Depending on the site, operators can use outside air, air-cooled mechanical chillers, closed-loop liquid cooling, or treated reclaimed water. These options have different effects on evaporation, electricity demand, climate suitability and local infrastructure. “Zero water for cooling” usually means no ongoing evaporative consumption—not that the facility contains no water or needs no initial coolant fill.
What “without drinking water” actually means
Three separate questions are often mixed together when a data center advertises low- or zero-water cooling:
As an Amazon Associate I earn from qualifying purchases.
- What is the source? Potable water meets drinking-water standards. Reclaimed wastewater, recycled process water and rainwater are non-potable alternatives where treatment and delivery systems exist.
- How is water used? An evaporative tower consumes water by releasing it as vapor. A closed loop keeps coolant circulating, so its operating demand can be limited to make-up water, maintenance and occasional losses.
- What is included in the claim? “Zero water for cooling” concerns the cooling process. It does not necessarily cover kitchens, restrooms, humidification, fire systems, construction or other facility uses.
Consequently, replacing municipal drinking water with reclaimed water reduces potable demand but does not automatically eliminate water consumption. Air cooling can avoid cooling-water evaporation altogether, while a sealed liquid loop can avoid ongoing evaporation after the loop is filled.
Why traditional cooling towers consume water
Servers convert electrical power into heat. In a conventional design, chillers or heat exchangers transfer that heat to water, and a cooling tower rejects the heat by evaporating part of the water into the atmosphere. Evaporation is effective because changing liquid water into vapor carries away substantial heat.

Microsoft describes its traditional cooling towers as evaporating water year-round. This approach can reduce the electricity required by the cooling system compared with mechanical refrigeration, especially in warm conditions, but the water that evaporates must continually be replaced. Towers also require blowdown: some circulating water is discharged to control the concentration of minerals and treatment chemicals.
Hybrid fluid coolers
Hybrid fluid coolers combine dry heat rejection with evaporative assistance. In Microsoft’s description, the equipment evaporates water during hot summer conditions and switches to dry operation when ambient temperatures fall. Water use therefore varies with weather and operating mode rather than remaining constant throughout the year. A hybrid system can reduce annual water demand without committing the site to full-time mechanical refrigeration, but it is not a zero-water design whenever evaporation is enabled.
Cooling with outside air
Outside-air systems use favorable outdoor conditions to remove heat directly or to assist a heat exchanger. Fans and dampers move filtered air through a facility or across a closed internal air loop. When outdoor air is cool and dry enough, the compressors or cooling towers can be turned down or off.

Air cooling can use little or no water, but performance depends on the local climate, the temperature and humidity limits of the servers, filtration requirements and the building’s ability to isolate indoor air from outdoor contaminants. Hot, humid or smoky conditions may require mechanical cooling, air treatment or temporary operating changes.

Microsoft says one of its direct-air systems uses water only when outdoor temperatures exceed 85°F. That threshold describes Microsoft’s system; it is not a universal cutoff for every air-cooled data center. Other facilities may have different temperature limits, controls or supplemental cooling equipment.
Air-cooled mechanical chillers
An air-cooled chiller uses mechanical refrigeration to move heat from a closed coolant loop to outdoor air. Refrigerant compressors, condensers and fans perform the heat-rejection work without evaporating cooling water. The server rooms can therefore operate without a continuous potable-water supply for heat removal.
The trade-off is electricity. Microsoft notes that replacing evaporative systems with mechanical cooling can increase power use and raise power-usage effectiveness (PUE), because evaporation has traditionally provided cooling with comparatively low electrical input. The actual result depends on equipment efficiency, outdoor conditions, part-load operation and the carbon intensity and price of the site’s electricity.

Closed-loop direct-to-chip liquid cooling
High-performance processors can be cooled more directly than by conditioning the air in an entire room. In direct-to-chip systems, cold plates sit on the processors and circulate a liquid through a sealed distribution loop. The liquid absorbs heat at the chip, passes through a heat exchanger or chiller, and returns to the servers.

Microsoft says its next-generation design recirculates water between servers and chillers after the initial construction fill. Steve Solomon, Microsoft’s vice president of datacenter infrastructure engineering, describes the system this way: “These new liquid cooling technologies recycle water through a closed loop.” He also says, “Once the system is filled during construction, it will continually circulate water between the servers and chillers to dissipate heat without requiring a fresh water supply.”
In this context, “zero water for cooling” means zero routine evaporative consumption during operation. Water remains inside the equipment. The facility still needs the initial fill, and operators may need to replace fluid lost through maintenance, leaks or component work. The claim should not be interpreted as zero total site water use.
Direct-to-chip cooling can also work with warmer coolant temperatures than some older systems. Microsoft says that characteristic can support efficient economizing chillers, allowing favorable outdoor conditions to reduce compressor operation. Whether the complete installation saves energy or water compared with another design remains site-specific.

