Data centers can affect nearby communities through added demand on the electric grid, local water use, and persistent equipment noise—but the effects are not the same everywhere. Utility rate rules determine who pays for grid costs; cooling systems and water availability shape water impacts; and site design, distance, measurement rules, and enforcement shape noise exposure. A Virginia forecast, for example, estimates a possible future residential cost increase, but it is not evidence that every household near a data center already has a higher bill because of one.
How a data center can affect the community around it
A data center’s direct utility bills and the broader costs of serving its electricity demand are separate matters. Its cooling system may draw water, but the amount and local significance depend on the site and water source. Fans, chillers, generators, and other equipment can produce noise, with low-frequency sound a particular concern in some settings. To understand a proposed or operating facility, look at the utility territory, water system or basin, site layout, and local rules—not just the building’s size or a national average.

Can a data center raise nearby electricity bills?
Direct electricity charges and grid costs are different
A data center pays for electricity under the applicable utility arrangements. Separately, serving a large new load may require generation, transmission, or other grid investment. Whether and how those costs are assigned to the data center, shared among customers, or reflected in rates depends on utility tariffs, customer classes, regulators, and project-specific arrangements.
Virginia’s Joint Legislative Audit and Review Commission (JLARC) concluded in its 2025 report that data centers are currently paying their full cost of service in Virginia, while warning that rising energy demand is likely to increase costs for other customers. Its forecast estimates that a typical Dominion Energy residential customer could face an additional $14 to $37 per month by 2040, in constant dollars, in generation- and transmission-related costs. This is a Virginia-specific forecast, not a measured increase for every resident, and not a universal estimate for communities elsewhere.

Fairfax County likewise says residents do not directly pay for data centers’ electricity, but may bear some costs for required grid infrastructure. The distinction matters: a facility can pay its own electric bill while changes to shared infrastructure or the power system affect other ratepayers.
National demand forecasts do not predict a local bill
Lawrence Berkeley National Laboratory’s Energy Technologies Area estimates in its 2025 report that data centers could account for 11.8% of total U.S. electricity use by 2030, with a modeled range of 9.5% to 15.3%. That is a national electricity-demand forecast; it does not say how much a particular utility will spend or how much a nearby household’s bill will change.

The U.S. Department of Energy’s January 17, 2025 technical brief on large-load rate design identifies cost allocation, the risk of stranded infrastructure, and resource adequacy as central issues. In practical terms, local questions include whether an upgrade is dedicated to one project or shared, who is responsible if expected demand does not materialize, and how new supply and transmission needs enter rates.

Cooling design and local water conditions drive the answer
There is no single water-use figure that describes all data centers. Facility size, computing density, and cooling approach affect the amount of water used at the site. JLARC’s 2025 Virginia report says many data centers use about as much water as, or less than, an average large office building; a few use substantially more, and some use less than a typical household.

Those comparisons do not establish whether a particular facility is sustainable for its location. A modest amount of use can matter in a water-constrained utility system or during drought, while a larger use may have a different effect where supplies are more available. The source of the water, competing demand, seasonal peaks, and the basin or utility boundary are important context.

Water withdrawal is water taken from a source; consumptive use is the portion not returned to that source in a way that remains available for other users. A withdrawal total and a consumption share answer different questions and should not be treated as interchangeable.

Fairfax County reports that data center water use across Northern Virginia in the Potomac River basin is less than 100,000 gallons per day, and that data center consumptive use is less than 0.1% of total upstream consumptive water use. These are basin-specific figures, not a representative number for every locality or a statement of total water withdrawals. Fairfax also notes that exact county use was historically private. Virginia’s new reporting information is expected to become available after the reporting requirement takes effect on January 1, 2027.

Persistent low-frequency sound can be a siting concern
Data center equipment can produce ongoing sound. JLARC describes persistent low-frequency noise and reports that some nearby residents say it affects their well-being. It also finds that most Virginia facilities do not generate complaints. These observations support treating noise as a real siting and nuisance issue without assuming that every facility is disruptive or that a complaint demonstrates hearing damage.

Sound can vary with equipment, operating conditions, barriers, distance from homes, and the way it is measured. Rules designed around short, loud events may not capture persistent low-frequency sound well. A sound study should therefore use an appropriate method and account for the relevant frequencies, not just report a single general noise level.
Local rules and measurements determine what can be enforced
Fairfax County identifies tools such as setbacks, sound modeling, frequency-aware measurement, and zoning limits. Requirements differ by jurisdiction, including the measurement protocol, allowable limits, study obligations, and response to complaints. A Class 2 sound level meter may help a resident keep preliminary records of recurring sound, but a consumer meter does not by itself establish a violation and may not adequately measure low-frequency noise. A calibrated professional study and the jurisdiction’s required protocol are more suitable for evaluating compliance.

For a large proposed electric load in Texas, ERCOT’s 2026 Data Center Impact RFI requests information from developers pursuing interconnection to the ERCOT system at 25 MW or more. Its requested details include water sources and use, cooling technology, noise, light, and traffic. Submissions were due October 12, 2026, and a state-level impact report was expected by December 10, 2026; as of October 4, 2026, that report was still pending.
Why the answer differs from place to place
No nationwide estimate establishes a single causal effect of data centers on household electricity bills, local water supplies, or noise exposure. The strongest community-level findings here concern Virginia, supplemented by Fairfax County’s local figures and guidance. A useful local assessment needs the actual rate design and grid plan, site-level water data tied to a clear boundary, and noise analysis using the applicable local standard.
