How do AI red-team tests differ from penetration tests?

AI red teaming and penetration testing overlap, but the labels do not define the work. A penetration test usually examines a specified application or system under agreed rules. An AI red-team assessment probes an AI model or AI-enabled system for security weaknesses, misuse risks, and undesirable or misleading behavior, often under conditions that differ from normal operation. A penetration test can include those AI behaviors when the brief requires them; an AI red-team exercise can also include ordinary application and infrastructure security. The reliable way to distinguish them is to describe the target, scope, access, test conditions, and evidence—not to rely on the name of the engagement.

What the two terms mean

AI red teaming

NIST defines AI red teaming as "a structured testing effort, often adopting adversarial methods, to find flaws and vulnerabilities in an AI system, including unforeseen or undesirable system behaviors or potential risks associated with the misuse of the system." The target can be a foundation model, a fine-tuned model, an agent, a retrieval-augmented application, or a complete product that combines models with software, data, tools, and human workflows.

The assessment is adversarial by design. Testers try to make the system fail, behave unsafely, reveal unexpected limitations, or produce harmful or misleading responses. NIST also describes AI red teaming as work that may occur in a controlled environment and in collaboration with developers. That combination—hostile probing with controlled authorization—allows a team to investigate difficult failures without treating production users as test subjects.

Penetration testing

A penetration test is normally commissioned against a defined application, service, network, device, or other system. The rules of engagement specify what may be tested, which accounts or interfaces are available, what techniques are allowed, and how evidence is handled. The report maps discovered weaknesses to the scoped target and explains their impact and remediation.

When the scoped target is an AI application, a penetration test may test its APIs, authentication, authorization, cloud configuration, data flows, logging, and other conventional security controls. It may also test model behavior if that is explicitly included. The term alone does not tell a reader whether prompts, generated content, tool use, or model safeguards were examined.

Where the distinction actually lies

Dimension AI red-team assessment Penetration test
Main target AI model behavior and vulnerabilities in the AI system, including misuse and undesirable outputs A defined application or system
Adversarial focus Deliberately probes flaws, vulnerabilities, misuse risks, and harmful or misleading responses Tests the security of the specified application or system
Breadth May target a model or an integrated system; in traditional cybersecurity usage, a red team can assess an organization’s overall security posture Commonly bounded to one application or system
Conditions Often tests behavior outside ordinary operation; methods may be controlled and collaborative Conditions are set by the test scope and rules of engagement
Evaluation context Can examine technical and contextual robustness, including how a model behaves in a deployed setting Usually concentrates on the scoped system’s security
Evidence and reporting Should record test sets, metrics, tools, methods, conditions, findings, and uncertainty Reports findings against the defined target, assumptions, and scope

NIST’s AI 100-2 E2023 explains the conventional cybersecurity distinction: a traditional red team may combine physical and cyber attacks, target multiple systems, and evaluate an organization’s overall security posture, while a penetration test normally examines a specific application or system. The same document notes that AI red teaming is often used in a sense closer to penetration testing. That is why two engagements carrying different labels can be operationally similar, while two engagements carrying the same label can be materially different.

Why AI systems require behavior-focused testing

Conventional software generally has identifiable functions and security boundaries. An AI system adds probabilistic behavior, learned representations, generated outputs, and interactions in which the input changes the system’s subsequent response. A security review that checks only the surrounding web application can therefore miss failures in the model or in the way the product uses model output.

AI-specific testing asks questions such as whether the model gives unsafe or materially misleading answers, whether an adversary can induce behavior outside the intended use, and whether safeguards work consistently across realistic variations of input. The concern is not limited to confidentiality or unauthorized access. Reliability, misuse, harmful output, and the consequences of deploying an apparently acceptable model in a particular social or operational context also matter.

OWASP’s GenAI Red Teaming Guide RC3c says generative-AI red teaming should include harmful or misleading model responses and should treat the model and its output as part of the adversary’s view. Verify the guide’s revision before relying on it for a current engagement. Its emphasis illustrates why an AI assessment cannot be reduced to scanning the application that calls an API.

