International and club suspensions usually apply within the competition category and rules that imposed them; a player should not assume that a ban in one automatically prevents playing in the other. The key exceptions are competition-specific carry-over rules and serious sanctions extended worldwide. To determine a particular player’s eligibility, check who issued the suspension, what type it is, and the regulations for the relevant competition.
What determines where a suspension applies?
“International” and “club” describe the type of competition, not a universal boundary for every ban. A suspension’s reach depends on the authority that imposed it, the competition and category covered, and whether the sanction is automatic or separately imposed.

For a specific case, check these points in order:
- Who issued the sanction? It may come from FIFA, UEFA, a national association, a league or another competition organiser.
- What competition and category does it cover? Distinguish representative-team competitions from club-team competitions, and check whether the decision names a particular tournament.
- What kind of suspension is it? An automatic ban after a dismissal or accumulated cautions may follow different rules from an additional disciplinary sanction.
- What do the competition’s carry-over rules say? Check the relevant regulations for transitions between matches, competitions, qualifying and a final tournament.
- Has the sanction been extended beyond its original scope? A serious sanction may have a wider effect if the governing rules provide for it.
How UEFA’s general rules treat carry-over
Under UEFA’s 2026 Disciplinary Regulations, a suspension is ordinarily served in the competition where the offence occurred. If the competition ends before the suspension is served, its own regulations determine what happens next. Where those regulations do not address the issue, UEFA’s fallback is to carry the ban to the next official competition in the same category: representative-team or club-team competitions. Dismissals and accumulated cautions
UEFA’s general rules say a dismissal usually brings a suspension for the next match in the competition where the player was sent off. Accumulated cautions in different matches of the same competition can also trigger a suspension, subject to that competition’s rules. UEFA further states that a cautions-related suspension must be served before another suspension.

These are UEFA rules, not a blanket answer for every domestic league, association or tournament. The applicable competition regulations and the player’s decision remain controlling.
Club competitions may define their own scope
The UEFA Europa League 2026/27 regulations set out red-card suspension scope across UEFA club competitions and include competition-specific card carry-over provisions. That is an example of rules for a particular tournament, not a universal rule for all club football. Europa League 2026/27, Article 63
Why a World Cup qualifying ban may not carry into the finals
The FIFA World Cup 2026 regulations show why a qualifying ban cannot be assessed by assuming that every suspension follows the same path into a final tournament. In an update published on 8 May 2026, FIFA’s Council said pending one- or two-match suspensions arising from specified qualifying incidents would not carry into the final competition. Those specified cases include cautions in different matches, an indirect red card and certain direct red cards. When can a suspension affect both club and international football?
FIFA describes worldwide extension as a mechanism for serious sanctions. It says associations, confederations and other organising sports bodies shall request worldwide extension for serious infringements, with examples including discrimination, match manipulation, misconduct against match officials, forgery and falsification, and sexual abuse or harassment. This means cross-context effect is possible when the rules and sanction provide for it; it does not mean an ordinary competition ban automatically applies to every club and representative-team match. There is no single answer that covers every country, competition and sanction. UEFA’s rules and the FIFA tournament example do not establish the domestic rules for every national association or league. For a current case, consult the sanction decision, the competition regulations and the applicable association rules; check them again close to the match, since the decision and regulations in force govern eligibility.
