A data center can be a major, continuous electricity customer, a water user whose impact depends on cooling design and power sources, and a campus that may occupy hundreds of acres once substations, backup systems and other infrastructure are included. But national averages cannot predict what one proposed facility will mean for your neighborhood. The decisive facts are local: the project’s connected load, cooling system, water source and consumption, parcel and utility plans, and the rules governing costs and environmental review.

The most useful way to evaluate a facility is to separate measured on-site use from modeled upstream effects, and to read the project’s planning and utility documents rather than rely on a national headline.

Why data-center resource use is growing

Data centers house servers, storage, networking equipment and cooling systems that operate continuously. Cloud services, artificial-intelligence workloads and other computing demand can add substantial load even when individual servers become more efficient.

The Lawrence Berkeley National Laboratory’s United States Data Center Energy Usage Report: 2025 Update, published in June 2026, estimates that data centers could consume 11.8% of all U.S. electricity in 2030 in its reference case. The same analysis gives a scenario range of 9.5% to 15.3%. Those are modeled national outcomes, not a guaranteed share and not a forecast for a particular state or utility.

A U.S. Department of Energy-hosted conclusion for the update reports that national data-center electricity use rose 14% from 2023 to 2024. It attributes the increase largely to deployment of accelerated servers and says efficiency improvements have not offset growth in total computing demand.

For a resident, the national numbers establish why utilities and planners are paying attention. They do not answer whether a local project will require a new transmission line, how much generation will serve it, or whether household rates will change. Those questions depend on the interconnection study, the utility’s rate structure and its rules for assigning upgrade costs.

How much electricity does a data center use?

There is no single consumption figure. A small enterprise facility, a regional cloud site and a very large campus can differ by orders of magnitude. Project documents may report several different quantities:

  • Current demand: the load the operating building draws today.
  • Connected or approved load: the capacity reserved in an interconnection agreement, which can exceed present use.
  • Build-out capacity: the eventual demand if all planned buildings and server halls are completed.
  • Peak demand: the highest instantaneous or seasonal draw used for grid planning.
  • Annual energy: electricity consumed over a year, usually measured in megawatt-hours or gigawatt-hours.

Ask which definition a number uses and whether it describes one building or an entire campus. A statement such as “100 megawatts” normally describes power capacity, not annual energy. Multiplying capacity by every hour in a year would assume the facility runs at full output continuously, which may not match its operating profile.

Why location matters to the grid

DOE explains that large data-center loads can affect regional grids. Facilities are often geographically constrained by latency requirements and commonly need firm power around the clock. A new load may therefore require a substation, transmission reinforcement, additional generation, or revised reliability planning even when the facility itself occupies a limited area.

Residents should not assume that a project automatically raises local electric bills. Whether costs reach customers depends on the utility’s tariff, negotiated service agreement, regulatory decisions and allocation of interconnection upgrades. Look for those details in public utility filings and commission proceedings.

Electricity figure What it tells you Question to ask
Megawatts (MW) Instantaneous capacity or peak demand Is this current load, contracted capacity or ultimate build-out?
Megawatt-hours (MWh) or gigawatt-hours (GWh) Energy used over a period What year, utilization level and operating assumptions produced it?
Interconnection upgrade cost Utility infrastructure attributed to the connection Who pays, and is the amount fixed or subject to later studies?
Firm-power requirement Need for dependable supply during all hours Which resources and transmission paths provide that reliability?

How data centers use water

Water discussions become misleading when different measurements are combined. Separate water used at the facility from water associated with producing its electricity, and separate withdrawal from consumption.

Direct on-site water

Direct water supports cooling and, in some designs, humidification or other building systems. Cooling towers reject heat by evaporating water; other systems use air, liquid loops, reclaimed water or combinations of technologies. A project may also draw water for testing, maintenance and fire protection.

Ask for both the design-day and annual figures. Hot weather can increase cooling demand, and a facility’s seasonal peak may matter more to a stressed water system than its annual average.

Indirect water from electricity generation

Power plants can consume water while generating the electricity that serves a data center. That indirect use may occur outside the host community and depends on the regional generation mix. Berkeley Lab’s 2024 report modeled an indirect water footprint of nearly 800 billion liters for U.S. data centers in 2023. This is a national estimate based on grid mixes; it is not water drawn from one town’s supply.

The same electricity load can therefore have different upstream water implications in regions dominated by different generation technologies. A local project’s utility filings or emissions-and-resource disclosures are more informative than applying the national total to a single site.

Withdrawal versus consumption

Withdrawal is water taken from a river, aquifer, municipal system or other source. Consumption is the portion not promptly returned to the same immediate water cycle, often because it evaporates. A facility can report a large withdrawal and return much of it, or withdraw less but consume a larger share through evaporation. Always ask where return flows go, how quickly they return, and whether the figures are permitted limits or expected operating use.

Why water use varies so widely

A 2025 review by Lei, Lu, Shehabi and Masanet, summarized by Berkeley Lab, found workload-level water-use variation exceeding 10,000-fold. The determinants include server efficiency and utilization, cooling technology, overall infrastructure efficiency, climate zone and the water intensity of the electricity grid. That spread makes a generic “gallons per data center” multiplier unreliable. Facility-specific figures are essential.

Do data centers use local drinking water?

Some facilities use municipal potable water; others use groundwater, surface water, reclaimed wastewater or a mixture. The answer is established by the project’s water-service agreement, well permits, environmental review and cooling design. A proposal that advertises “water efficiency” may still require a substantial peak withdrawal, so request the source, annual consumption, maximum-day demand and drought contingencies.

What the Quincy, Washington, example shows

Quincy illustrates why local records matter. The U.S. Environmental Protection Agency reports that the city typically pumps about 2.1 billion gallons of groundwater each year. Until recently, data centers accounted for 10% of that pumping, compared with 57% for food processors and 33% for residents plus public and commercial services. Those percentages describe Quincy, not a national average.