The system layer being tested matters

Model testing

Model testing evaluates capabilities, limitations, robustness, and failure patterns of the model itself. It can use curated test sets, adversarial prompts, human review, automated metrics, or a mixture. Results describe the tested model version and conditions; they do not automatically describe every product that deploys that model.

Integrated-system testing

An integrated assessment adds the components around the model: prompt construction, retrieval, data stores, tool or API calls, identity controls, moderation, user interfaces, monitoring, and human escalation. A weakness may arise from the connection between components even when the underlying model behaves as expected in isolation.

Field testing

NIST’s ARIA evaluation program separates model testing, red teaming, and field testing. Field testing examines technical and contextual robustness in a setting closer to actual use. A model-only exercise cannot establish how the deployed product behaves when users, data, permissions, operational incentives, and surrounding software affect the outcome.

NIST’s generative-AI evaluation program covers text, image, code, audio, and video. The modality changes the relevant test conditions and evidence. A written response, an executable code sample, an image, and an audio output can create different safety, security, and review requirements.

How to define an AI assessment or penetration test

Before testing begins, write a brief that makes the engagement understandable to someone who was not in the planning meetings. The following sequence prevents the label from hiding important exclusions.

  1. Name the target. Identify the model name and version, the product or service, interfaces, connected tools, data sources, and environments. State whether the target is a standalone model, an integrated application, or both.
  2. Set the objective. Decide whether the goal is application compromise, model-behavior discovery, misuse analysis, regulatory evidence, release approval, or a combination. Different objectives produce different test sets and severity decisions.
  3. Define access and assumptions. Record whether testers have black-box access, authenticated user accounts, API documentation, model weights, system prompts, source code, or privileged deployment information. State what is intentionally unavailable.
  4. Write rules of engagement. Specify authorized domains and accounts, request limits, permitted automation, data-handling rules, hours, escalation contacts, prohibited actions, and the process for stopping a test that could affect users or third parties.
  5. Describe operating conditions. Include model and application versions, configuration, safety settings, retrieval corpus, connected tools, geographic or language constraints, and whether the system is a staging copy or production service. Record changes during testing.
  6. Build representative test sets. Include normal-use cases, edge cases, adversarial cases, and scenarios tied to the system’s actual domain. For generative systems, evaluate both the input and the resulting output, including repeated trials where variability matters.
  7. Choose measures and review methods. Use quantitative, qualitative, or mixed methods. Define what counts as a finding, how severity is assigned, how human reviewers resolve disagreement, and how uncertainty is recorded.
  8. Test the surrounding controls. For an AI application, examine ordinary security controls and AI-specific behavior together when both are in scope. A model response may be harmless in isolation but consequential if the application automatically sends it to a tool or presents it as authoritative.
  9. Plan retesting. Record the exact configuration and test cases that produced each finding so a later team can determine whether a fix changed the behavior without creating a new failure.

What evidence a credible engagement produces

NIST’s AI RMF Measure function recommends documenting test sets, metrics, tools, methods, and conditions similar to deployment. A useful record lets another evaluator reproduce the observation and understand its limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Scope record: target components, versions, interfaces, permissions, dates, and excluded systems.
  • Method record: test-set construction, automated tools, human-review procedures, sampling choices, and stopping rules.
  • Condition record: model parameters or configuration, connected data and tools, environment, language or modality, and any operational constraints.
  • Finding record: the input or action, observed output or state change, expected behavior, impact, confidence, and supporting logs or screenshots where permitted.
  • Uncertainty record: known variability, untested contexts, limited sample sizes, unavailable components, and assumptions that could change the result.
  • Remediation record: owner, proposed control, verification test, residual risk, and retest outcome.

Regular testing and monitoring matter because model versions, prompts, retrieval data, connected tools, and user populations change. A one-time result is evidence about the tested configuration, not a permanent certificate for every future deployment.

