, and sometimes county or municipal charges | Tax policy and the jurisdiction where the fuel is sold |
Those shares are not fixed. A refinery disruption can enlarge the refining component while crude is unchanged. A remote market can have higher transport costs than a coastal market. A heavily taxed jurisdiction can post a higher pump price even when wholesale fuel costs are similar.

EIA also describes a lag between changes in spot prices and changes at retail for gasoline and diesel. Its methodology does not establish one universal number of days. The delay depends on inventories, contracts, delivery schedules, local competition, and how quickly wholesalers and retailers adjust their margins. Therefore, comparing a crude quote from today with a pump price from today can produce a misleading conclusion.
Why gasoline responds to oil prices
Crude is a major input, not the whole bill
Refineries turn crude into gasoline, so sustained changes in crude acquisition costs normally influence wholesale and retail gasoline. The pass-through is filtered through refinery margins, distribution, station costs, and taxes. When those other components move in the opposite direction, the pump response can be smaller than the crude move; when they move in the same direction, the response can be larger.
Summer demand and regional formulas
Gasoline demand often increases during the summer driving season. At the same time, some markets require special gasoline formulations to control emissions. Producing, storing, and transporting these blends can make a local market tighter than another market using a different specification. Ethanol blending requirements and local supply conditions add further variation.

Retailers also face location-specific operating costs and competition. Two stations supplied from different terminals can therefore post different prices even when they buy crude against the same international benchmark. A regional pipeline interruption or refinery outage can raise gasoline prices locally without a comparable change in crude.

Reading a gasoline price change
For a useful comparison, first ask whether the two prices are for the same grade and region. Then check the timing: a spot-price movement may not have reached retail yet. Finally, distinguish a broad crude trend from a temporary change in refinery margins, seasonal demand, fuel formulation, or local supply. This approach explains why a pump price can remain high after crude falls, or rise while crude is flat.
Why diesel can move differently
Historical crude share
EIA reports that crude oil accounted for about 51% of monthly average U.S. retail on-highway diesel prices from 2004 through 2025. This is a historical average for that specific product and period, not a permanent rule for every diesel price, fuel, or future year. The remaining share reflects refining, distribution, marketing, station operations, and taxes.
Diesel is part of the distillate market
Diesel competes for refinery capacity and inventory with other middle-distillate products. EIA says diesel fuel and heating oil are practically the same fuels, so demand for one can affect the price of the other. Strong winter heating demand can draw on distillate supplies also used by vehicles, while agricultural demand can increase diesel use during planting and harvest periods.

A refinery that can produce only limited distillate may face sharply different diesel economics from its gasoline economics. This is why diesel and gasoline prices can widen or narrow their gap even when both are made from crude oil.

A dated price snapshot is not a current quote
In an analysis published September 18, 2026, EIA reported an average U.S. retail diesel price of $6.29 per gallon as of Monday, September 14, 2026. That figure describes that historical observation; it should not be treated as the current national price or as a forecast. Prices change with crude, distillate balances, taxes, and regional conditions.
Why heating-oil costs rise in winter
Seasonal demand can dominate the short-term movement
Home heating oil is closely linked to the distillate market, but household bills also reflect when customers need the fuel. EIA explains: “Even when crude oil prices are stable, home heating oil prices tend to rise in the winter—October through March—when demand for heating oil is highest.” Cold weather increases withdrawals from storage and raises the value of available supply. A mild winter can reduce that pressure; a severe or prolonged winter can intensify it.
Local suppliers and delivery terms matter
Heating oil is usually delivered to a property rather than purchased at a nationwide standardized retail network. Competition among suppliers in a region affects quoted prices. Delivery fees, minimum-order rules, payment terms, storage-tank arrangements, and the timing of a refill can change the delivered cost even when two households are in the same state.
Recommended Free Tools
There is no universal crude-to-household-bill conversion. A household’s consumption, insulation, thermostat settings, equipment efficiency, tank size, and delivery schedule determine how much a market price affects its total spending. A customer who fills a tank before a cold snap may face a different effective price from one who orders during peak demand.

