How Do Livestock Ships Compare With Transporting Animals by Road or Air?

There is no universally safest mode for live animals. A livestock vessel can move large numbers over long distances, while road transport offers more direct control over vehicles, stops and handling. Air is a recognized mode, but the official material available for this comparison does not provide enough livestock-specific data to rank its welfare, cost or capacity against ships and trucks. The decisive question is therefore the complete journey—loading, waiting, transfers, travel, unloading, weather and the animal’s condition—not the vehicle label alone.

World Organisation for Animal Health (WOAH) guidance says journey time should be minimized and planned around species, age, fitness, fatigue, feed and water needs, available space, weather and the transport system. The European Commission’s current EU measures add vessel-specific inspections and controls, but neither those measures nor international recommendations create a global ranking of ship, road and air transport.

At a glance: what each mode can and cannot tell you

Mode What the evidence supports Important limits
Sea (livestock vessel) Voyage planning must account for animal vulnerability, fatigue, feed and water, pen space, weather, vessel design, propulsion and sea conditions. WOAH recommendations cover ventilation, observation, emergency planning, records and fitness to travel. Read WOAH’s 2024 sea-transport chapter. A long sea route is not automatically welfare-neutral. Outcomes depend on execution, inspection, stocking density, ventilation, provisioning, sea state and the condition of animals before loading. The cited standards do not provide comparative outcome rates for ships versus roads.
Road Rules and recommendations address vehicle construction, ventilation while moving or stationary, room to stand or lie, bedding where appropriate, journey planning, rest, feed, water, observation and disease control. Read WOAH’s 2024 land-transport chapter. Vehicle condition, driving, loading and unloading, delays, heat or cold, route quality and access to rest facilities can undermine welfare. A truck carried on a ferry remains part of the full road journey and must be assessed as such.
Air Air is one of the modes used to move live animals within, into and out of the European Union, according to the European Court of Auditors (ECA). The reviewed official sources do not establish livestock-specific welfare outcomes, costs, capacity, route coverage or a fair speed comparison for air. Do not infer that air is automatically better or worse from passenger- or cargo-aviation assumptions.

The EU moves billions of live animals each year by road, sea, rail and air, but the ECA’s 2023 review does not turn that broad figure into a welfare rate by mode. There is no comparable published statistic in the cited material for ship-versus-road-versus-air livestock welfare.

Why the whole journey matters more than the mode

A transport plan should count every stage: gathering and loading, time waiting at a staging point or port, transfers between vehicles or vessels, the movement itself, unloading and recovery. A nominally short trip can become lengthy if animals wait in heat, cold or poor ventilation. Conversely, a long voyage may be manageable only when the vessel, stocking density, provisions, monitoring and contingency plans are suitable.

WOAH’s 2024 sea chapter states that “The amount of time animals spend on a journey should be kept to the minimum.” For sea journeys, the appropriate duration also reflects animal condition, fatigue, feed and water requirements, space, weather, vessel type, propulsion and sea conditions. The land chapter similarly emphasizes minimizing journey time and planning for stops, supplies and emergencies.

Species, age, pregnancy, body condition, previous handling and disease status can change the answer. A fit adult animal and a young, injured, late-pregnant or otherwise vulnerable animal do not have the same tolerance for crowding, motion, heat or delays. Fitness to travel must be decided before loading; transport is not a substitute for veterinary treatment.

How livestock ships work—and where their risks concentrate

Voyage planning and duration

A livestock vessel is planned around a route, a vessel’s capacity and the number and type of animals. The plan has to include loading and unloading windows, feed and water consumption, expected weather and sea conditions, port procedures, possible delays and a response if equipment or propulsion fails. WOAH’s sea guidance treats duration as a welfare decision rather than simply a nautical distance.

Because a ship may remain at sea for an extended period, a planner cannot rely on the next stop for routine supplies. Feed and water must be available in sufficient quantity and quality for the voyage, with reserves and a practical way to distribute them. Animals must have usable space to stand and lie, and pens must be arranged so staff can reach and inspect them.

Ventilation, temperature and pen environment

Ventilation is a central vessel issue. Air movement must be adequate for the species and stocking arrangement, including when weather or vessel operations require closed or partly enclosed decks. Heat, humidity, ammonia, wet bedding and manure accumulation can worsen conditions. The vessel’s design, power supply and ability to maintain ventilation in rough weather all matter.

Space is not just a square-metre calculation. Animals need enough room for normal posture and to avoid being trapped or pressed against structures. Deck layout, partitions, ramps and surfaces affect falls, injuries and access to feed and water. Bedding or other flooring provisions may be needed to manage moisture, slipping and waste.

Observation and emergency response

Regular observation allows crew to identify animals that are down, injured, dehydrated, overheated, chilled or unable to reach resources. A ship’s plan should specify who inspects each pen, how findings are recorded and how an animal is isolated, treated or humanely killed when necessary. WOAH recommends emergency procedures for equipment failure, severe weather, fire, flooding, disease and other events.