A data center can continue using evaporative equipment while avoiding drinking-quality municipal water. Treated wastewater, recycled industrial water or another approved non-potable source can supply cooling towers and related processes. This strategy changes the source of water rather than eliminating evaporation.

Google’s water-stewardship guidance states: “In locations with high water risk, we look for alternatives like air-cooling or recycled water.” Microsoft likewise says it uses reclaimed and recycled sources where available and appropriate.
Availability is an engineering and public-utility question. A site needs a treatment plant capable of producing water that meets the cooling equipment’s chemistry requirements, a pipeline or storage system, permits, monitoring and a dependable supply during drought or maintenance. If those systems are absent, trucking or constructing new infrastructure can undermine the environmental and economic case.
Microsoft Local reports that a reuse utility serving its Quincy, Washington, operation reduced potable-water use by 97 percent. That is a local example of replacing drinking water with reclaimed supply, not a global average for data centers.

Why climate, electricity and infrastructure determine the choice
Climate
Cool, dry weather expands the hours in which outside air or dry heat rejection can work. Hot weather increases the need for refrigeration or evaporative assistance. Humidity, wildfire smoke, dust and seasonal extremes also affect filtration and operating limits. A design optimized for a cool region may perform poorly in a hot or water-stressed one.
Best Value
Water stress
Water availability is not uniform within a country or even within a utility territory. An operator may accept higher electricity use to avoid drawing from a stressed watershed, or use reclaimed water so that cooling demand does not compete with drinking-water needs. Google characterizes these decisions as campus-specific balances among water and energy rather than a single universal solution.
Electricity and PUE
Evaporation can reduce cooling power, while dry mechanical systems can increase it. That does not make one option automatically better: a facility might have abundant low-carbon electricity but scarce water, or plentiful water but a constrained power grid. A meaningful comparison should disclose both water metrics and energy metrics under the same operating boundary.
Utility infrastructure
Reclaimed-water cooling works only when a suitable source can reach the site. Closed-loop liquid systems require compatible servers, distribution manifolds, pumps, heat exchangers, leak detection and maintenance procedures. Air systems require a building envelope and filtration strategy designed for outdoor conditions. These capital and operational requirements often matter as much as the cooling hardware itself.
What published operator figures do—and do not—show
| Figure | Owner, date and scope | How to interpret it |
|---|---|---|
| 0.30 L/kWh average WUE, compared with 0.49 L/kWh in 2021 | Microsoft, reported December 2024; “last fiscal year” wording in the report | Fleet average. Microsoft defines WUE as annual water consumption for humidification and cooling divided by IT-equipment energy consumption. It is not a universal data-center value. |
| More than 125 million liters avoided per year per data center | Microsoft, 2024 estimate for its next-generation design | A company estimate comparing the design with traditional evaporative cooling, not a measured result for every site. |
| Approximately 90% operating with highly efficient, low- to zero-water cooling | Microsoft, 2026 statement covering its owned fleet operating in 2025 | A defined fleet share, not evidence that all data centers or all leased capacity use the same systems. |
| 97% reduction in potable-water use | Microsoft Local, 2026; Quincy, Washington, reuse utility | A local potable-water result from a reuse project, not a global cooling-water average. |
No independent cross-operator dataset establishes one universal water-saving number for data-center cooling. Company statistics can be useful when their boundary, year and calculation are retained, but they should not be generalized beyond that scope.
How to check a “zero-water” claim
- Ask what “water” means. Is the claim about potable water, all supplied water, evaporative consumption or only cooling-system operation?
- Identify the cooling equipment. Determine whether the site uses towers, hybrid coolers, outside air, air-cooled chillers, direct-to-chip loops or a combination.
- Check the operating boundary. Confirm whether the number covers one building, a campus, an owned fleet, leased capacity or a design that is still being deployed.
- Look for the initial-fill qualification. A closed loop can avoid fresh water during operation while still requiring water during construction and maintenance.
- Separate source from consumption. Reclaimed water lowers potable demand, but an evaporative tower can still consume substantial non-potable water.
- Request the energy counterpart. Compare cooling electricity, PUE or equivalent metrics under the same weather and load conditions.
- Verify the date. Fleet shares and annual averages change as new facilities open and older systems are retrofitted.
Bottom line for water-conscious computing
Data centers can cool servers without drinking water by rejecting heat to outside air, using air-cooled refrigeration, circulating liquid in a closed direct-to-chip loop or supplying evaporative equipment with reclaimed water. The first three approaches can avoid routine potable-water demand for cooling; reclaimed water substitutes a safer source but may still be consumed through evaporation. The responsible comparison is therefore not “water or no water,” but potable demand, consumptive use, energy demand, climate fit and infrastructure for the specific site.