Taxes create a floor and a regional gap
Taxes do not follow the crude market, so they can cushion or amplify differences between locations. EIA figures reported as of January 2026 list these motor-fuel taxes:
| Fuel | Federal tax | Average state tax | Scope |
|---|---|---|---|
| Gasoline | 18.40 cents per gallon | 33.27 cents per gallon | State average excludes county and local taxes |
| Diesel | 24.40 cents per gallon | 35.50 cents per gallon | State average excludes county and local taxes |
These are time-sensitive U.S. figures, not worldwide rates and not guarantees for every state or locality. Because many fuel taxes are charged per gallon, a crude-price decline does not remove those cents from the pump price. Conversely, a tax change can alter the retail price even if crude, refining, and distribution costs are unchanged.

Timing and inventories
Wholesale markets can reprice rapidly while stations are still selling fuel bought earlier. Retailers may also delay a price change until their replacement inventory cost is clearer. The result is a lag rather than a synchronized move.

Refinery margins reflect the value of turning crude into a particular product. Maintenance, unplanned outages, limited capacity, or a mismatch between available crude and required fuel grades can raise margins. If margins fall while crude rises, the retail increase may be muted; if margins rise while crude falls, consumers may see little immediate relief.

Regional logistics
Pipelines, ports, terminals, rail lines, and truck routes determine which supplies can reach a market. A disruption in one corridor may create a regional shortage while other regions remain well supplied. Islands and remote areas generally have fewer supply options, making local conditions more influential.
Demand cycles
Gasoline demand commonly strengthens in summer. Heating-oil demand is concentrated in the October-to-March heating season. Agricultural and freight activity can affect diesel demand. These cycles can pull fuels in different directions even when crude is a shared input.
How to analyze a price change step by step
- Define the product. Identify gasoline grade, on-highway diesel, or delivered home heating oil. Do not compare a pump price with a heating-oil invoice as if they were identical transactions.
- Match the geography. Use the same state, market, or delivery area. U.S. averages hide local taxes, transport costs, and competition.
- Match the dates. Allow for the lag between a spot-price move and retail pricing. A same-day comparison is often premature.
- Separate the components. Consider crude, refining margin, distribution and retail costs, and taxes rather than attributing the entire change to crude.
- Check the season. Look for summer gasoline demand, winter heating demand, or agricultural and freight effects on diesel.
- Look for supply events. Refinery outages, import disruptions, pipeline constraints, and low inventories can overwhelm the crude signal in a local market.
- For heating oil, compare delivered offers. Include delivery fees, minimum quantities, payment terms, and refill timing, not just the advertised per-gallon price.
Comparing gasoline, diesel, and heating oil
| Question | Gasoline | Diesel | Home heating oil |
|---|---|---|---|
| Shared crude exposure | High, filtered through refining and retail costs | High; crude averaged about 51% of U.S. on-highway diesel retail prices from 2004–2025 | High, with distillate-market conditions also important |
| Distinct demand pattern | Often stronger in summer | Freight, agriculture, exports, and competition with other distillates | Strongly concentrated in October–March |
| Fuel-specification effects | Regional formulations and ethanol blending can matter | Product and emissions requirements, plus distillate availability | Practically the same fuel as diesel, so the markets are linked |
| Retail setting | Fuel station and local wholesale network | Stations, commercial distributors, and wholesale buyers | Delivered by local suppliers to a storage tank |
| Important local variable | Station competition, taxes, and supply routes | Freight demand, inventories, and transport constraints | Supplier competition, delivery terms, and weather |
What consumers and businesses should expect
A crude-price decline usually improves fuel economics only after wholesale inventories and contracts work through the system. The timing and size of the retail response can differ by fuel and location. A household that budgets for heating oil should expect winter volatility even in a stable crude market, while a trucking or agricultural operation should watch distillate inventories and seasonal demand as well as crude.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFor gasoline and diesel, compare prices over several days or weeks and use the same location and grade. For heating oil, retain invoices and compare the delivered per-gallon cost and fees among local suppliers before the heating season. These comparisons reveal whether a change is coming from the broad oil market or from the local parts of the supply chain.