At sea, outside assistance may be far away. That makes competent personnel, veterinary arrangements, spare equipment, communication and a documented contingency plan particularly important. A plan that exists only on paper is not equivalent to trained staff and functioning systems.

Records, fitness and traceability

Before loading, records should identify the consignment, animals, origin, destination, handlers and relevant health information. During the voyage, records of feed and water, inspections, injuries, deaths, treatments, weather and significant incidents support decisions and later accountability. These records also help authorities determine whether a problem arose during loading, at sea or after arrival.

WOAH’s recommendations are international standards, not automatically binding law in every country. The responsible authority, the exporting and importing jurisdictions, and any transit rules determine which requirements are legally enforceable.

How road transport differs

Vehicle design and the route

Road transport uses vehicles and containers designed for the species and the route. They should provide adequate strength, secure doors and partitions, non-slip surfaces, protection from weather, and enough headroom for animals to stand naturally. Ventilation must remain effective even when the vehicle is stationary, such as during traffic queues, border checks or loading delays.

Journey planning should identify suitable roads, rest locations, loading points, water and feed access, emergency contacts and alternatives if a route is blocked. Stopping is not automatically rest: animals still need an environment in which they can lie, recover and receive water or feed when required. The driver and handlers must be able to observe animals and act on signs of distress.

Handling, motion and weather

Acceleration, braking, cornering, road vibration and ramp use can cause falls or collisions when animals are poorly loaded or partitions are unsuitable. Calm handling, competent loading and unloading, and avoiding unnecessary transfers reduce these risks. Heat and cold can become severe inside a stationary vehicle, so departure times, shade, airflow and contingency planning matter.

WOAH Regional Representation for Europe summarizes the consequences plainly: “Overcrowding, extreme weather conditions and poor handling of animals during transport can lead to injuries, weight loss and diseases.” The statement applies to transport practice, not to one particular mode.

Ferries and roll-on/roll-off vessels

A truck journey that includes a ferry is still a combined road-and-sea journey. WOAH says vehicles and containers carried on roll-on/roll-off vessels should be secured. Enclosed decks need adequate ventilation for animals in secondary vehicles or containers. The assessment must therefore cover the truck’s loading density and equipment, the ferry crossing, ventilation on the vehicle deck, time waiting to board and disembarkation procedures.

What can responsibly be said about air transport?

The ECA’s 2023 review recognizes air among the ways live animals move within and to and from the EU. That establishes use of the mode, not a welfare ranking. The official sources cited here do not provide a comparable dataset for livestock air journeys covering mortality, injury, stress, cost, capacity, route length or handling performance.

Air shipments can involve multiple hand-offs—farm or collection point to a road vehicle, airport staging, aircraft loading, arrival handling and another road leg—but the reviewed material does not quantify how those stages compare with ship or truck journeys. It would be misleading to fill the evidence gap with assumptions from passenger travel or general air freight. Any real decision would need species-specific airline and airport requirements, crate design, temperature controls, veterinary documentation and the complete door-to-door itinerary.

Comparison by the welfare factors that actually decide a journey

Factor Livestock vessel Road vehicle Air
Total time Plan sea duration plus port waiting, loading and unloading; account for fatigue, supplies, weather and sea conditions. Plan driving time plus traffic, border, rest, loading and unloading delays; minimize unnecessary transfers. Comparable livestock-specific time data are not established in the cited sources; count every airport and road stage.
Feed and water Must be carried and distributed for the voyage, with reserves and contingency arrangements. Plan access during rest or stops and carry enough for delays; stationary vehicles still need safe conditions. Requirements depend on species and operator procedures; no comparative evidence is supplied here.
Space and posture Pen layout, partitions, deck surfaces and stocking density must allow standing, lying and access to resources. Vehicle dimensions, partitions, bedding and loading density determine posture and stability. Crate and aircraft configuration are not detailed in the reviewed sources.
Ventilation and temperature Ventilation must work across decks and operating conditions, including failures and severe weather. Ventilation must remain effective while moving and stationary; heat risk rises during delays. No livestock-specific comparative ventilation evidence is established here.
Motion and handling Rolling, pitching, ramps and sea state affect stability and handling at ports. Braking, cornering, vibration, ramps and driver or handler practices are central. Multiple loading interfaces may occur, but the reviewed sources do not quantify their outcomes.
Observation and emergencies Regular pen inspections, onboard personnel, records and equipment-failure plans are essential. Driver and handlers need access to animals, safe stopping places and emergency contacts. Airport and carrier procedures would need separate verification.
Disease control and traceability Health records, cleaning, isolation and voyage documentation support control and accountability. Vehicle hygiene, separation, movement records and biosecurity at stops matter. Comparable livestock-specific evidence is not stated in the cited sources.
Inspection and enforcement Vessel inspections and port controls can involve veterinary and maritime expertise. Checks focus on vehicles, journeys, handlers, records and animal condition. The reviewed sources do not provide an equivalent detailed comparison.