How NIST and OWASP guidance fit

NIST AI RMF

NIST’s AI Risk Management Framework is voluntary guidance for managing risks to individuals, organizations, and society. NIST released the Generative AI Profile, NIST AI 600-1, on July 26, 2024. The AI RMF 1.0 page states that the framework is being revised, so an engagement should identify the edition and the date on which it was consulted rather than implying that the guidance is static.

The Measure function is particularly relevant to both red-team and penetration-test planning because it treats risk evaluation as a repeatable activity. It supports quantitative, qualitative, and mixed approaches and calls for conditions that resemble deployment when that is relevant to the question being answered.

NIST ARIA

NIST’s Assessing Risks and Impacts of AI material describes ARIA’s three levels—model testing, red teaming, and field testing. The progression is useful when a project needs to distinguish laboratory behavior from performance and risk in context. It also prevents a model benchmark from being presented as evidence about a complete product.

Adversarial Machine Learning taxonomy

NIST AI 100-2 E2023, published in January 2024, supplies the conventional red-team and penetration-test distinction and emphasizes that AI systems inherit cybersecurity risks from conventional software while adding AI-specific risks. An AI security program therefore normally needs both familiar application-security work and tests designed for learned behavior.

OWASP generative-AI guidance

The GenAI Red Teaming Guide RC3c provides a generative-AI perspective centered on harmful or misleading responses and an adversary model that includes the model and its output. Because the cited revision is RC3c and guidance can change, check the current OWASP publication before setting a mandatory procedure.

Choosing the right engagement

Use a penetration test when

  • The primary question concerns a bounded application, API, network, or cloud deployment.
  • You need findings mapped to authentication, authorization, data protection, configuration, or other conventional controls.
  • The model is an implementation detail and its behavior is explicitly outside the objective.

Use AI red teaming when

  • The risk depends on what the model says, creates, refuses, or enables.
  • You need adversarial evaluation of misuse, harmful or misleading outputs, or behavior outside ordinary operation.
  • The target spans a model and the surrounding product, and you need to understand interactions among them.

Use both when

Most production AI products need both perspectives. The penetration test can establish whether unauthorized users can reach data, tools, or administrative functions. The AI red team can then examine whether an authorized or unauthorized interaction causes unsafe behavior, misleading output, or an unexpected action within the permitted system boundary. Combining them is not redundant when the objectives and evidence are kept separate.

Common mistakes and how to correct them

Treating the label as the scope

Calling an exercise a red team does not prove that it assessed the whole organization, and calling it a penetration test does not prove that model behavior was excluded. Publish the target, components, access, and exclusions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Testing only the model

A model result does not establish the behavior of a deployed product. Add the retrieval layer, tools, permissions, interface, monitoring, and human workflow when those elements affect the risk.

Testing only the application shell

Conventional endpoint and configuration findings can coexist with harmful or misleading model behavior. Include output-focused cases when the product’s purpose or risk depends on generated content.

Ignoring conditions and versions

Record the model and application version, configuration, test date, modality, language, connected data, and environment. Without those details, a later reader cannot tell whether a finding still applies.

Reporting a pass as proof of safety

State what was tested and what was not. Document uncertainty, untested contexts, and deployment differences. A successful test set demonstrates the observed result under its conditions; it does not establish universal safety.

A concise reporting template

Every public summary or internal report should allow a reader to answer six questions:

  1. Which model, application, and connected components were in scope?
  2. What access, assumptions, and rules of engagement governed the work?
  3. Which modalities, user contexts, and deployment-like conditions were tested?
  4. What methods, tools, test sets, metrics, and human review were used?
  5. What behavior or security condition was observed, with what impact and confidence?
  6. Which components, contexts, versions, or failure modes were not assessed?

Answering those questions makes the distinction concrete. It also prevents a model-only result from being mistaken for a product-wide penetration test, or a conventional application test from being mistaken for an assessment of AI behavior.