EPA also reports that Quincy’s Water Reuse Utility, operating since 2021, reuses cooling water and offsets 138 million gallons of groundwater per year. Reuse can reduce reliance on potable groundwater, but its value depends on actual operating volumes, treatment performance and whether the offset is sustained during hot or drought conditions.

Water term Meaning What to obtain locally
Direct withdrawal Water taken at the facility from a named source Permit limit, expected annual use and peak-day demand
Direct consumption On-site water not promptly returned, often evaporated Consumption estimate and calculation method
Indirect consumption Water consumed by power plants serving the load Utility generation mix and method used to estimate it
Reuse or reclaimed supply Treated water substituted for potable or groundwater Source, treatment capacity, operational date and verified volume

How much land does a data center take up?

There is no established national “typical” acreage. Land requirements vary with building count, setbacks, stormwater facilities, substations, fuel storage, parking, security buffers and transmission or water corridors.

EPA documents one concrete example: Microsoft has operated a 270-acre data-center campus in Quincy since 2007. That figure demonstrates possible campus scale; it is not a national average or a prediction for another proposal. A project’s legal parcel may also understate its footprint if easements, off-site substations or new utility corridors are counted separately.

Review the site plan for building pads, impervious surface, landscaping, drainage and emergency-access routes. Check zoning maps, conditional-use approvals, easements and any separate permits for substations, generators, pipelines or transmission lines.

What nearby residents can expect

Effects are project-specific and should be tied to documented permits and operating plans. Potential issues fall into several categories:

Construction and traffic

Large campuses can require years of grading, concrete work and equipment deliveries. Construction traffic, road widening and temporary noise are questions for the site logistics plan and construction permits. Do not assume a project will create permanent traffic impacts without a traffic study.

Noise and backup systems

Cooling equipment, fans, pumps and backup generators can produce different sound patterns during normal operation and testing. Ask for modeled day and night levels at property lines, generator-test schedules and limits on cumulative noise from multiple buildings.

Water supply and drought resilience

Compare the project’s maximum-day demand with the utility’s available capacity, drought plan and other customer commitments. Determine whether a reclaimed-water system is operating or merely proposed, and whether wells are subject to seasonal restrictions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Grid reliability and infrastructure

Find the interconnection point, planned substation and transmission upgrades. Request the utility’s reliability assessment and the approved cost-allocation method. A large load can be served reliably without changing every household’s bill, but that outcome cannot be established without local tariff and regulatory documents.

Land, drainage and environmental review

Impervious surfaces can change stormwater flows, while generators and fuel systems may require air-quality or hazardous-material permits. Whether those effects are significant depends on site design, controls and enforcement conditions. Read the environmental review instead of treating generic data-center claims as proof of a local impact.

How to investigate a proposed or operating facility

  1. Identify the project boundary. Obtain the parcel map, phased build-out plan and any off-site substations, transmission routes, wells or pipelines.
  2. Pin down electricity metrics. Record current demand, requested interconnection capacity, ultimate build-out, peak load and annual energy, noting the date and whether each number is measured or projected.
  3. Read the utility filings. Look for interconnection studies, transmission upgrades, reliability plans, tariffs, service agreements and decisions assigning costs.
  4. Document the cooling system. Determine whether cooling is evaporative, air-based, liquid, hybrid or another design, and ask how performance changes by season.
  5. Trace every water source. Check municipal contracts, groundwater or surface-water permits and reclaimed-water agreements. Record withdrawal, consumption, return flow and maximum-day values separately.
  6. Verify mitigation. For reuse, efficiency or offset claims, find the operating date, permitted capacity, measured volume and conditions that could suspend the benefit.
  7. Review land-use and environmental approvals. Read zoning decisions, site plans, stormwater permits, air permits, generator details and environmental assessments.
  8. Attend the public record. Use planning hearings, utility commission dockets and public-records procedures to obtain amendments, monitoring reports and compliance records.
  9. Compare promises with operations. For an existing campus, compare permit limits and forecasts with utility bills, annual reports, water-meter data and enforcement filings where available.

A practical comparison framework

When several actual projects are under consideration, compare like with like. Do not substitute a national estimate or an unrelated campus for missing local data.

Comparison axis Minimum information Why it matters
Facility scale Current use, future capacity, building count and schedule Separates today’s impact from a possible full build-out
Electricity service Peak and annual load, connection point, upgrades and cost allocation Shows how the regional grid will serve the project
Cooling and water Technology, source, withdrawal, consumption, return flow and seasonal demand Prevents potable use from being confused with evaporation or reuse
Power-related water Serving-grid generation mix and estimation method Places indirect water impacts in the correct region
Reuse or mitigation Operating status, capacity and verified annual offset Distinguishes a functioning system from a proposal
Land and infrastructure Parcel, impervious area, easements, substations and corridors Captures impacts outside the main building parcel
Public accountability Monitoring, reporting, permit conditions and enforcement history Shows whether commitments can be checked over time

What national figures can—and cannot—tell you

National electricity projections show a rapidly growing sector but include scenario uncertainty. The nearly 800-billion-liter indirect-water estimate reveals that power generation matters, yet it cannot tell you how much water a local utility will supply. The 270-acre Quincy campus demonstrates possible scale without defining a standard parcel. Quincy’s 138-million-gallon reuse offset shows that infrastructure can change the water balance, but it does not guarantee similar results elsewhere.

The reliable answer for residents comes from the project’s own numbers, definitions, permits and utility decisions. If a proposal does not disclose whether a figure is current or future, withdrawal or consumption, potable or reclaimed, ask the approving agency to require that distinction before relying on the claim.