EU oversight of livestock vessels

The European Commission describes two measures adopted in 2023 for livestock vessels and related official controls. Implementing Regulation (EU) 2023/372 addresses livestock vessels, official controls and exit points. The Commission summarizes requirements including an electronic database of inspection results, a veterinarian aboard a vessel’s first journey and a port with a nearby control post where animals can rest. Delegated Regulation (EU) 2023/842 enhances official controls, including checks involving veterinarians and maritime engineers. See the European Commission’s animal-welfare transport overview.

These are EU measures. They should not be presented as global law or assumed to apply unchanged to a voyage outside the EU regulatory system. Export, import and transit countries may impose additional requirements.

Standards on paper versus practice

WOAH’s May 2026 thematic study examines how Members’ Veterinary Services implement land- and sea-transport standards. It combines survey data with interviews and focus groups to examine regulatory frameworks, enforcement and practical realities. Its purpose is useful for interpreting the gap between written requirements and what happens at loading points, on vehicles, aboard vessels and at destinations; a landing-page summary does not establish unreported numerical outcomes. Read the WOAH 2026 implementation study.

That distinction matters in every mode. A detailed rule cannot protect animals if authorities cannot inspect, crews are not trained, records are incomplete, equipment is defective or commercial pressure encourages unsafe loading and delays.

What EFSA’s journey-duration figures do—and do not—mean

The European Food Safety Authority’s 2011 scientific opinion includes species-specific recommendations. Its summary cites a recommended maximum journey duration of 12 hours for horses and 29 hours for cattle. These are recommendations from that 2011 opinion, not current law and not a universal cross-mode limit. They should not be copied into a modern compliance plan without checking the law and guidance that apply to the species, route and jurisdiction. Read EFSA’s 2011 opinion.

A practical method for choosing or evaluating a route

  1. Define the consignment. Record species, number, age, size, sex, pregnancy status, health, body condition and any animals that are unfit or borderline for travel.
  2. Map the entire itinerary. Include collection, loading, waiting, road legs, ports or airports, transfers, the main movement, unloading and recovery. Use realistic delay scenarios, not only scheduled times.
  3. Set welfare-critical requirements. Specify minimum space and posture, ventilation, temperature protection, flooring or bedding, feed, water, inspection frequency and emergency authority.
  4. Match the mode to the route. For a ship, verify pen design, deck ventilation, provisions, sea-weather limits, onboard competence and port controls. For road, verify vehicle suitability, driver and handler competence, rest locations, route conditions and stationary ventilation. For air, obtain species-specific carrier and airport requirements and evaluate every road and handling connection.
  5. Check legal authority. Identify the exporting, transit and importing jurisdictions, required veterinary documents, approved vehicles or vessels, inspection points and any species-specific journey limits. Treat WOAH guidance as international recommendations unless adopted in local law.
  6. Prepare contingencies. Decide what happens if a vehicle breaks down, a vessel loses ventilation or propulsion, weather closes a port, a flight is delayed, an animal becomes injured or feed and water are disrupted.
  7. Audit execution. Require records of loading density, departures and arrivals, inspections, feed and water, injuries, deaths, treatments, delays, temperatures where relevant and corrective actions. Compare the plan with what actually occurred.

Common mistakes when comparing modes

  • Ranking by distance alone. A shorter route can contain long waits or repeated transfers; a longer route can fail through poor ventilation or provisioning.
  • Assuming ships eliminate road risk. Animals usually travel to and from a port, and a truck on a roll-on/roll-off ferry remains part of the welfare assessment.
  • Treating a legal limit as a welfare guarantee. A maximum journey time does not make an unsuitable vehicle, weather exposure or unfit animal acceptable.
  • Using the 2011 EFSA figures as current law. They are dated scientific recommendations, not a universal rule.
  • Filling the air-evidence gap with intuition. The cited sources do not support claims that air is faster, cheaper, safer or more stressful for livestock in general.
  • Ignoring implementation. Inspection frequency, trained personnel, accurate records and real emergency powers determine whether standards work in practice.
  • Comparing modes without naming the jurisdiction. EU vessel controls, national laws and international recommendations are not interchangeable.

Bottom line

Livestock ships are a large-scale option for long-distance movement, but they bring demanding requirements for sea-condition planning, deck ventilation, pen space, feed and water, observation, emergency response and inspection. Road transport allows direct management of vehicles, routes and stops, yet is highly sensitive to vehicle design, driving, handling, weather, delays and rest facilities. Air is a recognized live-animal mode, but the cited evidence is insufficient for a livestock-specific comparison of welfare, cost or capacity. The defensible choice is the mode and itinerary that keep the complete journey as short and controlled as possible for the particular animals, with suitable equipment, competent supervision, enforceable rules and a tested contingency plan.
